Navigating solid waste management in the United States: A comparative analysis of federal and state regulatory frameworks and practices
Solid waste management in the United States is governed by a complex interplay of federal standards set by the Environmental Protection Agency (EPA) and diverse state-level programs tailored to regional needs. This research article examines the federal regulatory foundation established by the Resource Conservation and Recovery Act (RCRA) and provides a detailed comparison of solid waste management systems in five representative states: California, Texas, Florida, New York, and Pennsylvania. While the EPA sets national minimum standards for landfill operations, hazardous waste management, and open dumping prohibitions, states vary widely in their definitions of waste, legislative mandates, program structure, and enforcement rigor. California and New York exemplify ambitious, centralized approaches with aggressive recycling and organics diversion goals exceeding federal requirements, integrating climate and environmental justice considerations. In contrast, Texas employs a decentralized, less regulated model focused on landfill disposal and local control, with budding recycling efforts. Florida and Pennsylvania adopt hybrid frameworks emphasizing regulatory compliance, environmental remediation, and specialized statutory programs. This comparative analysis reveals significant interstate variation shaped by environmental priorities, governance philosophies, and resource availability, emphasizing the critical role of coordination between federal and state agencies in advancing sustainable waste management nationwide.

Terrorism and global security: Cyber threats, governance, and counterterrorism strategies
This study examines the complex motivations behind terrorism and evaluates the effectiveness of international counterterrorism efforts using data from the Global Terrorism Database (GTD), World Values Survey (WVS), and World Bank Governance Indicators. Logistic regression and cluster analysis reveal that no socio-political factors—such as trust in government, religious values, or political ideology—significantly predict religiously motivated terrorism, though patterns emerge in political ideology and governance. Interrupted Time Series (ITS) and Difference-in-Differences (DiD) analyses indicate a post-9/11 surge in international counterterrorism collaborations, while domestic U.S. peace stability shows limited change. Panel data analysis highlights governance quality and economic stability as key factors in reducing terrorism, with economic stability emerging as the strongest predictor (p < 0.001). Based on these findings, the study recommends prioritizing governance reforms, integrating economic development into counterterrorism strategies, expanding efforts beyond military interventions, and strengthening intelligence-sharing mechanisms to enhance global counterterrorism effectiveness.
