The Interrelation of Transparency, Public Participation, Accountability, and Policy Effectiveness: A Qualitative Approach to Good Governance Practices in Ambon City

    No full text
This study explores the interrelationship between transparency, public participation, accountability, and policy effectiveness within the local governance context of Ambon City. Using a qualitative descriptive approach, data were collected through in-depth interviews, participant observation, and document analysis involving 15 key informants, including government officials, community leaders, civil society representatives, and academics. The study found that transparency serves as the foundation for effective governance by providing access to information, which enables citizen engagement and strengthens accountability mechanisms. Public participation, however, often remains formalistic, with limited integration of community input into decision-making processes. Accountability is primarily administrative and financial, with social accountability mechanisms underdeveloped. Policy effectiveness is closely linked to the integration of these governance principles, particularly in programs that combine interdepartmental coordination with participatory monitoring, such as Smart City initiatives and waste management reforms. The findings highlight a dynamic and reciprocal relationship among transparency, participation, and accountability, wherein weakness in one component affects the overall governance cycle. Challenges include limited digital literacy, bureaucratic resistance, and weak public oversight, while opportunities lie in digital governance platforms, youth-led civic groups, and academic collaborations. The study concludes that good governance in Ambon City is best operationalized as an evolving ecosystem of trust, collaboration, and adaptive accountability, rather than mere regulatory compliance. Recommendations include enhancing citizen-friendly transparency initiatives, fostering deliberative participation, and expanding mechanisms for public accountability. These insights provide guidance for local government reforms and serve as a reference for similar medium-sized cities in Indonesi

    No full text
The Domain Name System (DNS) is a critical service in computer networks that is often targeted by various types of attacks, one of the most common being UDP Flooding. Such attacks can degrade network performance, increase latency, and even disrupt service availability. The objective of this research is to implement DNS security mechanisms on Mikrotik routers to mitigate UDP-based attacks and evaluate their effectiveness in maintaining service quality. The research method consists of three main stages: designing a UDP attack scenario on DNS services, configuring security mechanisms on the Mikrotik router using firewall and traffic filtering features, and testing network performance before and after the security implementation. The evaluation parameters include throughput, packet loss, latency, and service availability. The results show that the security configuration on the Mikrotik router significantly reduces the impact of UDP Flooding attacks against DNS. After implementing the proposed security mechanisms, there was a notable decrease in packet loss, improved throughput stability, and higher DNS service availability compared to the unprotected condition. In conclusion, the implementation of security mechanisms on Mikrotik routers provides an effective, practical, and cost-efficient solution for strengthening DNS resilience against UDP attacks, especially in small to medium-scale networks

    No full text
This study aims to investigate the relationship between students’ Meta-learning awareness and writing descriptive texts at the junior high school level. This research is motivated by students' difficulties in writing descriptive texts, including organizing ideas, selecting vocabulary, and applying correct grammar. The research method used is a quantitative approach with a correlational design. The population of this study consisted of all seventh-grade students at SMPN 30 Batam, and one class (N = 41) was randomly selected using a cluster random sampling technique. The research instruments consist of a questionnaire to measure Meta-learning awareness and a writing test to assess the ability to write descriptive texts based on Brown's (2003) rubric. The data was analyzed using the Spearman rank correlation test because the data was not normally distributed. The analysis results show a significant positive correlation between Meta-learning awareness and writing descriptive text (rs = 0.330; Sig. = 0.035). Although the strength of the correlation is considered weak, this finding indicates that students with higher Meta-Learning awareness tend to have better writing skills. The results of this study confirm that Meta-learning awareness can improve students' writing skills by encouraging them to be more reflective in the learning process. This research recommends that teachers integrate Meta-learning activities into writing instruction to foster students' independence, focus, and confidence in producing descriptive texts

The structure of road networks plays a crucial role in supporting mobility, transportation efficiency, and urban spatial development. Pontianak City, as one of the growth centers in West Kalimantan, faces increasing challenges in managing its increasingly complex road network. This study aims to analyze the spatial structure of the urban road network in the central area of Pontianak using a spatial approach based on Geographic Information Systems (GIS) with QGIS software. The methods include identifying road network nodes, calculating total road length, and analyzing network density across two spatial units: 500 x 500meter grids and administrative boundaries at the kelurahan level. The analysis reveals that the distribution of the road network is uneven, with the highest concentration of road length and network nodes found in central areas such as Tengah and Akcaya Subdistricts. In contrast, the northern and eastern parts of the city exhibit sparser network structures. The grid-based approach provides greater spatial precision in capturing micro-scale variation, while the kelurahan units are relevant for policy and regional planning contexts. These findings form a basis for planning equitable, efficient, and data-driven road infrastructure development
