    香港居家安老面對的挑戰 : 服務提供者及使用者之經驗

    隨著人口老化,居家安老成為香港社會重大的挑戰。政府多年來提倡「居家安老為本,院舍照顧為後援」的政策方針,透過加強社區照顧服務,以減少院舍入住率。然而,政策需要由家居環境、以至社區支援互相配合,創造可供市民居家安老的先天條件方能成事。本研究旨在探討香港推行居家安老時所面對的困難與挑戰。研究團隊訪問了30名60歲或以上、曾經或正在使用長者服務的使用者和19名從事長者社區照顧及支援服務行業的服務提供者,從不同的角度探討長者居家安老的狀況和社區照顧及支援服務的成效。 研究團隊綜合了長者居家安老的狀況,提出了幾方面的改進建議。在家居環境和社區設施方面,建議 (1) 政府應主動協助長者改善「居住環境」和安裝「緊急呼叫系統」,並(2) 建設合適長者的公共交通工具和道路設施和交通配套。在醫療層面方面,建議 (3) 資助有緊急需要的長者使用私營醫療服務、(4) 擴展醫療券計劃至購買坊間藥物和 (5) 改善普通科門診醫療預約系統和公開長者預約專籌的數量及其使用狀況。在長者社區照顧及支援服務方面,建議 (6) 檢視社區照顧服務券的宣傳和使用狀況、(7) 對長者家庭進行家訪,及早識別有需要個案和 (8) 檢視未來各區長者比例,規劃長者設施服務。 研究團隊分析了社福機構人員在提供長者服務過程中所遇到的困難後,提出了四方面的建議,分別爲 (1) 改進安老服務人員資歷架構和服務外包、(2) 簡化並加強服務資訊的宣傳、(3) 優化一站式服務平台及個案管理和 (4) 制訂長遠的安老政策方向

    香港網絡作家張晨的「惡托邦」書寫

    張晨一名九十後的網絡作家,自2010年起於網上寫作,出道作品《十八歲的野比大雄》(2010)於網上引起熱烈迴響。及後,他先後於2013及2018年在網上創作了兩部同題材的惡托邦小說,分別是《封鎖維園年宵,來一埸死亡遊戲》及《香港只能最後24人》。兩部作品都深受讀者歡迎,並且成功出版了實體書籍。作品中皆以香港作為書寫背景,建構出一個頹敗不堪的惡托邦空間。 本文選取並討論上述張晨的兩部作品,探討其惡托邦小說的特色,並分析新媒體與小說融合的概況。文章分為六部分,第一、二部分主要闡述論文研究背景,以及簡略介紹張晨與兩部作品。第三、四部主要析述張晨的作品如何符合惡托邦小說的特質,並就小說內角色的形象與重要性作討論;第五部分會以張晨的網絡小說作品為例子,分析新媒體為小說帶來的轉變及隨之而來的問題。最後總結全文

    Happiness and government : the role of public spending and public governance

    We explain total life satisfaction using Wave 5 of World Value Survey data covering 58 countries /jurisdictions with a regression to estimate optimal government spending for healthcare, education, and total government spending by maximizing wellbeing We find that the average of total public spending for countries of good public governance is almost identical to the average of estimates of optimal total public spending, which stands at 36. 85 % of GDP. We also find significant over spending or under spending for individual countries. Optimal spending on healthcare and education increase s with population aging. Per capita GDP reduces optimal healthcare spending but increases optimal education spending as a percentage of GDP

    秦穆公稱霸西戎與《左傳》比事見義之書法

    孔子作《春秋》,筆削之去取從違,比事之先後措置,屬辭之修飾連綴,皆脈注綺交於“丘竊取之”之義。《左傳》以歷史叙事解經,或先經、後經,或依經、錯經,是所謂言有序。《春秋》《左傳》,相互表裏,事義更相發明,故學者多考據《左傳》事實,以推求《春秋》“都不説破”之微辭隱義。排比編次而叙事,言之有序以顯義,《春秋》《左傳》比事以觀義,準此。今以《左傳》叙《秦穆公遂霸西戎》之本末爲研究材料,論其叙事之義法有四:曰語叙,曰提叙,曰對叙,曰搭叙。然後知《史記·太史公自序》所謂“述故事,整齊其世傳”,在凸顯如何書之“述”。可見先後位次之“叙”(序),時措從宜之“法”,即是中國傳統叙事學之亮點與核心。與西方叙事學相較,會當有别。 In the Spring and Autumn Annals 春秋 compiled by Confucius, his unique views manifest in his adding or removing words, his sequencing of events, and his connecting the words to their contexts. The Commentary of Zuo 左傳 interpreted the Spring and Autumn Annals in an orderly sequence of historical narratives written either before or after, either in accordance with or in contrast to the latter. The Spring and Autumn Annals and the Commentary of Zuo elucidate each other’s essence and clarify each other’s meaning. Therefore, scholars have used the historical records in the Commentary of Zuo to analyze the subtitle expressions and hidden meanings in the Spring and Autumn Annals. This method is reflected in Confucius’s sequencing of events in the order of historical narratives to interpret the meanings of the two classics. This paper discusses four narrative methods in the chapter “The Duke Mu of Qin’s Conquest of Xirong” 秦穆公遂霸西戎 in the Commentary of Zuo: recording, outlining, contrasting, and receiving. Through this discussion, the paper concludes that the famous quotation “narrating and arranging events and passing them down to future generations” from the “Author’s Preface to the Grand Records of the Historian” 史記·太史公自序 accentuates narrating within the writing. The order of precedence and the method of situational selection are the highlights and cores of traditional Chinese narratology, which is different from Western narratology

    宗周政典的名實之轉 : 從《訓典》到《書》

    傳世典籍中多見“古訓”、“大訓”、“訓典”,前人以其“神話多而史實少,與宋以來的評話體例相似”,爲後世“小説”之祖,核以實例,所論偏頗。通過梳理有限的早期記載,我們能夠發現,就其功能而論,宗周代代傳承的《訓典》(彙編),可謂最早的《書》類文獻;就其“實”而言,稱名逐漸被《書》、《書》的具體篇名和類名(《夏書》、《商書》、《周書》)所替代。换言之,《書》類文獻彙編形態的名與實發生過一次變化。由《訓典》而成了《書》。這一轉换,同《書》學授受形態由依重口耳向口耳與竹帛並行之轉换正相關。就《國語·周語上》所載從穆王到幽王的十數條推測,《書》從《訓典》系統中獨立出來當在厲王以後,最晚至宣幽之際已經存在。值得注意的是,《書》代替了《訓典》的主要功能後,因其制度慣性以及“訓”之國别屬性,諸國“修其《訓典》”的活動依舊存在。 “Ancient teachings,” “grand teachings,” and “instructional teachings” frequently appear in the extant classical texts. Previous scholars have noted their resemblance to the narrative style prevalent from the Song dynasty onward, often laden with myths and sparse in historical facts, dubbing them the precursor of later “novels.” Such interpretations, based mainly on specific examples, seem biased. Through a meticulous examination of early records, we discern that, in terms of their function, the “instructional teachings” (compilations) passed down through the Zhou dynasty can be deemed as the earliest “book” type documents. As for their tangible existence, these titles were gradually superseded by the generic “book,” as well as specific titles and categories such as Book of Xia 夏 書, Book of Shang商書, and Book of Zhou 周書. In other words, there was a transformation in both the name and essence of the compiled form of the “book” type documents. They evolved from “instructional teachings” to “books.” This transition correlates with the shift in the mode of imparting “book” studies, moving from a predominant oral tradition to a combination of oral and written (on bamboo and silk) methods. Drawing inferences from over ten records in the “Discourse of Zhou Part One” of Discourses of the State 國語·周語上, tracing from King Mu to King You, it can be speculated that the “book” emerged as an independent entity from the “instructional teachings” system after the era of King Li and existed at the latest by the reign of King Xuan and King You. Notably, even after the “book” took over the primary function of the “instructional teachings,” due to institutional inertia and the national-specific attributes of “teachings,” individual states continued to amend their instructional teachings
