COMPARISON OF VEHICLE REGISTRATION SERVICES IN THE BALTIC STATES
The problem of the study is that Latvian citizens often express dissatisfaction with vehicle registration prices, speculating that these services are available at lower prices in the neighbouring countries – Lithuania and Estonia. The aim of the research: to compare and analyse vehicle registration services in the Baltic States in order to provide suggestions for the improvement of the services. The research uses general scientific research methods: the monographic and descriptive methods, the document analysis method, the comparative analysis method, the horizontal analysis, the ranking method, the logical construction method and the graphical method. Based on the cases analysed, the authors conclude that vehicle registration costs are the lowest in Lithuania, yet these costs may depend on factors such as vehicle age and technical parameters, so not always the cheapest price is reported in Lithuania. Vehicle registration costs in Estonia, regardless of any parameters, for all light vehicles are the same at 192,00 euro. The authors compared and analysed vehicle registration services in the Baltic States, evaluated the price of services and the elements included in them. The study shows that when receiving vehicle registration services in the Baltic States, the conditions and price for receiving them differ. It is mainly influenced by the tax policies and pricing strategies of each country

TRENDS AND THE IMPLICATIONS OF CHANGE IN PUBLIC DEBT IN LATVIA
An analysis of various research papers reveals that an increase in public debt has helped nations to restart economic growth; therefore, the research on public debt is still urgent and relevant. The aim of the present research is to examine trends and the implications of change in the public debt of Latvia. The research results revealed that over a ten-year period (2009-2018), the government budget of Latvia had a surplus only in one year (2016), which was due to the fact that the growth rate of budgetary revenues exceeded that of the national economy. The research results also revealed that public debt explicitly had more negative than positive implications. The positive implications involve increases in income for the population (interest payments on debt securities) and revenue for the government budget (to cover expenditures). The negative implications of public debt for the national economy mostly involve a potential downgrade of the country’s credit rating, which could lead to difficulties in raising funds during a crisis. The research employed the following methods: monographic, induction and deduction, graphical, comparison, a sociological research method – expert surveying – and statistical analysis
FACTORS AFFECTING THE PERFORMANCE OF GRAIN COOPERATIVE SOCIETIES IN LATVIA
The present research continues and complements previous research by the authors on the performance of grain cooperative societies in Latvia. The research aim is to identify and assess the factors affecting the performance of grain cooperative societies in Latvia. The research results revealed that the main endogenous factor hindering the performance of grain cooperatives was technological – underdeveloped grain processing –, as the cooperatives did not own processing enterprises, which was mainly due to an unclear situation in the sales market. The industry experts referred to the socio-economic factor as the key opportunity for improving the performance of cooperative societies – cooperation between small cooperative societies and large ones within the industry –, as well as the promotion of cooperation with scientists, technological progress and the positive effects on industry development in the country and the region. The research results revealed that the main threat to the development of cooperative societies was the political factor – possible sudden and significant changes in the national agricultural policy, which might be affected by the turnover of policy makers and the priorities set for the industry, as well as the economic situation in the country. The research employed the following methods: monographic, induction and deduction, graphical, comparison, a sociological research method – structured expert surveying –, SWOT analysis, pairwise analysis and statistical analysis
CRIMINAL RESPONSIBILITY FOR TERRORISM
Acts of terrorism often result in fatalities, but the impact of terrorism is not limited to loss of lives. Terrorism acts can disturb or suspend the peace process; they cause, lengthen, or deepen conflicts and escalate violence. In addition, terrorism has an effect on the economy of the state, given that combatting of terrorism requires significant temporal and financial resources. The threat posed by international terrorism not only constitutes one of the biggest challenges that the world and Europe in particular is currently facing, but also affects the security and economic interests of the Latvian nationals. In addition, terrorism-related crimes threaten the security of not only separate states, but that of the entire international community as well.In the view of the author, the relevance of the topic is illustrated by the fact that 23 May 2018, saw the Criminal Act of Latvia being complemented by a new (IX1) section on “Crimes Related to Terrorism”, thereby underscoring the preparedness of Latvia to adjust its legislative framework in order to avert possible threats of terrorism. The new version of the law sees terrorism, financing of terrorism, invitation to terrorism and terrorism threats, recruitment and training of persons for terrorism, travelling for terrorism purposes, and justification of terrorism classified as criminal offences.Author has chosen the topic of terrorism with the aim of exploring the definition of terrorism and its depiction in international and Latvian law, as well as analysing the criminal liability for terrorism prescribed by the Latvian law and determining the issues associated with the classification of terrorism. The paper consists of introduction, three chapters, and conclusion. In the first chapter, the definition of terrorism is considered. The second chapter is devoted to the analysis of criminal liability for terrorism under the Latvian law, and the third chapter – to the issues associated with the classification of terrorism. Finally, conclusions with respect to the threats posed by terrorism to the European Union and Latvia are drawn
MARKET ANALYSIS OF EXTRUDED FIELD BEAN FLOUR FOOD PRODUCT POTENTIAL
The consumption of functional food is increasing in almost all industrialized countries, not only because of an aging population but also because of a more enthusiastic lifestyle, which makes meeting the nutritional requirements more difficult. In part, the transition to processed, easily packaged and pre-cooked foods is considered to be a response to long working hours. It resulted in an increased demand for ready-to-eat foods in recent years and it is expected to continue growing. The aim of the research is to study and analyse the need for extruded field bean flour food products in the market. Methods used in the research – monographic, synthesis, statistical analysis methods. The research developed proposals for the sale of extruded field bean flour as a food raw material in different markets

JOB SATISFACTION: ANALYSIS OF SOCIO-DEMOGRAPHIC DATA RELATED TO JOB SATISFACTION AMONG TEACHERS IN THE VIDZEME REGION
This study analyses the socio-demographic factors of a group of teachers and school headmasters and their job satisfaction. It explores potential correlations and links between socio-demographic factors, the subjects which they teach, their role at the educational institution and the level of job satisfaction. The data were collected from 128 female respondents (N=128) from nine regional communities in the Vidzeme region of Latvia. Respondents were between 22 and 73, with an average age of 49. They were divided into five categories on the basis of age. There were also eight categories for subjects, teaching levels and the performed roles - the arts, the humanities, the social sciences, other sciences, preschool teachers (with students aged 1-7), primary school teachers (7-10), elementary school teachers (7-16) and headmasters. The study shows that job satisfaction among teachers is closely linked to the issue of whether they do or do not have children. Socio-demographic indicators such as partnership, the number of marriages, the number of marriages of their parents, and the existence of siblings - these indicated links, but not statistically significant ones in relation to the job satisfaction of teachers. The Likert scale was used to measure job satisfaction. The collected data were analysed with non-parametric methods
THE DEVELOPMENT OF MENTAL MODEL OF PEOPLE WITH VISUAL IMPAIRMENT
The Development of mental model of people with visual impairment in spatially-orientational and cultural-historical context, is longer Title of the Post. The ability to create mental models is, for people with visual impairment, one of the basic preconditions for the use of available information from the environment and in all areas of everyday life. Tactile graphics can provide one of the means for the development of imagination; they are particularly suitable for the creation of a complex picture of a given situation and its processing into supporting information. Their facilitating function in the development, refinement and consolidation of the imagination is indisputable and proven by empirical studies. The purpose of this paper is to present the application possibilities of three-dimensional displays of haptic information for the purposes of spatial orientation, as well as access to cultural and historical objects with emphasis on the formation of mutual relations and connections within the knowledge base of each individual with visual impairment
