THE INFLUENCE OF LEADERSHIP AND COMPETENCE ON THE PERFORMANCE OF VILLAGE APPARATUS IN MALUKU PROVINCE: THE ROLE OF INNOVATION BEHAVIOR AS A MEDIATING VARIABLE AND WORKPLACE SPIRITUALITY AS A MODERATING VARIABLE
This study analyzes the influence of values-based leadership and competency on the performance of village officials in Maluku Province through the mediation of innovation behavior and moderation of workplace spirituality. Using a quantitative approach with the Structural Equation Modeling (SEM-AMOS) method on 343 village official respondents from five regencies/cities in Maluku, this study found that values-based leadership did not directly influence official performance, but had a significant influence through the mediation of innovation behavior. Competence was shown to have both direct and indirect effects on performance through innovation behavior as a partial mediator. Innovation behavior is a key factor in transforming leadership capacity and competency into optimal performance. Workplace spirituality acts as a moderator, strengthening the relationship between values-based leadership and performance, but does not moderate the competence-performance relationship. These findings suggest that in the context of village government in an archipelago with strong local cultural characteristics, improving official performance requires a holistic approach that integrates the development of values-based leadership, strengthening technical competencies, stimulating innovative behavior, and fostering workplace spirituality as an integrated strategy to achieve effective and sustainable village governance
DESAFIOS E PERSPECTIVAS NA REGULAMENTAÇÃO DE AERONAVES eVTOLs: UMA ANÁLISE DAS ESTRUTURAS NORMATIVAS NO BRASIL E NO MUNDO

CLIMATE CHANGE AND WOMEN’S SRHR LAW: BIBLIOMETRIC MAPPING
This study maps peer-reviewed research at the intersection of climate change (and climate-related hazards), women’s sexual and reproductive health and rights (SRHR)/maternal health, and law–policy–rights–governance framing. Records were retrieved from Scopus and Web of Science and processed in R using bibliometric routines (Biblioshiny). After database-level filtering, dataset merging, and deduplication, a journal-aligned eligibility screening was applied to retain publications that jointly addressed climate-related exposure and women’s SRHR/maternal health with an explicit governance or rights dimension. The final corpus (n = 400; 2002–2025) was analyzed through annual production trends, source and author productivity, country outputs and collaboration patterns, global citation performance, and conceptual structures based on indexed terms and keyword co-occurrence. Results indicate a sharp acceleration in annual production after 2018 and a dispersed publication landscape across journals and authors. Country production is concentrated in a small set of high-output countries, with international co-authorship links spanning multiple regions. Thematic patterns cluster around pregnancy/women-focused health descriptors, climate and vulnerability terms, and biomedical mechanisms. The discussion situates the field as being in a growth and diversification stage and outlines implications for environmental law and rights-based climate governance
PROPOSING REGULATORY REVISION OF JUDICIAL CAREER MANAGEMENT
The Indonesian judicial system is structured into three powers (executive, legislative, and judicial) following the Trias Politica theory. The Supreme Court and its subordinate courts have two main HR types: judges and registrars. While regulations differentiate their roles, career paths are ambiguous, especially for registrars. Judges can become registrars at the Supreme Court, but registrars from lower courts cannot advance to this level, leading to career stagnation and perceived unfairness. This situation is exacerbated by a shortage of judges, as judges are assigned to registrar roles, further reducing judicial capacity. This study aims to explore the implementation of the current regulation, particularly on how the registrars’ perceptions of this unfairness, and using these to propose revisions to the existing regulation. This study is a qualitative research in order to explore the opinions, and then uses the results to propose a revision towards the current regulation on career management. The results show that most registrars have long tenures but are limited to High Court-level positions, with only judges eligible for Supreme Court registrar roles. Four main themes emerged: need for regulatory revision, judge quantity and quality, meritocracy in career levelling, and the core duties (TUPOKSI) of registrars. This study highly recommends alternatives for revising Article 20 of Law No. 3/2009, allowing registrars, not just judges, to advance to Supreme Court registrar positions, emphasizing relevant experience and skills over judicial background. The study emphasises the fairness and merit-based career paths for registrars, supporting organizational effectiveness and employee motivation in the Indonesian judiciary
AMPLIFYING THE DIGITAL SUPPLY CHAIN MODEL: THE MODERATING ROLE OF BIG DATA ANALYTICS CAPABILITY ON PERCEPTIONS OF PERSONNEL IN THE MANUFACTURING INDUSTRY
This study investigates how Big Data Analytics Capability (BDAC) shapes the interplay among Corporate Digital Transformation (CDT), Supply Chain Digital Transformation (SCDT), Customer Data Engagement (CDE), and Corporate Performance (CP) in Chinese manufacturing firms. Grounded in the Resource-Based View and Dynamic Capabilities Theory, BDAC is conceptualized as a higher-order, VRIN-aligned strategic capability enabling firms to sense, seize, and reconfigure resources in digitally transformed environments. Survey data from 368 employees and managers were analyzed using structural equation modeling, revealing that CDT and SCDT significantly enhance CP, CDE partially mediates the CDT–CP relationship, and BDAC positively moderates both the CDT–CDE and SCDT–CP links. These findings underscore that technology adoption alone is insufficient; developing analytical capabilities, fostering a data-driven culture, and integrating BDAC into core supply chain functions are critical for realizing digital transformation value. The study contributes theoretically by elucidating BDAC’s role in bridging digital investments and perceived organizational outcomes, and practically by guiding managers to balance technological infrastructure with capability development. Limitations include its cross-sectional design and reliance on perception-based data, suggesting future longitudinal and cross-context research
FINANCIAL MANAGEMENT BEHAVIORS OF TOURIST GUIDES AFTER THE PANDEMIC (COVID-19): THE CASE OF TURKEY
This study investigates the impact of the Covid-19 pandemic on the financial management behaviors of tourist guides, an occupational group characterized by financial vulnerability due to irregular income and high sensitivity to external shocks. The primary aim was to assess post-pandemic behavioral changes in guides who suffered severe income losses (80-100%). Employing quantitative methods, this study adopts Dew and Xiao\u27s (2011) four-dimensional financial behavior model. An online survey administered to active tourist guides across Turkey yielded 428 valid responses, which were analyzed via factor analysis, t-tests, and ANOVA. The findings indicate that financial behaviors cluster into four dimensions: cash, credit, savings/investment, and insurance management. Although the guides demonstrated strong cash management, their insurance management scores were notably low. Furthermore, male and married participants had higher financial behavior scores. Savings and investment propensities were positively correlated with age, professional experience, and income level. Notably, 35% of guides sought alternative income sources post-pandemic, and 30.8% increased their savings and investment efforts. These findings suggest that the pandemic compelled guides to prioritize financial risk management and income diversification, highlighting the need for policies and support programs to enhance their financial literacy.
LEGITIMACY OF LAND EXCHANGE IN INTERNATIONAL LAW: THE CASE OF RUSSIA AND UKRAINE
This study seeks to examine the legality of land exchange under international law through the study of Russia and Ukraine case. In the wake of Russia\u27s annexation of the Crimean Peninsula in 2014, followed by a war that began in 2022, it has been suggested that the war could be ended by exchanging territories that Russia has seized, particularly in Donetsk and Luhansk regions. Therefore, this research seeks to explore the legal framework governing the transfer of sovereignty between states and to examine the extent to which such transfer is legitimate in the perspective of equipped disputes. In addition, it examines whether this exchange violates well-established principles of international law, including territorial honor and the prohibition of acquiring territory by force. The United Nations Charter, the resolutions of the General Assembly, and the jurisprudence of the International Court of Justice will be examined in this context. We use a comparative approach in this study by looking at historical examples of land exchanges, including those that took place in European regions and between Egypt and Jordan on the one hand, and Israel on the other. In the context of any potential peace accords between Russia and Ukraine, the emphasis is on evaluating the legitimacy of such transfers. The research concludes that the process of land exchange in itself does not establish an abuse of international law as long as it is carried out with the consent of the concerned states and the approval of the constitutional authorities in both countries, particularly if such treaties are registered with the United Nations in accordance with the UN Charter. However, exchanges conducted under military pressure represent an obvious violation of international law and lack international legitimacy
