    Dreaming Together for Constitutional Transformation

    Constitutional transformation is one of the biggest political ideas Aotearoa must grapple with. Featuring educators and members of Matike Mai Aoteaora, the Independent Working Group on Constitutional Transformation, Professor Margaret Mutu and Dr Veronica Tawhai engaged with questions of collective action and change in the opening keynote panel of the conference. In a discussion facililtated by Tayla Cook and Safari Hynes, Whaea Margaret and Veronica not only talk about the importance of conscientisation and deep learning, but offer opportunities for it as well. The intergenerational kōrero between panelists provides critical insights into founding documents like He Whakaputanga o te Rangatiratanga o Nu Tireni and Te Tiriti o Waitangi, while also asking what it means to honour them. In doing so, they provide space for dreaming, imagining, and inspiring change. The following transcription both captures the critical conversations had and encourages ongoing collective action. As Veronica reminds us, ‘it is not just about raising self-awareness through education, it is also the action that accompanies or follows from this’

    Te Kupenga o te Mātauranga marae is located on the former Massey University Hokowhitu Campus in Palmerston North and has the distinction of being the first marae built on Crown land. A national hui on Māori Education was held at the Hokowhitu Campus (then Teachers College, not yet Massey University) in 1974 and it was here that Charlie Maitai challenged the then principal Pat Whitwell to build a wharenui on the new campus. That challenge was complete by the end of the 1970s. In 2015 the marae was sold by Massey University to a local developer as part of a wider real estate site package

    Gerald Jones' assertion, on the need for honesty and nails, characterises the inherent tension of a country striving for independence and identity while dominated by influences from elsewhere. The lineage of a pioneering number eight wire mentality could easily slide into the rhetoric of honesty and authenticity that underpinned the intellectualism fast footing modernism, but change and contradiction can always be amplified in any history, particularly when one senses cadences of that decade in sync with the current one, 100 years later

    "Each Council shall appoint a competent person for the borough, hereinafter called "Inspector of Buildings"": The development of building controls in the second decade of the twentieth century

    In 1903 the first edition of the Municipal Handbook of New Zealand was released by the Census and Statistics Office. From then on published biennially, it provided detailed statistical and administrative information on each borough, city, independent town district, and harbour board. This included a brief statistical summary with details of the various activities as well as the names of "Chief Officials," including those responsible for buildings. These included engineers (e.g. Borough Engineer), inspectors (e.g. Building Inspector) and surveyors (e.g. Building Surveyor). From 1910 the numbers of these officials increased, suggesting a growing interest in building controls. The 1915 edition of the Handbook listed 176 municipalities, of which 44 (25%) listed a chief official with a role related to buildings. These included 35 engineers, eight inspectors and one surveyor. The paper explores, based on the Municipal Handbook series, the changing interest of New Zealand local government in the buildings constructed within their boundaries in the second decade of the twentieth century

    House or flat?

    The modern argument of high density versus low density living is not new. In 1915 Florence Taylor wrote an article for the Australian journal Building, entitled "The Home - or the Flat?'" (Taylor "The Home - or the Flat?" pp 125-126), Before reading on, the reader knew from the article title that a house was a home and a flat was not. Taylor's argument was that women who lived in flats would become "flaccid and unwomanly" and fail to bear children (she was childless). She believed that "cheap and convenient suburban transport [based on "State-owned trams" which made "communication … easy and cheap"] … together with wide suburban areas offers the best solution of the healthy, prolific population." By the 1920s she had changed her opinion in favour of flats. A similar process at later dates occurred in New Zealand where in 1919 Samuel Hurst Seager used the report of the 1918 town planning conference in Brisbane to promote the garden village with its separate homes as the answer to the New Zealand housing problem. However, by 1936 in the first issue of Building Today (later Home and Building) the inner city Cintra House flats in Auckland were hailed as "... a very fine practical home for modern living" (Anon "Cintra" pp 19-21). The architect was Horace Massey and much of the fitted interior furniture that gave this practicality was designed by RGS Beatson, the newly appointed co-editor of Home and Building

    Part of the Landscape

    In 1969, Lincoln College (later University) opened a two-year postgraduate course in Landscape Architecture, the first of its kind in New Zealand. It was described as "for those who seek employment as professional landscape designers in private consulting practice or as members of planning teams in departments concerned with major engineering projects, highways, forestry, conservation and large-scale agricultural development." The college was seen to actively encourage women into the profession and from the first days of the course at Lincoln, women were part of the landscape. On March 3, 1969, Emily Mulligan was one of five founder students attending the first lecture of this new course. After Mulligan graduated in 1971, she was joined, in 1974, by Di Lucas, Diane Menzies and Esmae Sage, and not long after then, women started to regularly fill about half of each Landscape Architecture class. In comparison, the first woman student at the Auckland College School of Architecture, Laura Cassels-Browne, enrolled in 1926, nine years after the establishment of the school. The first woman graduate of the School of Architecture was Merle Greenwood in 1933, 16 years after the school's establishment. Even in the 1960s and 70s women architecture students (who still made up small numbers) reported feeling uncertain of their welcome into the profession. Drawing on conversation with Emily Mulligan (now Williams), this paper will explore the nature of the landscape course at Lincoln, in what ways women students were encouraged in its early days, and the relationship of the course with the wider profession

    Recommendations for Ethical Usage of Facial Recognition Technology

    This paper investigates the current state of Facial Recognition Technology (FRT) and the ethical concerns surrounding it discussed in literature. Based on these concerns, a code of ethics is developed to provide recommendations on how to use FRT ethically. The essence of this code is to protect the rights of citizens and to use FRT in a way that minimizes misuse and benefits all. Finally, a specific use case of FRT is introduced to demonstrate how the proposed code of ethics can be applied effectively to a real project. The findings are then summarized, and recommendations made going forward

    The Ethical Considerations of Artificial Intelligence in Clinical Decision Support

    With the explosion in technological innovation facilitating the advent of artificially intelligent systems, specifically clinical decision support, a unique subset of ethical and sustainability concerns arises. Although this technology possesses remarkable potential to revolutionise the healthcare industry, it becomes apparent that an innovative ethical framework must be posited to facilitate integration into the mainstream. Due to the sensitive nature of healthcare, ethical oversights pertaining to incorporation of such technologies would lead to the detriment of its public perception, potentially stigmatising related systems for years to come. By delving into the literature surrounding the idiosyncratic ethical considerations of artificially intelligent clinical decision support in this paper, best practices which seek to mitigate the impact of these concerns emerge. The objective of this work is to assimilate these best practices, which are used in the synthesis of a six principle code of ethics which are as follows: protect healthcare professional authority, ensure technological non-maleficence, cultivate clinical decision support transparency, establish procedures for accountability determination, promote sustainability of artificially intelligence based clinical decision support and encourage equity in the training and deployment of clinical decision support. These principles are then applied to the real world of Watson for Oncology by IBM, to assess the adherence of the product to ethical and sustainability best practices

    Smart Grid Systems Code of Ethics

    The use of smart technology in the electrical distribution industry provides the opportunity to better support the addition of renewable technology. These smart grids utilise enhanced communication systems to enable an intelligent response to changes in the network. However, with them comes ethical concerns that should be addressed during development and operation. This paper investigates these concerns and aims to produce a code of ethics that can be used to guide decision making throughout the smart grid lifecycle. These principles draw from concerns around privacy, socio-political impacts, and safety and security. The result is a set of six principles that address these main issues and are demonstrated in a hypothetical case study
