ESQUEMA DE MANTENIMIENTO Y MEJORAMIENTO EN VÍAS TERCIARIAS: COLOMBIA RESPONDE
This article outlines the experience of the ‘Colombia Responde’ program, financed by the United States Agency for International Development (USAID) and implemented in the Caquetá, Meta, Tolima, and Cauca departments between 2011 and 2017. This initiative focused on improving the management of country road networks and then turning this into a standard that could be applied in municipalities with similar characteristics. However, each case would have to be adjusted based on local considerations.
The need to meet the growing demand for improved country roads was the incentive behind developing this program. By using this road infrastructure, it is possible to engage in legal economic activities, improve the quality of life for local populations in every respect, and consolidate areas dedicated to peaceful coexistence.Este artículo reseña la experiencia del Programa Colombia Responde, financiado por la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID), y desarrollado en los Departamentos de Caquetá, Meta, Tolima y Cauca entre 2011 y 2017. Esta fue una actividad orientada a mejorar la gestión de la red vial veredal y convertirla en referencia para aplicar en municipios de características similares, adaptando en cada caso el esquema a las particularidades locales.
La necesidad de atender la creciente demanda de mejores vías veredales fue el aliciente para el desarollo de este programa, pues por medio de esta infraestructura vial se pueden desarrollar actividades económicas lícitas, mejorar la calidad de vida de los pobladores en todos los aspectos, y consolidar zonas de convivencia en paz
DESAFÍOS PARA EL DESARROLLO DE LA RED VIAL TERCIARIA EN EL POSCONFLICTO
The violence in Colombia has had great impact on the economic and social development of the sectors which have suffered a higher incidence of armed conflict. This has, in turn, led to their isolation from the rest of the country and their exclusion from the social system provided by the State. Within the framework of the peace agreements negotiated between the national government and armed groups, investments are being sought for the development of road infrastructure that is part of the national tertiary network, and which will attempt to connect small rural hamlets with municipal capitals.
If this network has acceptable trafficability and standards of service, then the State will be guaranteed access to vulnerable areas allowing the provision of healthcare services, education, security, etc. This article analyses the challenges that the national government will face when giving the most remote and vulnerable populations in the country access to tertiary roads.La situación de violencia en Colombia ha tenido un gran impacto en el desarrollo económico y social de los sectores con mayor incidencia del conflicto armado, promoviendo su aislamiento del resto del territorio y su exclusión del sistema social ofertado por el Estado
En el marco de los acuerdos de paz que se han venido adelantando entre el Gobierno Nacional y los grupos armados, se busca realizar inversiones para el desarrollo de infraestructura vial en la red terciaria nacional, la cual se encarga de dar conectividad a las veredas con las cabeceras municipales.
La adecuada transitabilidad y los niveles de servicio de esta red garantizan la accesibilidad del Estado a zonas vulnerables y permiten la provisión de servicios de salud, educación, seguridad, entre otras. Este artículo analiza los desafíos que tendrá el Gobierno Nacional en la provisión de vías terciarias a las poblaciones más alejadas y vulnerables del país
RECOMENDACIONES DESDE LA ACADEMIA PARA UNA GESTIÓN EFICIENTE DE LAS VÍAS TERCIARIAS: REVISTA DE INGENIERÍA
EL MODELO PERUANO PARA EL DESARROLLO DE CAMINOS RURALES
The development of transport systems has always been a priority to be able to connect people with market places and to reduce the cost of transporting individuals and loads. This article is solely concerned with the rural sector and its roads (“country lanes” and “bridle paths”) that are not meant for motor vehicles but for transporting people and loads on animals. As such, we will give priority to the institutional features of the Peruvian model for the development of country roads: an issue that is very important in a country that has signed the peace process, that is, if Colombia wants to achieve the objectives proposed for the post-conflict era. A full article should be devoted to the experience with bridle paths; however, the topic will be touched upon in parts of this article.El desarrollo de sistemas de transporte siempre ha sido una necesidad prioritaria para conectar poblaciones y mercados y para reducir los costos del movimiento de personas y cargas. En este artículo nos limitaremos al sector rural y sus caminos (“vecinales” y “de herradura”), que no son para vehículos motorizados sino para movimiento de personas y carga con animales. Asimismo, daremos prioridad a los aspectos institucionales del modelo peruano para el desarrollo de los caminos vecinales, aspecto especialmente importante en Colombia, luego de la firma de la paz, si se quieren lograr los objetivos propuestos para el posconflicto. La experiencia sobre los Caminos de Herradura amerita un informe completo dedicado a este tema, sin embargo serán tratados ligeramente en algunos apartes de este artículo
COLOMBIA EN EL POST-ACUERDO Y EL ROL DE LA INFRAESTRUCTURA DE TRANSPORTE
The peace agreement between the national government and FARC will bring great challenges in terms of transport infrastructure. The inhabitants of regions that have been forgotten by the state, will be able to take their products to municipal markets, access to products imported from other places (reducing self-consumption), and move without the restrictions usually suffer from the absence of roads in good conditions. This article discusses the benefits that will bring investment in road infrastructure for Colombian rural households.La firma del acuerdo de paz entre el Gobierno Nacional y las Farc traerá grandes desafíos a nivel de infraestructura de transporte, pues los habitantes de regiones que han estado sumidas en el olvido estatal podrán sacar sus productos a los mercados municipales, acceder a productos traídos de otros lugares (reduciendo el auto-consumo), y movilizarse sin las restricciones que habitualmente padecen por la ausencia de carreteras en buen estado. LAS TECNOLOGÍAS DE LA INFORMACIÓN Y LAS COMUNICACIONES EN EL POSCONFLICTO COLOMBIANO
Despite of the considerable increase in telecommunications coverage along the country, a large part of the population, especially in rural areas, does not have sufficient ICT infrastructure (4G Internet, digital television, etc.). This disconnection is caused by multiple issues: aggressive geography, scarcity of roads, or the few security guarantees. This article reviews different programs developed by Colombian Government to make an interconnected country, and raises the possibilities of economic development without intervention of a strong armed group in the rural areas, such as the FARC.Aunque el aumento en la cobertura de telecomunicaciones en el país ha sido considerable, una gran parte de la población, sobre todo en áreas rurales, aún no cuenta con la infraestructura suficiente para acceder a las TICs (internet 4G, televisión digital, entre otras). Existen múltiples causas para esta ‘desconexión’: la difícil geografía, la escasés de vías o las nulas garantías de seguridad. Este artículo reseña los diferentes programas que ha desarrollado el Estado para que el país esté interconectado, y plantea las posibilidades que se abren al sacar de escena a un actor armado tan fuerte en las regiones, como es la guerrilla de las FARC
