Get PDFThe article reviews the role and place of electronic bibliographic information, provided online, in the structure of modern informational society. There is discussed the question of reduction of libraries’ involvement in search and retrieval of information, required for readers’ professional activities and personal development. The Internet ability is assumed to reduce the role or even entirely replace the libraries not only in providing information on printed and electronic publications, but also in providing publications themselves to the users. One of the solutions to this problem may be an innovative approach to the information bibliographic activities of various types of libraries. To take a worthy place in the system of information search and retrieval, the libraries need to turn into the actual mediator between the readers and the book. To implement this goal the libraries need to not only timely post in open access the high quality information bibliographic resources and provide online services, but to make them comfortable and attractive to contemporary users. On the example of the Russian State Library there are discussed the possibilities of creation of electronic bibliographic resources and, primarily, the new ways of their representation in Internet. It is shown that the use of online technologies in creation of the bibliographic information allows the bibliographer to communicate directly with readers, getting feedback, considering the requests, discussing the topics, interesting for the users. There are determined the prospects of joining the efforts of libraries on creation and reflection in Internet of bibliographic resources, available in common access

Get PDFThe history of the formation of the Department of Rare Books at the Tambov Regional Universal Scientific Library named after A.S. Pushkin is described. The detailed description of the stages of formation of the Collection of the Department, the methodology of its study, the attribution of single copies, and the principles of separation of book collections is provided. It is revealed the quantitative and thematic composition of the owners’ collections, formed in the Department, presented the examples of valuable books, including the books of “Peter the Great” period, the firsts of the Tambov printing, and traced the history of bibliophily in the Tambov region. Information about the founder and the first Head of the Department of rare books A.I. Sapogov, who devoted his career to identification, study, and description of rare and valuable books, is provided, and his method of formation of the collection of G.R. Derzhavin is described. It is reported on the current work of the Department of rare books, on the Acquisition profile, composition and structure of the Collection, and on the preservation measures. There are summarized the activities of the Regional Centre for the work with book monuments of the Tambov region as the methodical centre for the institutions - holders of the literary monuments. Scientific research work, project and educational activities of the Department of rare books are demonstrated. There is described the work on creating printed catalogues of the rare books, separate book collections, union catalogues of book monuments, and electronic catalogue of rare editions.Описывается история становления отдела редких книг Тамбовской областной универсальной научной библиотеки им. А.С. Пушкина. Подробно рассказывается об этапах формирования фонда отдела, методике его изучения, атрибуции единичных экземпляров, принципах выделения книжных коллекций. Раскрывается количественный и тематический состав владельческих коллекций, сформированных в отделе, приводятся примеры особо ценных изданий, в том числе книг «петровского» периода, первенцев тамбовской печати, а также прослеживается история библиофильства в Тамбовском крае. Приводятся сведения об основателе и первом заведующем отдела редких книг А.И. Сапогове, посвятившем свою профессиональную деятельность выявлению, изучению и описанию книжных редкостей, изложена его методика формирования коллекции Г.Р. Державина. Рассказывается о работе отдела редких книг в настоящее время, о профиле комплектования, составе и структуре фонда, мероприятиях по его сохранности. Кратко освещается деятельность Регионального центра по работе с книжными памятниками Тамбовской области как методического центра для учреждений-фондодержателей книжных памятников. Демонстрируется научно-исследовательская, проектная и просветительская деятельность отдела редких книг. Описывается работа по созданию печатных каталогов редких книг, отдельных книжных коллекций, сводных каталогов книжных памятников, электронного каталога редких изданий

Get PDFOne of the important issues being actively discussed at the international and national conferences is determination of the economic essence of basic categories related to the library services. The article considers economic nature of library services as public goods, describes classification of library services (by the level of competitive performance of consumption and the principle of excludability; by the level of use of information and communication technologies; by the form of ownership of manufacturer), shows the active efforts of public libraries in the market of goods and services as real competitors to private entrepreneurs providing market services. The article considered the process of diversification, penetration into the Russian market of library services of publishers, archives and other organizations by means of creation of pure public goods. Special attention is paid to the goods temporarily not belonging to the pure public goods.Одним из актуальных вопросов, активно обсуждаемых на международных и всероссийских конференциях, является определение экономической сущности основных категорий, связанных с библиотечным обслуживанием. В статье рассмотрена экономическая природа библиотечных услуг как общественных благ, классификация библиотечных услуг (по степени конкурентности потребления и принципа исключаемости; по уровню использования информационно-коммуникационных технологий; по форме собственности производителя), показана активная деятельность публичных библиотек на рынке товаров и услуг как реальных конкурентов частным предпринимателям, оказывающим рыночные услуги. В статье рассмотрен процесс диверсификации, проникновения на российский рынок библиотечных услуг издателей, архивов и других организаций путем создания ими чистых общественных благ. Особое внимание уделено благам, которые временно не относятся к чистым общественным благам

Get PDFThis article presents the main changes taken place, to the authors’ opinion, in the perception and practice of libraries'work on information support to specialists in the sphere of culture and art, such as: forms of participation, individual and group information sharing, creation of the resource base, mass work. In particular, the article notes increasing credibility of libraries as organizations, able to monitor the state of regional library sphere. Publishing has become an important integral part of libraries activity. Much more events of complex nature requiring high analytical skills are being held. One can highlight the main consumer groups of information and analytical products of libraries. They are: executive authority and research staff of cultural institutions and high schools. The article is based on the results of written and oral surveys of about 40 central libraries of the subjects of the Russian Federation, on the analysis of publications and libraries’ reports from the website “Central Libraries of the RF Subjects: Corporate Full-Text Database for Professionals” and from other Internet resources

Get PDFThematic resources presented on the websites of libraries in the format of databases, bibliographic indexes, and collections of digital libraries, are examined in the context of the description of stra-tegies aimed at the preservation of social and cultural role of libraries in the contemporary regional space. It is analyzed how the traditional components of library work, primarily generation of the own resources, relate to the priorities of the digital era. It is studied the relationship between the central position of the local history problems on the websites of the regional libraries and the desire of each library to create its unique image in the network environment. There are discussed difficulties of combining functionality and attractiveness in provision of resources, successful models of use of new technology opportunities for the enrichment of content, as well as search examples of socially important forms of data accumulation.Представленные на сайтах библиотек тематические ресурсы, в формате баз данных, библио-графических указателей, а также коллекций электронных библиотек, рассматриваются в контексте характеристики стратегий, ориентированных на сохранение социальной и культурной роли библиотек в современном региональном пространстве. Ставится вопрос о том, насколько традиционные составляющие библиотечной работы, прежде всего генерирование собственных ресурсов, соотносятся с приоритетами цифровой эпохи. Анализируется связь между центральным местом краеведческой проблематики на сайтах региональных библиотек и стремлением каждой библиотеки создать свой уникальный образ в сетевой среде. Рассматриваются сложности сочетания функциональности и привлекательности при подготовке ресурсов, удачные модели использования новых технологических возможностей для обогащения содержания, а также примеры поиска социально значимых форм аккумуляции данных
Комплектование фондов в рамках библиотечной работы с мигрантами в Германии
Get PDFThe experience of public libraries in the Federal Republic of Germany (FRG) in the area of acquisition for migrant services during the last 40 years is summarized. The relevance of the problem is connected with the difficulties faced by library professionals worldwide in the selection of publications aimed to best meet the needs of multicultural users. There are considered the main stages of the history of acquisition for migrants in Germany. There are analyzed the technology and methods of acquisition, which include four stages: analysis of the ethnic groups, making plan and estimating the budget, identification of selection criteria and acquisition. Alongside with the analysis of technological cycle, there is summarized the statistical data obtained in the course of survey, conducted by the author among 26 public libraries of FRG in the period of October - December, 2015. Attention is paid to the common problems, faced by the librarians of FRG in the process of acquisition for migrants.Обобщается опыт деятельности последних 40 лет публичных библиотек Федеративной Республики Германия по комплектованию фондов для обслуживания мигрантов. Актуальность проблематики связана с трудностями, с которыми сталкиваются библиотечные специалисты во всем мире, при отборе изданий, призванных наиболее полно удовлетворить потребности мультикультурных пользователей. Рассмотрены основные этапы истории комплектования библиотечных фондов для мигрантов Германии. Проанализированы технология и методика комплектования фондов, включающие четыре этапа: анализ этнических групп, составление плана и определение размера бюджета, выявление критериев отбора изданий и их приобретение. Наряду с анализом технологического цикла обобщены статистические данные, полученные в ходе анкетирования, которое проводилось автором среди 26 публичных библиотек ФРГ с октября по декабрь 2015 года. Уделяется внимание распространенным проблемам, с которыми сталкиваются библиотекари ФРГ в процессе комплектования фондов для мигрантов

Get PDF“Rumyantsev Readings”, held at the Russian State Library (RSL) on 14—15 April, were devoted this year to the 70th anniversary of Victory in the Great Patriotic War. Along with the Conference, in the RSL halls there was opened the book-illustrative exhibition “From Soldiers to Generals”, representing materials from the RSL collections, containing invaluable evidence of life during the war time: the memoirs of participants of the events, documents, monographs, published from 1941 through the present time.Румянцевские чтения, состоявшиеся 14—15 апреля в Российской государственной библиотеке (РГБ), посвящены в этом году 70-летию Победы в Великой Отечественной войне. Get PDFThe article describes the history of the Naval Library beginning with the Ordinance of Emperor Paul I of 25 November, 1799 till the present day. The article contains the story of Library Directors - the outstanding people of their time, employees, saving the library during the siege of Leningrad, as well as gives an outlook for the near future. The first part of the article describes the difficulties the new library had to overcome in the beginning of its glorious historical path. The second part covers the activities of the great Directors - seafarers, such as I. Kruzenshtern, F. Wrangell - Admirals, toured round the world, and many others, successfully managed the library in the nineteenth century. The third part focuses on the difficulties that befell the library in the twentieth century: Revolution, the Civil War and the Great Patriotic War. We are still grateful to E. Kazais, A. Maimistov, B. Nikolsky for their hard work, that allowed to save the collections. The final part of the article gives an overview on the current state of library and the prospects for the near future.Рассматриваются исторические сведения о зарождении и становлении Центральной военно-морской библиотеки с указа Императора Павла I от 25 ноября 1799 г. по сегодняшний день. Статья содержит рассказ о директорах - выдающихся людях своего времени, о сотрудниках, спасавших библиотеку в годы блокады Ленинграда и о перспективах на ближайшее время. В первой части повествуется о том, как зарождалась библиотека, какие трудности ей пришлось преодолеть в самом начале своего славного пути. Во второй части освещается деятельность великих директоров-моряков, таких как И.Ф. Крузенштерн, Ф.П. Врангель - адмиралов-кругосветчиков, и многих других, успешно руководивших библиотекой в XIX веке. Третья часть посвящена трудностям, постигшим библиотеку в ХХ в.: революция, Гражданская и Великая Отечественная войны. Людям, сумевшим спасти фонды: Э.М. Казаис, А.Р. Маймистову, Б.С. Никольскому мы до сих пор благодарны за их самоотверженный труд. Заключительная часть дает представление о современном состоянии библиотеки, а также о перспективах развития на ближайшее время
