Private Regulierung der Weltwirtschaft
Alongside with the liberalization of financial markets organizations of private regulation have become more important since the nineties. Private institutions such as Rating Agencies or financial market instruments as the Emerging Market Bond Index (EMBI+) are part of the private governance structure and have a strong impact on countries’ economic, financial and social policy and in some cases have become more important than has the International Monetary Fund (IMF) or the World Bank. Especially for the new leftwing governments of Latin America, which have emerged around the millenium change, these mechanisms and instruments of private regulation are of strong importance as they are still backing neoliberal hegemony although there is a crisis of the neoliberal consensus within the continent. These instruments should therefore be seen as enforcement measures of the neoliberal hegemony because they make sure that Latin American countries are employing market friendly policies

In Germany since more than a decade one reform of the health care system follows the next one. The newest reform, which shall bring more competition between public health insurances, is analysed. It is shown that this reform will increase the burdens of persons with lower income and gives shelter to the insurance privileges of persons with higher income

Fitting to its doctrine of preventiv war, the Bush Administration founded a bureau of reconstruction, designing reconstruction plans for countries which are still not destroyed. Reconstruction after war or after a “natural disaster” developed to a profitable branch of capitalist investment. Also the possibilities to change basic political and economic structures are high and they are widely used by the US-government and institutions like the International Monetary Fund
Plädoyer für eine zukunftsoffene Verfasstheit Europas
The French and Dutch “no” to the European Constitution and the following “period of reflection” offer the opportunity to introduce critical ideas into the discussion on the future of the European Union. For the critics it is not only necessary to excoriate the Constitution, but also to propose alternatives. The authors therefore generate requirements for the contents of a new European Constitution. In a second step concrete alternatives are provided, dealing among others with a democratic way of organizing the European institutions, basic rights as well as economic and social policies. The general aim is to open the Constitution for political processes, which means to minimize the (economic) stipulations for European politics in the Constitution

Seit der sozialliberalen Koalition der 1970er Jahre hat es keine relevante sozialliberale Strömung mehr in Deutschland gegeben. Ein entsprechendes politisches Projekt, wie es von Liberalen wie Werner Maihofer und Walter Scheel mit den Freiburger Thesen vorgeschlagen wurde, kam unter die Räder zunächst des Modells Deutschland von Helmut Schmidt und dann der Krisenbewältigungsstrategie der neokonservativ-neoliberalen Wende von Kohl und Lambsdorff. In der philosophischen Diskussion wurde ungleichzeitig zum realen Abbau des nationalen Wohlfahrtsstaates und seinem Umbau zu einem global ausgerichteten Wettbewerbs- und Netzwerkstaat der politische Liberalismus von John Rawls aufgegriffen und dieser Entwicklung entgegengestellt – wenig erfolgreich, wie man am Schicksal des politischen Liberalismus unter der Clinton- Administration und der rot-grünen Regierung in Deutschland beobachten konnte, die beide – und von liberalen Argumenten gestützt – erheblich zur Umverteilung nach oben und zur Verarmung beitrugen. Ohne Analyse dieses Scheiterns knüpft Bernd Ladwig dennoch an diese Tradition an und empfiehlt den Sozialliberalismus als einzig übrig gebliebene Option der Linken..
Neoliberalismus, Globalisierung und der Kampf um „Ökologische Gerechtigkeit“
in the To sustain higher profits in the new global economy, US-American capitalism is adopting increasingly unsustainable forms of production. But not all citizens bear the “externalized” social and ecological costs of American business equally. The working poor and discriminated ethnic groups suffer much more than others by this unsustainable forms of production. A growing movement for Environmental Justice combines social and ecological claims. But it will have to attack not only the distribution of the pollution and the danger but also the capitalist form of its production

Starting with Marx’s considerations about the double nature of capitalist development as bringing forward civilization and at the same time undermining civilization, recent developments of capitalism are discussed. Destructive forms of “primitive accumulation” and “accumulation by dispossession” are not elements of a past period of capitalism, they are always present. By disembedding markets from social regulations, instead of the Schumpterian process of “creative destruction”, a dangerous process of “destructive creation” is accelerated, which can only be stopped by opposite social movements

The Information Revolution has leveraged the attention which the academic discourse is paying to the impacts of information and communication technologies, although aspects of how to conceptualize these impacts theoretically are insufficient. Focusing on the role of IT during the rearmament of the US-military since the end of the Cold War a neogramscian perspective on the genesis and diffusion of IT as “political project” is outlined. IT gives a new model of warfare and contributes to the significant consent which the rearmament of the US-military has gained among US-citizens
