REFORMASI BIROKRASI MENUJU GOOD GOVERNANCE
Globalization in various areas of life , especially the advancement of information technology and the transformation has encouraged the changing needs of the community , as well . encourage governments as public administration and public management to be able to reform itself in the direction of good governance. The main elements of the government . public administration and public management are characterized by good governance : Accountability . Transparency , openness, rule of law and the effectiveness and efficiency . As for the government's actions as public administration and public management are expected to realize the implementation and operationalization of the principles of good governance among others : to function properly and not waste public money collected through the tax system, can perform its functions based on standard norms ethics and morality with justice, able to respect the legitimacy of the constitutional convention that reflects the sovereignty of the people ( democracy ), has a wide variety of responsiveness to the aspirations and demands of the growing participation in the community and society are positive to the question regarding the various policies being operated.
 
PROSPEKTIF HUKUM TERHADAP TRAFIKING MENURUT UNDANG-UNDANG DAN RESOLUSI DEWAN KEAMANAN PBB
Trafficking means trafficking of women and children. Trafficking of women and children is a sales transaction between a seller and a buyer at an agreed price. trafficking also contains elements of coercion, fraud, threats of violence and abuse of power for exploitation purposes. The cause of trafficking is the lack of understanding of children's rights. Children by some families are still considered the property of their parents, so they are vulnerable to becoming victims of trafficking. The main factors for the rampant trafficking of women and children are poverty, education, young marriage, market demand that promises large enough money that makes some parents tempted and sell their children to prostitution brokers
PENGENDALIAN DALAM PEMANFAATAN LAHAN KAWASAN BANDUNG UTARA (STUDI PADA KECAMATAN CIDADAP KOTA BANDUNG)
This research is motivated by the lack of optimal control over land use in the area of North Bandung, Cidadap District, Bandung. This refers to the provisions of Bandung City Regulation No. 3 of 2006 which stipulates the North Bandung Area as a protected area and is supported by the Regional Regulation of West Java Province Number 2 of 2016, concerning Guidelines for the Control of Spatial Use in the North Bandung Region (KBU) as a Strategic Friend of West Java Province.
Based on the background of the above problems, the researcher identified the problem as follows: How is control in the use of KBU land in Cidadap District?
In solving the problem this research tries to apply the concept of Hasibuan, through ways of controlling, namely: Direct Control, Indirect Control, and Control Based on Exceptions (GR. Terry in Hasibuan, 2016: 246). Thus it is expected that through control methods can be applied to the KBU land use Cidadap District can run optimally. As for the research methods used qualitatively.
Targeted outputs from the results of this study can be used as input and information about land use control in the North Bandung area of Cidadap District so that it can be used as a model to be applied to the Cidadap District government in optimizing land use
PENGARUH BAURAN PEMASARAN JASA DAN KEPERCAYAAN PASIEN TERHADAP LOYALITASPASIEN (STUDI KASUS DI POLI SPESIALIS REMATOLOGI RUMAH SAKIT HASAN SADIKIN BANDUNG)
Competition of hospital specialists in the city of Bandung encourages health service facilities to become a socio business. It is required to gain the patient's trust becomes loyal to the hospital as a public service institution, handling strategic role to improve public health status and health service facility. There is an integrated specialist polyclinic consisting of subspecialists, including a rheumatology specialist poly. Hospital is a service business based on trust, morals and ethics. The effort to support the hospital business is the application of the marketing mix concept and patient trust. The concept of the hospital service marketing mix is 9 Ps, which consists of the elements: product, price, promotion, location, people, process, physical facilities, professional, performance /employee appearance. Patient trust is the key to marketing to foster patient loyalty to gain benefits for the hospital. The purpose of this research was to identify the service marketing mix, and patient trust in patient loyalty in rheumatology specialist poly of general hospitals in Bandung. The observation unit in patients in the rheumatology specialist poly in July 2020. the survey method used was descriptive, explanatory, data testing with path analysis techniques. The conclusion of this research shows that the increase in the performance of the marketing mix and trust can increase patient loyalty. Research results expected to be a reference for improving the performance of the marketing mix in hospitals and useful in developing economics, especially marketing management in hospitals
FAKTOR KEPEMIMPINAN DALAM EFEKTIVITAS PENGEMBANGAN USAHA KECIL MIKRO DAN MENENGAH
The development of Micro, Small and Medium Enterprises (MSMEs) in Indonesia is still not optimal. This problem is usually associated with one of the leadership variables at both the village / kelurahan and city / district levels. At the village level, the village head has an important role in advancing or retreating an MSME. The village head is assumed to have an effect on the effectiveness of MSME development in the country. This study took research in Neglasari Village, Banjaran District, Bandung Regency. The research question is how much influence the leadership of the village head has on the effectiveness of MSME development in Nrglasari Village? To analyze the research problem, theory is used as an analytical tool, namely leadership techniques, as suggested by Syafei (2013: 41-46), including persuasive techniques, communicative techniques, facilities techniques, motivation techniques, exemplary techniques. The theory of effectiveness uses the theory of Steers (1985: 4-7) which consists of an understanding of goal optimization, a systematic perspective, and an emphasis on human behavior in an organizational structure. Based on the theoretical approach, the hypothesis proposed is: "The magnitude of the influence of the village head leadership on the effectiveness of the development of micro, small and medium enterprises in Nrglasari Village, Banjaran District, Bandung Regency is determined by the implementation of the dimensions of persuasive techniques, communicative techniques, facility techniques, motivational techniques, techniques. exemplary.

They are provided with training Dinas KUMKM Kota Bandung, and the implementation is fostered by KADIN Kota Bandung. Even though they have been given training by the WUB program, currently they are faced with a challenge where the motivation level has decreased. So, it is necessary to increase motivation and entrepreneurial mentality by training. PENERAPAN PIDANA FIDUSIA DALAM PEMBERIAN FASILITAS PEMBIAYAAN KENDARAAN BERMOTOR BERDASARKAN UU NO. 42 TAHUN 1999 TENTANG FIDUSIA
Salah satu jaminan kebendaan yang dikenal dalam hukum positif di Indonesia adalah jaminan fidusia. Jaminan fidusia merupakan salah satu lembaga jaminan atas benda bergerak yang sering digunakan dalam berbagai aktifitas bisnis di masyarakat. Meskipun jaminan Fidusia sudah diatur dalam peraturan perundang-undangan yaitu Undang – Undang No. 42 tahun 1999 tentang Jaminan Fidusia, tetapi dalam praktiknya sering terjadi pelanggaran – pelanggaran hukum yang dilakukan oleh pihak debitur. Pelanggaran pidana yang sering muncul itu didalam pemberian fasilitas Kredit Kendaraan adalah Rekayasa dalam Pengajuan Fasilitas Kredit dikenakan Pasal 35 dan Pengalihan Kendaraan yang menjadi Objek Jaminan Fidusia sanksi Pasal 36 Undang – Undang No. 42 tahun 1999. Adapun permasalahannya Bagaimana Praktek Penerapan Hukum Pidana Mengenai Perjanjian Kredit Dengan Jaminan Fidusia Di Indonesia ? Apa Saja Hambatan-Hambatan Yang Ditemui Pada Penerapan Pidana Jaminan Fidusia Berdasarkan UU No.42 Tahun 1999 dan Solusinya ?
Metode yang dilakukan dalam penelitian ini adalah dilakukan dengan pendekatan Yuridis Sosiologis yaitu suatu penelitian yang dilakukan terhadap keadaan nyata masyarakat atau lingkungan masyarakat dengan maksud dan tujuan untuk menemukan fakta yang kemudian menuju pada identifikasi) dan pada akhirnya menuju kepada penyelesaian masalah, tentang Penerapan Hukum Pidana Fidusia Dalam Pemberian Fasilitas Kredit Kendaraan berdasarkan Undang – Undang No. 42 Tahun 1999 Tentang Fidusia.
Berdasarkan pembahasan tersebut di atas penulis menarik kesimpulan sebagai berikut : Bahwa proses penegakan hukum telah benar diterapkan di Indonesia, dengan di jatuhkannya hukuman pidana dan denda kepada terdakwa yang telah terbukti bersalah melanggar pasal 36 Undang-Undang No.42 Tahun 1999 tentang Jaminan Fidusia. Hambatan-hambatan yang sering ditemui oleh Pihak Kreditur adalah pada saat pelaksanaan eksekusi objek jaminan fidusia kepada Pihak Debitur. Beberapa hambatan yang di alami oleh Pihak Kreditur antara lain : Pihak Debitur yang tidak Koperatif ( Unit sulit diketahui keberadaannya / Debitur yang sulit ditemui ) dan banyaknya Debitur yang mengalihkan atau mengadaikan Objek Jaminan Fidusia tanpa ijin tertulis dari Pihak Kreditur. Solusi yang tepat adalah ketika Pihak Debitur mengajukan fasilitas kredit maka diberikan peringatan yang benar dan tegas kepada nasabah untuk tidak melakukan tindak pidana Fidusia dan sebagai alternatif terakhir adalah dengan membuat Laporan kepada Pihak Kepolisian, Objek Jaminan didaftarkan di Kantor Kementerian Hukum dan Hak Asasi Manusia, sehingga pihak Kreditur terlindungi secara hukum apabila Pihak Debitur melakukan Wanprestasi, dan pidana fidusia sudah benar-benar dapat dilaksanakan di Indonesia sesuai dengan pasal 35 atau 36 Undang-Undang No. 42 Tahun 1999 tentang Jaminan Fidusia.
 
MOTIF DAN ORIENTASI POLITIK GENERASI MILENIAL PARTAI SOLIDARITAS INDONESIA
Generasi milenial dianggap apatis untuk berkiprah dalam dunia politik. Namun terdapat partai yang mewadahi sekelompok anak muda yaitu Partai Solidaritas Indonesia (PSI). Penelitian ini bertujuan untuk mengkaji motif dan orientasi politik generasi milenial dari PSI. Metode penelitian ini menggunakan pendekatan kualitatif dengan studi fenomenologi. Teknik pengumpulan data melalui wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa motif politik mereka dianggap sebagai kewajiban mendasar dan kebutuhan integral dalam kehidupannya. Anti korupsi dan anti intoleransi merupakan salah satu motif yang memotivasi mereka untuk terlibat dalam politik praktis dengan gaya baru milenial. Lima tahun PSI berdiri, membuat mereka yakin bahwa milenial saat ini mampu mendobrak antitesa dan pakem-pakem lama dari generasi sebelumnya (baby boomer generation). Politisi dari generasi milenial ini memegang teguh ideologi Pancasila dengan asas nasionalis, yang memiliki nilai dasar perjuangan kebajikan, keragaman, keterbukaan, dan meritokrasi

IMPLEMENTASI UNDANG-UNDANG REPUBLIK INDONESIA NOMOR 16 TAHUN 2009 TENTANG KETENTUAN UMUM TATA CARA PERPAJAKAN DALAM MENANGGULANGI TINDAK PIDANA DI BIDANG PERPAJAKAN
The use of criminal sanctions in Law Number 16 of 2009 concerning General Provisions on Tax Procedures, raises legal issues at the conceptual level. That the Tax Law is part of the State Administrative Law, requires forced efforts for taxpayers, which in principle is a form of criminalization of administrative behavior. The parameter of tax crime is only limited by the element of negligence and deliberation, the application of which is based on the discretion of the competent institution. Resulting in transactional behavior on a practical level. Therefore, the principle of ultimum remedium, it becomes very important to avoid the use of arbitrary discretion. In connection with this matter, there are some interesting issues to study, among others, how is law enforcement by the Civil Servant Investigating Directorate General of Taxes against taxpayers who commit tax crime? and how is the application of tax penalties as ultimum remedium in Act Number 16 of 2009 concerning General Provisions for Tax Procedures? The results of the study concluded that law enforcement by the Civil Servant Investigator of the Directorate General of Taxes against Taxpayers who commit tax crime based on the provisions of Law Number 16 of 2009 concerning General Provisions on Taxation Procedures is causing irony, because in Law Number 16 of 2009 concerning General Provisions on Tax Procedures have a large discretion by the Directorate General of Taxes, in this case the Civil Servant Investigator, to determine whether a violation (in this case a tax crime) should be subject to administrative sanctions or criminal sanctions. The imposition of criminal sanctions in Law Number 16 of 2009 concerning General Provisions on Tax Procedures should not only prioritize the interests of the state, but also prioritize the interests of taxpayers, especially corporate taxpayers, because revenue for the state will benefit all Indonesians, rather than applying penalties . Criminalization in tax law should be the last alternative in applying the law (ultimum remedium principle)
