In particular, I focus on the notions of “negative liberty” and “internal liberty” In other words, the former is “liberty from political power”. Round-Trip Trade with TWAP Strategy
Get PDFWe define three types of price models, which change prices in response to the trading volume, then compare the execution performance of each price model using the Time-Weighted Average Price （TWAP） round-trip strategy. The TWAP strategy is one of the simplest execution strategies and makes it easier to analyze the performance, but it is difficult to prove analytically when we deal with the multi-period execution problem because the effect of each trade remains on the price for a long time. Therefore, we numerically show the execution performance according to the previous empirical research and then illustrate the possibility of the price manipulation for a price model with log market impact and power resilience function. Moreover, we assume two trading venues, the exchange with market impact and the off-exchange without market impact. The Roving-Event Activities in the Gamoyon Restaurant Area, Joto Ward, Osaka City
Get PDFThe area around Gamo 4-chome in Joto ward of Osaka City is locally referred to as Gamoyon. Since 2008, the area has seen an increased number of restaurants opening in renovated kominka （old private townhouses）. Starting in 2012, to promote the establishments in the Gamoyon area, baru ibento （bar event） have been hosted by the business community. By hosting these bar events, the participating restaurants have developed closer connections with each other, resulting in the planning and holding of roving-events in addition to the bar events. The purpose of this paper is to understand the dynamic processes enabling these activities and to serve as a reference for stimulating revitalization activities in other regions.大阪市城東区蒲生4 丁目周辺は，市民から通称「がもよん」と呼ばれている。「がもよん」では，2008年を皮切りに古民家を再生した飲食店が増加してきている。また，「がもよん」では，これらの飲食店を知ってもらうために，2012年からバルイベントが開催されてきた。

Research on the Efficiency of Elderly Service in Nursing Homes
Get PDF大阪産業大学博士（経営学）2019年度日本国のみならず中国においても急速に高齢化が進み、介護事業に対する需要は両国においてともに加速している。しかし、介護職については、募集してもなかなか人員が集まらず、確保できたとしても、離職率が高いため、深刻な人材不足に陥っている。このことにより、良質の介護職員を雇用できないため利用者及び利用者家族から高い信頼を得ることができずに、施設の入居率が低迷し、事業運営に支障をきたすという事業所が見受けられる。
日本国においては、2000年4月より介護保険制度に基づいて介護サービスが提供されるようになった。中国においても、体系的に整備されているわけではないが、パイロットケースとして実施されている。介護保険制度に基づく介護市場は、いわば準市場と言われる市場である。すなわち、介護サー ビス価格は公定価格であり、事業所はサービスの品質で利用者の獲得を目指した競争しなければならない。このような市場においては、介護事業所はサービス提供に関わる費用の削減を優先して、介護サービスの質が軽視されるという傾向があると指摘されている。しかし、本来の準市場が規定する生産的効率性の概念は一定の水準の質を維持しつつ、サービス提供に関わる費用を最小限にするという考え方である。したがって、本研究においても、この概念に基づき、利用者に一定水準の質を維持したサービスを提供するために、様々なスキルレベルを有する人材を適材適所に配置し、作業効率の向上を図り、さらに人件費をうまくコントロールできている事業所は、利用者及び利用者家族から信頼と評価を得て入居率を高め、良好な事業運営が行われているという仮説を設定した。この仮説を証明するために、日本国と中国の介護施設の施設長に対してアンケート調査を実施した。その結果、中国の介護施設の中に、人件費の抑制を優先するあまり、介護スキルを有さない介護職員を介護現場に配置して、必ずしも質の高いサー ビスを提供できず、また人件費についても適正に管理できていない事業所があり、利用者から評価を得られないことから入居率が極めて低い状況で、低迷している事業所が存在した。この事実をさらに確認するために問題の介護事業所で働く介護職員に対してもアンケート調査を実施した。その結果、問題の介護事業所の施設長の回答を裏付ける興味深い調査結果を明らかにすることができた。
要するに、準市場の中で介護サービス事業を安定的、継続的に運営するためにはサービスの質が高品質でなければ、すなわち、介護の専門人材が得られなければ施設の定員充足も困難な状態に陥ることを明らかにした。また、介護の専門職の人材育成に向けた取り組みと業務の忙しさから人材育成プログラムに参加しがたい介護現場の実態も明らかにした。したがって、業務の効率化、IT化は避けて通れない課題になっていることを実際例で示した。doctoral thesi

Get PDFOUCHI Ushinosuke, a Graduate of Schule des Vereins für deutsche Wissenschaften, （The German Studies Society School） held several key Bureaucratic Positions in Colonial Taiwan and Kwanto Leased Territory with GOTO Shimpei. He wrote numerous Books and Reports on Japanese Colonial Rule and his Opinions of how it should be conducted. This Paper examines OUCHI’s Writings and attempts at clarifying the Perceptions of Colonial Rule held by Japanese Bureaucrats and its Reality in Prewar Japan.大内丑之助は，独逸学協会学校専修科を経て高等文官試験に首席合格し，司法省判事，会計検査院検査官，法制局参事官など多彩な経験をした後，後藤新平に見出され日本の植民地・影響圏の統治実務を担当した植民地官僚であった。彼は台湾総督府参事官，関東都督府外事総長，大連民政署長などの外地行政実務を担当しながら，報告書や雑誌において日本の植民地統治政策のあり方を論じた。本稿は，大内の経歴と著作物を検討することを通じて，戦前期日本の植民地官僚がどのような統治認識を有していたかを析出し，日本の植民地統治の実態を明らかにしようとする試みである。departmental bulletin pape
