    Land plays a strategic role in Indonesia’s national development as both a livelihood and a constitutional mandate. However, the prevalence of abandoned land—over 99,099 hectares officially designated, and 854,662 hectares identified—raises critical legal concerns. Government Regulation No. 20 of 2021 on the Control of Abandoned Areas and Land aims to address this issue through administrative means yet introduces interpretative challenges surrounding the legal element of “intentionally” not utilizing land. This article examines the juridical interpretation of the “intent” requirement in determining whether land is deemed abandoned. The absence of a clear, objective definition of “intentionally” poses legal uncertainty and the risk of arbitrary state action that may infringe upon constitutionally protected land rights. Through normative juridical analysis, this study argues that the subjective nature of “intent” must be clarified by observable indicators, such as prolonged inaction, overgrown physical conditions, or documented administrative neglect. The research further highlights potential contradictions in implementation, including unequal treatment between state-held land and privately held plots. In conclusion, while abandoned land policies are essential for equitable agrarian reform, the state must ensure legal certainty, procedural safeguards, and proportional interpretation of "intent" to uphold agrarian justice and constitutional property rights. The paper recommends technical guidelines for determining intent and emphasizes the importance of due process before revoking land rights under the pretext of abandonment

    Article 1 of the UN Charter affirms that the UN is present to maintain and preserve international peace and security. One of them is regarding the implementation of humanitarian intervention according to Chapter VII of the UN Charter. The implementation of humanitarian intervention must pay attention to the principle of non-intervention, namely not interfering in the affairs of other countries other than for humanitarian reasons according to Article 2 Number 7 of the UN Charter, but there are still cases of humanitarian intervention based on the interests of certain countries such as the 2003 Iraq Invasion, NATO's intervention in Libya in 2011 which actually killed civilians, and the failure of the UN to prevent the genocide in Rwanda in 1994. In fact, the United Nations Security Council (hereinafter referred to as the UNSC) can force, impose sanctions, including deploying military force to stop these violations as a form of humanitarian intervention. Therefore, this writing is done to discuss the role and authority of the UNSC in carrying out humanitarian intervention and the application of humanitarian intervention in resolving international problems. By using the juridical-normative method and conceptual approach along with the approach of legislation, the results of this writing show that the role of the UNSC is to maintain international peace and security which can be done through humanitarian intervention as one way and the implementation of humanitarian intervention must be purely based on humanitarian reasons without the influence of national interests and through the authorization process from the UN first along with the conditions that are expected to be reformed in the UN Charter

    21st Century Competition: State & Conglomeration-Driven Capitalism

    Indonesia needs to choose an economic model in order to realise its target of 8% GDP growth under Prabowo Subianto’s incoming administration. This paper compares both China’s state capitalism and South Korea’s conglomerate-driven capitalism for their relevance to Indonesia. China’s model, with a significant state intervention and SOEs prominent role, greatly driven industrialisation and average of 9% GDP growth over 30 years. Whilst South Korea’s model, dominated by conglomeration, focuses more on innovation in tech and exports, thus achieving a stable 4% average GDP growth. Employing data from the World Bank on FDI, exports, and GDP in constant 2015 USD, this paper examines both of these models using the Comparative Political-Economy framework. The findings showed that the China’s state capitalism to be more suitable for Indonesia due to capability of managing a large scale economy and the need of centralisation of resource control, infrastructure development and economic transitions. The blending of state control and market dynamics offers flexibility to tackle challenges in the economy. Nevertheless, the issues of inefficiencies must be in concern

    EVALUASI PENGELOLAAN LOGISTIK RANTAI DINGIN VAKSIN POLIO NOPV2 PADA PUTARAN KEDUA DI PROVINSI JAWA TIMUR

    Abstract—Indonesia has successfully received a polio-free certificate along with other WHO member states in the Regional South East Asia Region (SEARO) in March 2014. Although polio cases have not been found in Indonesia for more than 10 years, the disease is still possible in Indonesia due to the importation of viruses from other countries or mutated vaccine viruses in areas with low polio immunization coverage over a long period of time. The specific purpose of the polio vaccine itself is to increase the immunity of the population through high, uniform coverage of Polio Immunization and good quality immunization implementation through the activities of the National Immunization Week NOPv2 activities of 2 rounds at the age of 0 to 7 years in all areas of East Java Province. The design of this study was carried out observationally and the data analyzed descriptively. The results of this study contain data on cold chain logistics management consisting of receipt, distribution, production, return of NOPv2 vaccines. The results of the study were then processed to show that the target results, acceptance, distribution, use met the target, but the results of the return did not match the rest of the vaccine in the second round. The implementation of cold chain logistics of the NOPv2 vaccine in the East Java Health Department can be said to meet the targets on target results, acceptance, distribution, and use, but it is expected to optimize the return results, so that the implementation of the NOPv2 vaccine program can proceed according to expectations. Keywords: logistics, cold chain, nOPV 2 vaccine   Abstrak—Indonesia telah berhasil menerima sertifikat bebas polio bersama dengan negara anggota WHO lainnya di Regional South East Asia Region (SEARO) pada bulan Maret 2014. Walaupun kasus polio sudah tidak ditemukan lagi di Indonesia selama lebih dari 10 tahun, namun penyakit ini masih mungkin terjadi di wilayah Indonesia oleh karena importasi virus dari negara lain atau virus vaksin yang bermutasi di daerah dengan cakupan imunisasi polio yang rendah dalam jangka waktu lama. Tujuan khusus dari vaksin polio sendiri yaitu untuk meningkatkan kekebalan populasi melalui cakupan Imunisasi Polio yang tinggi, merata dan mutu pelaksanaan imunisasi yang berkualitas baik melalui kegiatan Sub Pekan Imunisasi Nasional nOPV2 sebanyak 2 putaran pada usia 0 s/d 7 tahun di seluruh wilayah Provinsi Jawa Timur. Desain penelitian ini dilakukan secara observasional dan data dianalisis secara deskriptif. Hasil dari penelitian ini berisikan data pengelolaan logistik rantai dingin yang terdiri dari penerimaan, pendistribusian, penggunaan, pengembalian vaksin nOPV2. Hasil dari data penelitian tersebut kemudian diolah sehingga menunjukan bahwa hasil sasaran, penerimaan, pendistribusian, penggunaan memenuhi target, namun hasil dari pengembalian tidak sesuai dengan sisa vaksin pada putaran kedua. Pelaksanaan logistik rantai dingin vaksin nOPV2 di Dinas Kesehatan Jawa Timur dapat dikatakan memenuhi target pada hasil sasaran, penerimaan, pendistribusian, dan penggunaan, namun diharapkan dapat mengoptimalkan hasil pengembaliannya, agar pelaksanaan program vaksin nOPV2 dapat berjalan sesuai dengan yang diharapkan.     Efek Samping Agranulositosis Imbas Metamizole: Kajian Pustaka

    Agranulositosis merupakan kondisi yang jarang terjadi, namun dapat berpotensi fatal dan menyebabkan kematian apabila tidak ditindaklanjuti secara tepat dan cepat. Insidensi agranulositosis yaitu 6,2 juta kasus/penduduk/tahun. Agranulositosis imbas obat dapat disebabkan oleh analgesik antipiretik metamizole, dimana aksesibilitas metamizole mudah di Indonesia. Tujuan penulisan artikel ini adalah untuk memaparkan kejadian agranulositosis imbas metamizole. Tinjauan pustaka dilakukan dengan pencarian artikel melalui basis data Pubmed dan Google Scholar. Berdasarkan eksplorasi literatur, beberapa faktor risiko yang mempengaruhi kejadian agranulositosis adalah jenis kelamin, usia lanjut, infeksi virus dan durasi penggunaan yang lebih lama. Oleh karena itu, diperlukan pertimbangan mengenai manfaat dan risiko penggunaan metamizole.   Agranulocytosis is a rare but potentially fatal condition that can lead to death if not promptly and appropriately managed. The incidence of agranulocytosis is estimated at 6.2 cases per million population per year. Drug-induced agranulocytosis can be triggered by the use of the analgesic and antipyretic agent metamizole, which remains widely accessible in Indonesia. This article aims to present findings related to agranulocytosis induced by metamizole. This literature review was conducted through article searches in the PubMed and Google Scholar databases. Based on the reviewed literature, several risk factors influencing the occurrence of agranulocytosis include female gender, older age, viral infections, and prolonged duration of metamizole use.     Kajian Pembentukan Dispersi Padat Atenolol Menggunakan Metode Freeze Drying

    Atenolol merupakan obat golongan β1-adrenoblocker selektif yang digunakan untuk mengobati kondisi kardiovaskular seperti hipertensi dan angina pektoris. Namun, atenolol memiliki kelarutan dan permeabilitas yang rendah hal ini dapat membatasi bioavailabilitas oralnya. Salah satu metode yang efektif untuk meningkatkan kelarutan dan laju disolusi obat dengan kelarutan rendah adalah melalui pembentukan dispersi padat. Dispersi padat melibatkan pembawa obat dalam matriks yang bersifat inert dalam keadaan padat, yang dapat meningkatkan kelarutan dan stabilitas obat. Metode freeze drying (liofilisasi) digunakan dalam pembuatan dispersi padat atenolol untuk menghindari dekomposisi termal dan menghasilkan dispersi molekuler yang homogen. Karakterisasi dispersi padat yang dihasilkan meliputi analisis morfologi, identifikasi gugus fungsi, sifat kristalinitas, analisis termal, ukuran partikel, distribusi ukuran partikel, dan potensi zeta. Pada berbagai penelitian  sebelumnya menunjukkan bahwa dispersi padat dapat meningkatkan kelarutan dan laju disolusi atenolol secara signifikan.   Atenolol is a selective β1-adrenoblocker drug used to treat cardiovascular conditions such as hypertension and angina pectoris. However, atenolol has low solubility and permeability, which can limit its oral bioavailability. One effective method to increase the solubility and dissolution rate of drugs with low solubility is through the formation of solid dispersions. Solid dispersions involve drug carriers in an inert matrix in the solid state, which can increase the solubility and stability of the drug. The freeze drying (lyophilization) method is used in the preparation of atenolol solid dispersions to avoid thermal decomposition and produce homogeneous molecular dispersions. Characterization of the resulting solid dispersions includes morphological analysis, identification of functional groups, crystallinity properties, thermal analysis, particle size, particle size distribution, and zeta potential.     Abstrak (Abstract) This study aims to determine and prove the Influence of Competence and Leadership on Motivation and Its Impact on Employee Productivity at the Public Works and Spatial Planning Office of Ogan Ilir Regency, both directly and indirectly, the population of this study was all Employees at the Public Works and Spatial Planning Office of Ogan Ilir Regency, totaling 61 Employees as research samples. Data analysis used through the PLS program. The results of this study indicate that Competence has a significant effect on motivation, Leadership has a significant effect on Motivation. Competence does not have a significant effect on Productivity, Leadership does not have a significant effect on Employee Productivity at the Public Works and Spatial Planning Office of Ogan Ilir Regency and Motivation has a significant effect on Employee Productivity at the Public Works and Spatial Planning Office of Ogan Ilir Regency. The R-Square value of the Motivation variable is 0.895, meaning that the Motivation variable can be explained by the Motivation variable (Y) by 89.50% while the remaining 10.50% is explained by other variables. For the R-Square value of Productivity (Z) of 0.998, meaning that the Productivity variable (Z) can be explained by the competency variables (X1) and Leadership (X2) by 99.80% while the remaining 06.00% is explained by other variables.   Keywords: Competence, Leadership, Motivation and Productivit

    Among Gen Z, the design of fashion products often follows trends, which means it changes quickly, placing this industry in the category of fast fashion. Fast fashion can cause various problems, such as accumulating waste, and if the production process takes too long, the products may lose relevance to the trends by the time they are launched in the market. From the consumer side, particularly Gen Z, there is a preference for customizable products, making them more interested in items tailored to their wants and needs. The issues within the industry and opportunities from consumers give rise to a strategy as a solution: designing fashion items with a relevant annual theme using the Trend Forecasting Method. This strategy includes a scheduled yearly theme, ensuring that production time is more measured and planned. This reduces the risk of products becoming irrelevant due to rapidly changing trends, as specific special editions are launched with consistent momentum. The intended benefits of this research are to enhance the relevance of products with current trends while simultaneously meeting Gen Z’s preferences for more personalized and trendy fashion

    Bridging Satisfaction to Loyalty: The Role of Service Quality and Customer Stickiness in Indonesia's Online Food Delivery Industry

    Purpose: This study examines the influence of service quality dimensions which are tangibles, reliability, responsiveness, empathy, and assurance on customer satisfaction and their subsequent impact on customer loyalty in the context of online food delivery (OFD) services in Indonesia. Additionally, it explores the mediating role of customer stickiness in the relationship between customer satisfaction and loyalty. Method: The study employs a quantitative-explanatory research approach with a sample of 325 respondents, selected using purposive sampling. Data were collected through an online questionnaire and analyzed using Structural Equation Modeling-Partial Least Squares (SEM-PLS). Result: The findings reveal that tangibles and reliability are dominant factors influencing customer satisfaction. Customer satisfaction significantly enhances customer loyalty, primarily through the mediating role of customer stickiness. The SERVQUAL model was validated in the OFD context, highlighting the importance of improving service quality to foster customer satisfaction and loyalty

    PENGARUH GREEN SUPPLY CHAIN MANAGEMENT TERHADAP ENVIRONMENTAL PERFORMANCE PADA UKM INDUSTRI PENGOLAHAN DI JAWA TIMUR

    Abstract—This research was conducted with the aim of examining the influence of green supply chain management on environmental performance in processing industry SMEs in East Java. The type of research used is quantitative research with an interval level of 1 to 5. Data taken was 260 respondents from online distribution. The data obtained was then used to test existing hypotheses using SPSS (Package for Social Sciences) with software, namely SPSS 20, to test validity and reliability. Then to test the research model using PLS-SEM (Partial Least Squares-Structural Equation) with Smart-PLS 3.0 software. The research results state that strategic orientation (SO) has a significant positive effect on green supply chain management (GSCM), internal environment management (IEM) has a significant positive effect on green supply chain management (GSCM), green supply chain management (GSCM) has a significant positive effect on environmental performance (EP), government regulation (GR) has a significant positive effect on green supply chain management (GSCM), strategic orientation (SO) has no effect on environmental performance (EP) through green supply chain management (GSCM), internal environment management (IEM ) has a significant positive effect on environmental performance (EP) through green supply chain management (GSCM), and government regulation (GR) has a significant positive effect on environmental performance (EP) through green supply chain management (GSCM.
