Opening up new worlds for humans to respect
In 1967, New Zealand architect James Beard took a year-long professional sabbatical in the US to learn more about regional and landscape planning. Following personal advice from MIT's Kevin Lynch, Beard headed to Harvard University to study toward a Master's qualification in their highly regarded landscape department under Professor Hideo Sasaki. While Beard was able to employ some of his learning in his later career (most notably at Kaitoke Regional Park in the 1970s), Beard returned to a New Zealand that was not yet ready for the broader regional-level consideration of landscape planning and design that he had discovered in his US studies
Agriphotovoltaics Code of Ethics
Solar photovoltaic (PV) technologies are recognised globally as a means of supplying affordable renewable electricity, while mitigating global carbon emissions. However, the development of large PV farms requires large surface areas due to the disperse nature of solar energy. Academic literature has identified Agriphotovoltaics (AgriPV); the dual-use of cropland for agriculture and PV electricity production, as a potential solution to reduce conflict between the two sectors. This paper addresses the social dimension of AgriPV systems, by suggesting a code of ethics for the technology. The suggested code of ethics ensures that the livelihoods of farmers and local communities are upheld; ensures farmers are well prepared to work at AgriPV sites; prioritises crop production in AgriPV systems; and ensures the preservation of farmland and local values. A case study of a proposed AgriPV development in Helensville, Aotearoa – New Zealand, is then used to assess the effectiveness of the code of conduct
The Economy Really Does Matter
Brian Easton’s book Not in Narrow Seas: The Economic History of Aotearoa New Zealand was published by Victoria University Press in 2020. Rightly described as a magnum opus, the book attracted considerable attention for its extraordinary historical breadth and vision. Part of that attention was a panel discussion of the book hosted by the Stout Research Centre for New Zealand Studies at Victoria University of Wellington, on 21 April 2021, as one of its continuing series of research seminars

A bridge between: Te Ao Māori and Te Ara Paerangi
Purpose
Aotearoa New Zealand’s Research, Science and Innovation (RSI) system is undergoing a ‘once in a generation’ reform known as Te Ara Paerangi Future Pathways (TAP). One of TAP’s four high-level goals is to embed Te Tiriti o Waitangi across the RSI system. Using the analogy of bridge-making, we draw on insights from Māori submissions to TAP to identify collective Māori expectations for what a Tiriti-embedded system entails.
Method
Submissions were accessed through the document library on the Ministry of Business, Innovation and Employment website. 34 submissions from individuals and collectives were identified as Māori. Qualitative Document Analysis was used to identify major themes.
Results
Results are described with reference to basic bridge-building principles of design, foundations, materials and maintenance. Key thematic findings include: Māori, as Tiriti partners, must be meaningfully involved in the reform design; the RSI system’s foundations are deeply colonial - decolonisation is needed to value, respect and protect Māori knowledges and knowledge-holders; workforce development, infrastructure and policies are required to empower partnered and autonomous RSI approaches; and, ongoing system maintenance in the form of monitoring is required to ensure transparency, accountability and equitable benefits.
Reflection
Having committed to embedding Te Tiriti across the RSI system, MBIE now has a duty of care to deliver on its commitment vis-à-vis the National Research Priorities. This paper is a timely opportunity to set a baseline of collective expectations against which to assess the future efficacy of TAP.

Commentary on Ken Warren’s ‘A new model of collaboration’ and related IGPS working paper
Ken Warren’s central concern is the relative weakness of hierarchical arrangements for service delivery through state agencies when addressing poor outcomes for people with complex needs, for which standardised solutions are a poor fit. He says the case is made that these require the collaboration of multiple parties to implement tailored responses to needs, and refers to the evidence from the New Zealand Productivity Commission’s report on social policy, the Welfare Expert Advisory Group and the review of Whānau Ora. For readers familiar with the Productivity Commission report the focus of interest is on the people in ‘Quadrant D’ (Productivity Commission, 2015, p.53). These people have multiple continuing and complex needs combined with low capacity to navigate and coordinate the services they need, either because of their circumstances or because of institutional characteristics of the services that make it hard for them to access them
Responsible Forest-centred Climate Policy
The 2021 Glasgow Climate Pact and latest IPCC reports unequivocally recognise that urgent, concerted action is needed to address theinterconnected crises of climate change and biodiversity. These twin emergencies are now viewed as one and forests are at the centre of this emergent but dominant discourse. Aotearoa New Zealand faces the challenge of addressing this call to action and is well resourced to responsibly answer. There are multiple forestry models available to the government to select from, but often the difficulty lies in discerning the differences between models. Here we tackle this issue by assessing the spectrum of forestry models and evaluating the biodiversity and carbon sequestration outcomes of each. We then suggest that models which incorporate native species are best placed to solve the twin crises and, as such, government should prioritise native forests in its climate policy framework

The Nature of Disadvantage. Faced by Children in New Zealand: implications for policy and service provision
This article summarises key findings from three recent New Zealand research projects looking at how disadvantage due to a lack of resources and increased ‘toxic stress’ in the household impacts on child wellbeing and development in early childhood. About one in ten children experience substantial disadvantage relating to a lack of resources during early childhood, and for many children this lack of resources is persistent. This disadvantage is inequitably distributed across the population and is associated with worse outcomes later in childhood. The challenge for policy is to find a way to provide support that is flexible and values the choices family and whānau make to look after their children in the early years of life
