INFRAESTRUTURA RODOVIÁRIA:: ABORDAGENS PROJETUAIS COMO LIÇÕES PARA A CONCEPÇÃO DA CIDADE CONTEMPORÂNEA
Get PDFThis article promotes a review of different approaches, in the fields of architecture, urban design and planning, to road infrastructure, recognised as an opportunity for a design undestanding in dialogue with the landscapes and forms that mark contemporary urbanization. Beyond excessively normative parameters or instruments and idealizations of compact cities, potentialities extracted from a propositional framework are discussed. Works, paradigms and practices carried out, tested and built in different cities are contrasted in its virtues and qualities, indicating, finally, the need for a conceptual review, emerging from the description of spaces and forms that, both at an amplified and a local scale, are marked by excessive specialization, but which, for better or for worse, act as inexorable vectors of urban growth.Este artigo promove uma revisão sobre distintas abordagens, nos âmbitos da arquitetura, do projeto urbano e do planejamento, à infraestrutura rodoviária, reconhecida como oportunidade para um entendimento projetual em diálogo com as paisagens e formas que marcam a urbanização contemporânea. Para além de parâmetros ou instrumentos excessivamente normativos e idealizações de cidades compactas, discutem-se potencialidades extraídas de um referencial propositivo. Recorre-se, assim, a uma pesquisa de obras, paradigmas e práticas levadas a cabo, testadas e construídas em diferentes cidades, contrapondo suas virtudes e qualidades. Aponta-se, por fim, para a necessidade de uma revisão conceitual, a emergir da descrição de espaços e formas que, tanto em escala ampliada quanto à escala local, se marcam pela excessiva especialização, mas que, para o bem ou para o mal, atuam como vetores inexoráveis do crescimento urbano
The Absurd in Thomas Nagel's Existentialism
Get PDFO presente artigo argumenta que a noção de absurdo desenvolvida por Thomas Nagel, em seu The Absurd, está longe de representar apenas a aventura de um filósofo analítico pelo território da filosofia continental. Isso porque a noção nageliana de absurdo se conecta com a questão central do seu pensamento, qual seja, o problema de como conciliar uma visão objetiva do mundo com uma visão subjetiva de uma pessoa dentro do mesmo mundo, tal como trabalhado em seu livro The View from Nowhere. Como o artigo esclarece, o absurdo concebido como uma discrepância inevitável entre a seriedade com que encaramos nossas vidas e a possibilidade de considerar tudo com o que nos importamos como arbitrário é a forma que o conflito entre a perspectiva objetiva e subjetiva assume no que diz respeito ao sentido da vida. Dessa maneira, o artigo enfatiza que a absurdidade, por ser uma consequência da capacidade humana de se desprender do ponto de vista particular, compartilha com outros problemas filosóficos analisados pelo filósofo, sobretudo, o ceticismo, a origem no conflito entre o ponto de vista objetivo e o ponto de vista subjetivo. Com a exposição da sua noção de absurdo, bem como da sua abordagem do problema geral entre a perspectiva objetiva e a subjetiva, o artigo procura mostrar como as suas reflexões de cunho existencialista estão integradas e são coerentes com o seu pensamento mais amplo.This paper aims to argue that the discussion on the notion of absurdity developed by Thomas Nagel in his The Absurd, far from representing only the adventure of an analytical philosopher through the territory of continental philosophy, is connected to the central question of his thought, namely, the problem of how to reconcile an objective view of the world with a subjective view of a person within the same world, as worked out in his book The View from Nowhere. In this way, the article emphasizes that the absurd, being a consequence of the human capacity to detach itself from its particular point of view, shares with other philosophical problems analyzed by the philosopher, especially skepticism, the origin in the conflict between the objective and the subjective point of view. With the exposition of his notion of absurdity as an inevitable discrepancy between the seriousness with which we regard our lives and the possibility of considering everything that we care about as arbitrary, as well as his approach to the general problem between the objective and the subjective perspective, especially in how this problem plays out in the theory of knowledge, the article seeks to show how Nagel's existentialist reflections are a coherent and integrated part of his broader thought
Emociones ante la comprensión lectora en inglés como lengua extranjera: análisis de estudiantes universitarios españoles

Por ello, este trabajo se plantea analizar las emociones experimentadas por estudiantes de Inglés como Lengua Extranjera (ILE) respecto de la comprensión lectora. La muestra, compuesta por 194 estudiantes universitarios de Educación, cumplimentaron el EFL Skills Emotions Scale (Pishgadam et al., 2016) en el que indicaban sus emociones acerca del reading. Los resultados muestran que las emociones más presentes son positivas, diversión y esperanza, seguidas en frecuencia de dos emociones negativas, ansiedad y aburrimiento. Comparados los estudiantes encontramos diferencias significativas en las emociones experimentadas entre aquellos que se preparan para ser profesores de inglés y los que no. Se concluye la necesidad de favorecer un cambio metodológico en la enseñanza de la comprensión lectora de modo que su trabajo conecte emocionalmente con el alumnado.Emotions are a major factor in the learning process. Therefore, this paper aims to analyze the emotions experienced by students of English as a Foreign Language (EFL) as regards reading comprehension. The sample, composed by 194 university students of Education, completed the EFL Skills Emotions Scale (Pishgadam et al., 2016) in which they indicated their emotions about reading. The results show that the most present emotions are positive, fun and hope, followed in frequency by two negative ones, anxiety and boredom. Comparing the students, we found significant differences in the emotions experienced between those who are getting prepared to be English teachers and those who are not. We conclude that there is a need to favour a methodological change in the teaching of reading comprehension for their work to connect emotionally with the students.Las emociones son un factor de primer orden en el proceso de aprendizaje. Introdução para uma análise sobre o pensamento conservador brasileiro no período mais recente da presença obrigatória da Sociologia no Ensino Médio (2008-2018)
Get PDFEste artigo possui como objetivo apresentar múltiplas facetas do pensamento conservador brasileiro entre 2008-2018, bem como observar implicações e/ou causalidades no período, entre o conservadorismo e o ensino de Sociologia; ou seja, tempo entre a reinserção da Sociologia obrigatória no Ensino Médio, com a Lei Federal n. 11684/2008, até a reforma educacional que retirou a obrigatoriedade de tal disciplina. Nossa pesquisa é qualitativa e envolve tanto uma análise de um aporte teórico sobre as temáticas abordadas quanto uma análise de conjuntura. O artigo conclui por mostrar que a expansão de um ideário de nova direita, que não é exclusivamente conservador, conforme iremos demonstrar, possui impactos sobre modelos de ensino e pedagogia no país.This article aims to present multiple facets of Brazilian conservative thought between 2008-2018. We will observe implications and/or causalities in the period, between conservatism thought and the teaching of sociology, in the period between the reinsertion of compulsory Sociology in High School, with Law n. 11684/2008, to the educational reform that removed the obligation of such discipline. Our research is qualitative, it involves an analysis of a theoretical contribution on the themes, Conservative Thought/ Sociology of Education, and an analysis of the Brazilian educational system. The article concludes by showing that the expansion of a new right ideology, which is not exclusively conservative, as we will demonstrate, has impacts on teaching and pedagogy models in the country

Get PDFThe article analyzes the political careers of the fourteen individuals who presented themselves as independent candidates in the election for the thirty seats in the Legislative Congress of Paraná, in 1929. The objective of this study is to advance the understanding of the forms of electoral competition in the political contexts characterized by low integration between opponents of the ruling parties at the time of the First Republic. The sources used here consist of regional and national newspapers. These sources include information such as the nominations obtained by independent candidates, the parties to which they belonged and the terms they served. This article uses methods inspirited in prosopography. In this context, information is collected on the origins and political destinies of individuals who presented themselves as independent candidates in the mentioned dispute. There are three central results presented in this analysis. First, it should be noted that, to a large extent, the individual postulants represented certain professional groups. Second, evidence is given that highlights that in 1929 the election of oppositionists was derived from the fact that there was not a complete list of pro-government candidates for the positions in the Legislative Power. Third, evidence is show that the political fate of a part of group of fourteen candidates was to join ruling parties created after the year 1930.Neste artigo é desenvolvida uma investigação acerca das carreiras políticas dos 14 indivíduos que se apresentaram como candidatos avulsos no pleito para as 30 vagas do Congresso Legislativo do Paraná, em 1929. O objetivo deste estudo é avançar na compreensão sobre as formas de competição eleitoral em contextos políticos marcados pela baixa integração entre os opositores dos partidos situacionistas da época da Primeira República. As fontes aqui utilizadas consistem em periódicos de circulação regional e nacional. Tais fontes informam sobre as nomeações obtidas pelos candidatos independentes, os partidos aos quais pertenceram e os mandatos eletivos que desempenharam. O presente artigo emprega o método prosopográfico. Nesse âmbito, é efetuado o levantamento de informações referentes às origens e aos destinos políticos dos indivíduos que se apresentaram como postulantes avulsos na referida disputa. Há três resultados centrais apresentados nesta análise. Primeiro, cumpre evidenciar que, em boa medida, os postulantes avulsos representavam determinados grupos profissionais. Segundo, trata-se de destacar que, em 1929, a eleição de oposicionistas era derivada do não preenchimento de uma chapa de candidatos governistas aos cargos do Poder Legislativo. Terceiro, convém salientar que o destino político de uma parte dos 14 postulantes consistiu em aderir a partidos governistas fundados após o ano de 1930.

La visión escotópica en Aristóteles según la crítica contemporánea
Get PDFLa crítica contemporánea ha manifestado la relevancia de la “visión escotópica” (o “visión de la oscuridad”) en la teoría visual de Aristóteles. Ha enmarcado este fenómeno en la percepción, o autopercepción, del conocimiento sensible, lo que presupone conceder conciencia reflexiva a este conocimiento. Las posibilidades al respecto se reducen a una alternativa: percibir la oscuridad se debe a la sensibilidad externa (la propia vista) o se debe a la sensibilidad interna (la fantasía o el sentido común), con todas las combinaciones y distinciones posibles.
Palabras clave: Aristóteles, visión escotópica, psicologia, filosofía contemporânea.Contemporary criticism has expressed the relevance of the “scotopic vision” (or “vision of darkness”) in the Aristotle ́s visual theory. He has framed this phenomenon in the perception, or self-perception, of sensitive knowledge, which presupposes granting reflective consciousness to this knowledge. The possibilities in this regard are reduced to one alternative: perceiving darkness is due to external sensitivity (one’s own sight) or due to internal sensitivity (fantasy or common sense), with all possible combinations and distinctions.

International Online Consumer Contracts: Digital Transformation from Mercosur
Get PDFA digitalização das relações econômicas, sociais e humanas é uma realidade na pós-modernidade, constituindo a quarta revolução industrial na qual as pessoas e as coisas estão cada vez mais conectadas entre si no ambiente digital. Panorama este que reflete sobremaneira nas relações de consumo na medida em que é crescente o comércio realizado pela via online, notadamente em virtude da pandemia de Covid-19, a qual aqueceu sobremaneira o e-commerce no mundo, assim como no Cone Sul. Entretanto, a transformação digital demanda uma estrutura jurídica definida e centrada na proteção do ser humano para que este adquira a confiança necessária para consumir através da internet. Tal estrutura já vem sendo debatida pelos diversos atores internacionais, inclusive no âmbito do Mercado Comum do Sul (Mercosul). No âmbito desse bloco, pouco havia sobre a proteção do consumidor no âmbito do comércio eletrônico, o que se modificou a partir do Acordo sobre a Lei Aplicável aos Contratos Internacionais de 2017 e pela introdução da Resolução n. 37/2019 do Grupo Mercado Comum. E ao redor destes regramentos é que este texto se centra, sendo o objetivo verificar em que medida estas normativas atentam-se para a proteção do consumidor intrabloco no âmbito da economia digital, avultando as suas prescrições. Ao cabo, desde um estudo do tipo qualitativo, seguindo o método de abordagem analítico-dedutivo e os métodos descritivo e explicativo quanto à análise dos objetivos, e realizado por meio das técnicas bibliográfica e documental, conclui-se que estes textos são importantes acréscimos para a proteção do consumidor no Mercosul, demonstrando o expressivo avanço regional sobre o tema.
The digitalization of economic, social and human relations is a reality in our postmodern world, constituting the fourth industrial revolution in which people and things are increasingly connected to each other in the digital environment. This panorama reflects particularly on consumer relations as online commerce grows, especially because of the reality introduced by the Covid-19 pandemic when it comes to the use of e-commerce in the world, including in the Southern Cone. However, digital transformation demands a defined legal structure, centered on the protection of the human being so that one acquires the necessary confidence to consume through the internet. This structure is already being debated by various international actors, including in the scope of the Common Market of the Southern Cone (Mercosur). Within this regional integration block, there was little about consumer protection in the context of electronic commerce, which changed with the introduction of the Agreement on the Law Applicable to International Contracts in 2017 and Resolution no. 37/2019 of the Common Market Group. Hence, the present text is centered around these rules, with the objective of verifying the extent to which these norms pay attention to the protection of the intrabloc consumer in the scope of the digital economy, highlighting its prescriptions. At the end, through a qualitative study carried out through bibliographic and documentary techniques, following the analytical-deductive method of approach and the descriptive and explanatory methods regarding the analysis of the objectives, it is concluded that these regulations are important additions to the consumer protection in Mercosur, demonstrating the significant regional progress on the topic
Georgia Warnke and the hermeneutic turn in political theory: possibilities and obstacles

Georgia Warnke analisou as posições de autores relevantes sobre justiça e filosofia política. Ela escreveu largamente a respeito da obra de Walzer, Rawls, Dworkin e Habermas. Neles, reconheceu a presença do que ela denomina virada interpretativa ou hermenêutica, que se caracteriza por justificar as instituições, tradições, normas e valores sociais não em princípios universais e abstratos, mas no modo como a sociedade efetivamente os aceita e interpreta. Ao mesmo tempo, ela ressalta o que considera serem debilidades nas teorias desses pensadores, relacionadas ou à falta de uma preocupação maior sobre as diferenças de interpretações sobre os significados das tradições e normas sociais ─ Rawls e Habermas ─, ou à adesão a visões demasiado partidárias ou políticas ─ Walzer e Dworkin. Warnke propõe uma teoria política que tem por tarefa fornecer as condições para o diálogo frutuoso entre as várias posições no âmbito da vida política, mas ela não soluciona o problema dos desacordos de difícil solução que surgem no âmbito da convivência política.
Georgia Warnke has analyzed the positions of relevant authors on justice and political philosophy. Specifically, she has written extensively about the works of Walzer, Rawls, Dworkin, and Habermas. In their works, she recognized the presence of what she calls the interpretive or hermeneutic turn, which is characterized by justifying social institutions, traditions, norms, and values, not in universal and abstract principles, but in how society actually accepts and interprets them. At the same time, she highlights what she considers to be weaknesses in their theories, related either to the lack of a major concern about differences in interpretations about the meanings of social traditions and norms ─ Rawls and Habermas ─, or to adherence to overly partisan or political views ─ Walzer and Dworkin. Warnke proposes a political theory whose task is to provide conditions for a fruitful dialogue between the various positions within political life, but it does not solve the problem of difficult-to-resolve disagreements that arise within political coexistence
