Er starb im Mai dieses Jahres. Seine Weggefährten erinnern an einen eindrucksvollen Mitstreiter, den wir nicht so schnell vergessen werden.Wolfgang Schoeller was a co-founder of the journal Probleme des Klassenkampfes (PROKLA) and closely associated with it as an author and member of the editorial advisory board. He died in May of this year. His companions remember an impressive comrade-in-arms whom we will not soon forget
Health Promotion and Prevention: Between Political Upgrading, Neoliberal Utilization and Institutional Inertia
No full textGesundheitsförderung und Prävention haben in den letzten Jahren in Deutschland an Bedeutung gewonnen. Zugleich ist dieses Politikfeld weiterhin durch Strukturdefizite, Unterlassungen und Fehlentwicklungen geprägt. Wichtige Einflussfaktoren für die Entwicklung von Gesundheitsförderung und Prävention sind ökonomische Interessen des Kapitals und Machtressourcen wichtiger Akteure. Am Beispiel des Handlungsfelds »Arbeitswelt« und des Akteurs »Krankenkassen« wird gezeigt, dass neben mächtigen Partikularinteressen auch vielfältige institutionelle Faktoren für Kontinuität und Wandel in diesem Bereich bedeutsam sind.Health promotion and prevention have gained in importance in Germany in recent years. At the same time, this policy field continues to be characterised by structural deficits, omissions and undesirable developments. Important factors influencing the development of health promotion and prevention are capitalist economic interests and the power resources of important actors. By analyzing the field of action »work environment« and the actor »health insurance funds«, it is exemplarily shown that in addition to particular social interests, a variety of institutional factors are also significant for continuity and change in this field

Full text link»Radikale« Vorschläge für einen Green New Deal (GND) versuchen, das große Mobilisierungspotenzial der Idee für eine tiefergehende sozialökologische Transformation zu nutzen. Sie bleiben jedoch vage in Bezug auf die Frage, wie und wo sich der Entwicklungspfad eines solchen transformativen GND von einem re-sozialdemokratisierten »grünen« Kapitalismus lösen soll. Dieser Beitrag schlägt vor, einen radikalisierten GND als möglichen Transformationsbaustein innerhalb einer an E.O. Wright angelehnten dreiteiligen Transformationsstrategie zu verstehen, die »symbiotische« Reformmaßnahmen im Zusammenspiel mit der Erweiterung von nichtkapitalistischen Freiräumen anvisiert.»Radical« proposals for a Green New Deal (GND) attempt to harness the idea’s enormous mobilization potential for a deeper social-ecological transformation. But they remain vague as to where and how the trajectory of such a transformative GND should depart from a social-democratic variant of »green« capitalism. Unterschiedliche Vorschläge für einen Green New Deal antworten auf diese Herausforderung. Sie wollen den Kapitalismus mit institutionellen Reformen auf eine ökologisch nachhaltige Entwicklungsweise schieben. Ich argumentiere, dass diese Vorstöße den ökologischen Herausforderungen nicht genügen und ökonomisch unrealistisch sind.Global warming and the crossing of several planetary boundaries require a rapid and comprehensive restructuring of all production and a reorientation of consumption. Different proposals for a Green New Deal respond to this challenge. They seek to push capitalism towards an ecologically sustainable mode of development with appropriate institutional reforms. Er beleuchtet schlaglichtartig bestehende Hürden für eine regionalisierte Ausrichtung. Abschließend benennt er mögliche Ansatzpunkte und Handlungsfelder.The article outlines reasons for developing regional concepts for a Green New Deal. As a possible answer to the ecological crisis, it could complement national or even supranational plans. The text highlights existing obstacles to a regionalized approach. Postcolonial Capitalism in Latin America
Full text linkIm ländlichen Lateinamerika materialisiert sich eine sich stets verschiebende, räumlich und zeitlich begrenzte Nekropolitik. Nekropolitik bezeichnet dabei im Anschluss an Achille Mbembe eine Politik, die mittels der Androhung des Todes oder der tatsächlichen Ermordung, Unterwerfung und Kontrolle von Menschen und Räumen organisiert. Diese Herrschaftsform wird von einer hybriden Souveränität bestimmt. Die Entwicklung im mexikanischen Bundesstaat Michoacán illustriert exemplarisch, wie ländliche Räume in Lateinamerika von der Nekropolitik durchdrungen werden und wie in ihnen mittels unterschiedlichen Formen von Gewaltanwendung eine gesellschaftliche Ordnung produziert wird.In rural Latin America, a constantly shifting, spatially and temporally limited necropolitics is being materialized. Following Achille Mbembe, necropolitics refers to a policy that organizes the subjugation and control of people and space by means of the threat of death or actual murder. This form of domination is determined by hybrid sovereignty. The social processes in the Mexican state of Michoacán exemplify how rural spaces in Latin America are shaped by necropolitics and how social order is produced within them using different forms of the use of violence
Rural Development Based on Renewable Energies? Emancipatory Potentials Between Radical Democratic and Neoliberal Logic
Full text linkLändliche Regionen erlangen verstärkt Bedeutung als Schauplätze der Energiewende, wobei eine dezentrale Nutzbarmachung von erneuerbaren Energien oftmals als Chance für die Entwicklung strukturschwacher Räume angesehen wird. Anhand eines Beispiels von umkämpften Windparkprojekten in Schottland argumentieren wir, dass das emanzipatorische Potenzial stark vom gemeinschaftlichen Eigentum an den Infrastrukturen der Energieversorgung geprägt ist, während neoliberale Politik vermehrt die radikaldemokratischen Prinzipien alternativer Energieprojekte untergräbt.Rural areas increasingly gain importance as locales of the energy transition, whereas a decentralised utilisation of renewable energies is often viewed as an opportunity for the economic development of marginalised areas. By means of an example of contested wind farm projects in Scotland, the paper argues that this emancipatory potential strongly depends on the collective ownership of renewable energy infrastructures, while neoliberal politics increasingly undermine the radical democratic ideals of alternative community energy projects

Es stellt sich die Frage, ob diese auch Chancen für solidarische Lebensweisen eröffnet. Der Beitrag analysiert, wie die Pandemie die Krise der sozialen Reproduktion verschärft. Die Streiks und Proteste von Krankenhauspersonal in vielen Ländern und klassenübergreifende Bündnisse politisieren Careökonomie dagegen als soziale Commons. Zwar haben diese Kämpfe Potenzial als Triebkraft für den Aufbau solidarischer Lebensweisen, doch durch Modernisierung sozialer Reproduktionsformen wird die imperiale Lebensweise stabilisiert.Covid-19 and the climate crisis make evident that social reproduction and care extractivism are a mainstay of the imperial mode of living. The question arises whether this also opens up opportunities for solidarity-based ways of life. The article analyses how the pandemic intensifies the crisis of social reproduction. In contrast, the strikes and protests of hospital workers in many countries and cross-class alliances politicise care economies as social commons. While these struggles have potential as drivers for building solidarity-based ways of life, modernising social reproduction stabilises the imperial mode of living

Full text linkDie New Deal - Politik der Roosevelt-Regierung war ein noch nie dagewesenes Reformprojekt als Antwort auf Depression, Massenarbeitslosigkeit und soziale Verelendung. Sie beruhte auf einer politischen und gesellschaftlichen Dynamik, zu der die Bereitschaft zum Experimentieren und zum Lernen aus Fehlern, das Wechselspiel von Regierung und gesellschaftlichen Bewegungen und der Mut zum Konflikt mit mächtigen Interessengruppen in Wirtschaft, Politik und Medien gehörten. Der Blick zurück auf diesen sowohl erfolgreichen als auch widerspruchsvollen Reformprozess ist anregend für alle, die heute darüber nachdenken, wie eine radikale Wende hin zu einer sozial-ökologischen Transformation durchgesetzt werden kann.The New Deal policy of the Roosevelt administration was an unprecedented reform project in response to depression, mass unemployment and social impoverishment. It was based on a political and social dynamic that included a willingness to experiment and learn from mistakes, an interplay between government and social movements, and the courage to engage in conflict with powerful interest groups in business, politics and the media. A look back at this both successful and contradictory reform process is stimulating for all those who are thinking today about how a radical turn toward a social-ecological transformation can be set in motion
