Get PDFReview of the bibliographic Index “The Collection of Book Monuments (Rare and Valuable Books) in the Libraries, Museums and Archives of the Russian Federation (1917-2014)” [1]. There is determined the place of book monuments in the system of cultural heritage of Russia; analyzed approaches to organization of its recording, including, inter alia, preparation of bibliographic indexes. There is marked expansion of the boundaries of chronological period in the reviewed index, as well as the breadth and depth of the covered material. It is emphasized that the used scheme of material classification allowed including books, articles from journals and collections, addressing theoretical and methodological problems in the study of book monuments. Arrangement of material by geographic principle allows revealing and analyzing the status of work with book monuments in the regions of the Russian Federation.Рецензия на библиографический указатель «Собрания книжных памятников (редких и ценных изданий) в библиотеках, музеях и архивах Российской Федерации (1917-2014)» [1]. Определено место книжных памятников в системе культурного наследия России. Проанализированы подходы к организации их учета, включающего, в том числе, подготовку библиографических указателей. Отмечается расширение границ хронологического периода в рецензируемом указателе, а также широта и глубина охвата материала. Подчеркивается, что используемая схема классификации материалов позволила включить книги, статьи из журналов и сборников, рассматривающие теоретические и методологические проблемы изучения книжных памятников. Расположение материалов по географическому признаку позволяет выявить и проанализировать состояние работы с книжными памятниками в регионах Российской Федерации

Get PDFThe work on identification and state registration of the book monuments is one of priority directions of the state cultural policy of Russia. Every year beginning with 2010 in the Russian state library there is held the All-Russian meeting on work with book monuments to discuss topical issues of revealing, recording and preserving the most valuable part of the national library holdings of the country. The meeting was attended by the heads and experts of the government authorities, federal and regional libraries and museums. The central theme of the meeting in 2015 was presentation of book monuments in the electronic environment as a way of organizing their accessibility to today’s readers and ensuring their preservation for future generations. A separate group of presentations was devoted to the development of the all-Russian Corpus of Book Monuments. Via video link the meeting was attended by the representatives of the National library of Belarus. The Republic of Belarus, next to Russia, proceeds to identification and state registration of book monuments.Работа по выявлению и государственному учету книжных памятников является одним из приоритетных направлений государственной культурной политики России. Ежегодно с 2010 г. в Российской государственной библиотеке проводится Всероссийское совещание по вопросам работы с книжными памятниками для обсуждения актуальных вопросов выявления, учета и сохранения наиболее ценной части Национального библиотечного фонда страны. В совещании принимают участие руководители и специалисты органов власти, федеральных и региональных библиотек и музеев. Центральной темой совещания в 2015 г. были вопросы представления книжных памятников в электронной среде как способа организации их доступности читателям и обеспечения сохранности для будущих поколений. Отдельный блок выступлений был посвящен развитию Общероссийского свода книжных памятников. В режиме видеосвязи в совещании приняли участие представители Национальной библиотеки Беларуси. Республика Беларусь - вторая после России страна, приступившая к выявлению и государственному учету книжных памятников

Get PDFThe history of development of women’s magazines is closely connected with the change of women’s status in the society. In Russia in the 18th century the reforms of social system under Peter the Great and Catherine the Great influenced the development of education and increase of literacy rate. As a result, noblewomen joined the reading as an intellectual activity. In 1779 N.I. Novikov published the first women’s magazine that marked the start of publication of books and magazines for women. In Japan, the first women’s magazine was published by hands of men in 1884 to enlighten women during the Meiji Era (1868-1912), when Japan underwent metamorphosis from the feudal society to a modern monarchy and introduced the new national system of governance, including education. The emergence of women’s magazines in Japan is also related to the increase of female readers and development of system of girl’s education as an instrument of state policy. There was difference in how the concept of “woman - dutiful wife and devoted mother” was introduced in Russian and Japanese societies, but it was adopted in both countries as dominant ideology for women’s education. It is concluded that women’s magazines from the government point of view, based on the concept “woman - dutiful wife and devoted mother”, were used to a certain extent as study guide for character education of perfect women

Get PDFThe detailed overview of the professional events held in the framework of the 29th Moscow International Book Exhibition-Fair is provided. There are presented views and opinions of the well-known leaders of book publishing on its development trends. The results of the competitions “Book of the Year” and “Best Professional Book of the Year” are summarized. There are described the international component and specifics of the 29th MIBF: the distinguished guests, special cinematic program, zoning of the working space of the exhibition pavilion and VDNKh area, and introduction of media technologies. Special attention is paid to the coverage of the Round Table “The Art of Literary Diplomacy. Russian Literature on the way to the Foreign Reader”, which is an important step towards the international cooperation in the field of the translated literature and positioning of Russian authors abroad. Significant professional event was the workshop venue on creation of the unified sectoral calendar of book events, dates and activities, which would allow coordinating the largest joint book and library projects.Приводится подробный обзор профессиональных мероприятий, состоявшихся в рамках 29-й Московской международной книжной выставки-ярмарки (ММКВЯ). Представлены суждения известных лидеров книгоиздательской отрасли о тенденциях ее развития. Подводятся итоги конкурсов «Книга года» и «Лучшая профессиональная книга года». Рассказывается о международной составляющей и особенностях 29-й ММКВЯ: почетных гостях, специальной кинематографической программе, зонировании рабочего пространства павильона и территории ВДНХ, внедрении медиатехнологий. Особое внимание уделяется освещению круглого стола «Искусство литературной дипломатии. Российская литература на пути к зарубежному читателю», ставшего важным шагом к международному сотрудничеству в области переводной литературы и позиционирования русскоязычных авторов за рубежом. Значительным профессиональным событием стало также проведение рабочей встречи на тему создания единого отраслевого календаря книжных дат, мероприятий и событий, который позволит координировать крупнейшие совместные проекты книжной и библиотечной отраслей

Get PDFRecently there appeared quite a lot of publications on the history of military libraries of pre-revolutionary Russia. There arose the question, how many of them there were and why it was so important to know their quantity? In response to this question, first of all, we can discuss the classification of military libra-ries. Basing on the obtained quantitative data we can determine the eligibility of use of the terms “Military Library System” and “System of Military Librarianship”, applied to the libraries of the Ministry of War. Besides that, considering the number of military libraries, we can compare them with the other book collections. In the article on the basis of the pre-revolutionary sources there is counted for the first time the number of engineer and sapper officers’ libraries in the Corps of military engineers. Reliability basis for counting the number of libraries is made by the “Regulations” of 1838, 1863, 1889, orders of the engineering Department, some catalogues of the books, regimental history, and annual summarized publications of journals on the number of its subscribers. On the basis of the above documents and publications there is consistently analyzed the growth dynamics of the officers’ libraries in the Corps of military engineers

The Dynamic Coalition on Public Access in Libraries developed the Principles on Public Access in Libraries endorsed by the Governing Board of IFLA.В Повестке дня в области устойчивого развития на период до 2030 г., принятой Генеральной Ассамблеей Организации Объединенных Наций, доступ к информации признается ключевым фактором, позволяющим людям пользоваться своими политическими и социально-экономическими правами, быть экономически активными, осваивать новые умения и осуществлять контроль над деятельностью правительств. Библиотеки предоставляют возможности для достижения повсеместного общественного доступа в Интернет и обучения людей навыкам, необходимым для получения информации с помощью информационно-коммуникационных технологий. Тематика публикаций по теории и практике библиотечного дела в отечественной периодике
Get PDFThere are considered the results of the research of themes of publications on theory and practice of the librarianship in the domestic periodicals as the basis for study of the development trends in the national librarianship. For the analysis of the topics of publications on librarianship and library science the authors used scientometric and bibliometric methods. The key words were used for the material to identify the general trends in the development of library science and practice. The authors determine the topical themes of publications of ten domestic scientific and practical journals for every fifth year during the period of 20 years from 1995 to 2015. In the study there were identified the themes that are developed consistently and are found throughout the studied period, identified the problems prevailing in the certain time intervals, as well as the new directions emerging at each step. The change of themes of publications is primarily connected with the external conditions of library activities and tasks, put before them by the society. In general, the use of keywords for the analysis of themes of publications as a research method has the positive features (full coverage of publications from the selected sources without reference to the identity of author), and negative side (content analysis of the key words only, not full text of articles).Приводятся результаты исследования тематики публикаций в отечественной периодике как основы для изучения направлений развития библиотечного дела в России. Для анализа тематики публикаций по библиотечному делу и библиотековедению использованы наукометрические и библиометрические методы исследования. Материалом для выявления общих тенденций развития библиотечной науки и практики стали ключевые слова. На их основе определены актуальные темы публикаций из десяти научных и практических отечественных журналов за каждый пятый год на протяжении 20 лет (1995-2015). В ходе исследования были выявлены темы, которые разрабатываются стабильно и встречаются в течение всего исследуемого периода, проблематика, превалирующая в определенные временные промежутки, а также, зарождающиеся на каждом этапе новые направления. Изменение тематики публикаций связано, прежде всего, с внешними условиями работы библиотек и задачами, которые ставит перед ними общество. В целом использование ключевых слов для анализа тематики публикаций как исследовательского метода имеет и положительную сторону (полный охват публикаций из выбранных источников без ссылки на личность автора), и отрицательную (содержательный анализ только ключевых слов, а не полных текстов статей)
Русская детская книга в Финляндии (1917-1940 гг.)

The article studies the book publishing and book supply among children of refugees in Finland in the period of 1917-1940. There is determined the circle of children’s writers, as well as the genres and thematic varieties of children’s books. There are outlined the main problems in the study of themes of publications and spreading of children’s books abroad.Детская книга русского зарубежья - малоизученное явление в истории книжного дела русской эмиграции. В статье предпринята попытка описать состояние книгоиздания и книгообеспечения детей беженцев в городах Финляндии в период 1917-1940 годов. Определен круг авторов, писавших для детей, и жанрово-тематические характеристики литературы для детей. Намечены основные проблемы в изучении темы издания и распространения детских книг за рубежом
Становление и развитие Регионального центра консервации библиотечных фондов Нижегородской области
Get PDFThe history of the development and current state of the conservation services in the Regional Universal Scientific Library of Nizhny Novgorod (hereinafter - RUSLNN) is discussed. The author outlines the major milestones of the development of conservation services: from bookbindery, created in 1935, to the Regional centre of conservation. The main priority of the conservation services throughout its long history is ensuring of preservation of valuable and rare documents. RUSLNN holdings consist of more than 4 million items, contain significant amount of valuable and rare documents and literary monuments. The questions of preservation of library collections in RUSLNN are always especially acute, same as the problem of insufficient space for their allocation. Currently, the collections are placed in three buildings, two of which are monuments. The article highlights the problems of preservation of valuable and rare books collections resolved by the Library in different periods: in the 1920s - early 1930s, when at acquisition of the book collections from the disbanded libraries the collection principle was not always respected: parts of the libraries of institutions and private collections were dispersed to the Regional Library holdings: in the years of shortage of space, the restoration and repair works, in the conditions of moving of collections. It is analyzed the experience of Library on organizing the registeration of preservation and use of literary monuments; interaction of structural divisions on maintaining the preservation of book monuments, RUSLNN participation in the Federal Targeted Program “Culture of Russia” (sections of the program: “Preservation of Historical and Cultural Heritage” and “Preservation of Library Collections”) and in implementation of the regional programs. On December 20, 2013 in the Law of Nizhny Novgorod Region No. 173-3 were introduced the changes formalised the status of RUSLNN as the Regional Centre for work with book monuments and Regional Centre for conservation of library collections. Separate direction of work of the Regional Centre for work with book monuments is consultancy and methodological support of libraries of the region, regardless of their departmental subordination, including visits to districts for the purpose of examination of storage facilities and providing consultations. Further development of the Regional Centre for conservation of library collections involves strengthening of staff potential, documentation support of all technological processes and providing clear interaction with the collection holders of the region.Рассматриваются история развития и современное состояние службы консервации в Нижегородской государственной областной универсальной научной библиотеке им. В.И. Ленина (НГОУНБ). Изложены основные вехи развития службы: от переплетной мастерской, созданной в 1935 г., до Регионального центра консервации. Основной приоритет деятельности службы консервации на протяжении всей ее многолетней истории - обеспечение сохранности ценных и редких документов. Фонд НГОУНБ насчитывает более 4 млн ед. хр., содержит значительное количество ценных и редких документов и книжных памятников. Вопросы обеспечения сохранности библиотечного фонда в НГОУНБ всегда стояли очень остро, как и проблема нехватки площадей для его размещения. В настоящее время фонды размещаются в трех зданиях, два из которых - памятники истории и культуры. В статье освещаются проблемы обеспечения сохранности ценных и редких изданий, коллекций, решаемые библиотекой в разные периоды: в 1920-е - начале 1930-х гг., когда при поступлении книжных собраний из расформированных библиотек коллекционный принцип не всегда соблюдался: часть собраний из библиотек учреждений и часть личных собраний оказались распылены по фонду областной библиотеки: в годы острой нехватки площадей, проведения реставрационных и ремонтных работ, в условиях перемещения фондов. Анализируется опыт библиотеки по организации учета консервации и использованию книжных памятников; взаимодействие структурных подразделений по обеспечению сохранности книжных памятников, участие НГОУНБ в Федеральной целевой программе «Культура России» (разделы программы: «Обеспечение сохранности историко-культурного наследия» и «Обеспечение сохранности библиотечных фондов») и реализация областных программ. 20 декабря 2013 г. в Закон Нижегородской области № 173-3 были внесены изменения, закрепившие за НГОУНБ статус Регионального центра по работе с книжными памятниками и Регионального центра консервации библиотечных фондов. Отдельное направление работы - консультационная и методическая поддержка библиотек области вне зависимости от их ведомственной подчиненности, в том числе выезды в районы области с целью обследования фондохранилищ и оказания консультаций на местах. Дальнейшее развитие Регионального центра консервации библиотечных фондов предполагает усиление кадрового потенциала, документационное обеспечение всех технологических процессов и налаживание четкого взаимодействия с фондодержателями региона
