The Fiscal Reconstruction System and Local Government in Japan
唯一、地方財政再建制度下にあった福岡県赤池町は、2001年3月をもって財政再建を完了した。近年では、多くの地方政府で実質収支比率が赤字になりつつある(都道府県の74.5%、都市の10.6%、町村の3.3%が実質収支比率0-1%以下)。特に、大都市をもつ都道府県は、財政再建が必要である。それらの自治体は、資金の取り崩しや地方債の発行などによって、表面上、帳尻合わせを行っている。しかしながら、そのような手法は、既に限界に達している。したがって、現在の財政再建制度への関心が高まってきている。しかし、これまで制度の実績についての分析や評価は十分に行われてこなかった。本稿では、過去の再建団体の再建プロセスからみられる特徴を観察し、現行の再建制度の問題点を指摘するとともに、新しい財政再建制度を提案する。Akaike-machi, Fukuoka, which only existed under the Fiscal Reconstruction System, completed fiscal reconstruction in March, 2001. Real fiscal balances are going into deficit in many local governments recently : 74.5% of the prefectures, 10.6% of the cities and 3.3% of the towns and the villages have less than 0-1% of real fiscal balance. In particular, the prefectures with metropolises need to reconstruct their finances. They manage to make the accounts balance on the surface with the demolition of funds and the issue of local bonds, etc. However such a method has already reached its limit. Therefore, concern about the present reconstruction system is increasing. However no analyses and evaluations has not been performed concerning the actual result of the system. We observe features seen from the past reconstruction processes of local governments, point out the problems of the present reconstruction system and propose a "New Fiscal Reconstruction System"

Repetitive Writing as a Memorization Strategy : Research on Vocabulary Learning Strategies of Freshmen College Students in Miyagi
University English instructors sometimes lament the lack of progress by many of our students, but we need to go beyond such complaints to look at what factors may be holding students back. In this paper, I report on the results of a survey and on my observations as a learner and teacher regarding the vocabulary learning strategies of Japanese high school and college students. In particular, an over-reliance on repetitive writing for memorizing vocabulary reflects misunderstandings among students about how languages are best learned. I then present the "key-word" method as an alternative way to memorize new words more effectively

"Medical care and health" in 2005 : "Health Education" for Students belonged in Faculty of Policy Management
Japan is now a country where people enjoy a long life. However, there is a trend in society towards poorer health, so there is a need to promote self-awareness of "health throughout life" to counter this trend. Under the current circumstances, it is beneficial for adolescents to have an educational course to learn the concepts and status of health management. The author gave fourteen lectures on "Medical Care and Health" in a class consisting of fifty-five students belonging to the Faculty of Policy Management. The lecture topics were: the concept of health; life style related diseases; health-related behaviors involving smoking, drinking, obesity, exercise; infection; and reproductive health and rights. A questionnaire survey of the attendants was conducted to obtain their opinions about the lectures and to ascertain the extent of any changes they had made to life-style after the lectures. The percentages of students declaring an interest in reproductive health and rights, drinking, and smoking, were 48%, 26%, and 24% respectively. 20% of the students began to take breakfast regularly, 17% reduced their salt intake, 16% changed their attitude to alcoholic beverages, 13% started exercising, and 9% began to use condoms. One male student and a female student's brother successfully stopped smoking. Although the number of students who ameliorated their life-style is rather low, a substantial number of attendants became conscious of the major health-related issues. The results of this survey indicate that the course provided a good opportunity for students to reflect on their life-style and to evoke an interest in their health
Experiment in Legisprudential Study with the "Moot Diet"
"Legisprudence" means the legislative policy based on the Constitution. In spite of a good deal of academic effort, its theory has not been established. It may be difficult to form the Legisprudencial theory, because it has a great deal to do with real policy. So analyzing Jurisprudence academically is not enough to theorize Legisprudence. There also needs an art of policy learned from experiences. Therefore it is found the Moot Diet may be better way. This article introduces the experiment of the "Moot Diet" held at SFC, Keio University, including the record of preparation and performance and the evaluation of it. And we can see the Moot Diet has potentiality to reform the legislative system and to develop democracy. After all, practices of the Moot Diet shall be essential to Legisprdence

From the mid 2006, the housing market developed into crash due to expanding gap between demandand supply.As housing financing has been increasingly dependent on loan securitization, banking sector wasloaded with immense valuation and write- off losses which have originated from housing marketcollapse. At present, banking sector cannot effectively respond to funding needs of consumers, andindustries, which results in reducing demands such as consumption and investment. To sum up,banking sector does not work as expected. The fact the US economy has been heavily debted hasmade problems more complicated to cope with and more difficult to solve.As securities have been held by various institutions across the world, the impact of the marketcollapse on the global economy is more gigantic. And as the world economy has been moreintertwined, one economy has more immediate effect on another economy, which leads to a diresituation.

SOHO and The New Urban Zone : Changes of citizen life style in the information society
During the development of the information society, the SOHO (small office and home office) phenomenon is increasing in Japan. SOHO changes not only the corporate world but also citizens'life styles. It changes the work-place and the work-style, enabling workers to work at home or in close to home. The place of production is more or less united with the place of consumption at the home office. Business enterprises and households form a single entity. Such changes facilitate gender equality. The exclusive zone of the factory and the business office, which comprise the work-place of the industrial society, does not need such a large area. The division between residential and business quarters will disappear, therefore the field of city planning will lose its role and the differences between urban and rural areas will become less distinct
