Get PDFThe article is devoted to the International Research and Practical Conference “Rumyantsev Readings - 2016”, held at the Russian State Library (RSL) on April 12-13, 2016. The event was attended by over 300 experts from 12 countries. Live webcast of the plenary session made possible for several hundred participants to virtually take part in the event. Get PDFThe article is devoted to the formation of library axiology in the era of globalization. To make sure that libraries will be really demanded in the post-industrial information society, there is needed to realize the following: firstly, what is the essence of axiological function of library; secondly, what type of value is the social institution of library itself; thirdly, whether Russia needs the value of this type in the era of globalization. There are studied axiological function libraries, social needs, satisfied by libraries, national and universal values. There is proposed the following definition: axiological function of library - is the essential function which enables the use of documentary resources in accordance with values specified by the founder. There is substantiated the status of the library as the national value, ensuring evidence of identity and dialogue of cultures. Library axiology, concerned with satisfaction of absolute and variable needs, should be based on a universal reference system, where the values of Truth, Good, Reason, Freedom, Justice, and others should take their rightful place

Get PDFOn October 18-19, 2016 at the Russian State Library there was held the Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia (hereinafter - the Meeting). There was determined quite extensive agenda: state cultural policy in the library and information sphere; new in the legislation in the area of librarianship; development trends in the branch; independent evaluation of the quality of library services; implementation of the “Model Standard of Public Libraries”, new forms of social and cultural activities of libraries; National Electronic Library (NEL) and other priority projects of the Ministry of Culture of the RF. Plenary Session included 29 presentations, Round Tables “Today and Tomorrow of Library Statistics: Issues of Departmental and Corporate Reporting”, “Topical Issues of the Development of NEL and Interaction with Participants”. There were determined the Winners of the All-Russian contest “Librarian of the Year 2016”, Winners of the 3rd All-Russian contest “Library Analytics - 2015”; the results of the 4th All-Russian contest “The Best Professional Book of the Year” were finalized. There were held “The Conference on the Problems of Further Development of the Electronic Union Catalogue of Libraries of Russia for the Regional Libraries” and the meeting of the Board of the Russian Library Association (RLA). Such meetings are of great informational value, contributing to consolidation of library community in the solution of topical professional problems.18-19 октября 2016 г. в Российской государственной библиотеке прошло Ежегодное совещание руководителей федеральных и центральных региональных библиотек России. Была определена довольно обширная проблематика: государственная культурная политика в библиотечно-информационной сфере; новое в законодательстве о библиотечном деле; тренды развития отрасли; независимая оценка качества услуг в библиотеке; внедрение «Модельного стандарта деятельности общедоступной библиотеки», новые формы социокультурной деятельности библиотек; Национальная электронная библиотека и другие приоритетные проекты Министерства культуры РФ. Пленарное заседание включало 29 докладов; прошли круглые столы «Сегодня и завтра библиотечной статистики: вопросы ведомственной и корпоративной отчетности», «Вопросы развития НЭБ и взаимодействие с участниками». Были определены победители Всероссийского конкурса «Библиотекарь года - 2016», III Всероссийского конкурса «Библиотечная аналитика - 2015»; подведены итоги IV Всероссийского конкурса «Лучшая профессиональная книга года». Состоялись Конференция по проблемам дальнейшего развития Сводного электронного каталога библиотек России для региональных библиотек и заседание Правления Российской библиотечной ассоциации. Подобные совещания имеют большое информационное значение, способствуют консолидации библио-течного сообщества в решении актуальных профессиональных задач

Get PDFThe article highlights the issues of free access of users to information resources in libraries on the example of specifics of librarians work with the legal information systems (LIS). In this regard, there are analyzed the issues of development of professional competencies in the field of libraries. It is presen-ted the training used at the Russian State Library as a method of formation of information competence and shown its effectiveness for the users of legal information systems (“Consultant Plus”, “Garant”, “Techexpert”, “CIS Legislation”), as well as official web portals (LIS “Legislation of Russia”, Research Center of Legal Information “Etalon”, etc.). There are disclosed component parts of the training: flow chart for design of lessons, examples of training tasks. The article represents the results of survey conducted among the users to get their estimate of the contents and form of training lectures, to identify their level of knowledge and skills in operating with the legal information systems. There are given guidelines for librarians on the basis of competency-based approach in the use of LIS. The results of the research can be used by libraries in the practice of methodical work for the formation of professional competencies of library staff, working with the legal information systems, and other electronic resources.В статье рассматриваются проблемы обеспечения свободного доступа пользователей к информационным ресурсам в библиотеках на примере работы библиотекарей с информационно-правовыми системами (ИПС). Анализируются вопросы развития профессиональных компетенций в библиотечной сфере. Представлен тренинг, используемый в Российской государственной библиотеке, как метод формирования информационной компетенции. Показана его эффективность для пользователей ИПС («КонсультантПлюс», «Гарант», «Техэксперт», «Законодательство СНГ»), а также систем официальных интернет-порталов (ИПС «Законодательство России», НЦПИ «Эталон» и др.). Раскрыты составные части тренинга: технологическая карта для конструирования занятий, примеры тренировочных заданий. Осуществлен опрос пользователей с целью получения их оценки о форме проведения и содержании лекций-тренингов, выявления уровней знаний, умений и навыков работы с ИПС. Даны методические рекомендации для библиотекарей на основе компетентностного подхода по использованию ИПС. Результаты исследования могут быть востребованы в рамках методической работы библиотек по формированию профессиональных компетенций библиотечных кадров, работающих как с ИПС, так и с другими электронными ресурсами

Get PDFThe article presents a phased transition of higher professional education in Russia in the field of library and information activities to the multi-level system at the example of Master Degree Program. It is given informative and competence analysis of the developed new educational standards. There are considered the modules of mandatory (basic) subjects, disciplines of variable part and elective courses, included in the current competence-oriented curriculum of the principal educational program in the field of library and information activities, implemented in the Moscow State Institute of Culture. It is underlined the relevance of profiling and individual trajectory of Master training in the field of “Library and Information Activities”. There are described in detail the innovations of the modernized Federal State Educational Standard of Higher Education of the Third Generation (FGOS VO 3+) in the field of Discipline No. 51.04.06 “Library and Information Activities”. There are presented the immediate prospects of the transition to the updated versions of the educational standards (FGOS VO 3++), taking into account the requirements of the professional standard of Specialist in the field of library and information activities and continuity of competences at various levels of higher education.В статье представлен поэтапный переход высшего профессионального образования России в сфере библиотечно-информационной деятельности на многоуровневую систему на примере магистратуры. Дан содержательный и компетентностный анализ разрабатываемых новых образовательных стандартов. Рассмотрены блоки обязательных (базовых) дисциплин, дисциплин вариативной части и элективных курсов, включенных в действующий компетентностно-ориентированный учебный план основной образовательной программы в области библиотечно-информационной деятельности, реализуемой в Московском государственном институте культуры. Подчеркнута актуальность профилизации и индивидуальной траектории магистерской подготовки по направлению «Библиотечно-информационная деятельность». Подробно изложены новации модернизированного Федерального государственного образовательного стандарта высшего образования третьего поколения (ФГОС ВО 3+) по направлению подготовки 51.04.06 «Библиотечно-информационная деятельность». Освещены ближайшие перспективы перехода на актуализированные варианты образовательных стандартов (ФГОС ВО 3++), учитывающих требования профессионального стандарта специалиста в области библиотечно-информационной деятельности и преемственность компетенций на различных уровнях высшего образования
«Книжный памятник регионального значения»: объем понятия и критерии выделения
Get PDFThe paper considers theoretical, methodological and practical proposals on identification of the criteria for assigning the documents to the regional book monuments. There are established chronological and social value characteristics of the regional book monuments and determined their key differences from the federal book monuments. The discussion on the need of using the concept of «municipal book monument» is updated. For the first time it is proposed to establish the professional organizational structure in the format of non-commercial partnership, aimed to consolidate the activities of the regional centers for work with the book monuments of Siberia and the Russian Far East.Статья содержит теоретико-методологические и практические предложения по выявлению критериев отнесения документов к книжным памятникам регионального уровня. Установлены хронологические и социально-ценностные признаки книжных памятников регионального значения, определены их основные отличия от книжных памятников федерального уровня. Актуализирован дискуссионный вопрос о необходимости применения понятия «муниципальный книжный памятник». Впервые выдвинуто предложение о создании профессиональной организационной структуры в формате некоммерческого партнерства, призванного консолидировать деятельность региональных центров по работе с книжными памятниками Сибири и Дальнего Востока

Get PDFThe Library for Natural Sciences of the Russian Academy of Sciences (LNS RAS) heads the Centralized Library System (CLS), including about 100 libraries of the academic institutions. There are considered the main directions of information services for scientific research, using the example of LNS. Special attention is paid to the formation of the collections for CLS, formation and communication of secon-dary information to scientists, provision of primary information. New network acquisition technologies, summary internet catalogues, current information dissipation and some other network services based on LNS RAS software are being described. There are presented technological solutions for these directions, using the example of Bibliobus and Scirus automated systems, developed in LNS RAS

Get PDFThere are studied the Ways and methods used by libraries to attract users, including provision of services using the modern information and communication technologies (ICT), particularly remote, application of modifications of cultural and educational services, introduction to service sector of the new services, development of propaganda and promotion of reading. It is shown that the modern public libraries are characterized by the extension of library space and enhancement of the communicative environment. The article objective is to demonstrate the diversity of today’s library services, to systematize them, to draw attention to the ambiguity of the situation with the use of services, far from books, and other library resources.Рассмотрены способы, которыми библиотеки привлекают пользователей, включающие предоставление услуг с использованием современных информационно-коммуникационных технологий (ИКТ), прежде всего дистанционных, применение модификаций культурно-просветительских услуг, введение в сферу обслуживания новых услуг, развитие пропаганды и рекламы чтения. Показано, что для современных публичных библиотек характерно расширение библиотечного пространства, усиление коммуникативности среды. Цель статьи - показать многообразие современных библиотечных услуг, систематизировать их, обратить внимание на неоднозначность ситуации с использованием услуг, далеких от книги, других библиотечных ресурсов
Иллюстрации как сценография (по изданиям Теренция XV в., хранящимся в Российской государственной библиотеке)
Get PDFThe article is based on the author’s comparative analysis of the illustrations of incunabula with the plays of Terence and iconography, which may be considered the finished scenography of these plays. For the first time there are published illustrations - wood-cut engravings of the books of the 15th century from the Collection of Foreign Early Printed Books of the Department of Rare Books of the Russian State Library. Among them there are books of the displaced cultural valuables received by the library after the World War II, for example, the book from the collection by Baron Victor von Klemperer (1876-1943) (Saxon Land Library, Dresden). The article deals with the early printed books - German, French and Italian editions. The author first points out in Terence incunabula the scenographic character of illustrations, which are given as theatrical scenes, where one engraving shows all dramatic characters by grouping individual episodes. The author gives comparison of the engravings of different editions of Terence and marks the influence of German edition of 1496 of the printer Gruninger for the next editions of the plays. There is addressed the influence of Martin Schongauer works on the engravings of the incunabula. It is noted the technique of using composite boards in wood-cut engravings that helped to vary the images. Engravings are presented as a stage - often they are framed with boards on the sides with the images of houses or the landscape, i. e., the text of the plays is provided with the ready-made scenography.В основе статьи - сравнительный анализ иллюстраций из инкунабулов с пьесами Теренция и их иконографии, которая может быть признана готовой сценографией этих пьес. Впервые публикуются иллюстрации - гравюры на дереве из книг XV в. фонда иностранных старопечатных книг отдела редких книг Российской государственной библиотеки. Среди них есть издания, происходящие из перемещенных культурных ценностей, поступивших в библиотеку после окончания Второй мировой войны, например книга из собрания барона Виктора фон Клемперера (1876-1943) (Саксонская земельная библиотека, Дрезден). Рассматриваются раннепечатные книги - немецкие, итальянские и французские издания. Автор впервые отмечает в инкунабулах Теренция сценографический характер иллюстраций, которые даны как театральные сцены, где в одной гравюре изображены все действующие лица пьесы, составляющие отдельные эпизоды. Приводится сравнение гравюр разных изданий Теренция, указывается, что немецкое издание печатника И. Грюнингера 1496 г. повлияло на последующие выпуски пьес. Затрагивается также влияние на гравюры данного издания работ Мартина Шонгауэра. Отмечен прием использования составных досок в ксилографиях, что помогало варьировать изображения. Гравюры трактованы как сцена - часто они даны в обрамлении из досок по сторонам с изображением домов или пейзажа, т. е. текст пьес снабжен готовой сценографией
