Thesis (Ph.D. (Social Developemnt Administration))--National Institute of Development Administration, 2022The pursuit of study-life balance is a vital determinant of students overall success and well-being in academic and personal domains. However, there is still limited research in Thailand. This research was a nomological network study with aims to: 1) investigate crucial predictors and predictive percentage of psychological characteristics, situational factors, and psychological states related to the study-life balance of undergraduate students. 2) investigate crucial predictors and predictive percentage of psychological states and study-life balance related to the sustainable success of the students. 3) investigate direct and indirect effects of psychological characteristics and situational factors on study-life balance and the sustainable success of the students, and 4) identify characteristics of students with low study-life balance (the at-risk group) and protective factors that promote study-life balance in the students. The multi-stage sampling method was used, and the samples consisted of 597 undergraduate students from the second and third years of four public universities in Thailand. The sample included 174 males (29.20%) and 422 females (70.80%), with an average age of 20 years and 3 months. Among the participants, 150 were working while studying (25.10%) and 447 were non-working students (74.90%). The data were analyzed in total sample group and 25 subgroups, categorized according to demographic characteristics. Multiple regression analysis, structural equation modeling (SEM), and three-way analysis of variance were applied to test the hypotheses.
The interactionism model was adopted to form the conceptual model of this study. There were 6 groups of variables as follows; 1) Psychological traits variables (self-regulation, core self-evaluation, and psychology immunity), 2) Situational factors variables (perceived support opportunity from others, academic demands, and university inculcating experience), 3) Psychological states variables (favorable attitudes toward adjustment and innovation, creative problem-solving, and proactive personality), 4) Study life balance variables (study-life conflict reduction and study-life enrichment), 5) Sustainable success variables (academic success, life satisfaction, and health and wellness), and 6) Background characteristics variables. Most of the measures in this study were in the form of summated rating method with 6-point rating scale. The range of score reliability was between .70 to .86.
Multiple regression analysis showed important findings as follows: Firstly, regarding the psychological traits and the perceived situation variables (Set 3), there were 6 variables that could predict the psychological states: 1) favorable attitudes toward adjustment and Innovation for 57.72% in total sample. The important predictors were perceived support opportunity from others (β=.34), psychological immunity (β=.30), and self-regulation (β=.22), respectively, 2) creative problem solving for 66.61% in total sample. The important predictors were self-regulation (β=.26), perceived support opportunity from others (β=.21), core self-evaluation (β=.19), university inculcating experience (β=.16), and psychological immunity (β=.16), and 3) proactive personality for 77.03% in total sample. The important predictors were psychological immunity (β=.32), core self-evaluation (β=.22), perceived support opportunity from others (β=.21), self-regulation (β=.18), academic demands (β=-.14), and university inculcating experience (β=.11). Overall, the results were found to support hypothesis 1 only in subgroups of each dependent variables.
Secondly, the 9 predictors from the psychological traits, situational factors, and psychological states (Set 5) could predicted the study-life balance behavior as follows: 1) study-life conflict reduction for 72.11% in total sample. The important predictors were perceived support opportunity from others (β=.21), favorable attitudes toward adjustment and innovation (β=.20), psychological immunity (β=.19), core self-evaluation (β=.18), proactive personality (β=.13), creative problem solving (β=.13), and self-regulation (β=-.08), 2) study-life enrichment for 69.74% in total sample. The important predictors in descending order were perceived support opportunity from others (β= .47), creative problem solving (β=.35), and university inculcating experience (β=.10). Overall, the data analysis on study-life balance that supported hypothesis 2 was only found in subgroups.
Thirdly, the 11 predictors (Set 7) in this study, including variables in psychological traits, situational factors, psychological states, and study-life balance, could predicted the outcome variables as follows: 1) academic success for 79.28% in total sample. The important were proactive personality (β=.34), creative problem solving (β=.19), core self-evaluation (β=.16), favorable attitudes toward adjustment and Innovation (β=.15), study-life conflict reduction (β=-.12), self-regulation (β=.10), study-life enrichment (β=.10), university inculcating experience (β=.09) and academic demands (β=.07), 2) life satisfaction for 69.35% in total sample. The important predictors were perceived support opportunity from others (β=.37), core self-evaluation (β=.34), study-life enrichment (β=.19), and university inculcating experience (β=.11), 3) health and wellness for 67.98% in total sample. The important predictors in descending order were core self-evaluation (β=.69), proactive personality (β=-.22), creative problem-solving (β=.13), perceived support opportunity from others (β=.13), academic demands (β=.12), study-life enrichment (β=.10), favorable attitudes toward adjustment and innovation (β=-.10), university inculcating experience (β=.07). The results of data analysis on sustainable success did not support hypothesis 3, in both total group and subgroups.
Fourthly, the results from path analysis modeling indicated the model fit for the adjusted model (x2 = 39.086; df = 27; p-value = 0.0622; RMSEA = 0.027; CFI = 0.998; TLI = 0.995; SRMR = 0.050). The results supported hypothesis 4 based on the interactionism model. Psychological traits and situational latent variables had direct influence on study-life balance latent variable and indirect influence through the psychological states latent variable, which could explain the behavior latent variable (R2=96.8%). Study-life balance latent variable and psychological states latent variable had direct influence on sustainable success and indirect influence through study-life balance latent variable, which could explain the sustainable success latent variable (R2= 94.8%.) In addition, there were additional direct effects from psychological trait latent variable to situational latent variables (R2= 97.4%).
Finally, characteristics of the at-risk group who showed lower study-life balance were described as follows: 1) low GPA students, 2) non-working students, 3) science and technology, junior students 4) junior students, 5) low-income students, 6) science and technology students, 7) high GPA, low-income students, 8) low GPA, high-income students, 9) sophomore humanities and social science students, and 10) junior business administration students. Moreover, the critical preventive factors of these at-risk groups of students were perceived support opportunity from others, creative problem solving, university inculcating experience, psychological immunity, and favorable attitudes toward adjustment and innovation.
Based on the findings of the present study, the interactionism model and nomological network were considered as valuable tools for understanding human behavior. The findings highlighted the importance of proactive personality in achieving study-life balance for students and emphasized the need to foster individuals with lower levels of study-life balance. Additionally, psychological immunity and social support were also identified as important factors. To improve essential study-life balance skills for Thai university students, it is recommended to enhance these factors through general education courses, class activities, and training interventions

Collaborative governance in corporate social responsibility : cases of Thai Cement Manufacturers Association and Community Partnership Association
Thesis (D.P.A.)--National Institute of Development Administration, 2022Collaborative governance (CG) is within the organization, community, and between organizations. The principles for understanding these collaborations have limitations when explaining the phenomena in society. The collaboration arises from stakeholders in all dimensions and is collaborative between business competitors, with trust between communities and businesses and support from government agencies. This research aims to 1) study the CG process of networking in implementing CSR project case studies highlighting the Thai Cement Manufacturers Association (TCMA) and the Community Partnership Association (CPA), 2) study the success and failure factors of the CG process between networking in implementing a CSR projects case study of the TCMA and CPA, and 3) develop a model of the CG process of networking in implementing the CSR projects case study of the TCMA and CPA.
The research is based on a qualitative research method, the researcher chose this case study method as a tool in CG between network partners and the CSR process from the case study of the “cement partnership project under TCMA” in the Cement Industry, Kaeng Khoi District, Saraburi Province, and the “CSR Project under the CPA” in Map Ta Phut Industrial Area, Rayong Province. Under 4 projects, key informants include 1) government organizations (in education), 2) the private sector (TCMA & CPA), and 3) the community sector (civil society), utilizing selected respondents with purposive sampling. Data collection uses participant observation, semi-structured interviews, and focus group discussion—data analysis using a content analysis method.
The findings found that the CG in the CSR process, a case study of the TCMA and CPA, consists of 4 phases: the initial collaboration; collaboration building; the collaboration performance extension, and the collaborative approach toward sustainability. We also discovered mechanisms to support collaborative governance in CSR that are 4 important mechanisms in driving the association's main policy, mission and commitment when implementing projects, project monitoring and evaluations.
The success and failure factors in CG are based on 4 case studies. At least 5 supporting factors contributing to successful implementation of the CSR project were: the leadership's policy and vision; cooperation or participation within the organization; integrating activities while teaching and learning proper management system design; and communication and coordination. On the other hand, at least 4 factors resulted in project failures or halts from the case study, namely: leadership changes, lack of continuity of the project, lack of integration, and a lack of monitoring and evaluation. The important conditions for project implementation and collaborative governance from case studies “policies and visions of leaders or executives” affect the implementation of CSR projects in both success and failure dimensions. Dissolution of political parties according to the Thai legal system
วิทยานิพนธ์ (น.ด.)--สถาบันบัณฑิตพัฒนบริหารศาสตร์, 2565ดุษฎีนิพนธ์เรื่อง “การยุบพรรคการเมืองตามระบบกฎหมายไทย” มีวัตถุประสงค์เพื่อศึกษาถึงแนวคิด ทฤษฎี วิวัฒนาการของการใช้เสรีภาพในการจัดตั้งพรรคการเมือง และค้นหาขอบเขตที่ชัดเจนทางทฤษฎีในการจำกัดสิทธิและเสรีภาพเกี่ยวกับการยุบพรรคการเมือง และเพื่อวิเคราะห์เปรียบเทียบ หลักเกณฑ์ วิธีการ ผลทางกฎหมาย ของการยุบพรรคการเมืองของประเทศไทยและต่างประเทศ ตลอดจนการศึกษาเพื่อนำเสนอรูปแบบการแก้ไขบทบัญญัติของกฎหมายเกี่ยวกับการยุบพรรคการเมืองที่สอดคล้องกับวัตถุประสงค์ของการใช้เสรีภาพในการจัดตั้งพรรคการเมือง อันนำไปสู่ข้อเสนอแนะเพื่อให้ได้รูปแบบที่เหมาะสมกับประเทศไทย โดยมีผลที่ได้จากการศึกษาสามประเด็น ดังต่อไปนี้
ประเด็นแรก ปัญหาการยุบพรรคการเมืองที่ส่งผลกระทบต่อเสรีภาพในการจัดตั้งพรรคการเมือง ผลการศึกษาพบว่า กฎหมายว่าด้วยพรรคการเมืองของไทยนำเงื่อนไขของการจัดตั้งพรรคการเมืองไปผูกรวมกับการทำให้พรรคต้องสิ้นสภาพความเป็นพรรคการเมือง ซึ่งมีข้อสังเกตุว่าเป็นลักษณะความต้องการของกฎหมายที่ให้พรรคการเมืองต้องเติบโตอย่างเร่งด่วน ซึ่งผิดกับหลักธรรมชาติของการรวมกลุ่มที่การมีสมาชิกจะต้องค่อยเพิ่มขึ้น แต่กฎหมายได้กำหนดให้ต้องมีจำนวนสมาชิกและต้องจัดตั้งจำนวนสาขาได้ตามที่กำหนด โดยเอาเงื่อนไขเหล่านี้มาเป็นข้อกำหนดให้พรรคการเมืองต้องสิ้นสภาพความเป็นพรรคการเมืองถ้าไม่สามารถดำเนินการให้แล้วเสร็จภายในระยะเวลาที่กำหนด ซึ่งมีลักษณะที่ขัดกับเสรีภาพในการจัดตั้งพรรคการเมืองตามที่บัญญัติไว้ในรัฐธรรมนูญ ฉะนั้น การแก้ไขปัญหาทางกฎหมายของจัดตั้งพรรคการเมืองที่ไม่ก่อให้เกิดการยุบพรรคการเมืองของไทย ควรยกเลิกบทบัญญัติที่กำหนดเงื่อนไขของการจัดตั้งพรรคที่ผูกโยงกับการสิ้นสภาพความเป็นพรรคการเมืองส่วนนี้ออก
ประเด็นที่สอง ปัญหาของกลไกและบทบัญญัติว่าด้วยการยุบพรรคการเมืองของไทยกับหลักการประชาธิปไตย ผลการศึกษาพบว่า รัฐธรรมนูญแห่งราชอาณาจักรไทย (พุทธศักราช 2560) ประกอบพระราชบัญญัติประกอบรัฐธรรมนูญว่าด้วยพรรคการเมือง พ.ศ. 2560 และพระราชบัญญัติประกอบรัฐธรรมนูญว่าด้วยการเลือกตั้งสมาชิกสภาผู้แทนราษฎร พ.ศ. 2561 บัญญัติเหตุที่จะนำไปสู่การยุบพรรคการเมืองได้ถึง 23 กรณี ซึ่งถือเป็นปัญหาที่กำหนดให้เหตุแห่งการยุบพรรคการเมืองของไทยเป็นเกณฑ์อย่างกว้าง และการวางขอบเขตอย่างกว้างเช่นนี้นำไปสู่การวินิจฉัยของศาลรัฐธรรมนูญที่มีขอบเขตอย่างกว้างเช่นเดียวกัน อันส่งผลกระทบกระเทือนต่อสารัตถะของการปกครองในระบอบประชาธิปไตยและกระทบต่อการใช้เสรีภาพในการรวมตัวกันเป็นพรรคการเมืองซึ่งถือว่าเป็นเสรีภาพขั้นพื้นฐานของประชาชนในระบอบประชาธิปไตย จากการศึกษาเปรียบเทียบกับประเทศเยอรมัน ประเทศฝรั่งเศส ประเทศตุรกี และประเทศชิลี ผู้ศึกษามีความเห็นว่าเหตุแห่งการยุบพรรคการเมืองของไทยควรเป็นเกณฑ์อย่างแคบและศาลรัฐธรรมนูญยังคงเป็นองค์กรที่มีความเหมาะสมในการวินิจฉัยคดีการยุบพรรคการเมืองแต่ควรวินิจฉัยโดยจำกัดอำนาจของตนเองอย่างยิ่ง และควรใช้มาตรการในการยุบพรรคการเมืองเป็นมาตรการสุดท้ายที่มิสามารถใช้มาตรการอื่นได้แล้วและการวินิจฉัยที่จะนำไปสู่การยุบพรรคการเมืองได้จะต้องมีพยานหลักฐานอย่างชัดเจนเพียงพอและการกระทำของพรรคการเมืองมีท่าที่เป็นปฏิปักษ์ต่อระบบการปกครองอย่างชัดแจ้ง ซึ่งการวินิจฉัยควรคำนึงถึงหลักความได้สัดส่วนด้วย
ประเด็นที่สาม ปัญหาผลทางกฎหมายอันเนื่องมาจากการยุบพรรคการเมือง ผลการศึกษาพบว่า เมื่อพรรคการเมืองใดโดนยุบพรรคโดยศาลรัฐธรรมนูญแล้วทำให้คณะกรรมการบริหารพรรคการเมืองทุกคนต้องถูกเพิกถอนสิทธิสมัครรับเลือกตั้งไปด้วย ซึ่งไม่ได้กำหนดระยะเวลาว่านานเท่าใด (แนวคำวินิจฉัยของศาลรัฐธรรมนูญกำหนดโทษ 10 ปี) ดังนั้น ผู้ศึกษามีความเห็นว่าควรที่จะแก้ไขบทบัญญัติของกฎหมายไทยให้สอดคล้องกับหลักประชาธิปไตยและมีความสอดคล้องกับนานาประเทศ โดยลงโทษเฉพาะผู้ที่มีส่วนร่วมในการกระทำความผิดเท่านั้นไม่ว่าจะเป็นคณะกรรมการบริหารพรรคการเมืองหรือสมาชิกพรรคการเมือง ส่วนของการกำหนดระยะเวลาในการตัดสิทธิทางการเมืองควรกำหนดระยะเวลาสูงสุดไม่เกิน 5 ปี โดยให้ศาลรัฐธรรมนูญใช้ดุลยพินิจในการลงโทษโดยคำนึงถึงความร้ายแรงและพฤติการณ์ของการกระทำความผิดนั้น และยังส่งผลต่อสมาชิกพรรคในหลายกรณีอีกด้วย นอกจากนี้ เมื่อพรรคการเมืองถูกยุบลงแล้วย่อมส่งผลเสียมากกว่าผลดีต่อโครงสร้างทางการเมืองการปกครองของไทย และไม่ได้เป็นแนวทางหรือมาตรการในการแก้ปัญหาทางการเมืองไทยให้ดีขึ้น แต่ในทางกลับกันเป็นการเพิ่มปัญหาต่อกระบวนการพัฒนาพรรคการเมืองให้เป็นสถาบันทางการเมืองเสียมากกว่า ประกอบกับทำให้พรรคการเมืองไทยมีความอ่อนแอลงมากขึ้นและได้ใช้กลไกนี้เพื่อหวังผลทางการเมืองอีกด้วย
ข้อเสนอแนะ การยุบพรรคการเมืองควรมีได้เฉพาะเหตุร้ายแรงและควรบัญญัติให้มีความชัดเจนไว้ในบทบัญญัติรัฐธรรมนูญที่กระทบต่อหลักการพื้นฐานในเหตุสองลักษณะ คือ พรรคการเมืองกระทำการล้มล้างหรือเป็นปฏิปักษ์ต่อการปกครองระบอบประชาธิปไตยอันมีพระมหากษัตริย์ทรงเป็นประมุข และควรนำมาตรการ “สั่งให้เลิกการกระทำ” มาใช้แทนการยุบพรรคการเมืองในกรณีที่มีความร้ายแรงระดับกลาง ส่วนกรณีที่พรรคการเมืองต้องสิ้นสภาพความเป็นพรรคการเมืองต้องเป็นกรณีที่เลิกพรรคเองตามข้อบังคับ ส่วนกรณีอื่น ๆ เห็นควรยกเลิก โดยมีเป้าประสงค์เพื่อมุ่งคุ้มครองเสรีภาพในการรวมตัวกันเป็นพรรคการเมืองของประชาชนเป็นสำคัญThis dissertation under the title “Dissolution of Political Parties According to the Thai Legal System is aimed to investigate concepts, theories, and the revolution on the exercise of freedom in forming a political party, to find out a clear scope of the theory on limitation of rights and freedom regarding the dissolution of political parties, and to make a comparative analysis to the rules, procedures, and legal effects on the dissolution of political parties of Thailand and those of other countries. In addition, this study is to exhibit some approaches to amend the provisions of law on dissolution of political parties to be in line with the purposes of the exercise of freedom in forming a political party in order to generate approaches that is right and suitable for Thailand. The results of this study can be described in three points as follows.
The first point: problems regarding dissolution of political parties that affect the freedom to form a political party. The finding reveals that Thailand’s law on establishment of political parties has bound conditions in forming a political party with the termination of a political party. Noticeably, this is a legal requirement to make a political party grow up rapidly, which is in contrary to the nature of assembling as a group where members should have been gradually increased. On the other hand, the law stipulates a political party to collect members and establish branches in amount as required by the law. These conditions are taken to determine a pollical party to be terminated if it fails to fulfill and complete such provisions within a required period of time. This is a manner that is contrary to the freedom in forming a political party as prescribed under the Constitution. Therefore, to solve the legal problem of Thailand on establishment of political parties to prevent dissolution of political parties, the part of the provisions in which conditions of the establishment of a political party are bound with the termination of political party should be abolished.
The second point: problem of the mechanism and provisions regarding dissolution of political parties of Thailand against the principle of democracy. According to the finding, the Constitution of The Kingdom of Thailand (B.E. 2560 (2017)), the Organic Act on Political Parties B.E. 2560 (2017), and the Organic Act on Election of Members of the House of Representatives B.E. 2560 (2017) prescribe 23 causes that can lead to a dissolution of political parties. The problem is that these causes are set out as broad criteria for dissolution of political parties, leading to a broadly-made decision on the dissolution of political parties by the Constitutional Court. This impacts the essence of the democracy and the exercise of the right and freedom to form a political party, which is fundamental to people under the democratic system. Compared with Germany, France, Turkey, and Chile, the researcher views the causes of the dissolution of political parties should be narrowly set out as criteria, while the Constitutional Court is still the correct entity for determining cases on the dissolution of political parties with highly limited power. Moreover, a dissolution of political parties should be taken as the final measure while there are not any other measures to be taken. Determining a dissolution to a political party must be based on explicit and sufficient evidences proving that an act of a political party is explicitly hostile to the regime, so the determining should be made on the proportional basis.
The third point: problems regarding legal effects due to a dissolution of political parties. The finding shows that when any political party is dissolved by the Constitutional Court, all members of the party executive committee are revoked with their rights of application for election without a period of time specified (according to the verdict approach with 10 years of penalty). As the result, the researcher views that the provisions of Thai law should be amended to conform to the principle of democracy and be in line with other countries by imposing penalty only for those who engage in the offense, no matter they are executive committee or members of the party. Regarding the term for which the political rights is deprived, it should be imposed for not over 5 years, depending upon the discretion of the Court considering severity and circumstances of the offense. Dissolution of a political party not only affects the party members in many cases, but also gives negative impacts to the political and administrative structure of Thailand. Also, it is not the way or measure to solve the political problems of Thailand to be better; on the other hand, it rather increases problems to the procedure in developing political parties to be political institutions and causes more weakness to political parties as the dissolution of political parties might be used as mechanism for seeking political benefits and advantages.
For suggestion, the dissolution of political parties should be made specifically for severe cases. Two circumstances that impact the fundamental principles should be explicitly prescribed in the Constitution: a political party performs an act in a subversive or hostile manner to the constitutional monarchy. Also, the measure of “ordering to quit the act” should be used as a substitute for the dissolution of political parties for moderately severe cases. The termination of political parties should be in the case where a political party terminates itself according to the regulations. Other cases are viewed to be abolished to protect the people’s freedom of consolidating as political parties
การเคลื่อนไปสู่วิสาหกิจเพื่อสังคม: พลวัตและการพัฒนาของกลุ่มอาชีพฐานการเกษตรในจังหวัดเชียงราย
Thesis (Ph.D. (Social Development Administration))--National Institute of Development Administration, 2022The objectives of this research were: 1) to study livelihood strategies and adaptation of agricultural-based occupational groups in Chiang Rai Province following the social enterprise approach; 2) to investigate the driving process of agricultural-based occupational group development to be social enterprises; and 3) to analyze the effects of this driving on livelihood improvement of local community members. The research was conducted following the qualitative research methodology in which the case study approach was primarily chosen. Three community enterprises upgraded from agricultural-based occupational groups in rural communities in Chiang Rai Province, namely 1) Ban Samarnmit Organic Products Processing Community Enterprise, 2) Ban Pa Saang Nuea Food Processing Community Enterprise and 3) Naang Lae Pineapple Grower Community Enterprise for Export in Ban Rong Pla Khao, were purposively selected. In-depth interviews were conducted for data collection with 36 key informants together with non-participant observation. Data were analyzed by means of content analysis, typological analysis, logical reasoning and data synthesis. The research findings were as follows. 1) Most of the community members in the three communities selected were engaged in agriculture, but they often faced the vulnerabilities caused by water shortage for farming and low prices of agricultural products. As a result, they adapted their livelihood strategies by establishing agricultural-based occupational groups to work together in solving the problems. 2) The development driving process of agricultural occupational groups of all three communities was related to adjusting the management of livelihood assets available in each community and wisely utilized them to improve production process and products’ quality by applying entrepreneurial concepts of management. 3). The development and the adaptation of these agricultural-based occupational groups resulted in the improvement of the livelihoods of the community members, especially those participated actively in the development process. งานวิจัยนี้มีวัตถุประสงค์คือ 1) เพื่อศึกษายุทธวิธีและการปรับตัวในการดำรงชีพของกลุ่มอาชีพฐานการเกษตรในจังหวัดเชียงรายตามแนวทางวิสาหกิจเพื่อสังคม 2) เพื่อศึกษากระบวนการขับเคลื่อนการพัฒนากลุ่มอาชีพฐานเกษตรไปสู่การเป็นวิสาหกิจเพื่อสังคม 3) เพื่อวิเคราะห์ผลของการขับเคลื่อนการพัฒนากลุ่มอาชีพฐานเกษตรไปสู่การเป็นวิสาหกิจเพื่อสังคม การดำเนินการวิจัยเป็นไปตามระเบียบวิธีวิจัยเชิงคุณภาพ กลุ่มตัวอย่างที่ใช้คือกลุ่มอาชีพฐานเกษตร 3 กลุ่ม ในชุมชนชนบทของจังหวัดเชียงราย การรวบรวมข้อมูลใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวนทั้งหมด 36 คน ควบคู่กับการสังเกตแบบไม่มีส่วนร่วม วิเคราะห์ข้อมูลด้วยวิธีการวิเคราะห์เนื้อหา การจัดหมวดหมู่ การวิเคราะห์เหตุผลเชิงตรรกะ และการสร้างข้อสรุปเชิงอุปนัย ผลการศึกษาพบว่า 1) สมาชิกของทั้ง 3 ชุมชนซึ่งส่วนใหญ่ประกอบอาชีพเกษตรกรรมเป็นหลักประสบกับความเปราะบางจากการขาดแคลนน้ำสำหรับการเกษตร ปัญหาราคาผลิตผลเกษตรตกต่ำ จึงได้พยายามปรับยุทธวิธีการดำรงชีพด้วยการรวมตัวกันจัดตั้งกลุ่มอาชีพฐานการเกษตร 2) การขับเคลื่อนการพัฒนาของกลุ่มอาชีพฐานเกษตรปรากฏในรูปแบบของการนำเอาทรัพย์สินต่าง ๆ ที่เกี่ยวข้องกับการดำรงชีพมาผลิตและปรับปรุงคุณภาพสินค้าผ่านการจัดการเชิงธุรกิจที่มุ่งแก้ปัญหาการดำรงชีพและลดความเปราะบาง 3) ผลของการขับเคลื่อนการพัฒนานี้ช่วยในการยกระดับการดำรงชีพของสมาชิกชุมชน โดยทำให้พวกเขามีรายได้และความเป็นอยู่ที่ดีขึ้น อีกทั้งยังลดความเปราะบางอย่างสอดคล้องกับบริบทบทของชุมชนท้องถิ่
A feasibility study of developing a retirement community project in Thailand

(Economics and Management))--National Institute of Development Administration, 2022Population aging was a global concern as many countries, including Thailand, had already become the aged society. However, most of the real estate developers were still focusing on conventional residential projects which were not suitable for elderly due to lack of facilities and services. Currently, the majority of Thai elderly had to choose between living under family support or moving into public-operated retirement community, in which their living condition could hardly be ensured. This study aimed to explore the possibility of private sector real estate developers to engage in the retirement project by determining the financial feasibility of a private-operated retirement project using cost benefit analysis. Market survey and semi-structured interviews were conducted prior to the analysis, and we found that under the current market demand, a retirement project could generate a positive net present value, however the return on investment was lower than conventional real estate project. Hence, financial support from the public sector might be needed in order to better motivate the private developers to engage in the retirement projects

Thesis (Ph.D. (Integrated Tourism and Hospitality Management))--National Institute of Development Administration, 2022This research noticed the opportunity to expand the Thai tourism market to Chinese high-value tourists and it is interesting to study the current Thai image that can affect the awareness of Chinese tourists. Although many previous scholars studied on destination loyalty in several contexts, the literature on this subject is limited. The primary is focused on service quality, destination image, perceived value, satisfaction, and loyalty; but examined in different research area and sample group. Therefore, this study proposes to increase academic research on developing Thailand’s destination image to establish Chinese high-value tourists’ loyalty, providing both theoretical and managerial knowledge.
The objectives of this study are 1) To analyze the factors influencing destination loyalty of Chinese high-value tourists. 2) To examine the causal relationships among the constructs: service quality, destination image, destination satisfaction, perceived value and destination loyalty of Chinese high-value tourists. 3) To propose model developing Southern Thailand’s image as a high-end destination to establish destination loyalty to Chinese high-value tourists.
The research design with quantitative methods was employed to achieve these objectives. The researcher used proportion sampling of tourists by divided into 3 provinces in Southern of Thailand: Phuket, Krabi and Surat Thani (Samui). According to the most favorable provinces in Southern Thailand as a representative. Researcher selects the samples based on a non-probability sampling method by purposive sampling. The researcher collecting data, Chinese high value tourists 400 respondents, through online channels by created a Chinese questionnaire through an online platform using www.wenjuan.com which is the famous survey platform in China. The questionnaires were distributed through travel agents located in Beijing, Shenzhen and Hangzhou. The questionnaire, which consists of three parts: Part 1: Personal data and travel-related information; Part 2: Opinion on the factors affecting loyalty. by using a gauge 7-level rating scale according to the Likert Scale and Part 3: Other recommendations. This research utilized CFA due to its strengths at testing the relative strength of factors in a full model. The finding of this research revealed that the proposed model had a good fit of a statistical model was determined by how well it fits a set of observations Chi – Square = 221.830 df = 195.0 CMIN/df. 1.138 < 2.0 GFI =0.958 AGFI = 0.931 NFI=0.974 IFI=0.997 CFI=0.997 RMR=0.032 and RMSEA=0.020 in the level of significant (P < 0.05).
The scope of this research is examining the perspective of Chinese high-value tourists who had been traveled to Phuket, Krabi and Surat Thani (Samui) in Thailand. A literature review of prior scholars related to Chinese high-value tourist and variable factors affecting both destination image and destination loyalty. The study was conducted from September, 2017 till March, 2022. The process of study includes literature review, research design, data collection, data analysis, and output report.
The findings of the study discovered that destination image of southern Thailand has the directly influence on the destination loyalty of Chinese high-value tourists through satisfaction variables. The perceived value factor has a direct positive influence on the loyalty of Chinese high-value tourists toward Southern Thailand. Service quality factors have an indirect positive influence on destination loyalty through satisfaction variables. Furthermore, the satisfaction factor also has a direct influence on the destination loyalty of Chinese high-value tourists toward Southern Thailand as well. From the results of the study Stakeholders such as governments, entrepreneurs and educational institutions could utilized these results as a guideline to develop the factors that affect Chinese high-value tourists’ loyalty. This will increase the competitiveness of Southern Thailand in order to be a quality destination for Chinese high-value tourists

Thesis (D.P.A.)--National Institute of Development Administration, 2022This dissertation aims to study the Processed Agricultural Products Industry Prototype city of Nongjik District, Pattani province, based on the Collaborative Governance theory with the following objectives: 1) to study the context of administration under the Agricultural Industry City Project of Nongjik district, Pattani Province, 2) to analyze the collaborative governance in the processed agricultural product industry prototype city of Nongjik district, Pattani province 3) to evaluate the collaborative governance in the processed agricultural products industry prototype city of Nongjik district, Pattani province. This research is qualitative research consisting of 17 main important informants from the government, business, and public sectors, divided into three levels: the policy level, the policy control level, and the implementation level. The research consists of a documentary study, in-depth interviews, and a field study using questionnaires and semi-structured interview methods. The analysis was done through content analysis. The result showed that the southern provinces have been facing poverty, a lack of knowledge in careers, and unrest caused by the conflict of ethnicity, religion, and the delay in the judicial process that led to the lack of trust in the government. The government has the policy of creating a pilot Prototype city by choosing Nongjik district as one of the three districts with the goal of developing into a processed agriculture Prototype city due to the potential of the area. The framework for driving forward is the development of agriculture and supporting basic infrastructures. The collaboration consisted of establishing an organization in the form of a steering committee at the district level consisting of members from different allies and networks of stakeholders, which were the government sector, business sector, and community enterprise sector. The management is open for all the stakeholders to express their opinions through formal meetings within the four-year timeframe. Nongjik District Chief is the chairperson with the power to give orders, coordinate, facilitate, and monitor the results. As for the collaboration, the people developed trust in the project. Although there was no commitment, the relationship between the participants was formed through the network relationship and the benefit that every party receives. The proposal for the development of the public affairs management in the future is that in the project design, the private and civil society sector should have a mutual and consistent benefit to create a sustainable long-term relationship
Policy implications for building destination loyalty of cruise passengers in Southern Thailand
Thesis (Ph.D. (Integrated Tourism and Hospitality Management))--National Institute of Development Administration, 2022Given the fast-paced development in cruise tourism industry, thus many potential countries offer considerably more competition. In the huge growing cruise tourism industry, Thailand has a tremendous prospect for taking benefits from the expansion rate in the cruise market from the loyalty of cruise passengers who have experience at Thailand's port of call to revisit to the destination as land-based tourists or recommend to others. In terms of the loyalty of cruise passengers as land-based tourists, there is still not any study result that can be applied as proposed policy implications for building destination loyalty of cruise passengers to revisit as land-based tourists and recommend to others in Southern Thailand. On this account, the aims of this study were; 1) to explore the factors relating to the destination image, destination experience quality, perceived destination value, and destination satisfaction, which affect the destination loyalty of cruise passengers, 2) to examine the causal relationship among destination image, destination experience quality, perceived destination value, destination satisfaction, and destination loyalty of cruise passengers who experience in Southern Thailand, 3) to develop the model of destination loyalty for cruise passengers who experience in Southern Thailand, and 4) to propose policy implications for building destination loyalty of cruise passengers to revisit as a land-based tourist and recommend to others in Southern Thailand.
The study employed mixed method research. The quantitative research methodology was employed using an online questionnaire to collect data from 440 cruise passengers who being foreign tourists and had experienced at Thailand port during their cruise, and purposive sampling was performed to recruit cruise passengers’ respondents. The descriptive analysis was frequency, percentage, standard deviation and mean, while the inferential analysis was performed with confirmatory factor analysis (CFA), Structural Equation Model (SEM). Moreover, the in-depth interview was also performed to collect the data from a specific population of small size but noteworthy in terms of their opinions of cruise tourism as to the key informants. There were 12 key informants by had experience in cruise tourism for a least three years. They were office in two groups; government sectors and private sectors. The interview data were analyzed with thematic analysis. The study results and described below.
(1) The descriptive of traveling information showed that the purpose for cruise and visiting Thailand of the majority of respondents is leisure/holiday. Most cruise passengers have visited Thailand less than three times and were first-time cruising to Thailand destination. A beautiful environment and scenery is the majority motivation to travel while natural attractions and city tours are the most preferred attraction and activity onshore destination. Most cruise passengers arrange onshore excursions by purchasing shore excursions and spending on shore excursions and activities. Social media is the largest channel to gather information to travel to Thailand's destinations.
(2) The level of cruise passengers’ perception upon variables affecting loyalty of cruise passengers to revisit as a land-based tourist and recommend to others in Southern Thailand. The results can be summarized that cruise passengers have perceived destination image at a high level of agreement. Consequently, the destination image has six elements receiving all high levels of the agreement. Regarding destination experience quality, cruise passengers have perceived destination experience quality at a high level of agreement. Perceived destination value, all four observation variables were perceived at a high level of agreement. Destination satisfaction has a high level of agreement. Finally, cruise passengers who experienced in Thailand’s destination have a high level of agreement of destination loyalty.
(3) The factors relating to the destination image, destination experience quality, perceived destination value, and destination satisfaction, which affect the destination loyalty of cruise passengers were employed by using SEM. The factor variables analysis was performed in all measurement models. The CFA analysis result revealed destination image has six components, destination experience quality has four components, and perceived destination value has four components. Destination image had comprised of 6 latent constructs which are tourism environment, tourist resources, tourist activities, tourist infrastructure, social environment, and accessibility. Destination experience quality is comprised of 4 observed variables as follows: immersion, surprise, participation, and fun. Perceived destination value, is involved of 4 observed variables as follows: functional value (quality), functional value (price), social value, and emotional value. Destination satisfaction and destination loyalty are comprised of 6 indicators.
(4) Regarding the causal relationship, the result has presented six hypotheses were supportive which are destination image positively influences on perceived destination value, destination image positively influences on destination satisfaction, destination image positively
(5) The analysis results of The model of destination loyalty for cruise passengers who experience in Southern Thailand was confirmed by the good model fit indices: The chi-square statistic (X2) of the structural relationship model = 2855.193, degrees of freedom (df) = 1063, P-value = 0.087, the ratio between the chi-square value and the number of degrees of freedom (X2 /df) = 2.685, comparative Fit Index (CFI) = 0.975, Tucker-Lewis Index (TLI) =0.971, and Root Mean Square Error of Approximation (RMSEA) 0.039.
(6) Based on the above study results, the researcher proposes three policies implications for building destination loyalty of cruise passengers to revisit as land-based tourists and recommend to others in Southern Thailand: 1) Strengthening the effectiveness of destination image for cruise tourism 2) Building the greater memorable experience quality for cruise tourism, and 3) Creating and empowering destination value for cruise tourism
