The author is a geologist and since 1956 has been engaged in scientific field research on Spitsbergen, Greenland and Antarctica (23 expeditions). For many years chairman of the Committee on Polar Research of the Polish Academy of Sciences, he is now its Honorary Chairman.Artykuł przedstawia w skrócie najważniejsze fakty z historii polskich badań i odkryć naukowych w Arktyce i Antarktyce od XIX stulecia do chwili obecnej. Autor jest geologiem, od 1956 roku badaczem polarnym, prowadził badania naukowe i zorganizował 23 wyprawy polarne na Spitsbergen, Grenlandię i do Antarktyki, przez wiele lat był przewodniczącym Komitetu Badań Polarnych przy Prezydium Polskiej Akademii Nauk. Międzynarodowa konferencja naukowa „Intellectuals and the First World War: Central European Perspective” (Kraków, Polska, 20–22 X 2016)
Full text link“Intellectuals and the First World War: Central European Perspective”, a conference organized on October 20–22, 2016 in Kraków, was a perfect opportunity to discuss the phenomenon of the 1914–1918 conflict and its impact on the lives of intellectuals and the creators of culture. Many important scientific studies or cultural activities were interrupted by the war as a result of the conscription of the intellectuals and their death either on the WW1 fronts or as civilian victims. On the other hand, the war was also an opportunity for many to redirect professional careers in new directions e.g. in the service of military propaganda. The conference was organized by the Institute of History of the Jagiellonian University with the financial support of the Kraków City Council – City of Kraków. The conference brought together nearly 30 speakers from the European Union and the United States of America.Konferencja pt. „Intellectuals and the First World War: Central European Perspective”, zorganizowana w dniach 20–22 X 2016 r. w Krakowie, była doskonałą okazją do dyskusji nad fenomenem konfliktu z lat 1914–1918 i jego wpływem na życie przedstawicieli inteligencji oraz twórców kultury. Wojna przerwała niejedne znaczące badania naukowe oraz prace nad dziełami sztuki – wielu intelektualistów zginęło bowiem na frontach jako żołnierze, czy też cywilne ofiary. Z drugiej strony wojna była dla wielu z nich okazją do zaistnienia, m.in. w służbie propagandy wojskowej, i przekierowania swojej profesjonalnej kariery w innym kierunku. Konferencja zorganizowana została przez Instytut Historii UJ, przy wsparciu finansowym Gminy Miejskiej Kraków – Urzędu Miasta Krakowa. Konferencja zgromadziła prawie 30 prelegentów z krajów Unii Europejskiej oraz Stanów Zjednoczonych Ameryki

Heveliana 2011–2016
Full text linkA number of publications devoted to Jan Heweliusz have been published between 2011 and 2016. On the occasion of the 400th anniversary of his birthday celebrated in 2011, four books have been published gathering the conferences and lectures, with a great deal of foreign authors presenting various aspects of the Gdańsk astronomer’s activities and achievements. In 2014, the publishing of Hevelius’s correspondence was initiated with the volume Prologomena. This article critically discusses the mentioned publications, pointing out their advantages and shortcomings.The preliminary study of the volume by Chantal Grell was also published in a Polish translation as a separate book. The author has indeed – more precisely than her predecessors – presented the years of Hevelius’s studies and the network of his correspondents, however overly emphasized his polemics with the French and English scholars. Her final conclusion, qualifying Hevelius as an amateur isolated from the leading currents of the seventeenth century, is contradictory to the evidence of his correspondence, which will be published over the next years.W latach 2011–2016 ukazało się sporo publikacji poświęconych Janowi Heweliuszowi. Z okazji czterechsetnej rocznicy jego urodzin, obchodzonych w 2011 r., zostały opublikowane cztery książki zbierające pokłosie konferencji i prelekcji, z dużym udziałem autorów zagranicznych, przedstawiających różne aspekty działalności i osiągnięć gdańskiego astronoma. W 2014 r. zainicjowano edycję korespondencji Heweliusza tomem Prologomenów. Artykuł omawia krytycznie wspomniane publikacje, wskazując ich zalety i braki.Wstępne studium tomu Prologomena Chantal Grell ukazało się także w tłumaczeniu na język polski jako osobna książka. Autorka dokładniej niż jej poprzednicy przedstawiła lata studiów Heweliusza i sieć jego korespondentów, zbytni nacisk kładąc jednak na polemiki z uczonymi francuskimi i angielskimi. Jej końcowa konkluzja, kwalifikująca Heweliusza jako amatora odizolowanego od głównych prądów w nauce XVII w., jest sprzeczna z wymową jego korespondencji, która będzie publikowana przez następne lata
The Role of Civil Society in Public Governance
Full text linkOne of the elementary conditions of democratic society includes, among others, an active and powerful civil society which acts as an intermediary between the state and citizens. Moreover, the functioning and effective civil society represents the way to influence the public governance. The aim of the article is to research the scope of the relationship between civil society and public governance in the particular post-communist country – the Slovak Republic, where preconditions for establishing a civil society were completely different than in Western democracies. Moreover, the article examines, with the help of analysis and synthesis methods, the contribution that an efficient civil society can make to the democratization process and good governance

Full text linkElectronic Sales and Auctions as Elements of the Modern Public-Procurement SystemAn electronic sale is conspicuous by a specific schema of acting fixed by the article 74–article 81 of the Public Contracts Law Act of 29th January 2004 (consolidated text: Dz.U. of 2015, item 2164). In the Public Contracts Law Act, the legislator also concretized – especially in article 91a, article 91b and article 91c of this Act – legal shape of an electronic auction. Article 74 item 1 of the above-mentioned Act indicates among other things, that in the electronic sale one ought to employ a form located within an internet page. Analogically, in article 91c item 1 the first sentence of the same Act the legislator requires in particular using – during the electronic auction – a form hooked to an internet page

At the time of Polands accession to the European Union, the process intensified due to the standards set by the EU. A similar action was taken by Estonia which joined the European Union at the same time as Poland. Over the years, there have been significant differences between these countries in the development of digital public administration. Estonia, in a relatively short period and with limited financial resources, has become one of the most digital countries in Europę. Thus, Poland should be inspired by Estonian practice as regards the implemen-tation of eGovernment

Full text linkAdministration of Polish Communes and the Current Challenges of Europeanisation and ModernisationIn Polish local government units the process of Europeisation has entailed the modernisation of local communities. In local Poland, Europeisation includes such areas of cooperation with the EU as: partner towns, trans-borderrelations (Euroregions), use of EU funds, and the activation o communities at the time of the EU accession referendum campaign (2003). Most of those processes have also entailed modernisation efforts. This is true not just for economic but also social and political issues. The mod- ern face of the Polish local administration in recent years also means new and young corps of local-government staff who are highly qualified and have a vision of their own professional development. The focal point of the Europeaisation and modernisation processes is Uniejów, which over the last few years has become the best developing Polish commune. The article attempts at showing to what an extent major phenomena in economics and regional policy may change the way small communities function as well as how much depends on efficient public governanc
