SCHENGEN BORDERS CODE IN THE ASPECT OF BORDER SECURITY
Latvia has joined the Schengen area in 2007 and has already passed three Schengen evaluations. The aim of the article is to analyse the Schengen Borders Code in the context of border security. Based on analysis of the Schengen Borders Code implementation in Latvia the author develops and puts forward suggestions on Schengen Borders Code content improvement as well as its judicial systematisation development. The research tasks include the investigation of the current EU and national normative regulations, legal practices, the conclusions of Latvian and foreign law researchers by using analytical, historical and comparative methods.The improvement of the national normative regulation was started long before Latvia\u27s accession to the Schengen area. In 2006, the Schengen Borders Code entered into force, which was revised due to the migration crisis in the Mediterranean region and adopted in 2016 in an improved version. The further development of the Schengen Borders Code is important from the point of view of the right to free movement of persons and from the point of view of ensuring public security in the face of today\u27s challenges related to terrorism, international crime, uncontrolled migration and the spread of disease.The main achievement of the research is that the author has defined the main areas of Schengen Borders Code further development.
THE USE OF RIDDLES IN PRESCHOOL PEDAGOGICAL DISCOURSE AS A MEANS OF DEVELOPING METAPHORICAL THINKING
Psycholinguistic studies show that the formation and development of a metaphor in a child\u27s speech occurs during active interaction with an adult and in various activities. It is in pedagogical discourse that, when a child and an adult interact, the latter teaches to detect similarities between different objects, demonstrating transference patterns. In all types of activity, the child\u27s experience of replacing one object with another expands. One of the means of developing figurative thinking in pedagogical discourse is a riddle, which is, in essence, a logical task. Pedagogical discourse actively uses the riddle to achieve a discursive goal: the socialization of a new member of society. In pedagogical preschool discourse, the riddle performs various functions, the main of which are pedagogical, informative, cognitive, playful, axiological. The material for the article was the results of studies devoted to the study of the influence of riddles on the development of figurative thinking in preschool children in pedagogical discourse. As the experimental data have shown, children, composing their riddles, build metaphorical models characteristic of their age: coloristic metaphors, parametric metaphors, anthropomorphic metaphors. The pedagogical value of riddles lies in the fact that they acquaint the child with objects and phenomena, their main features, encourage a deeper delve into the meaning of verbal designation, increase thinking ability, etc. At the same time, the developing potential of riddles is determined by the possibilities inherent in them, and the forms of working with them. Each riddle solved strengthens the child\u27s self-esteem, the desire to repeat success
LEADERSHIP AND TEAM PERFORMANCE AS DEVELOPMENT TOOL FOR CREATING SUSTAINABLE EDUCATION
Team performance is important at work and in organizational psychology as it aims to promote human energy. The human energy is more than just a “New Age” concept, it has a substantial and predictable effect on performance and innovation in organizations. The aim of the study is to examine relations between leadership style and team performance and mediating role is played by the productive organizational energy. The study is based on literature and quantitative and qualitative research methods. A theoretical framework is assessed in the empirical study in Latvian organizations in 2019. The study was accomplished in co-operation with America company "The Energy Project" and the University of Arizona. The article reveals the model of human energy as a scientifically-based approach and transformational leadership as a development tool, which already has spread in all sectors of western societies, including educational organizations. The materials and recommendations can be used to assist organizations in identifying practices, processes and initiatives, which can have a positive impact on team performance and organizational energy. The general conclusion is that the transformation leadership lays a positive dynamic in the development of the team performance for sustainable education. The educational organizations can progress productive performance and create sustainable education in a particular manner by focusing on their human resources; considering their growth, development and well-being.
WORK-BASED STUDIES IN HIGHER PROFESSIONAL EDUCATION OF LATVIA AND EUROPE: THEORETICAL AND METHODOLOGICAL ASPECTS
Work-based learning has been developing rapidly in Latvia for the last three years. Since 2017, the Employers’ Confederation of Latvia has been implementing a project of the European Social Fund, which provides for a tripartite learning implementation agreement between the educational institution, the student, and the employer. The project targets vocational learners, but equivalent opportunities are also spoken of in higher vocational education. Such an approach would help the employer direct the future employees in the direction of acquiring the necessary knowledge and skills. The publication aims to give a short overview of the historical development of learning opportunities in the working environment in Latvia, the concepts used in research, as well as to look at the research methodology used in the studies of work-based environment in higher professional education in Latvia and Europe and the results of those studies. The first section of the article discusses historical problems of work-based learning, analyses the normative acts and relevant concepts to support further research. The second section analyses methodological approaches to the studies related to the organization of work-based learning. The results of this theoretical and methodological review will serve as a theoretical basis for empirical research related to the introduction of work-based studies in higher professional education in Latvia
EDUCATIONAL LANDSCAPES IN THE CONTEXT OF THE DIGITAL EDUCATIONAL ENVIRONMENT
The concept of "educational map", as well as a number of related concepts such as "concept map", have been the subject of numerous studies in the field of pedagogy over the years. They are a tool for describing and analyzing the knowledge of a specific student at a specific point in time. Recently, there has been interest in the problem of generalization and aggregation of information contained in separate individual maps. The concept of "Concept Landscape" was proposed as an approach to solving this problem (Mühling, 2017). However, this concept is focused exclusively on the analysis of the knowledge structure of a group of students. Accordingly, the problem arises of finding a more general and more universal tool that allows us to organically fit aggregated educational maps into the structure of the digital educational environment. We propose to consider this environment as a context that unites all possible educational maps. In accordance with the proposed approach, by the educational landscape we mean the result of the aggregation of several educational maps, united by the digital educational environment as a common context. We also set ourselves the task of identifying technologies for the aggregation of educational maps. We consider superposition, inclusion and absorption as such technologies and disclose the content of these operations in our article. We also establish the main form of the formal description of the educational landscape - a graph with colored vertices and edges. We propose a five-component algorithm for constructing and processing an educational landscape and describe the content of all its stages in the article. In our study, we also give an answer to the question about the role of the educational landscape within the digital educational environment. This role is, in our opinion, multifactorial. The main factors include: the formation of a space of possible individual learning trajectories; analysis and forecasting of the group dynamics of knowledge and skills of students; creation of a tool for supporting the design of an digital educational environment.
RENEWED TRENDS IN HIGHER EDUCATION FOLLOWING COVID-19
The world in general and the organizations in particular has been changed significantly because of Covid-19 pandemic. The higher education institutions haven’t been an exception. The new challenge has triggered a worldwide shift towards online learning and teaching. There is a question of whether the current situation will lead to the overall transformation of higher education institutions to online, digital or blended one. This paper presents the systematic review of official reports where the new trends concept is used in higher education context. The primary goal of this paper is to establish understanding of already listed trends and directions and to contribute to the discussion of a digital transformation of higher education institutions following Covid-19 pandemic for effective teaching and learning. The paper is based on the theoretical research, including literature and official reports review in the context of transformation of higher education following Covid-19. As primary results, the list of new trends in higher education has been made for effective learning and teaching. This study will help higher education institutions to rethink their strategies according to the necessities to respond to the challenges of such rapid digital transformation.
THE ADVANTAGES AND DISADVANTAGES OF INCLUSIVE EDUCATION FROM THE PERSPECTIVE OF FUTURE TEACHERS
In Latvia, inclusive education is relevant as seen in the past several decades, during which time society has developed a more comprehensive understanding of and made significant progress towards implementing inclusive education. Nevertheless, there is still a gap between the priorities of education policy and reality in educational institutions. The quality of education accorded to students is informed by the knowledge, understanding and experience of teachers in the implementation of concepts of inclusive education. The current study aimed at identifying the visions of prospective teachers (already working in schools) concerning inclusive education. To explore the experiences of future teachers, this qualitative study used narratives (i.e., written answers to open-ended discussion questions) of prospective teachers as a research strategy. The study team recruited participants at the University of Latvia, which included 61 students in the work-based teacher education study programme and 46 future pre-school and primary school teachers. Therefore, the current study offers insight into how comprehensive education is implemented in Latvian schools. The results reveal a positive attitude on the concept of inclusive education among most prospective teachers. However, they have concerns about the quality of its implementation, which come as a consequence of limited resources (human, time and financial) and the underdeveloped teachers’ professional competence in the implementation of diversity solutions. Therefore, improving the study process of future teachers enhances the development of their competencies in the provision and promotion of solutions regarding inclusive education
THE ROLE OF LEADERSHIP IN TEACHERS’ SELF-EFFICACY
The self-efficacy of teachers is an important aspect that must be considered in evaluating educational systems. It is affected by several factors such as teachers’ professional development, motivation, and satisfaction. These factors are in turn, affected by leadership roles in the educational system. This paper aimed to determine the correlation between the role of leadership and teachers’ self-efficacy through these factors. A qualitative approach was used where secondary analysis of written articles was conducted. The demographic of the sample in each journal article studied included primary, secondary, and tertiary schoolteachers in Europe. Results show that the factors under study are affected by the leadership roles of principals, school administrators, and teachers. Leadership roles improve teachers’ professional development, boost motivation, and increase job satisfaction which as a result, affects the self-efficacy of teachers. Thus, the leadership roles of principals, school administrators, and teachers, particularly a transformational type of leadership in contrast with a transactional form of leadership, affect the self-efficacy of teachers positively and ultimately their performance in their classes.
PREPARATION OF FUTURE TEACHERS FOR THE DEVELOPMENT OF GIFTEDNESS OF PRESCHOOL AND PRIMARY SCHOOL CHILDREN BY MEANS OF DRAMATIZATION
The necessity and main directions of preparation of future teachers for work with gifted children of preschool and primary school age are shown. The author\u27s definition and structure of readiness of future educators to work with gifted children are presented. The signs of giftedness are analyzed and the characteristics of different types of giftedness are presented. The importance of identifying talented individuals in an educational institution and creating a developmental environment for the development of their abilities and creative self-realization is substantiated. The importance of theatrical activity for the development of general and special abilities, creativity, talent and the formation of non-cognitive qualities of preschool and primary school children is shown. The results of diagnostics of awareness of future teachers with the theoretical and methodological principles of using theatrical activities as a means of developing children\u27s talents are presented. The main directions of training future teachers in the educational process of higher education institutions, aimed at mastering students\u27 special knowledge, development of professional qualities, skills and abilities necessary for the use of dramatization in working with different categories of potentially gifted children
POST-COVID-19 UNIVERSITY GOVERNANCE IN GERMANY
Researchers admit that there will not be a quick return to "business as usual", especially related to internationalization, the financing of studies and universities, research and administration. The enabling research question is formulated as following: What is the relationship between the COVID-19 pandemic and university governance? The aim of the article is to examine the relationship between the COVID-19 pandemic and university governance underpinning the elaboration of implications for higher education. The study was of the qualitative nature. The exploratory study was implemented. The primary data collection of the study was voluntary carried out by a forum attendee in Germany on the 22nd September 2020. Focus group interview served as a method of data collection. Focus group interview was moderated and video-recorded as well as later made available online by the forum organizers. The video-recorded data were interpreted by the authors via structuring and summarising content analysis. The theoretical finding is that the COVID-19 pandemic is a factor that influences the university governance. The COVID-19 pandemic is an external factor in regard to university governance. Factor impact can be regulated. Factor impact can be increased or decreased according to the situation requirements. The empirical data allow concluding that the COVID-19 pandemic fastens the changes in governing the universities in Germany. Implications for higher education are presented. Research limitations are identified. Directions of further research are proposed
