Get PDFThe article is devoted to the 6th All-Russian Forum of Public Libraries, held on 17—18 November, 2017 in St. Petersburg, which became the main event of library discourse at the Saint-Petersburg International Cultural Forum. It was organized by the National Library of Russia and the Russian Library Association. To the organization of the Forum contributed the St. Petersburg Committee for Culture, the Central City Public Library named after V.V. Mayakovsky, A. Pushkin Central City Children’s Library and the centralized library systems of Kronstadt and Nevsky districts, provided their facilities for holding the round tables.There are considered the problems of transformation of public libraries in the twentieth century, and features of the present stage of development of libraries on the basis of new information technologies and social norms, which are the main issues that invited a lively discussion among the Forum participants. There are presented differences in the approaches to modernization and optimization of public libraries of Moscow and St.-Petersburg, the experience of attracting sponsorship for renovation of libraries. There is revealed the contribution of the Soviet period in the formation of the library system of the country and the difficulty of adapting to the economic policy of the new time. The main causes of reducing availability of library services, primarily in rural areas, are discussed. The conclusion is made on the inconsistency of state library policy, as evidenced by the absence of the concept of the development of librarianship for the future, and by the approval of the network normative standards, which may result in closing of up to 30% of the libraries in different regions of the country.Статья посвящена VI Всероссийскому форуму публичных библиотек, состоявшемуся 17—18 ноября 2017 г. в Санкт-Петербурге, который стал основным мероприятием библиотечной тематики VI Санкт-Петербургского международного культурного форума. Организаторами выступили Российская национальная библиотека и Российская библиотечная ассоциация. Свой вклад в организацию Форума внесли Комитет по культуре Санкт-Петербурга, Центральная городская публичная библиотека им. В.В. Маяковского, Центральная городская детская библиотека им. А.С. Пушкина и централизованные библиотечные системы Кронштадтского и Невского районов, которые предоставили площадки для проведения круглых столов.Рассматриваются проблемы трансформации общедоступных библиотек в ХХ в. и особенности современного этапа развития библиотек на основе новых информационных технологий и социальных нормативов, которые стали главными вопросами, вызвавшими живую дискуссию среди участников Форума. Показаны различия в подходах к модернизации и оптимизации общедоступных библиотек Москвы и Санкт-Петербурга, опыт привлечения спонсорских средств на реновацию библиотек. Раскрывается вклад советского периода в формирование библиотечной системы страны и сложности адаптации к экономической политике нового времени. Обсуждаются основные причины снижения доступности библиотечных услуг, прежде всего, на селе. Делается вывод о противоречивости государственной биб-лиотечной политики, о чем свидетельствует отсутствие концепции развития библиотечного дела на перспективу, утверждение сетевых нормативов, которые могут привести к закрытию до 30% библиотек в отдельных регионах страны

Get PDFSynthesis of the Russian State Library’s main activities that correspond to its functions as a national library of the country provides an opportunity to focus on the issues of transformation of such a multifunctional, complex, non-linear evolving system as this. This focus can help to identify the communication system that would allow to fit into the digital age, while maintaining the traditional functions, to transform the traditional types and forms of activities, to enrich and create new technologies and new services for users. First of all, this applies to the activities associated with acquisition and processing of legal deposit copies of documents in electronic form, maintenance of the register of book monuments, provision of the universal collection of documents for the use of society via the state information system “National Electronic Library”, etc.Technological changes, which correct the functionality of national library, contribute to modernization of the management system and increase of the responsibility level. This requires improving the mechanisms of legislative and normative regulation and development of communication networks. A special role in these processes belongs to scientific communications, implemented through research, scientific-methodical and scientific-organizational activities.The increasing saturation of the library space with information and communication technologies leads to a change in its structure and creates a more comfortable environment for each user’s creative work. The used methodology allows to focus on development by the library of social and cultural communications, which strengthen the social role of the institutions of cultural heritage, attracting public attention to the problems of culture development and its role in solving social problems.Обобщение основных направлений деятельности Российской государственной библиотеки, соответствующих ее функциям как национальной библиотеки страны, предоставляет возможность сконцентрировать внимание на вопросах трансформации полифункциональной, сложной, нелинейно изменяющейся системы, которой она является. Такое фокусирование помогает выявить систему коммуникаций, позволяющую вписаться в цифровую эпоху, сохраняя традиционные функции; трансформировать традиционные виды и формы деятельности, обогащать и создавать новые технологии и сервисы обслуживания пользователей. Прежде всего, это касается деятельности, связанной с получением и обработкой обязательного экземпляра документов в электронной форме, ведением реестра книжных памятников, предоставлением универсального фонда документов в пользование обществу через государственную информационную систему «Национальная электронная библиотека» и др.Технологические изменения, корректирующие функционал национальной библиотеки, способствуют модернизации системы управления и повышению уровня ответственности, требуют совершенствования механизмов законодательного и нормативного регулирования, развития сети коммуникаций. Особая роль в этих процессах принадлежит научным коммуникациям, осуществляемым в формах научно-исследовательской, научно-методической и научно-организационной деятельности.Возрастающая насыщенность библиотечного пространства информационно-коммуникационными технологиями ведет к изменению его структуры, создает более комфортную среду для творческой работы каждому пользователю. Использованная методология позволяет акцентировать внимание на развитии библиотекой социокультурных коммуникаций, усиливающих социальную роль институтов культурного наследия, способствующих привлечению внимания общества к проблемам развития культуры и ее роли в решении социальных проблем

Get PDFThe article presents the history of book occurrence in Yakutia, gives a brief review of the litera-ture on this subject, and reveals the first information and facts on the existence of books in this region. The author analyzes the list of service books, sent to the Lensky Ostrog in 1638, which reflects the earliest evidence of book emergence, the facts of origination of private books sale-purchase and possession, the circle of owners, etc. The article reviews the mechanisms of book collections formation of the Religious Department, analyzes the registers of the books obligatory for ordering by the decree of the Ecclesiastical Consistory and the regulations for opening field churches with books for the people with a nomadic way of life. The author characterizes the churches of Yakutia as educational and spiritual centers of targeted dissemination and distribution of books, notes the features of mandatory distribution in the churches of Yakutia and the origins of formation of book orders from private booksellers by the Religious Department.A significant place in the article is given to the educational institutions of Yakutia of the period under review: their sorts, types, forms of ownership, geographic location, and a list of the bookselling firms that collaborated with both spiritual and secular educational institutions. The geography of orders, the orga-nization and the quantitative and qualitative composition of the collections of educational and teachers’ libraries, the acquisition profiles via the printed catalogs of bookstores and the circulars, as well as the formation of book collections of the educational institutions of Yakutia are of great interest.В статье представлена история проникновения книги в Якутию, дан краткий обзор источников по теме, выявлены первые сведения и факты о бытовании книги в крае. В поле внимания автора находится перечень богослужебных книг, отправленных в Ленский острог в 1638 г., отразивший наиболее ранние свидетельства появления книги, факты зарождения купли-продажи и владения частными книгами, круг их владельцев и др. Подробно рассмотрены механизмы формирования книжных собраний духовного ведомства, проанализированы реестры книг, обязательные к выписке по указу Духовной консистории и предписания по открытию походных церквей с книгами для населения кочевого образа жизни. Автор характеризует храмы Якутии как просветительские и духовные центры целенаправленного распространения и рассылки книг, отмечает особенности их обязательной рассылки в церкви Якутии и истоки формирования книжных заказов духовным ведомством у частных книгопродавцов.Значительное место в статье отводится анализу учебных заведений Якутии рассматриваемого периода: их видам, типам, формам владения, территориальному размещению, а также перечню книготорговых фирм, сотрудничавших как с духовными, так и со светскими учебными заведениями. Вызывают интерес география заказов, организация, количественный и качественный состав фондов учебных и учительских библиотек; профили комплектования по печатным каталогам книжных магазинов и циркулярам, а также способы формирования книжных собраний учебных заведений Якутии

The event participants discussed the Concept of establishing the National program for support of children and youth reading in the Russian Federation. Experts in the field of culture and education expressed their suggestions for inclusion in the National program for support of children and youth reading. It was stated the need for the development and adoption of such a document at the government level.Статья знакомит с работой круглого стола «Кому и зачем нужна программа поддержки детского и юношеского чтения?», который состоялся 3 декабря 2016 г. в Российской национальной библиотеке. Его заседание прошло в рамках Международной научно-практической конференции «Чтение: многообразие возможностей» на V Санкт-Петербургском международном культурном форуме. Участники мероприятия обсудили концепцию создания Национальной программы поддержки детского и юношеского чтения в Российской Федерации. Прозвучали предложения специалистов в области культуры и образования для включения в Национальную программу поддержки детского и юношеского чтения. Высказана необходимость разработки и принятия на государственном уровне такого документа

Get PDFThe review of the Catalogue of books from the Library of King Sigismund II Augustus (1520-1572), stored in the holdings of the National Library of Russia (NLR), published in 2015, presents it as the result of years-long cooperation of bibliographers of the National library of Poland and the NLR. The compilers of the Catalog: from the Russian side - M.I. Tkachenko, on the Polish side - M. Brynda. Highly acclaimed is professional introduction to the Catalogue, considering in detail the history of this book collection and the results of its reconstruction. Additional value to the publication is given by the auxiliary indexes to the catalog, which provide the abi-lity to use it as a reference on the history of books of the 16th century (index of names; index of printers, publishers and booksellers; provenance index, concordance of the obsolete and new shelfmarks and inventory numbers; concordance of shelfmarks from the handwritten inventory of the library in Zhovkva (1699) with the numbers in this catalog). Publication of the Catalogue should be regarded as another step towards the full reconstruction of the Royal Library.Рецензия на каталог книг из библиотеки короля Сигизмунда Августа (1520-1572), хранящихся в фондах Российской национальной библиотеки (РНБ). Каталог, опубликованный в 2015 г., стал результатом многолетнего сотрудничества библиографов Национальной библиотеки Польши и РНБ. Его составителями были с российской стороны - М.И. Ткаченко, с польской стороны - М. Брында. Высоко оценено профессиональное вступление к каталогу, в котором подробно рассматривается история книжного собрания и результаты его реконструкции. Дополнительную ценность придают изданию вспомогательные указатели, которые предоставляют возможность использовать каталог как справочник по истории книги XVI в. (указатель имен; указатель типографов, издателей и книготорговцев; указатель происхождения экземпляра; конкорданции старых и новых шифров и инвентарных номеров; конкорданции шифров из рукописного инвентаря библиотеки в Жолкве (1699) с номерами в рассматриваемом каталоге). Издание каталога следует рассматривать как еще один шаг к полной реконструкции королевской библиотеки

It can also serve as a model reference document for consideration of National associations when creating or revising their own Codes of ethics. There are described the functions of Codes of Ethics: Encouraging reflection on principles on which librarians and other information workers can form common ethical standards, rules and policies; Improving professional self-awareness; Providing transpa-rency and openness to users and society in general. In the Preamble there are set forth the basic principles of the Code. The document includes the following sections: Access to information; Responsibilities towards individuals and society; Privacy, secrecy and transparency; Open access and intellectual property; Neutrality, personal integrity and professional skills; Colleague and employer/ employee relationship. For further study of the question there is provided a number of literary sources.Кодекс этики для библиотекарей и других работников в области информации, размещенный на официальном сайте ИФЛА, представляет собой свод этических принципов и правил поведения, которыми должны руководствоваться библиотекари и информационные работники. Также он может служить модельным рекомендательным документом для национальных ассоциаций при создании или пересмотре уже имеющихся кодексов этики. Перечислены функции Кодекса: стимулирование размышлений о принципах, на основе которых формируются общие этические нормы, правила и методика действий; совершенствование профессионального самосознания; обеспечение прозрачности и открытости для пользователей и общества в целом. В преамбуле Кодекса изложены его основные принципы. Документ включает в себя следующие разделы: доступ к информации; ответственность перед пользователями и обществом; конфиденциальность, секретность и прозрачность; открытый доступ и интеллектуальная собственность; беспристрастность, последовательность и профессиональные навыки; взаимоотношения с коллегами, работодателями и работниками. At the meeting of January, 2016 there was discussed the theme “Archival Document as a Source of Information”, as well as the projects associated with the publication of archival documents and being of interest to readers. There is presented the project of the author and publisher T.A. Lobashkova “Papers of Konstantinovichs of the Romanov Dynasty”, which includes a series of 11 publications since 2013. The new books in the genre of family chronicle were issued by the publishing house “Gelios-ARV” (“Egorievsk Olden Time” by S.T. Slovutinskyi, “The Memoirs of I.S. Turgenev Fa-mily” by V.N. Zhitova) and by SPHL of Russia (Slovutinsky S.T., “General Izmailov and his Servants”). The publishing house “Minuvshee” prepared a valuable reference edition of the book by Tula researcher M.Y. Klepov “Officers - Knights of St. George of the First World War. Martyrology”, published in the “Russian Necropoleis” series.«Издательский клуб» Государственной публичной исторической библиотеки России (ГПИБ России) продолжает свою работу в Библиотеке «Дом А.Ф. Лосева». На заседании в январе 2016 г. обсуждалась тема «Архивный документ как источник информации», проекты, связанные с публикацией архивных документов и представляющие большой интерес для читателей.
