    Artificial Intelligence (AI) for Local Governance: Initial Experiments in Utilizing AI for Developing Village Tourism Regulations

     Penelitian ini bertujuan mengeksplorasi pemanfaatan kecerdasan buatan (AI) dalam proses penyusunan regulasi di tingkat desa wisata, dengan studi kasus Desa Wonokitri, Kabupaten Pasuruan. Perkembangan sektor pariwisata di desa menuntut pemerintah desa untuk menghasilkan kebijakan yang adaptif, berbasis bukti, serta mampu menyeimbangkan kepentingan ekonomi, sosial, dan budaya. Namun, keterbatasan jumlah perangkat desa dan minimnya kapasitas analisis sering menghambat efektivitas proses perumusan Peraturan Desa (Perdes). Dalam penelitian ini, pendekatan kualitatif dipadukan dengan eksperimen konseptual berbasis Natural Language Processing (NLP) untuk mensimulasikan bagaimana AI dapat membantu mengidentifikasi isu kebijakan, memetakan aspirasi masyarakat, dan mendeteksi tumpang tindih regulasi. Hasil penelitian menunjukkan bahwa AI berpotensi berfungsi sebagai decision support system yang mempercepat pemrosesan data dan memperluas partisipasi warga melalui analisis data partisipatif. Namun, keberhasilan penerapannya sangat bergantung pada kesiapan kelembagaan, literasi digital, dan keselarasan teknologi dengan nilai-nilai budaya lokal. Penelitian ini menegaskan bahwa AI tidak dimaksudkan untuk menggantikan musyawarah desa, tetapi memperkuatnya melalui penyediaan informasi yang lebih terstruktur dan inklusif  This study explores the use of artificial intelligence (AI) in the formulation of local regulations in tourist villages, with a case study in Wonokitri Village, Pasuruan Regency. The growth of tourism activities requires village governments to produce adaptive and evidence-based policies that balance economic development, cultural preservation, and social cohesion. However, limited administrative personnel and insufficient analytical capacity often slow down the regulatory drafting process. This research employs a qualitative approach combined with a conceptual Natural Language Processing (NLP) experiment to simulate how AI can assist in identifying policy issues, mapping community aspirations, and detecting overlapping regulatory provisions. The findings indicate that AI has the potential to function as a decision support system that accelerates data processing and expands public participation through participatory data analysis. Nevertheless, successful implementation depends on institutional readiness, digital literacy, and cultural alignment. AI should not replace local deliberation practices, but instead strengthen them by providing structured information that supports more inclusive and reflective decision-making.

    Environmental, social and governance (ESG) aspects have been considered by companies since the emergence of the sustainability development system by the United Nations which is adopted by countries. Companies are trying to implement these three aspects with the aim of mutual welfare of both the company and stakeholders. The intended common interest is one of the goals of the utilitarianism ethical principle. This research aims to analyze the application of ESG based on the utilitarianism principle. This research is a descriptive qualitative and uses bibliometric research methods on scientific articles. The result of this research analysis is that the implementation of ESG will indeed require sacrifices such as company finances but the results will bring welfare to stakeholders, the company\u27s good name and even increase company profits.Aspek lingkungan, sosial, dan tata kelola (ESG dalam bahasa inggris) yang baik menjadi hal yang diperhatikan oleh perusahaan-perusahaan sejak munculnya sistem perkembangan keberlanjutan oleh PBB yang diadopsi oleh negara-negara. Perusahaan-perusahaan berusaha menerapkan ketiga aspek tersebut dengan tujuan kesejahteraan bersama baik perusahaan maupun pemangku kepentingan. Kepentingan bersama yang dituju merupakan salah satu tujuan dari prinsip etika utilitarianisme. Penelitian ini bertujuan untuk menganalisis penerapan ESG berdasarkan prinsip utilitarianisme. Penelitian ini merupakan penelitian kualitatif deskriptif dan menggunakan metode penelitian bibliometrika pada artikel-artikel ilmiah. Hasil dari analisis penelitian ini adalah bahwa penerapan ESG memang akan membutuhkan pengorbanan seperti keuangan perusahaan namun hasilnya akan membawa kesejahteraan bagi pemangku kepentingan, nama baik perusahaan bahkan meningkatkan keuntungan perusahaan

    The Urgency of Land Tenure without Rights as a Result of Wrongful Acts of Law

    The purpose of this research is to find out more about land tenure without rights due to illegal acts. The research method used in this research is the empirical research method by taking a qualitative approach. The result of this research is that it is clear that both parties have agreed to exchange their land which has been outlined in the minutes. The agreement occurs when an agreement is reached between the parties making the agreement, so that the perpetrator\u27s actions are included as unlawful acts. The elements that are fulfilled are the existence of an action that has been carried out by the perpetrator by continuing to control land that does not belong to him; the action must be against the law; and the action causes harm to the heirs. Furthermore, compensation for ownership of land rights due to unlawful acts must compensate the person whose fault caused the loss, either in the form of money or in the form of returning to the original state. The amount of compensation depends on the size of the claim filed by the injured party. The size of the compensation fee is measured by looking at the object of the dispute, the grace period, and the costs incurred in deliberation efforts. However, until now there is no good faith from the perpetrator to return or compensate for his action

With public education and strong campaigns, this strategy can build a better understanding of the importance of elections. Instagram acts as a strategic tool in stimulating public participation. This research shows the importance of effective communication strategies in encouraging participation through Instagram in the context of elections. It shows that video content and posts can shift people\u27s paradigms and trigger their interest in participating as agents of change in building democracy.Partisipasi masyarakat dalam Pemilu penting untuk memperkuat demokrasi.     The Construction of The President and Vice President Positions Under The 1945 Indonesian Constitution

    The filling of the positions of President and Vice President is one of the important elements in the administration of the state. In the constitution, it is explained that the holder of governmental power is the President, assisted by a Vice President. Based on the constitution, Indonesia has regulated the mechanism for filling the positions of President and Vice President. The principles of the Indonesian state constitution or the basic law of the Republic of Indonesia contain the principles of democracy. The filling of the positions of President and Vice President underwent changes after the Indonesian Constitutional Amendment, from indirect elections to direct elections. This needs to be a point of attention regarding the meaning of the presidential and vice-presidential election system according to the Constitution. The research method uses a normative juridical approach with a descriptive-analytical type of research. Research results, first, the system of filling the positions of President and Vice President before the Amendment was chosen by the People\u27s Consultative Assembly (MPR), whereas after the Amendment, they were directly elected by the people. Second, the construction of the appointment of the President and Vice President needs to be carried out by philosophically examining the values and spirit of the 1945 Constitution within the framework of representative election

    IMPLEMENTASI ALGORITMA K-NEAREST NEIGHBOR UNTUK OPTIMASI PEMBERIAN REWARD SISWA SMA

    Giving rewards to school students is one strategy to increase learning motivation and participation in school. However, the system used to give rewards is usually still conventional, so it often faces challenges in terms of objectivity and comprehensiveness of assessment criteria. This study aims to apply the K-Nearest Neighbor (KNN) algorithm as an optimization tool in determining student reward recipients in High Schools. The data used include the average report card value, moral values, parents\u27 income, number of siblings and scores in non-academic activities. The KNN method was chosen because of its ability to classify based on the similarity of neighbor data. The research process begins with collecting historical student data, data normalization, determining the KNN model, and evaluating the model. The results of the study show that the KNN model is able to classify students with a certain level of accuracy in recommending the right reward category. The conclusion of this study is that the application of the KNN algorithm can provide a more structured and objective approach to the reward giving process, so that it can help schools make transparent decisions and in accordance with the principles of justice. This system is expected to increase the effectiveness of the reward program and encourage development for students. This indicates that the model can reliably support decision-making in the reward distribution process.     Pemanfaatan Teknik Machine Learning dalam Memprediksi Kepadatan Lalu Lintas Guna Efisiensi Transportasi

    Kemacetan lalu lintas di kota-kota besar semakin meningkat akibat pertumbuhan jumlah kendaraan yang tidak sebanding dengan kapasitas jalan. Kondisi ini berdampak pada peningkatan waktu perjalanan, polusi udara, serta risiko kecelakaan. Penelitian ini bertujuan untuk memprediksi tingkat kepadatan lalu lintas di Kota Medan menggunakan metode pembelajaran mesin. Tiga algoritma yang digunakan dalam penelitian ini adalah regresi linear, random forest, dan XGBoost. Data yang digunakan mencakup informasi lalu lintas dan cuaca yang diperoleh dari sumber terbuka. Tahapan penelitian meliputi eksplorasi data, pra-pemrosesan, rekayasa fitur, pelatihan model, dan evaluasi menggunakan beberapa metrik pengukuran kesalahan. Hasil penelitian menunjukkan bahwa algoritma Random Forest dengan penyesuaian parameter memiliki performa terbaik dibandingkan dengan algoritma lainnya. Model ini dapat digunakan sebagai alternatif dalam pengelolaan lalu lintas guna meningkatkan efisiensi mobilitas di kawasan perkotaan

    .Waste handling and recycling is a crucial issue in efforts to preserve the environment and public health. This research aims to determine the effectiveness of waste handling and recycling policies implemented in various regions. The methodology used includes qualitative and quantitative analysis of data collected from primary and secondary sources, including interviews with stakeholders, community surveys, and insight into policy documents. The research results show that existing policies have succeeded in increasing public awareness and participation in waste recycling. However, there are various challenges that still lie ahead, such as limited infrastructure, lack of continuous education, and financial constraints. Providing adequate facilities and more sophisticated processing technology has proven to be a determining factor in the success of recycling programs. This research recommends increasing regulations, strengthening education programs, developing infrastructure, and greater financial support to support waste handling and recycling policies. The problem is positioned on the change in the form of communication between women in the past and present. In an environment that supports the form of communication in the passive category, contemporary women today are gradually using the assertive category, especially in the context of romantic interpersonal relationships. Previously, in this category, women were expected to behave passively. In the explanation, muted group theory, patriarchal culture, and emotional intelligence of women will also be touched on to better understand the change in the form of communication in contemporary conditions.

    Analyzing operational risks of a recyclable waste-based payment public transit system in Surabaya, Indonesia

    Suroboyo Bus, a municipal public transportation initiative managed by the Surabaya Department of Transportation (SubDOT) in Indonesia, was launched to promote the use of public transit by accepting recyclable plastic waste as transit fare payments. However, this transportation system presented challenges, as prior to 2019, Suroboyo Bus performed its operational activities without adequately incorporating operational risk, specifically considering Health, Safety, and Environment (HSE) factors. The analysis of risk profiles and a mitigation plan concerning the well-being of both their staff and passengers was uncomprehensive. To address these issues, this paper evaluates the operational risk based on ISO 31000:2018, the Failure Mode and Effect Analysis (FMEA), and the Benefit Cost-Analysis (BCA). The analysis identified 114 risks and 189 combinations of risks and impacts across 70 business processes associated with Suroboyo Bus operations, with varying degrees of risk severity. Risk prioritization analysis was performed using the Pareto 80:20 principle. Proposed risk response strategies include avoidance, mitigation, transfer, and tolerance. Evaluation of the feasibility of these strategies through benefits and cost analysis, supplemented by a sensitivity analysis, revealed Benefit-Cost Ratio (BCR) values ranging from 1.041 to 1.471, indicating that the proposed mitigation plan is feasible for all evaluated scenarios. These findings underscore the importance of implementing risk mitigation measures to improve the sustainability and effectiveness of the Suroboyo Bus service. Future research should explore the digital application developed for Suroboyo Bus passengers as part of the business process named “Golek Bis” (GOBIS) and other methods that can be used to enhance the quality and comprehensiveness of risk management
