IMPLEMENTATION OF FLEXIBLE WORKING ARRANGEMENT AT THE DEPUTY FOR INSTITUTIONAL AND COMMUNITY RELATIONS OF THE MINISTRY OF STATE SECRETARIAT
The advancement of ICT has driven changes in work patterns known as flexible working arrangements (FWA). FWA not only has a positive impact on employees and their organizations, but also a negative impact in its implementation. The study aims to analyze the inhibiting factors for the suboptimal implementation of FWA at the Deputy for Institutional and Community Relations at the Ministry of State Secretariat and to provide strategies to optimize FWA. FWA was initiated to improve employee work flexibility, employee performance and job satisfaction, and work-life balance. The study used a descriptive qualitative method with data collection techniques through in-depth interviews and documentation studies. Based on Merilee S. Grindle's policy implementation approach, the analysis focused on two main variables: policy content and implementation context. The results of the study indicate that the implementation of FWA is supported by the Minister of State Secretary, and organizational unit leaders, as well as employees who have high commitment. However, the main obstacles found were: the type of benefit factor, the degree of change factor, the technological resource factor, and the program implementer factor. Strategies to optimize FWA include: submitting a proposal to Deputy AA regarding the need for a ministerial decree related to the implementation of FWA in order to provide strong legal certainty, consistency in implementation, and legal certainty in its application in the Ministry of State Secretariat in general; aligning business process documents, service standards, and SOPs in order to provide clear guidance to employees in the implementation of FWA and the implementation of tasks that are adjusted to current changes; and increasing the stability and integration of office applications supporting FWA
STRATEGIES OF ARCHIVES AND LIBRARY SERVICES IN INCREASING INTEREST AND READING CULTURE OF THE COMMUNITY IN WEST BANDUNG REGENCY
This study aims to analyze the strategies implemented by the Archives and Library Office of West Bandung Regency in increasing public interest and reading culture. This study uses qualitative research methodology by using in-depth interviews, observation and document analysis as data collection techniques. The focus of the study included program identification, supporting factors and barriers in the implementation of literacy strategies. The key strategies implemented as a result of the study include the revitalization of Taman Bacaan Masyarakat (TBM), procurement of book collections of 11,612 titles and 47,035 copies, introduction of digital library services, and literacy campaigns through social media and local communities. contains Community. However, there are several obstacles that hinder the optimization of the program such as budget limitations, low community participation in literacy activities and the lack of qualified managers. Factors that support the implementation of this strategy include political support from the local government and the possibility of collaboration with various communities. This study recommends strengthening technology-based literacy programs, increasing the budget for purchasing reading materials and training library managers as strategic steps to overcome these obstacles. The results are expected to make a practical contribution to more innovative and sustainable literacy policies and serve as a reference for developing literacy strategies in other areas. Literacy is seen as an important element in supporting human resource development in West Bandung district
Kontradiksi Maklumat Pelayanan di Indonesia: Analisis Bibliometric dan Tinjauan Systematic Literatur Review
his research applies a mixed-method design through Bibliometric Analysis and SystematicLiterature Review (SLR). The bibliometric analysis was conducted using VOSViewer, and datawere collected from 836 articles published between 2000 and 2024 through the Google Scholardatabase. The systematic review was managed using Covidence to filter, extract, and synthesizerelevant literature. The collected articles were classified into three groups: internationaljournals, indexed international journals, and national journals, with the majority (62%)originating from indexed international publications. The findings show that research on servicecharters in Indonesia is still fragmented and rarely integrates the three analytical dimensions:service charters, organizational effectiveness, and service evaluation. The bibliometricmapping reveals that recent studies increasingly emphasize “service standards,” “performancemeasurement,” and “organizational improvement,” yet lack comprehensive evaluationframeworks. This study concludes that the implementation of service charters in Indonesiarequires more vigorous policy enforcement, continuous evaluation, and institutionalcommitment to ensure tangible improvement in public service performance. The researchcontributes a novel analytical framework combining bibliometric mapping and systematicsynthesis to enrich theoretical and empirical understanding of service charters in the contextof public administration.Penelitian ini mengeksplorasi efektivitas maklumat pelayanan dalam peningkatan kualitas pelayanan publik di Indonesia. Terlepas dari urgensi perbaikan layanan, kebijakan maklumat sering kali hanya menjadi formalitas tanpa implementasi yang kuat. Studi ini mengisi kesenjangan penelitian dengan mengintegrasikan konsep maklumat pelayanan, efektivitas organisasi, dan pengukuran evaluasi melalui metode bibliometrik dan SLR. Data dikumpulkan dari literatur tahun 2000-2024 menggunakan Publish or Perish dan dianalisis melalui VOSViewer dan Covidence. Hasil menunjukkan bahwa maklumat pelayanan berpotensi besar, tetapi pelaksanaannya kerap minim dampak nyata karena kurangnya komitmen dan evaluasi berkelanjutan. Studi ini merekomendasikan adanya kebijakan yang lebih tegas dan evaluasi rutin untuk memperkuat maklumat sebagai alat peningkatan kualitas layanan publik
Rekonstruksi Jalan Nggrowo – Salen: Reconstruction of the Nggrowo – Salen Road
The increase in community mobility and economic activities in the Nggrowo–Salen area has created a need for road widening to support smooth transportation. This study aims to analyze the reconstruction planning for the Nggrowo–Salen road widening in terms of technical aspects, work volume, and cost requirements. The methods used include field surveys, road geometric measurements, and pavement structure analysis calculations according to Bina Marga standards. The results indicate that road widening is necessary to increase traffic capacity and road user safety. The total work volume includes earthworks, aggregate base layers, flexible pavement layers, and drainage works. The estimated construction cost is Rp 8,473,169,000 with a planned implementation time of 120 calendar days. These findings provide a technical and financial overview that can be used as a basis for planning and decision-making for the Nggrowo–Salen road widening reconstruction project
Digitalisasi Pengukuran Patok Stationing Pada Pelaksanaan Mutual Check Paket Program Hibah Jalan Daerah Di Jalan Jurusan Kejayaan-Purwoari (Link.197): 149 / 5.000 Digitalization of Stationing Benchmark Measurements in the Implementation of Mutual Checks for Regional Road Grant Program Packages on the Kejayaan-Purwoari Route (Link.197)
In road construction, a crucial initial stage is field inspection to ensure compliance between the design drawings and actual conditions. Stationing has traditionally been determined using wooden stakes installed every 25–50 meters along the roadside. However, this method often presents challenges due to missing stakes, complicating the implementation of mutual checks in the field. This study aims to digitize stationing stake (Sta) measurements using GPS and integration into the Google My Maps application. The study location was the 19 km Kejayan–Purwosari Road (Link.197). Coordinate data was obtained using a Garmin Montana 680 GPS device at 50-meter intervals, then exported to digital format (.kml) for visualization on an interactive map. The results show that digitizing Sta stakes can provide accurate location information, easily accessible via smartphone, and reduce reliance on physical stakes that are prone to loss. Thus, this method is effective in supporting mutual checks and has the potential for wider application in road rehabilitation and maintenance work

The Gampang-Peti'in road in Lamongan Regency plays a strategic role as a main route supporting the agricultural, trade, and public service sectors. However, the significantly damaged road conditions have increased logistics costs, delayed goods distribution, and decreased community productivity. This study aims to analyze the total number of commercial vehicle axles traversing this road and determine the required pavement dimensions for both rigid and flexible pavement construction. The method used is pavement design calculations based on the Cement Concrete Road Pavement Planning Guidelines Pd T-14-2003, taking into account average daily traffic (LHR) data, vehicle axle load data, and subgrade soil (CBR) test results.
The results indicate that the total number of commercial vehicle axles on the Gampang-Peti'in road section reaches 1,904 axles, with a JSKN value of 42,206,965.54. Based on the calculation results, the recommended rigid pavement is a concrete road with a design width of 6.00 m, a concrete slab thickness of 20 cm, and a class A base layer of 15 cm. Meanwhile, for flexible pavement, a layered structure is required according to the Pd T-14-2003 standard with a thickness adjusted to the subgrade and traffic conditions. This study emphasizes the importance of road reconstruction with a design that meets technical standards to support the sustainability of transportation functions, improve logistics efficiency, and encourage local economic growth
ORGANISATIONAL ETHICAL CULTURE AS A MODERATOR: THE INFLUENCE OF WORKPLACE ENVIRONMENT DISCLOSURE AND GOOD CORPORATE GOVERNANCE ON BUSINESS SUSTAINABILITY AT PT TELKOM GROUP WITEL SUMBAGSEL TBK
The environment is part of the Company's Accounting System, namely the inclusion of environmental costs in the company's accounting. It contains traces of financial expenditure and benefits from activities that lead to efforts to protect and preserve nature, both natural resources and the environment. In this way, it will be possible to assess the extent to which companies and other organizations pay attention to environmental aspects in each of their production processes. The decline in the quality of the environment as a result of business activities on a local, national and even global scale is a serious concern for all groups and nations.

FACTORS INFLUENCING THE ADOPTION OF DIGITAL ACCOUNTING IN MSMES IN THE ERA OF DIGITAL TRANSFORMATION
The rapid advancement of digital technology has transformed the way Micro, Small, and Medium Enterprises (MSMEs) manage their accounting systems. This study aims to examine the factors influencing the adoption of digital accounting in MSMEs during the era of digital transformation. The research framework integrates the Technology Acceptance Model (TAM) and the Unified Theory of Acceptance and Use of Technology (UTAUT) to identify the effects of technological, organizational, environmental, individual, and economic/institutional factors on digital accounting adoption. Data were collected from 200 MSME owners and accounting practitioners through an online survey and analyzed using Structural Equation Modeling (SEM-PLS). The results show that all five factors significantly influence the adoption of digital accounting, with technological and organizational factors having the strongest effects. The R-square value of 0.672 indicates that the model explains 67.2% of the variance in digital accounting adoption, while the Q-square value of 0.672 demonstrates high predictive relevance. The findings suggest that technological readiness, managerial support, and digital literacy are critical drivers of successful digital accounting adoption in MSMEs. This study contributes to the literature on digital transformation in accounting by providing empirical evidence on the determinants of technology adoption among MSMEs and offers practical insights for policymakers, system developers, and educators to strengthen the digital ecosystem for small business sustainability.
 
The Effect of Work Environment on Job Satisfaction With Work Motivation as an Intervening Variable at Mulya Jaya Building Store Banyuasin
This study aims to analyze the effect of the work environment on job satisfaction with work motivation as an intervening variable among employees of Toko Bangunan Mulya Jaya Banyuasin. The research problem is driven by the high employee turnover rate, which is influenced by low job satisfaction due to an unconducive work environment. This research applies a quantitative survey method. The population consists of 80 employees, all of whom were taken as samples using the total sampling technique. Data were collected through questionnaires and analyzed using validity and reliability tests, classical assumption tests, simple regression analysis, t-test, R² test, and path analysis with SPSS version 29. The findings reveal that the work environment has a positive and significant effect on work motivation, work motivation has a positive and significant effect on job satisfaction, and the work environment has a positive and significant effect on job satisfaction through work motivation as an intervening variable. These results confirm that work motivation strengthens the relationship between the work environment and job satisfaction. The implication of this study highlights the importance of creating a supportive and comfortable work environment to enhance employee motivation and satisfaction, thereby reducing turnover and improving organizational productivity.
