Between Business Capital and Daily Needs: Utilization of PNM Mekaar Funds in Jorong Pinang Makmur, Dharmasraya Regency
Permodalan Nasional Madani (PNM) is a state-owned financial institution that focuses on empowering underprivileged women through the Mekaar program. This program is expected to serve as initial capital for communities to improve their welfare through small-scale business activities. However, in practice, the utilization of loan funds does not always align with the initial objectives, as most beneficiaries tend to use the loans to meet daily household needs. This phenomenon is particularly interesting to study in Jorong Pinang Makmur, Timpeh Sub-district, Dharmasraya Regency. This study aims to examine the patterns of PNM Mekaar fund utilization by members, as well as to analyze the socio-economic dynamics that influence their decisions in managing these funds. Using a descriptive qualitative approach through interviews and observations, a total of 31 informants consisting of members and PNM account officers were analyzed using Max Weber's social action theory. Based on the results of the study, it can be concluded that the majority of members use the loan funds for daily consumption and children's education (92%), while only a small portion (8%) use it for its intended purpose as business capital. This pattern of fund utilization is influenced by the economic pressures of underprivileged households, low financial literacy, limited business opportunities, and local socio-economic conditions. This phenomenon reflects Weber's form of social rationality, in which members' economic actions are not only driven by capitalist productive logic but also by instrumental goals, value orientations, and social norms to maintain the group's survival and honor. Thus, the utilization of PNM Mekaar funds in the research location functions more as a means of supporting basic needs than as a means of developing productive businesses, which implies the need for program evaluation in a social context
The Effectiveness of Utilizing Radio Frequency Identification (RFID) in Efforts to Improve the Performance of Security Officers at the Class I Pondok Bambu State Detention Center
Overcrowding in correctional facilities, particularly at the Class I Pondok Bambu Detention Center, has created significant challenges for maintaining the effectiveness of security patrols. This study aims to evaluate the effectiveness of Radio Frequency Identification (RFID) technology in enhancing the accountability and performance of patrol officers. The research is grounded in organizational effectiveness theory, specifically the goal attainment, system resource, and internal process approaches. Employing a qualitative descriptive case study design, the study involved key informants including the head of the security unit, shift commanders, and security officers. Data were collected through in-depth interviews, observation, and document analysis, and analyzed thematically using the Miles and Huberman framework with triangulation to ensure credibility. The findings demonstrate that the implementation of RFID improved officers’ compliance with patrol checkpoints, strengthened transparency in patrol reporting, and enhanced response time to security incidents. The study concludes that RFID serves as an effective technological tool to support accountability, discipline, and organizational effectiveness within correctional institutions. The novelty of this research lies in its contextual contribution as one of the first empirical studies in Indonesia to investigate the application of RFID in correctional facility security management, expanding its utilization beyond industrial and commercial settings
Adaptation Strategies for Sustaining the Economic Livelihood of Single-Parent Female Agricultural Labor in Nagari Koto Salak, Dharmasraya
This study examines the adaptation strategies of single-parent female farm labor in Nagari Koto Salak, Dharmasraya Regency, who face multiple social and economic challenges. With unstable incomes below the regional minimum wage, they are solely responsible for household needs, including daily consumption and children’s education, while constrained by low education levels, limited access to resources, and minimal social support. Using John W. Bennett’s (1976) framework of adaptation strategies—behavioral, tactical, and process—this research employs a descriptive qualitative approach. Data were collected through non-participant observation, in-depth interviews, and document analysis, involving eight main informants and eight supporting informants selected through purposive sampling. The findings reveal three key strategies: reducing consumption (behavioral), utilizing household resources, seasonal savings groups (arisan), income diversification, and borrowing (tactical), as well as participation in social groups such as dasawisma, religious study groups, and farmer groups (process). These strategies highlight the resilience and adaptive capacity of women in sustaining family livelihoods under vulnerable conditions.
