THE CATEGORY OF JUSTICE AS AN IDEA AND PRINCIPLE OF CIVIL LAW
The article examines the problem of distinguishing the categories "idea of law" and "principles of law", emphasizes the inadmissibility of characterizing the principles of civil law as corresponding ideas, draws attention to their relationship and correlation. It is especially emphasized that in the process of transformation of ideas of law into principles of law, their differentiation takes place. At the same time, for the understanding of the essence of law, the number of the allocated principles is not of fundamental importance. It becomes fundamentally important to identify and study the essential characteristics of the ideas of civil law, the patterns of their development, as a deep level of knowledge of law. The ideas of law in the philosophical and legal literature are considered as a combination of three components: justice, expediency and legal stability. Attention is drawn to the difference in the functional role of the principles and ideas of law. At the same time, it is especially emphasized that a principle is not an arbitrary concept of thinking, but a category that reflects the lawful relations of reality. Emphasizing the direct connection between justice and law, the types of existing normative models of justice are noted. The legal form is organically inherent in justice. Justice presupposes the legal equality of the subjects of law

In the article, the author examined the legal basis for the State Ensured legal aid, examined the importance of the principle of objective investigation and the role of the need for the State Ensured legal aid in the administrative proceedings, examined the criteria for the State Ensured legal aid and analysed the case law in applying Section 18, Paragraph five of the Administrative Procedure Law. The article identifies problems related to the granting of the State Ensured legal aid, analyses them and offers a solution to the problems
APPLICABLE TAXES FOR WAGES IN THE BALTIC STATES
The Baltic States are three small countries on the Baltic coast - Estonia, Latvia and Lithuania, which are united by their geographical location, many centuries-old history, as well as joint cooperation. Since 2018, a new tax reform has entered into force in Latvia, which is planned to be implemented gradually from 2018 to 2021. In Estonia, too, significant changes were made in tax policy in 2018. In Lithuania, the new tax reform was introduced in 2019, which, similarly to Latvia, will continue until 2021. Changes in all countries affected labor taxes, which in turn affected the calculation of wages. Good faith acquisition in real estate in Latvian law is very little regulated, and is not defined directly in the regulatory enactments, while the protection of the good faith acquirer stems from interpretations of the legal provisions. In view of the lack of material-legal regulation and uncertainties in it, in particular, the question of obtaining good faith acquisition in real estate refers to conflicting and unpredictable case law - in seemingly similar situations, the court tends to take diametrically opposed decisions. The legislator has not developed guidelines and clear criteria for how, when and by which time, a good faith acquirer of real estate is protected. These conflicting decisions give rise to a debate in the public on the good faith acquirer institute in general and on how the legal provisions relating to it are to be interpreted
THE CONCEPT OF ECOSYSTEM SERVICES
The world’s natural capital is shrinking faster and faster. Loss of biodiversity and ecosystem services is caused by changes in habitats, mainly due to land use change, the spread of invasive species, environmental pollution and climate change. Current unsustainable consumption and production patterns also contribute to the depletion of natural resources and threaten the services provided by ecosystems. At the moment, relatively little is said about ecosystem services, attempts have been made to gather the experience of different countries, but in reality only a few municipalities pay much attention to this issue
