Stabilisation Instead of Paradigm Shift: On the EU’s Social Offensive Since 2017
Full text linkSeit 2017 sind auf EU-Ebene erhebliche sozialpolitische Aktivitäten zu beobachten. Der 2020 vorgestellte Richtlinienentwurf für einen europäischen Mindestlohn stellt den vorläufigen Höhepunkt einer Entwicklung dar, die besonders von der Europäischen Kommission forciert wird. Der Artikel untersucht die Ursachen der sozialpolitischen Aktivitäten und des damit einhergehenden diskursiven Wandels europäischer Arbeitspolitik. Entgegen der Annahme, dass derzeit ein grundlegender Paradigmenwechsel beobachtet werden kann, wird argumentiert, dass die Initiativen einen weitgehend symbolischen Charakter haben und aus den politischen Desintegrationstendenzen und den neuen geopolitischen Herausforderungen resultieren.Since 2017, considerable social policy activities have been observed at the European level. The draft directive for a European minimum wage, presented in 2020, represents the preliminary culmination of the EU\u27s social policy offensive, which is being pushed by the European Commission in particular. The article goes in search of the causes of the social policy activities and the accompanying discursive change in European labour policy. Contrary to the assumption that a fundamental paradigm shift can currently be observed, it is argued that the social policy initiatives bear a largely symbolic character and result from the political disintegration tendencies and the new geopolitical challenges
Emancipatory Perspectives in the »Anthropocene«: On the Limits of Green Capitalism and the Necessity of a Radical Alternative
Full text linkDas wirkmächtige Anthropozän-Narrativ begreift die ökologische Krise als eine von Menschen gemachte. Dabei vernachlässigt es jedoch die herrschaftsförmige gesellschaftliche Vermittlung des menschlichen Einwirkens auf Natur. Das Anthropozän-Narrativ kann daher die Bearbeitung der ökologischen Krise nur als technologisch modernisierte Naturbeherrschung denken. Diese aber droht die ökologische Krise zu verschärfen und soziale Spaltungen zu vertiefen. Jüngere ökosozialistische Entwürfe warten mit alternativen Krisendiagnosen und -strategien auf. Sie bedürfen allerdings einer staats- und hegemonietheoretischen Fundierung und Einsichten aus der kritischen Theorie gesellschaftlicher Naturverhältnisse.The powerful Anthropocene narrative understands the ecological crisis as caused by »humankind«. In doing so, it neglects however the social intermediation of human impacts on nature, shaped by various forms of domination. Therefore, it can imagine the dealing with the ecological crisis only in terms of a technologically modernised mastery of nature. This form of crisis management threatens to aggravate the ecological crisis and to deepen social divisions. More recent ecosocialist concepts provide for alternative crisis diagnoses and strategies. They require, however, a foundation in state and hegemony theory and insights from the critical theory of social nature relations
Who is Afraid of »Identity Politics«?
Full text linkIn der gesellschaftlichen Auseinandersetzung über Identitätspolitik geht es um die Beziehung zwischen Etablierten und Außenseitern – und um die Verteidigung von als gefährdet wahrgenommenen Etablierten(vor)rechten. Die abwehrende Bearbeitung der Mobilisierung der Außenseiter nimmt dabei im Wesentlichen zwei Formen an: Während die einen die identitätspolitische Entpolitisierung der sozialen Frage beklagen, befürchten andere die Gefährdung des gesellschaftlichen Zusammenhalts oder aber das Ende der Meinungsfreiheit durch minderheitenpolitische Agitation. Der Artikel erläutert die verschiedenen Spielarten der Reaktion der Etablierten auf das Aufbegehren der Außenseiter.The social debate on identity politics is about the relationship between the established and the outsiders – and about the defence of established (pre-)rights that are perceived as endangered. The defensive treatment of the mobilisation of outsiders takes two main forms: While some deplore the depoliticization of the social question through identity politics, others fear the endangerment of social cohesion or the end of freedom of expression through minority political agitation. The article explains the different ways in which the established react to the rebellion of the outsiders

Full text linkIn Zeiten sich häufender und zuspitzender Krisen tun kritische Analysen Not, die über gesellschaftliche und geopolitische Kräfteverhältnisse informieren und ein im progressiven Sinne eingreifendes Handeln bewirken können. Die PROKLA würdigt mit dieser Ausgabe ein ehemaliges Redaktions- und heutiges Beiratsmitglied, das sich seit Jahrzehnten um eine solche Praxis verdient macht: Alex Demirovic der am 17. Mai 2022 seinen 70. Geburtstag feiert. Die in einem starken Sinn demokratische und damit vernünftige Einrichtung von Gesellschaft ließe sich als sein politisches Leitmotiv bezeichnen. Die Redaktion hat deshalb Freund*innen und Weggefährt*innen gebeten, Alex zu seinem 70. Geburtstag mit Beiträgen zu würdigen, die zentrale von ihm bearbeitete Themen aufgreifen, sich dabei auf seine Arbeiten beziehen, eine kritische Zeitdiagnose beinhalten und strategische Fragen der gesellschaftlichen und politischen Linken diskutieren.In times of increasing and worsening crises, critical analyses are needed that inform about social and geopolitical power relations and can bring about action that intervenes in a progressive sense. Gender and the Complexly Structured Whole: Against Any Narrowing of Critical Social Theory

Er argumentiert, dass es zur Ausbildung spezifischer Praktiken in den Geschlechterverhältnissen kommt, diese zugleich aber Bestandteil eines gesamtgesellschaftlichen (Re-)Produktionszusammenhangs sind. In diesem Sinne verfolgt Demirovic den Anspruch, eine Gesamttheorie des Zusammenhangs verschiedener Herrschaftsverhältnisse im Kapitalismus zu entwickeln.This article focuses on the connection between gender and capitalism in the work of Alex Demirovic. He argues that specific practices are formed in gender relations, but that gender is also seen as a component of an overall context of social (re)production. Capitalist State and Pandemic (Part 1)
Full text linkDer Beitrag zeigt, dass die auch von Linken formulierten Erwartungen an den Staat, die Coronakrise zu bewältigen, nicht begründet sind. Und weder geht der Staat in eine Form der Ausnahmeherrschaft über, noch setzt sich die neoliberale Regierungstechnologie des präventiven und aktivierten Selbst durch. Der kapitalistische Staat ist stark fraktioniert und bildet keine kohärente Politik aus. Der Staat organisiert ein neues Verhältnis zur Gesellschaft und einen neuen Kompromiss zwischen dem bürgerlichen Lager und einem staatskritischen Kleinbürgertum, das sich durch Proteste aktiviert. Die Pandemie bildet eine Grenze des kapitalistischen Staates als gesellschaftliches Herrschaftsverhältnis, das den Herausforderungen kaum gewachsen ist.The article shows that the expectations of the state, also formulated by leftists, to cope with the Corona crisis are not well-founded. And neither does the state enter into a form of exceptional rule, nor does the neoliberal technology of government of the preventive and activated self prevail. The capitalist state is highly fractionalised and does not form a coherent policy. The state is organising a new relationship to society and a new compromise between the bourgeois camp and a petty bourgeoisie that is critical of the state and activates itself through protests. The pandemic forms a limit of the capitalist state as a social relationship of domination that is hardly up to the challenges
Labour and Democracy: Encounters, Effects, Outstanding Programs
Full text linkDer Aufsatz würdigt Alex Demirovics Beiträge zum innergewerkschaftlichen Diskurs als Referent, Tagungsleiter und Diskussionspartner, als Mitherausgeber eines Bandes über kritische Theorie im Strukturwandel und als Autor einer wichtigen Studie zum Stand der Diskussion um Mitbestimmung und Demokratie in der Wirtschaft. Das inhaltliche Zentrum dieser Beiträge – der Zusammenhang von gesellschaftlicher Arbeitsteilung und Demokratie und die Beförderung einer emanzipatorischen Politik um Arbeit – bedürfte im Zeichen der sozial-ökologischen Transformation weiterer theoretischer und vermittlungspraktischer Bearbeitung. Die Überwindung der Arbeitsvergessenheit der Demokratietheorie und der Theorievergessenheit gewerkschaftlicher Arbeitspolitik ist ein unerledigtes Programm.The article recognises Alex Demirovic’s contributions to the intrnal trade union discourse as as a lecturer, partner of discussion, editor of a volume on critical theory in structural change of society and author of an important study on the state of discussion about workers co-determination and economic democracy. The core of this contributions – the context of societal division of labour and democracy and the advancement of an emancipatory labour policy – needs in a period of social and ecological transformation further theoretical and practical efforts. Truth struggles? Capitalist State and Pandemic (Part 2)
Full text linkDer zweite Teil des Artikels (der erste erschien in PROKLA 206) betrachtet die Organisation des Wissens durch den bürgerlichen Staat in der Coronapandemie. Die These ist, dass der Staat sowohl Wissen benötigt, um gesellschaftliche Prozesse zu verwalten, als auch die Dynamik dieses Wissens begrenzen muss, weil ansonsten in die politischen Entscheidungen Gesichtspunkte eingehen könnten, die Kapitalverwertung und Ordnung selbst zu gefährden drohen. Die Behauptung, dass Demokratie und Wissenschaft in ein gegensätzliches Verhältnis treten und letztere die Demokratie gefährdet, wird bestritten.
The second part of the article (the first was published in PROKLA 206) deals with the organization of knowledge by the bourgeois state in the corona pandemic. The thesis is that the state needs knowledge in order to manage social processes and must also limit the dynamics of this knowledge, because otherwise aspects that threaten to endanger capital utilization and order themselves could enter into political decisions. The assertion that democracy and science are in conflict with one another and that the latter endangers democracy is denied.
Socialisation as a Transformation Strategy: »Expropriate Deutsche Wohnen & Co.« in its Discursive and Political Context
Full text linkMit einem 2021 gewonnenen Volksentscheid hat die Initiative Deutsche Wohnen & Co. enteignen (DWE) die Vergesellschaftung großer Immobilienkonzerne in Berlin als realistische Option etabliert und damit Vergesellschaftung nach Jahrzehnten wieder auf die politische Tagesordnung gesetzt. Der Beitrag analysiert die Forderungen und demokratisch-partizipativen Konzepte von DWE, bettet sie in verschiedene gesellschaftspolitische Diskurse ein, arbeitet die enthaltene Transformationsstrategie heraus und beleuchtet die politischen Potenziale, aber auch praktischen Probleme und Fallstricke im Kontext der Berliner Landespolitik. Er fragt abschließend, wie fruchtbar der Ansatz für die gesellschaftliche Linke als Ganzes ist.With having won a referendum in 2021, the initiative Expropriate Deutsche Wohnen & Co. (DWE) has made it a realistic option to socialize big real estate corporations in Berlin. Through this, DWE has reactivated the constitutional political tool of socialization. This article analyses DWE’s demands and concepts, situates them in different political discourses, carves out the inherent transformational strategy and illuminates its potentials, but also practical problems and pitfalls in the context of Berlins state politics. It closes by asking how productive the approach is for the left at large
Turning Point in Fiscal Policy During the Corona Crisis? The EU between Genuine Fiscal Union and a Decade of Ultra-Austerity
Full text linkMit dem Aufbauplan »Next Generation EU« unternehme die EU einen Schritt hin zu einer genuinen Fiskalunion, so eine verbreitete Sichtweise. Erstmals gibt die EU eigene Anleihen in größerem Umfang aus und reicht einen Teil der Mittel als nicht-rückzahlbare Zuschüsse an die Mitgliedsstaaten weiter. Zusammen mit dem aktuell ausgesetzten Stabilitäts- und Wachstumspakt und den Diskussionen über seine Reform erscheinen diese Entwicklungen im Lichte der Strategie zur Bewältigung der Eurokrise als fiskalpolitische Zeitenwende. Allerdings vollzieht sich diese bislang lediglich auf der Oberfläche und passt sich in die langen Linien des durch die Eurokrise induzierten EU-Staatlichkeitsausbaus ein.With the recovery plan »Next Generation EU«, the EU is taking a step towards a genuine fiscal union, so a common opinion. For the first time the EU is issuing its own bonds on a larger scale and granting parts of the funds to the member states as non-repayable subsidies. Together with the currently suspended Stability and Growth Pact and the discussions about its reform, these developments appear to be a fiscal policy turnaround in the light of the crisis management strategy during the Euro crisis. However, this development is quite superficial and merely part of the long lines of Euro crisis induced EU statehood expansion induced by Euro crisis
