    PECULIARITIES OF INTERROGATING JUVENILE VICTIM IN PRE-TRIAL PROCEEDINGS

    The aim of the research is to study, analyse and discover issues of peculiarities of interrogating a juvenile, who has suffered from a criminal offense against morality and sexual integrity, in the pre-trial proceedings. The paper deals with study of the status of a juvenile victim in criminal proceedings concerning morality and sexual integrity and the related regulatory framework, as well as the procedure for interrogation of a juvenile victim who has suffered from a sexual offence. During the research it was concluded that the Criminal Procedure Law requires the following additions: to regulate the status of an especially protected victim during a trial and to provide for peculiarities of interrogating such victim during court investigation; to stipulate the right of a person directing the proceedings to change a representative of the victim, who has known or suspected a sexual offence against a child but failed to prevented it, throughout the criminal proceedings; to determine mandatory simultaneous participation of juvenile especially protected victim’s representative and provider of legal aid in all procedural actions, determine mandatory participation of a psychologist during interrogation of a juvenile victim; to provide for a full interrogation report instead of an overview to be prepared concerning investigatory activity recorded in the sound and image record, and the report shall contain all the facts established in the investigatory activity and its process

    IMPLEMENTATION OF AXIOLOGICAL NORMS THROUGH STORIES IN PRESCHOOL

    The strategic goal of axiological education is the development of human personality through and for authentic values such as altruism, respect, tolerance, truth, cooperation, uprightness etc. This goal is achieved throughout the whole educational levels, either through specific or related disciplines.Axiological education must begin from preschool level (with age ranges from 3 to 6 years). At this age level, the implementation of values is efficiently done through stories which kindergarten teachers include periodically in their didactic activities. In Romania, the curriculum for preschool contains directions of action expressed through experiential domains and disciplines of study, but does not contain compulsory content. As such, kindergarten teachers can choose, according to the theme of study, the content that suits the best and include it in their activities with the preschoolers.Our research focuses on the axiological norms the kindergarten teachers consider relevant for contouring children’s personality profile. The specificity of this implementation is the use of stories, selected in accordance to children’s interests, age peculiarities, and moral values promoted. The study collected the opinions of 100 preschool teachers regarding the most often focussed on moral and behavioural values implemented through stories in the didactic activities. The research methods were the investigation based on questionnaire, the conversation and the systematic observation. The data collected were interpreted using the SPSS analysis. The results of the research could be used to increase teachers’ awareness on the necessity of imprinting a nucleus of values on preschoolers which will guide them in thought and action.

    NARRATIVE OF KURZEME IN MODERN CHILDREN’S NON-FICTION BOOKS BY LATVIAN AUTHORS

    The aim of the article is to characterize the peculiarities of regional literature in a specific type of children’s literature – non-fiction books. The research focuses on the analysis of the narrative of Kurzeme, the cultural and historical region of Latvia, in the books for children by four contemporary Latvian authors – Gundega Sēja, Vitauts Ļūdēns, Valdis Klišāns and Pēteris Blūms. Using the methodology of narrative and semiotic analysis, the research has identified the main trends in the representation of Kurzeme in the creation of content and story. In the books, the writers have included information about geography, the most important natural and cultural-historical objects, historical persons and events, the peculiarity of the language, as well as certain traditions. The formation of Kurzeme narrative is dominated by a dialogue between a child and an adult, with the adult playing the role of a wise companion, as well as the technique popular in travel literature – "story within a story". The study shows the need to continue academic discussions on identifying the most appropriate term for non-fiction books in the research of Latvian children’s literature and allows to conclude that non-fiction books about Latvia and Kurzeme written by contemporary Latvian authors can be considered as important revealers of regional color

    THE CONTEMPORARY RELEVANCE, BARRIERS AND BENEFITS OF THE DEVELOPMENT OF READING INTEREST IN LOWER SECONDARY EDUCATION

    Nowadays the importance of reading is increasing, emphasised and valued not only in the field of education, but also in the context of the development of the knowledge society. If an individual is not able to understand the meaning of a text, he is not able to analyse, critically evaluate and verify the information and facts it contains as well as to formulate own opinion. This also undermines the growth of society, because in the 21st century forming one\u27s own opinion is a prerequisite and a cornerstone for the existence of a democratic society. It must be admitted that students` interest in reading in Latvia is decreasing rapidly: only 13% of respondents aged 15-18 read a book every day or every other day. Therefore it is important not only to put emphasis on developing reading skills, but also to promote students\u27 interest in reading and individual reading behaviour. The aim of this publication is to describe the possibilities of promoting reading in lower secondary school as well as the theoretical and empirical aspects of students\u27 individual interest in reading.

    Important role in the Latvian business environment are performance indicators of small and medium-sized enterprises, and the promotion of local food products. Given the rapidly growing global demand for food, small and medium-sized enterprises engaged in local food growing and production must be able to enter international markets. Within the framework of the research, the export of local food products of Latvian small and medium-sized enterprises was studied. During the development of the study, the category of small and medium-sized enterprises was defined by looking at their characteristics. Definitions of local products as well as local foods were examined, concluding that researchers differed on these definitions. The research analyzes the food industry and the most important trends in the structure of Latvian exports of goods. The author of the research also looks at food demand forecasts and the most important trends in the future. The aim of the research is to evaluate the export of local food products of Latvian small and medium-sized enterprises

    TENDENCIES OF BORDER GUARDS EDUCATION SYSTEM QUALITY IN LATVIA

    The novelty of the research is related to the need of Latvia as a member of the European Union and the Schengen area to continuously improve the requirements of vocational education, competence and professional qualification of border guards. The main objective of the research is to summarize the views of border guards on the positive achievements of the existing education system and the shortcomings detected for further improvement of the education system of border guards. The aim of the research is to summarize the views of border guards on the necessity of the vocational education including practical classes and training courses in the education system and possible solutions for further improvement, as well as the development of profession standards in a new quality and to develop cooperation between EU countries and neighboring countries to obtain knowledge and practical skills. The method of legal analysis was implemented by analyzing the requirements of the normative regulation concerning the professional qualification of border guards, the historical analysis method was used to explore the evolution of the professional education of border guards in the historical aspect, as well as the survey (questionnaire) method performing the survey of border guards of different educational levels has been performed. The research uses legal analysis, historical and survey methods. As a result of the research valuable information has been obtained that will serve to improve border guards profession and education standards. Since October 2017, the Rēzekne Academy of Technology continues to implement the long-term studies initiated by the European Regional Development Fund\u27s Postdoctoral Research Support Project "EU External Border Security, Latvia\u27s Internal Security" No. 1.1.2 / VIAA / 1/16/127. The cooperation partner of the project is the State Border Guard College.

    MEASURES MOTIVATING TEACHERS: A STUDY IN VILNIUS CITY MUNICIPALITY

    Recently, there has been significant conversation surrounding the issue of a lack of teachers and the difficulties in retaining them. One question being asked is how to make teaching positions more appealing in order to attract educators. This is a concern in multiple countries, specifically in Lithuania, where there is a lack of educators in schools, and a higher proportion of older teachers compared to the European average (per Eurostat data). Although Lithuanian municipalities pay a monthly bonus of €300-500 in the first year and provide housing benefits to attract teachers, these measures do not sufficiently motivate teachers.The aim of this paper is tohighlight the measures that motivate teachers to work as teachersin relation tothe recognition of teachers\u27 competence, communication and cooperation. The authors of the article conducted a study to find out what motivates teachers to do pedagogical work (Stasiukynas, Zemaitaityte, Gudelis, Zibeniene, 2020). The paper presents results of the part of this large study, which involved 873 teachers. In April and May of 2020, a survey of teachers in the city of Vilnius was conducted using the online survey platform Qualtrics. The research adhered to principles of ethical scientific conduct. Participants were given the freedom to participate and withdraw at any time, were informed of the study\u27s purpose, data usage, and their anonymity was protected. The researchers also committed to upholding ethical standards and safeguarding participants from any potential harm. The survey data analysis showed that teachers considered working collaboratively with their peers within the educational institution as a crucial factor in motivating them in their teaching roles.Leisure time with colleagues in joint outings outside the educational institution and the opportunity to meet colleagues from different countries to share good practices were also highly rated by respondents. Reducing the administrative burden on teachers and protecting and safeguarding teachers\u27 rights were also highlighted as important motivational factors. In order to retain already working teachers and attract new ones, teachers expressed the expectation that confidence in teachers\u27 opinions and professional competence would be increased.

    THE INFLUENCE OF CHURCHES OF THE CITIZENSHIP CATHOLIC PARISHES ON THE LAYOUT AND URBAN SPACE OF MEDIEVAL TOWNS IN THE 13TH AND 14TH CENTURIES

    One of the most important types of cult buildings in medieval cities were churches for the citizenship Catholic parishes, which began to be built in Italy. In the 12th and 13th centuries on lands of the Baltic Seacoast, the construction of cult buildings expanded with the spread of the Catholic Faith, influencing the spatial organization of the urban environment, and developing church types. Churches for the citizenship Catholic parishes became architectural dominates in cities of the Hanseatic League. Research problem: the development of the planning and structure of churches for the citizenship Catholic parishes changed urban aesthetics; it is necessary to study churches for the citizenship Catholic parishes and layouts of medieval towns organized around the market to preserve historical identity during the development of the contemporary urban environment. Research goal: analysis of the impact of churches for the citizenship Catholic parishes on the layout, visual image and architecturally spatial development of the Hanseatic League cities. Research novelty: analysis of common and local features of churches for the citizenship Catholic parishes and their layout, as well as structural evolution in the Hanseatic League cities during the 13th–14th centuries. Research methods: analysis of archive documents, projects, cartographic materials and studies of published literature, an inspection of churches in nature, and photo fixation.
