Risks Associated with Taking DNA Samples for Forensic Purposes
No full textTato bakalářská práce se zabývá posouzením rizik souvisejících s odběrem vzorků DNA pro forenzní účely. Biologické stopy představují v kriminalistice zásadní důkazní materiál, jehož integrita může být snadno ovlivněna nesprávným odběrem, manipulací či uchováním. Teoretická část práce se věnuje využití DNA v kriminalistickém kontextu, typologii biologického materiálu a zásadám jeho správného zajištění, rovněž jsou zde vymezeny zdroje rizik znehodnocení při odběru a zpracování vzorků. Praktická část aplikuje metodu FMEA k systematickému posouzení potenciálních rizik v jednotlivých fázích procesu odběru. Na základě výsledků analýzy jsou navržena konkrétní a v praxi uplatnitelná opatření k redukci rizik. Práce přináší podněty ke zvyšování spolehlivosti forenzních důkazů a přispívá k posílení kvality kriminalistické praxe.This thesis addresses the assessment of risks associated with the collection of DNA samples for forensic purposes. Biological traces represent crucial evidence in criminalistics, whose integrity can be easily compromised by improper collection, handling, or storage. The theoretical part of the thesis focuses on the use of DNA in the forensic context, the typology of biological materials, and the principles of their proper handling, with a specific focus on identifying sources of risks related to the degradation of samples during collection and processing. The practical part applies the FMEA method to systematically assess potential risks at different stages of the sample collection process. Based on the analysis results, specific and practically applicable measures are proposed to mitigate the risks. This work provides insights into improving the reliability of forensic evidence and contributes to enhancing the quality of forensic practice.Ústav krizového řízen
Development of a Methodological Manual for Adaptation and Education at the Regional Hygiene Station of the Olomouc Region
No full textDiplomová práce se zabývá adaptací a vzděláváním zaměstnanců Krajské hygienické stanice Olomouckého kraje. Cílem práce je analyzovat největší problémy v oblasti adaptace a vzdělávání zaměstnanců Krajské hygienické stanice Olomouckého kraje a navrhnout možná doporučení na zlepšení. Teoretický základ vychází ze zásad literární rešerše a zabývá se oblastí řízení lidských zdrojů, analýzy rizik, sběru dat a krajské hygienické stanice. V praktické části dochází pomocí rozhovorů a dotazníků k identifikaci rizik. K podrobné analýze rizik práce využívá Diagram příčin a následků a Matici rizik. Výsledkem diplomové práce je metodická příručka, která může být použita jako nástroj personálního řízení pro stabilizaci a rozvoj pracovníků.The thesis is focused on the adaptation and training of the employees of the Regional Hygiene Station of the Olomouc Region. The aim of the thesis is to analyse the biggest problems in the field of adaptation and training of employees of the Regional Hygiene Station of the Olomouc Region and to propose possible recommendations for improvement. The theoretical basis is based on the principles of a literature search and deals with the areas of human resources management, risk analysis, data collection and the Regional Hygiene Station. In the practical part, the identification of risks is carried out by means of interviews and questionnaires. The work uses the Cause and Effect Diagram and the Risk Matrix for a detailed risk analysis. The result of the thesis is a methodological manual that can be used as a personnel management tool for the stabilization and development of employees.Ústav krizového řízen
Tactical Training of Fire Protection Units
No full textBakalářská práce se zabývá problematikou cvičení složek integrovaného záchranného systému v České republice. Hlavním cílem práce je analyzovat význam a organizaci taktických cvičení, které slouží k ověření připravenosti jednotek a jejich schopnosti efektivně reagovat na mimořádné události. Práce se rovněž zabývá právním rámcem IZS, který stanovuje povinnosti a pravomoci jednotlivých složek při plánování a provádění cvičení, integrovaný záchranný systém jako celek, včetně jeho složek a především se zabývá hasičským záchranným sborem a jednotkami požární ochrany. Cílem práce je vytvoření a vyhodnocení plánu taktického cvičení pro konkrétní jednotku požární ochrany, které se zabývá dopravní nehodou s následným požárem a jeho zdolávání, za pomoci využití vybraných metod analyticko-empirické části práce, kam spadá modelování, komparace, explanace anebo řízený rozhovor.This bachelor's thesis deals with the issue of training exercises for the components of the Integrated Rescue System in the Czech Republic. The main objective of the thesis is to analyze the significance and organization of tactical exercises, which serve to verify the preparedness of units and their ability to respond effectively to emergency situations. The thesis also examines the legal framework of the Integrated Rescue System, which defines the responsibilities and powers of individual components in planning and conducting exercises. Additionally, it focuses on the Integrated Rescue System as a whole, including its components, with a particular emphasis on the Fire Rescue Service and fire protection units. The aim of the thesis is to develop and evaluate a tactical exercise plan for a specific fire protection unit, dealing with a traffic accident followed by a fire and its suppression. Dealing with Emergency Events in the Context of Selected Prison
No full textBakalářská práce je zaměřena na řešení mimořádných událostí ve vybrané Věznici Břeclav. Zabývá se obecnými postupy pro řešení mimořádných událostí, které vyplývají z platných zákonů a nařízení. V rámci práce je zahrnut popis současného stavu objektu Břeclav a identifikace možných mimořádných událostí. Byly použity metody pozorování, popisu, sběru dat pomocí polostrukturovaného rozhovoru, analýzy, syntézy, dedukce a indukce. Dále bylo použito metod pro zjištění připravenosti věznice a vyhodnocení nejnebezpečnějších mimořádných událostí SWIFT a KARS. Dle získaných výsledných dat byly vytvořeny konkrétní doporučení pro zlepšení připravenosti Věznice Břeclav na řešení mimořádných událostí.The bachelor thesis is focused on the resolution of emergencies in the selected Břeclav Prison. It deals with the general procedures for dealing with emergencies, which result from the applicable laws and regulations. The thesis includes a description of the current state of the Breclav facility and identification of possible emergencies. Methods of observation, description, data collection by means of semi-structured interview, analysis, synthesis, deduction and induction were used. In addition, SWIFT and KARS methods were used to determine the preparedness of the prison and to evaluate the most dangerous emergencies. According to the resulting data, specific recommendations were made to improve the preparedness of Breclav Prison for dealing with emergencies.Ústav ochrany obyvatelstv
Evacuation of the Kindergarten
No full textTato bakalářská práce se věnuje problematice evakuace v prostředí mateřských škol se zaměřením na zvýšení bezpečnosti dětí při mimořádných událostech. Cílem práce je na základě analýzy současného stavu připravenosti vybrané mateřské školy v obci Březolupy navrhnout konkrétní opatření ke zlepšení evakuačních postupů. V teoretické části jsou popsány základní pojmy ochrany obyvatelstva, právní rámec a typologie evakuací, se zvláštním důrazem na školská zařízení. Praktická část se zabývá přípravou, realizací a vyhodnocením cvičné evakuace ve zmíněné mateřské škole. Zjištěné poznatky byly dále zpracovány pomocí SWOT analýzy, která identifikovala silné a slabé stránky stávajícího systému, příležitosti ke zlepšení a potencionální hrozby. Na základě výsledků jsou navržena opatření vedoucí ke zvýšení efektivity evakuace a celkové bezpečnosti objektu. Výsledky práce mohou posloužit jako inspirace i pro další předškolní zařízení.This bachelor thesis addresses the issue of evacuation in the context of kindergartens, with a focus on enhancing the safety of children during emergencies. The aim of the thesis was to analyze the current state of preparedness of a selected kindergarten in the municipality of Březolupy and to propose specific improvements to evacuation procedures. The theoretical part introduces key concepts of civil protection, the legal framework, and the classification of evacuation types, with particular attention to educational institutions. The practical part focuses on the planning, implementation, and evaluation of a drill evacuation carried out at the selected kindergarten. The findings were further assessed using a SWOT analysis, which identified the strengths and weaknesses of the existing system, opportunities for impro-vement, and potential threats. Based on the results, several measures were proposed to incre-ase the efficiency of evacuation procedures and the overall safety of the facility. Firefighting Culture and Effectiveness
No full textBakalářská práce se zabývá analýzou faktorů, které mají vliv na efektivitu hašení požárů v České republice. Důvodem volby tohoto tématu je potřeba identifikovat klíčové oblasti ovlivňující úspěšnost zásahů jednotek požární ochrany (JPO), a tím přispět k celkovému zlepšení hasičské praxe a bezpečnosti při zásazích. Hlavním cílem práce je proto analyzovat stávající pracovní návyky, interní postupy, komunikační procesy a úroveň sdílených znalostí mezi příslušníky profesionálních a dobrovolných hasičských jednotek a navrhnout opatření, která povedou ke zvýšení jejich výkonnosti. V práci byly použity metody dotazníkového šetření mezi příslušníky Hasičského záchranného sboru ČR a jednotek sboru dobrovolných hasičů obcí, SWOT analýza pro zhodnocení silných a slabých stránek současného stavu a terénní výzkum, který zahrnoval praktické ověření vybraných aspektů hašení formou fyzikálních pokusů. Výsledky práce přinášejí doporučení pro zlepšení výcviku hasičů, optimalizaci pracovních postupů a inovaci vybavení, což má potenciál vést ke zkrácení reakčních časů a vyšší celkové efektivitě při zásazích.The bachelor thesis deals with the analysis of factors that influence the effectiveness of fire fighting in the Czech Republic. The reason for the choice of this topic is the need to identify the key areas affecting the success of fire protection units (FPU) interventions and thus contribute to the overall improvement of firefighting practice and safety during interventions. Therefore, the main objective of the thesis is to analyse the current work habits, internal procedures, communication processes and the level of shared knowledge between members of professional and volunteer firefighting units and to propose measures that will lead to an increase in their performance. The methods used in the thesis were a questionnaire survey among members of the Fire Rescue Service of the Czech Republic and municipal volunteer firefighting units, a SWOT analysis to assess the strengths and weaknesses of the current situation and field research, which included practical verification of selected aspects of firefighting in the form of physical experiments. The results of the work provide recommendations for improving firefighter training, optimizing work procedures and upgrading equipment, which has the potential to lead to shorter response times and greater overall efficiency in response operations.Ústav ochrany obyvatelstv

Cílem práce je nejen teoreticky vymezit pojem aktivního střelce, popsat jeho typické rysy, motivaci a průběh útoku, ale také analyzovat konkrétní případy z České republiky i ze zahraničí. Praktická část se zaměřuje na výzkum míry informovanosti a připravenosti obyvatelstva v krizové situaci, a to prostřednictvím dotazníkového šetření a kvalitativních rozhovorů. Výsledky práce vedou k návrhu preventivních opatření včetně edukačního letáku a konceptu mobilní aplikace "ZACHRAŇ SE!", které mají za cíl zvýšit povědomí veřejnosti a podpořit krizovou připravenost. Práce rovněž zdůrazňuje význam prevence, edukace a mezioborové spolupráce při řešení problematiky násilných útoků v civilním prostředí.This bachelor's thesis focuses on the phenomenon of active shooter attacks as one of the most serious security threats of the present day. The aim of the thesis is not only to theoretically define the concept of an active shooter, describe their typical traits, motivations, and the course of an attack, but also to analyze specific cases from both the Czech Republic and abroad. The practical part concentrates on examining the level of public awareness and preparedness in crisis situations through a questionnaire survey and qualitative interviews. The results of the research serve as the basis for proposed preventive measures, including an educational leaflet and a concept for the mobile application "ZACHRAŇ SE!" ("SAVE YOURSELF!"), designed to raise public awareness and strengthen crisis readiness. Care of the Wounded in Combat Conditions
No full textTato bakalářská práce se zabývá problematikou péče o raněné v bojových podmínkách, a to jak z teoretického, tak z praktického hlediska. Teoretická část se zaměřuje na historický vývoj vojenské medicíny, klasifikace a typologie nejčastějších zranění, popis zásad první pomoci v bojových podmínkách, se zaměřením na systém TCCC (Tactical Combat Casualty Care), organizace odsunu raněných, včetně logistických a strategických aspektů a péče o raněné v současných konfliktech. Praktická část práce obsahuje zdravotnickou přípravu vojáků AČR a analýzu efektivity postupů při ošetřování raněných v simulovaných bojových podmínkách. Součástí této části je vyhodnocení jednotlivých aspektů na základě simulační metody, pozorování, strukturovaných rozhovorů se cvičícími, kvantitativní analýzy a srovnávací analýzy. Výsledky poskytují zpětnou vazbu na účinnost výcviku a odhalují oblasti pro zlepšení ve výuce a tréninku první pomoci v bojových podmínkách.This bachelor's thesis focuses on the issue of combat casualty care from both theoretical and practical perspectives. The theoretical part examines the historical development of military medicine, the classification and typology of the most common injuries, the principles of first aid in combat conditions with a focus on the TCCC (Tactical Combat Casualty Care) system, the organization of casualty evacuation, including logistical and strategic aspects, and the care of the wounded in modern conflicts. The practical part of the thesis includes the medical training of Czech Armed Forces soldiers and an analysis of the effectiveness of procedures for treating casualties in simulated combat conditions. This section evaluates various aspects based on simulation methods, observations, structured interviews with trainees, quantitative analysis, and comparative analysis.
