TRAINING OF A CONVOLUTIONAL NEURAL NETWORK FOR HAND GESTURE RECOGNIZING ON THE KAGGLE ASL ALPHABET DATASET
Nowadays, hand gesture recognizing is important topic. It is used in virtual assistant work, for sign language translation, in virtual and augmented reality applications, and in entertainment services. The paper deals with the convolutional neural network training using different technologies. The neural network is trained to classify American manual alphabet and 3 extended gestures using photographs. The open access dataset Kaggle ASL Alphabet was used for training. DATABASE USAGE IN SEMANTIC ONTOLOGIES
Semantic ontology languages are a way for experts to write down their knowledge in a commonly accepted way, it allows information to be understood by humans and machines. However, ontology tools do not provide the ability to use this data in a database for geodata-based analysis easily. The project is focused on ontology web language (OWL) usage for web content generation for business-to-business communication using geodata analysis. This specific paper is focused on selecting a database that could support the ontology tools. In the research scope, different databases were checked (relationship, document, and graph databases). In conclusion, graph databases were the most similar to the structure of the ontology, so it was chosen to use Neo4j as the database

CONFLICT OF INTEREST IN PUBLIC PROCUREMENT
Public procurement is complex mechanism that involves taxpayers’ money and consists of several stages – planning, defining of procurement subject, development of procurement documentation, evaluation of received offers, conclusion, amendment and termination of the procurement contract. All these aspects are mostly covered by responsible authorities in the guidelines and explanations. However, the aspect of the conflict of interest, which can affect all the mentioned stages, has not been so widely studied and explained. MONOLOGIC AND DIALOGIC METHOD IN THE PROCESS OF SOCIAL SCIENCE STUDIES
Higher education, faced with many of today\u27s global challenges, focuses on innovative approaches to the organization of the study process, which will be able to professionally prepare and develop students\u27 thinking. It is important for social science students, especially future social science professionals, to develop a holistic experience. Therefore, the purpose of the article is to analyze monological and dialogic methods in the study process. Studies based on verbal text knowledge transfer develop the working memory of a social science professional, but the ability to navigate and work in real professional situations remains very weak. It is hoped that students will acquire the necessary skills in practice, although in reality the acquired theoretical knowledge exists separately from the specific case and the ability to work with this case. The conclusions show, that it is necessary not only to teach students to work with a large amount of information, but also to highlight the importance of how to apply it in practice and whether it is possible at all. The most important conclusions show, that by using the dialogic method, students delve into various events, they develop an "image" of the topic, a context is formed for knowledge, an understanding of the studied phenomena is gained, and experience is formed. In order to implement the dialogic method, the teacher places significant emphasis on group relations and processes. Ideally, all group processes become study processes. GENDER DISCRIMINATION IN YOUTH EMPLOYMENT: A CASE STUDY IN GERMANY
Purpose and aim of the study: The paper aim is to analyse qualitatively youth gender-based discrimination in employment. Design / Methodology / Approach: The methodology of the exploratory case study research was employed in this work. The method of data collection was observation. Observation was chosen as it is an effective method of collecting qualitative data for building an adequate picture related to the phenomenon’s investigation. The obtained data were processed via pedagogical interpretation. The data were summarised.Main Findings: The young engineering specialists have not been affected by gender based discrimination in employment. This finding based on the qualitative study is in accordance with the quantitative data received from the recently implemented survey questionnaire in selected countries of the European Union.Originality: The originality of the paper is shown by qualitative analysis of youth gender-based discrimination in employment as there is a gap in such studies.Implications: The scientific community could put more their efforts into the investigation of this significant topic
MATHEMATICAL MODELING OF DIFFUSION BOUNDARY PROBLEMS WITH PERIODIC BOUNDARY CONDITIONS USING MATLAB AND C++ FOR NUMERICAL AND ANALYTICAL SOLUTIONS
The article examines a second-order parabolic partial differential equation of a three-dimensional (3D) non-stationary boundary problem with constant diffusion coefficients and periodic boundary conditions in the x and y directions. The method for reducing the (3D) non-stationary boundary problem to the corresponding one-dimensional (1D) non-stationary boundary problem using periodic boundary conditions in the x and y directions is discussed. The stationary (analytical) solution of the obtained (1D) stationary boundary problem is also obtained. The numerical solutions of the 1D boundary problem are obtained using the Matlab package "pdepe" and the C++ programming language. As a practical application of the developed mathematical model, the article discusses calculating the concentration of heavy metal Ca in a peat layer based on the obtained experimental data (measurements)

Testu veikšanai uz darba virsmām tika printēti 20x20x10mm četrstūri no PETG plastmasas, izmantojot 3D printeri Ender 3 Pro. Adhēzijas testi veikti ar Zwick/Roell Z150 elektromehāniskās stiepes un kompresijas pārbaudes iekārtu
DEVELOPMENT OF A SET OF CONTROL EXERCISES BASED ON THE ASSESSMENT OF COMBAT CAPABILITIES
As the military environment is characterized by high levels of physical activity, physical activity is an important component of military action. The aim of the present study was to identify the most physically demanding daily and training (expected battle) tasks performed in the Latvian Army Land Force units (NAF LFU) through the development and application of a questionnaire survey. The results obtained in the study were used to start developing a set of NAF physical fitness control exercises. Based on adapted questionnaires, was developed a questionnaire for the NAF LFU, which allowed to determine most physically demanding daily and combat tasks, as well as dominant physical qualities and physical activities. The questionnaire was then distributed to 70 ground combat soldiers (with the most service and deployments experience as well as sports education), of whom 57 responded (81%). A field test – GB Combat test was carried out as part of the case study in the NAF LFU. Test was chosen by specialists and determined as the most suitable, evaluating the results of the questionnaire and the tasks to be performed by the NAF LFU. 52 soldiers participated in the pilot test. The five most physically demanding training tasks were identified: attack/ quick attack, fight in built-up area (FIBUA), defense, retreat/ delay and preparing fighting positions. The most common physical activities that characterize these tasks are indicated: crawling, running and bending, squatting. As the most important physical qualities indicated – muscular endurance 27.74%, less important physical qualities – speed 22.10%, muscular strength 21.32% and agility 20.36%. The five most physically demanding daily tasks were identified: field training, maintenance of equipment, marching, relocation of equipment and physical fitness training. The most common physical activities that characterize these tasks are indicated: carrying, lifting and running. As the most important physical qualities indicated - muscular endurance 33.08% and muscular strength 31.54%. The GB Combat test, evaluating by a rating system developed by the British Armed Forces (system - pass/fail), was not passed by 11 soldiers.
REAL ESTATE TAX COMPARISON OF THE BALTIC STATES
Real estate tax is the only tax that is 100 % amount is transferred to the municipal basic budget. The aim of the study is to analyze the calculation of real estate tax and the application of benefits procedures in the Baltic States and to compare them. Novelty of the research: the author compared the real estate tax in the Baltic States, performed an assessment of rates, taxable bases and benefits. The criteria for determining the real estate tax - the tax base, rate and benefits differ significantly in Latvia, Lithuania and Estonia. The name of this tax is different in the Baltic States, because there is not only a real estate tax, but also a land tax. The tax base can be both cadastral value and market value. Comparing Latvia with Lithuania and Estonia, real estate tax in Latvia is the highest in relation to the average gross salary
