Get PDFIn the modern conditions of expansion of digital environment in the process of Interlibrary Loan (ILL) and Document Delivery (DD) services, there arise a number of problems, on successful solution of which will depend the development of sharing the library-information resources, promoting scientific communications. To determine the benchmarks of progression of ILL and DD there are identified the components that can enhance the activities. These include: completeness of acquisition; updating of legislative documents; technological approaches with the use of automation and informatization; organizational and technological issues (regulatory documents, efficient execution of orders, prevention of refusals, optimization of the fee-based services and the availability of statistical indicators of work). There are considered the main ways to facilitate adaptation of ILL and DD departments to the emerging conditions of the electronic environment and the subsequent update. Attention is drawn to the need of establishing interaction between the ILL and DD departments with the National Electronic Library, compliance with the legal norms in the process of digitization of documents and the accessibility of electronic documents to the users of ILL and DD. It is proposed to develop a new State Standard on ILL and DD, to secure uniform normative periods of order processing, to control the efficiency of their performance and to develop preventive actions to eliminate delays. The efficiency of DD necessitates the creation of a unified list of the refusal formulation, the relaunching of the procedure of redirecting the refusals due to the reason: “A single copy cannot be used for ILL” from one contractor to another. Fees for refusals should be recognized unjustified, because the customer has not received the required document. The collection and availability of the statistical indicators of ILL and DD activities will allow obtaining and studying the quantitative and qualitative characteristics of the activity. The proposed actions are targeted at the optimization of ILL and DD in the Russian Federation.В современных условиях расширения электронной среды в процессе обслуживания по межбиблиотечному абонементу (МБА) и доставке документов (ДД) возникает ряд проблем, от успешного решения которых зависит развитие взаимоиспользования информационно-библиотечных ресурсов, содействующее научным коммуникациям. В целях определения ориентиров прогрессирования МБА и ДД выявлены компоненты, которые могут активизировать деятельность. К ним относятся: полнота комплектования фондов; обновление законодательных документов; технологические подходы с применением автоматизации и информатизации; организационно-технологические вопросы (регламентирующие документы, оперативность выполнения заказов, предотвращение отказов, оптимизация платных услуг, доступность статистических показателей работы). Рассмотрены основные пути, способствующие адаптации подразделений МБА и ДД к формирующимся условиям в электронной среде и последующему обновлению. Обращается внимание на необходимость установления взаимодействия подразделений МБА и ДД с Национальной электронной библиотекой, соблюдения юридических норм при оцифровке документов, доступности электронных документов пользователям МБА и ДД. Предлагается разработать новый ГОСТ по МБА и ДД, закрепить единые нормативные сроки обработки заказов, контролировать оперативность их выполнения, выработать предупредительные меры, направленные на устранение превышения сроков. Оперативность ДД диктует необходимость создания унифицированного перечня формулировок отказов, возобновления порядка перенаправления отказов по причине «единственный экземпляр не выдается по МБА» от одного исполнителя к другому. Взимание платы за отказы следует признать неоправданным, так как заказчик не получил требуемый документ. Сбор и доступность статистических показателей деятельности МБА и ДД позволит получать и изучать количественные и качественные характеристики происходящего. Предложенные акции направлены на оптимизацию МБА и ДД России.
Библиотеки Костромской и Владимирской губернских ученых архивных комиссий (конец XIX — начало ХХ в.)
Get PDFThere are examined the underexplored libraries of the provincial scientific archival commissions at the example of Kostroma and Vladimir provinces. Appeared in the 1880-ies in the Upper Volga region, these research organizations — provincial scientific archival commissions (GUAC) — had significantly enriched the local book culture and contributed to the further development of librarianship in the region. The local intelligentsia, standing at the origins of the first scientific libraries in the Upper Volga Region, joined around these commissions. Thanks to the work of GUAC there had survived a great number of written historical sources. Such libraries had saved from destruction significant amount of literary monuments on the territory of the Upper Volga region, including unique manuscripts and early printed books, and had preserved historical and scientific publications. There is described the library and educational activities of Kostroma GUAC, started its work in 1885. There is revealed contribution of Vladimir GUAC, which operated since 1898, to the development of librarianship of the Upper Volga region. On the basis of the published works of commissions and archival materials there is shown the role of these libraries on preservation of the book monuments, valuable scientific editions and documents on the history of Kostroma and Vladimir land. Some of the materials from the libraries of Kostroma and Vladimir provincial scientific archival commissions nowadays are preserved in the collections of the State Archives of Kostroma and Vladimir regions.Рассматриваются малоисследованные библиотеки губернских ученых архивных комиссий (ГУАК) на примере Костромской и Владимирской губерний. Появившиеся в 1880-е гг. в Верхневолжье эти научные организации заметно обогатили местную книжную культуру и способствовали дальнейшему развитию библиотечного дела в регионе. Вокруг них объединялась местная интеллигенция, стоявшая у истоков создания первых научных библиотек на Верхней Волге. Благодаря деятельности ГУАК до нашего времени дошло большое количество письменных исторических источников. Подобные библиотеки спасли от уничтожения значительное число литературных памятников старины на территории Верхнего Поволжья, в том числе уникальных рукописей и старопечатных книг, сохранили научные исторические публикации. Описывается книжно-библиотечная и просветительская деятельность Костромской ГУАК, начавшей свою работу в 1885 году. Раскрывается вклад Владимирской ГУАК, действовавшей с 1898 г., в развитие библиотечного дела Верхнего Поволжья. На основе печатных трудов и архивных материалов показана роль библиотек ГУАК по сохранению книжных памятников, ценных научных изданий и документов по истории Костромского и Владимирского краев. Некоторые материалы из библиотек Костромской и Владимирской ГУАК в наши дни сохранились в фондах Государственных архивов Костромской и Владимирской областей

Get PDFThe activities of the libraries on creation of the electronic information resources for culture and art are considered. The study was conducted on the basis of search and selection of information on the resources on the websites of 15 federal libraries. There were revealed 23 online resources created by the Russian State Library, the Russian National Library, the Russian State Art Library, the Russian State Library for Young Adults, the Russian State Children’s Library, the Scientific Pedagogical Library named after K.D. Ushinsky, the State Public Historical Library and the Russian State Library for the Blind.As a result of the research, it was revealed that the libraries currently to a greater extent provide information resources in traditional forms of presentation (card file, local database, printed publication), rather than in electronic form (remote open access resources). There prevail the resources of universal nature, including the resources for culture and art. Among the features there is noted the development of the new modern forms of presentation of resources in the form of virtual exhibitions, electronic collections, catalogues, that include digitized documents from library collections. Herewith, the documents are available both in the public domain and in the restricted access; and there is possible to acquaint with the document content in the reading rooms of libraries.On the basis of monitoring of libraries’ websites, it is made the conclusion on the need of intensification of activities to create specialized thematic resources for culture and art with the aim of further development of information culture and support of the information literacy of users, as well as for the professional competence of specialists. Освещается деятельность библиотек по созданию электронных информационных ресурсов по культуре и искусству. Исследование проводилось на основе поиска и отбора информации о ресурсах на сайтах 15 федеральных библиотек. Было выявлено 23 онлайн-ресурса, созданных Российской государственной библиотекой, Российской национальной библиотекой, Российской государственной библиотекой искусств, Российской государственной библиотекой для молодежи, Российской государственной детской библиотекой, Научной педагогической библиотекой им. К.Д. Ушинского, Государственной публичной исторической библиотекой и Российской государственной библиотекой для слепых.Библиотеки в настоящее время в большей степени осуществляют подготовку информационных ресурсов в традиционных формах (картотека, локальная база данных, печатное издание), а не в электронной форме (ресурсы удаленного открытого доступа). Распространены ресурсы универсального характера, в том числе по культуре и искусству. Среди особенностей отмечается развитие новых современных форм представления ресурсов в виде виртуальных выставок, электронных коллекций, каталогов, включающих оцифрованные документы из фондов библиотек. При этом документы находятся как в открытом, так и в ограниченном доступе, с их содержанием можно ознакомиться в читальных залах библиотек.На основе мониторинга сайтов библиотек делается вывод о необходимости активизации деятельности по созданию специализированных тематических ресурсов по культуре и искусству с целью дальнейшего развития информационной культуры и поддержки информационной грамотности пользователей, а также для профессиональной компетенции специалистов.

Get PDFThe article describes and studies the manuscripts (codices and fragments) of displaced cultural valuables, which were received by the Lenin State Library of the USSR (Russian State Library now) after the Second World War. To date, this topic remains insufficiently developed — both in respect of individual manuscripts, and in respect of collections. The materials originating from the local stores of East Prussia (and covering the history of these lands) are the main research object of this article. The authors give codicological and paleographic characteristics of certain manuscripts, constituting the most important and valuable part of the trophy collection № 943 (“Kaliningrad”), as well as describe some of the German manuscripts relating to East Prussia from the new acquisitions of the Manuscripts Department of the RSL. The manuscript books and fragments are distributed in thematic groups, including liturgics, theology, philology, “Rossica”, law, natural sciences. There are interesting materials from the field of Jewish stu-dies. Among the most valuable, there are the materials on the history of the Teutonic Order, the manuscript of the pastor Zeisold (beginning of the 18th century) with an outlined description of Russia under Peter I, the Charter of Leopold I to the title of count for Johann Ernst Wallenrode, the 17th century epistolary collection “Original Letters of the Jesuits, Sent to Rome from China, Japan and India”. The manuscripts from East Prussia are of undoubted scientific interest due to many historical “intersections” of the history of that region with the history of the Russian state.Статья посвящена изучению и описанию рукописей (кодексов и фрагментов) из перемещенных культурных ценностей, поступивших в Государственную библиотеку СССР им. В.И. Ленина (ныне — Российская государственная библиотека, РГБ) после Второй мировой войны. Данная тема остается недостаточно разработанной — как в отношении отдельных рукописей, так и в отношении собраний и коллекций. Главным объектом исследования являются материалы, происходящие из местных хранилищ Восточной Пруссии (и освещающие историю этих земель). Даются палеографические и кодикологические характеристики отдельных документов, являющихся наиболее важной и ценной частью трофейного фонда № 943 («Калининград»), а также описываются некоторые немецкие рукописи из новых поступлений отдела рукописей РГБ, имеющие отношение к Восточной Пруссии. Кодексы и фрагменты распределены на тематические группы: литургические рукописи; богословские рукописи; альбомы с памятными записями и автографами; литературные и философские рукописи; «Россика»; рукописи исторического содержания; учебные материалы; естественнонаучные сочинения; юридические сборники и конволюты. Имеются интересные материалы из области иудаики. В числе наиболее ценных выделяются материалы по истории Тевтонского ордена, рукопись пастора Цайзольда (начала XVIII в.) с набросками описания России в Петровскую эпоху, грамота Леопольда I на графский титул Иоганну Эрнсту Валленроде, эпистолярный сборник XVII в. «Подлинные письма иезуитов, отправленные в Рим из Китая, Японии и Индии». Рукописные материалы из Восточной Пруссии представляют несомненный научный интерес в силу многих исторических «пересечений» истории данного региона с историей Российского государства

Get PDFBooks reflect the era events sometimes much deeper, than the periodical press, become the document of the era and gain value, regardless of the political preferences of the author. The article presents the review of the social and political books and brochures published by the printing enterprises in Saratov after the February events of 1917. Characteristic features of the genres of book editions published by the new authorities, parties and movements of the Saratov province are described. The book repertoire of the publishing houses of Saratov in the revolutionary 1917 considerably reflects the fierce fighting for minds that started in the society between the main political forces after abdication of the Tzar. For adherents of social democracy, it was important as soon as possible to mobilize “heavy artillery”, i. e. to print topical, “iconic” works of the authoritative leaders of Russian and European scale, whose proclivities were on the side of left-wing parties. The printing house “Svetlyi Put’ ” (The Light Way) publishes the brochure by the famous Russian writer V.G. Korolenko “Falling of the Imperial power: the speech to ordinary people about the events in Russia”. The Saratov branch of the Russian Social Democratic Labour Party (RSDLP) in the provincial lithographic printing orders the release of the article by F. Engels “From Utopia to Scientific Theory” in support of the socialist doctrine, and reissue of the famous work of G.V. Plekhanov “Annual World Holiday of the Workers” about the history and value of the May Day. There is given enumeration and characteristics of the other publications.Книги отражают события подчас куда глубже, чем периодика и становятся документом эпохи, обретают ценность вне зависимости от политических симпатий автора. В статье представлен обзор книг и брошюр общественно-политической тематики, напечатанных полиграфическими предприятиями в Саратове после февральских событий 1917 года. Приводится характеристика жанров книжных изданий, выпущенных новыми органами власти, партиями и движениями Саратовской губернии. Книжный репертуар издательств Саратова в революционном 1917 г. в значительной мере отражает ожесточенную борьбу за умы, которая развернулась в обществе между основными политическими силами после отречения царя от престола. Для последователей социал-демократии важно было как можно быстрее напечатать актуальные, «знаковые» работы авторитетных деятелей российского и европейского масштаба, чьи симпатии были на стороне левых партий. Типография «Светлый путь» публикует брошюру В.Г. Короленко «Падение царской власти: речь простым людям о событиях в России». Саратовская организация РСДРП в губернской типолитографии заказывает выпуск статьи Ф. Энгельса «От утопии к научной теории» и переиздание известной работы Г.В. Плеханова «Ежегодный всемирный праздник рабочих» об истории и значении Первомая. Дается перечисление и характеристика других изданий

There is given thematic and typological analysis of the publishing products, described the most famous editions of “Volia Rossii”: “The Truth about Kronstadt”, “ ‘The Green Book’: the History of the Peasant Movement in the Black Sea Province”, G.N. Rakovsky “The End of the White”, B.F. Sokolov “Save the Children”, “Russians in Prague, 1918-1928”, V.M. Chernov “Constructive Socialism”, N.A. Bezpalov “Confessions of the GPU Agent”. For the first time there is provided information on the management of the publishing house and on many well-known authors. There are traced legal and illegal ways of distribution in the exile and in the homeland of the newspaper, magazine, books and brochures of the “Volia Rossii” Publishing house.Впервые восстанавливается история пражского издательства «Воля России», чьи издания считаются одними из лучших книг русского зарубежья. Показана роль журнала «Воля России» в деятельности издательства и влияние на нее партии эсеров. Get PDFThe article deals with the topical issues in the field of reading, literacy and readers competence in connection with the 10th anniversary of adoption of the National Program for Reading Promotion and Development in Russia. It examines modern conceptual terminology and definitions in this area. The English term literacy has broadened its meaning adding new types of literacy, scope and duration of its use, incorporating the term “reading”. Special attention is paid to some modern theories of reading (factor, deictic and disruptive innovations). A modern practice called blended learning includes both reading from print and reading from screen. Two models of innovation development (sustainable and disruptive) describe human activities. The conditions of appearance, criteria for becoming a phenomenon, indicators of success and tools for operating disruptive innovations are presented on the example of reading. The National Program for Reading Promotion and Development as well as the international studies of reading of 10- and 15-year-old students (Progress in International Reading Literacy Study (PIRLS) and Programme for International Student Assessment (PISA)) are the examples of innovative phenomena. The strategy of development is focused on the qualitative teaching of reading/literacy from screen and its inclusion in the process of learning.В статье рассматриваются актуальные вопросы в области чтения, грамотности и компетентности читателей в связи с 10-летием принятия Национальной программы поддержки и развития чтения в Российской Федерации. Анализируется современный понятийно-терминологический аппарат. Англоязычный термин literacy расширил свои границы, добавив новые виды грамотности, сферы и продолжительность ее использования, вобрав в себя термин «чтение». Особое внимание уделяется современным теориям чтения (факторная, дейктическая и подрывных-прорывных инноваций). Современная практика, называемая смешанное обучение (blended learning), включает в себя как чтение с листа, так и чтение с экрана. Две модели развития инноваций (устойчивые и подрывные) характеризуют деятельность человека. На примере чтения представлены условия появления, критерии отнесения к явлению, показатели успешности и инструментарий оперирования прорывных инноваций. Нацио-нальная программа поддержки и развития чтения, а также международные обследования качества чтения 10- и 15-летних учащихся (PIRLS и PISA) являются примерами инновационных явлений. Стратегия развития заключается в целенаправленном качественном обучении чтению/грамотности с экрана и его включению в учебный процесс
