    Information for inspiration: understanding information-seeking behaviour and library usage of students at the Hong Kong Design Institute

    The process of information- and inspiration-seeking behaviour amongst artists and designers often involve direct observation, note-taking, collecting materials and image samples, recognising styles, analysing movements, patterns, textures, as well as experimenting with different materials and techniques. They also rely heavily on having access to a variety of visual resources, both physical and digital, during the process of inspiration-seeking. However, there have been few studies on how art and design students look for and use information in the digital age, especially in the context of the library. This paper reports on an empirical study of the inspiration-seeking process and other information-related behaviour of students at the Hong Kong Design Institute (HKDI). An online questionnaire was created to ask the HKDI students specific questions: the types of library preferred; students\u27 comfort level with the HKDI Library; student respondents\u27 information needs; and their preferred sources for inspiration. They were also asked which media and venues they looked to for information that was important to their creative process. A total of 327 current students at the HKDI completed the survey. The research findings suggest that information-seeking behaviour of the art and design students was reflective of the fluid and creative nature of the art and design domain. They were regular users of traditional printed resources as well as the physical libraries. They also placed heavy reliance on the Internet and a variety of social networks when it came to inspiration-seeking. Inspiration was found from a very diverse and ‘idiosyncratic’ set of sources; often via accidental discovery. The students\u27 status as emergent practitioners also suggested a strong need for career advice and interactions with peers practicing in the art and design field

    Framework procurement for highways maintenance in the UK: can it offer value for money for public-sector clients?

    Framework agreements are emerging as a construction management tool used by public authorities to achieve value for money (VFM) services. This research aims to assess whether use of framework agreements for highways maintenance projects can result in significant improvement for performance outcomes and production and transaction costs during the construction phase. A single-case study was conducted to investigate outcomes set within the context of a major county council. Independent-samples t-tests of 164 framework and traditional discrete projects proved that there were significant improvements in performance outcomes in time (finish on time), cost (payment accuracy) and quality (defects and health and safety) resulted from the framework agreements. The independent-samples t-tests also identified significant improvements in total cost for engagement and performance monitoring but without significant changes in tender prices. Conclusions from this study support the use of framework procurement for local authority public-sector clients in highways maintenance, leading to significant improvements of performance outcomes and cost savings and hence VFM services to achieve optimal use of resources. Based on the case-study findings, an informed policy decision has been made between the county council and adjacent local authorities to implement an expanded framework agreement to cover a South East region

    Background: The role of Kdr (VEGFR-2/Flk-1) in vascular formation has been well described, but the role of Flt1 (VEGFR-1) is not well studied and is generally considered as a decoy receptor for trapping VEGF. Methods: The effects of VEGFR1/2 kinase inhibitor (VRI) and calycosin on Flt1 tyrosine kinase (TK) activity were evaluated by molecular docking, enzymatic inhibition assay, protein co-immunoprecipitation and siRNA gene knock-down analysis in HUVECs. Toxicities of the chemicals were examined using HUVECs viability. Their effects on angiogenesis and vessel formation were furthered studied in HUVECs in vitro and Tg(fli-1:EGFP) zebrafish in vivo. The gene and protein expression of VEGF and VEGF receptors were investigated by quantitative RT-PCR and Western blot. Results: VRI strongly inhibited physiological functions of both VEGF receptors and suppressed endothelial cell survival. This resulted in blood vessel loss in zebrafish embryos. Interestingly, calycosin co-treatment impeded VRI-induced blood vessel loss. Docking and kinase inhibition assay revealed that calycosin competed with VRI for the tyrosine kinase domain of Flt1 without affecting ATP binding. On the contrary, calycosin did not affect the interaction between VRI and Kdr-TK. Consistent with these results, calycosin counteracted the inhibition of Flt1-TK and PI3K phosphorylation induced by VRI in HUVECs. Further studies in vitro and in vivo showed that the minimizing effect of calycosin on VRI-mediated endothelial cytotoxicity was blocked by wortmannin (a PI3K inhibitor). The impeding effect of calycosin on VRI-induced blood vessel loss was absent in zebrafish embryos injected with Flt1 MO. Conclusions: Flt1-tyrosine kinase (TK) activity contributed significantly in endothelial cells survival and vascular development during embryo angiogenesis in zebrafish by engaging PI3K/Akt pathway.     Evaluation of diesel fleet emissions and control policies from plume chasing measurements of on-road vehicles

    Vehicle emissions are an important source of urban air pollution. Diesel fuelled vehicles, although constituting a relatively small fraction of fleet population in many cities, are significant contributors to the emission inventory due to their often long mileage for goods and public transport. Recent classification of diesel exhaust as carcinogenic by the World Health Organization also raises attention to more stringent control of diesel emissions to protect public health. Although various mandatory and voluntary based emission control measures have been implemented in Hong Kong, there have been few investigations to evaluate if the fleet emission characteristics have met desired emission reduction objectives and if adoption of an Inspection/Maintenance (I/M) programme has been effective in achieving these objectives. The limitations are partially due to the lack of cost-effective approaches for the large scale characterisation of fleet based emissions to assess the effectiveness of control measures and policy. This study has used a plume chasing method to collect a large amount of on-road vehicle emission data of Hong Kong highways and a detailed analysis was carried out to provide a quantitative evaluation of the emission characteristics in terms of the role of high and super-emitters in total emission reduction, impact of after-treatment on the multi-pollutants reduction strategy and the trend of NO2 emissions with newer emission standards. The study revealed that not all the high-emitters are from those vehicles of older Euro emission standards. Meanwhile, there is clear evidence that high-emitters for one pollutant may not be a high-emitter for another pollutant. Multi-pollutant control strategy needs to be considered in the enactment of the emission control policy which requires more comprehensive retrofitting technological solutions and matching I/M programme to ensure the proper maintenance of fleets. The plume chasing approach used in this study also shows to be a useful approach for assessing citywide vehicle emission characteristics

    Principle of selectivity in housing rehabilitation subsidies: case study in Hong Kong

    Housing subsidies have to be selective given the tight public budget and need for public accountability. Nevertheless, inappropriately chosen screening criteria can result in inefficient resource allocation. This article attempts to empirically justify the selection or eligibility criteria of subsidy schemes for housing rehabilitation in Hong Kong where urban decay has been an age-old problem. It outlines the development of a statistical model designed to identify determinants of the dilapidation level of housing in the city. Based on the results of a dilapidation assessment on 390 multiowned apartment buildings using the Dilapidation Index, the extent to which the residential buildings under investigation were dilapidated was regressed against the eligibility criteria. The results revealed that older and unmanaged buildings were more derelict, with the development scale and rateable value correlated to the dilapidation level. The article concludes with policy considerations and practical implications
