Analysis and Evaluation of Evacuation Measures of a Selected Gymnasium
No full textBakalářská práce se zabývá problematikou evakuace osob na Gymnáziu Zábřeh v Olomouckém kraji. V rámci práce byl zpracován teoretický vstup do dané problematiky, popis a posouzení aktuálního evakuačního zabezpečení a v neposlední řadě návrh ke zlepšení aktuálního stavu. Kýžených výsledků bylo dosaženo za použití modelování v softwarovém nástroji Pathfinder, dedukce, indukce, pozorování, analýzy a následné syntézy. Výsledkem práce je identifikace nedostatků, na jejichž základě jsou navržena opatření k zefektivnění procesu evakuace ve vybraném objektu.The bachelor thesis deals with the issue of evacuation of persons at the Zábřeh Gymnasium in the Olomouc Region. The thesis includes a theoretical introduction to the issue, a description and assessment of the current evacuation security and, last but not least, a proposal to improve the situation. The desired results were achieved using modelling in the Pathfinder software tool, deduction, induction, observation, analysis and subsequent synthesis. The result of the work is the identification of deficiencies on the basis of which measures are proposed to improve the efficiency of the evacuation process in the selected facility.Ústav ochrany obyvatelstv
Analysis of the Historical Development of Floods in the City of Přerov and Its Surroundings
No full textTato bakalářská práce se zaměřuje na analýzu historických povodní v oblasti města Přerova a přilehlých obcí, konkrétně v Dřevohosticích a v dalších menších přilehlých vesnicích. Teoretická část práce se věnuje vysvětlení základních pojmů týkajících se povodní, přehledu příslušného legislativního rámce, opatřením na ochranu před povodněmi a popisu záchranných prací prováděných před, během a po povodňových událostech. Praktická část se zaměřuje na historickou analýzu a následné vyhodnocení současného stavu ochrany před povodněmi v dané oblasti. Výstupem práce je soubor doporučení, která mohou být využita místní samosprávou a obyvateli k posílení protipovodňové prevence a připravenosti.This bachelor thesis focuses on the analysis of historical floods in the area of the town of Přerov and adjacent villages, specifically in Dřevohostice and other smaller adjacent villages. The theoretical part of the thesis is devoted to an explanation of basic concepts related to floods, an overview of the relevant legislative framework, flood protection measures and a description of rescue works carried out before, during and after flood events. The practical part focuses on the historical analysis and subsequent assessment of the current state of flood protection in the area. No full textBakalářská práce se věnuje problematice prevence požární ochrany a konkrétně se zaměřuje preventivně výchovné činnosti v oblasti požární ochrany na základních školách. Stěžejním cílem je zhodnocení aktuálního systému v České republice, srovnání s vybranými okolními státy a identifikace silných a slabých stránek prostřednictvím SWOT analýzy. V rámci praktické části bylo uskutečněno dotazníkové šetření mezi žáky 6. tříd a na základě výsledků jsou navržena doporučení ke zvýšení efektivity výuky. Výstupem práce jsou návrhová opatření pro zlepšení kvality výuky preventivně výchovné činnosti na území České republiky.The bachelor thesis addresses the issue of fire protection prevention, specifically focusing on preventive education activities in the field of fire protection at primary schools. The main objective is to evaluate the current system in the Czech Republic, compare it with selected neighboring countries, and identify strengths and weaknesses through a SWOT analysis. As part of the practical section, a questionnaire survey was conducted among 6th-grade students, and based on the results, recommendations for increasing the effectiveness of the education process are proposed. Evacuation of Selected Building of the Municipality of Přerov
No full textBakalářská práce se věnuje problematice evakuace osob z administrativní budovy Magistrátu města Přerova. V teoretické části jsou vymezeny základní pojmy související s evakuací, je zde představen právní rámec a jsou popsány faktory, které ovlivňují průběh evakuace. Cílem praktické části je pomocí simulačního softwaru Pathfinder vytvořit model evakuace v běžném provozu, identifikovat riziková místa, vyhodnotit výsledky a navrhnout opatření ke zlepšení bezpečnosti. V práci je vytvořen prostorový model objektu a provedena simulace evakuace 94 osob. Výsledky umožňují posoudit průchodnost únikových cest, odhalit místa s vyšší koncentrací osob a vyhodnotit celkovou dobu potřebnou k opuštění budovy. Na základě zjištění jsou navržena konkrétní opatření. Součástí práce jsou také vizualizace a videa ze simulace, která znázorňují průběh evakuace v reálném čase.The bachelor thesis focuses on the issue of evacuation of people from the administrative building of the City Hall of Přerov. The theoretical part defines the basic concepts related to evacuation, presents the legal framework, and describes the factors that influence the course of an evacuation. The aim of the practical part was to create an evacuation model under normal operating conditions using the Pathfinder simulation software, identify risk areas, evaluate the results, and propose measures to improve safety. A spatial model of the building was created and a simulation of the evacuation of 94 people was carried out. The results made it possible to assess the capacity of escape routes, identify areas with higher concentrations of people, and evaluate the total time needed to evacuate the building. Based on the findings, specific safety improvements were proposed. The thesis also includes visualizations and videos from the simulation that illustrate the evacuation process in real time.Ústav ochrany obyvatelstv

No full textPráce pojednává o problematice hybridního působení, jež představuje soubor mezirezortních činností cílících k naplnění vojensko-politických cílů. Zmíněná problematika je řešena v kontextu terminologickém, historickém a aktuálním. Oblast aktuálna je vztahována k České republice, přičemž jsou řešeny otázky, zda hybridní působení je hrozbou pro Českou republiku a jaká možná protiopatření jsou relevantní. V rámci hybridní války na území České republiky je řešená problematika konkretizována na oblast informačního působení, jakožto nástroje sociálního inženýrství. Zkoumanou hrozbou informačního působení je důsledek dezinformací na dlouhodobé konzumenty škodlivých narativů.The paper discusses the issue of hybrid operations, which represents a set of interdepartmental activities aimed at fulfilling military-political objectives. This issue is addressed in the context of terminology, history, and current relevance. The current aspect is related to the Czech Republic, examining whether hybrid operations pose a threat to the country and what possible countermeasures are relevant. Within the context of hybrid warfare on the territory of the Czech Republic, the issue is specifically focused on the area of information operations as a tool of social engineering. První je teoretická část, kde jsou vytyčeny pojmy, které souvisí nejen s evakuací, ale i s onemocněním zvířat a mimořádnými událostmi. Taktéž jsou zde definovány konkrétní mimořádné události, které se dějí ve světě takřka každý den. Dále je zde charakterizována evakuace a její rozdělení, což je výchozím tématem pro evakuaci zvířat, kde jsou popsány jednotlivé etapy, přeprava, evakuační plán a bezpečnost. Druhou částí je praktická část, kde je charakterizováno konkrétní zemědělské družstvo Velká Losenice, metody, kterými jsou zanalyzovány mimořádné události a návrh evakuace hospodářských zvířat.The bachelor thesis focuses on the issue of livestock evacuation in a selected agricultural cooperative. This thesis consists of two parts. The first part is the theoretical, where concepts related not only to evacuation but also to animal diseases and extraordinary events are outlined. It also defines specific extraordinary events that are happening in the world almost every day. It also characterises evacuation and its division, which is the starting point for animal evacuation, describing the main stages, transport, evacuation plan and safety. The Role of the Czech Red Cross in Emergency Situations
No full textBakalářská práce analyzuje humanitární pomoc realizovanou Českým červeným křížem v souvislosti s mimořádnou událostí na Ukrajině po vypuknutí ozbrojeného konfliktu v roce 2022. Teoretická část se věnuje historii a poslání Českého červeného kříže, Mezinárodního hnutí Červeného kříže a Červeného půlměsíce, struktuře a principům mezinárodního humanitárního práva. Praktická část se zaměřuje na konkrétní humanitární aktivity Českého červeného kříže, poskytování materiální pomoci Ukrajině a podporu uprchlíků v České republice. Výzkumná část využívá metodu polostrukturovaného rozhovoru se zástupcem oblastního spolku ČČK Kolín a členem humanitární jednotky ČČK z Opavy, kteří se aktivně podíleli na pomoci uprchlíkům z Ukrajiny. Na základě těchto rozhovorů byla provedena SWOT analýza, jež systematicky hodnotí vnitřní a vnější faktory ovlivňující činnost organizace. Výsledkem práce jsou konkrétní návrhy opatření ke zlepšení připravenosti a efektivity humanitární pomoci při budoucích krizových událostech.The bachelor's thesis analyzes the humanitarian aid provided by the Czech Red Cross in connection with the emergency situation in Ukraine following the outbreak of armed conflict in 2022. The theoretical part focuses on the history and mission of the Czech Red Cross, the International Red Cross and Red Crescent Movement, as well as the structure and principles of international humanitarian law. The practical part is devoted to specific humanitarian activities of the Czech Red Cross, the provision of material assistance to Ukraine, and the support of refugees in the Czech Republic. The research section is based on the method of semi-structured interviews conducted with a representative of the Kolín branch of the Czech Red Cross and a member of the humanitarian unit from Opava, both of whom were actively involved in assisting refugees from Ukraine. Based on these interviews, a SWOT analysis was carried out to systematically evaluate the internal and external factors affecting the organization's activities. The outcome of the thesis is a set of concrete recommendations aimed at improving the preparedness and effectiveness of humanitarian aid in future crisis situations.Ústav ochrany obyvatelstv

No full textBakalářská práce je zaměřena na posouzení připravenosti Českého červeného kříže na mimořádné události, vzdělávání členů Červeného kříže a materiálně-technické vybavenosti pro poskytování humanitární pomoci. Teoretická část seznamuje s Českým červeným křížem, jeho historií a činností při mimořádných událostech. Praktická část je pak zaměřena na identifikaci a posouzení současné připravenosti ČČK a soustředí se na oblast vzdělávání dle interních norem a na materiálně-technické vybavení, které je potřebné pro provádění činností v oblasti humanitární pomoci a kterým ČČK v současné době disponuje. V práci jsou využity metody SWOT analýzy, kvantitativní metody posouzení dotazníkového šetření a metoda syntézy. Výsledkem je vyhodnocení, zda jsou na úrovni krajů členové školeni dle interních norem a zda mají k dispozici dostatečné množství materiálu pro činnosti ČČK.The bachelor's thesis focuses on assessing the preparedness of the Czech Red Cross for emergency situations, the education of Red Cross members, and the material and technical readiness for providing humanitarian aid. The theoretical part introduces the Czech Red Cross, its history, and its activities during emergencies. The practical part focuses on identifying and assessing the current preparedness of the Czech Red Cross, concentrating on the area of education according to internal regulations and on the material and technical equipment necessary for performing activities in the field of humanitarian aid, which the Czech Red Cross currently possesses. The thesis uses methods such as SWOT analysis, quantitative assessment of the questionnaire survey, and the method of synthesis. Chemical and Biological Weapons and Protection against them in Czech Republic
No full textBakalářská práce je zaměřena na problematiku chemických a biologických zbraní a připravenost obyvatelstva na tento typ hrozby. Práce je rozdělena na dvě části, teoretickou a praktickou. V teoretické části jsou popsány zbraně hromadného ničení, s důrazem na chemické a biologické zbraně, jejich historický vývoj, účinky na lidský organismus a možnosti šíření. Dále je rozebrána problematika chemického a biologického terorismu, rizika v oblasti kritické infrastruktury, prostředky ochrany obyvatelstva a legislativní rámec upravující tuto oblast. Praktická část je zaměřena na zjištění informovanosti a připravenosti obyvatel ve třech vybraných krajích - Jihomoravském, Moravskoslezském a Olomouckém. Výzkum se zaměřuje na úroveň znalostí základních pojmů, orientaci ve varovném systému, postoje k problematice CBRN a ochotu obyvatel k dalšímu vzdělávání. Na základě získaných dat jsou navržena konkrétní opatření vedoucí ke zlepšení informovanosti a zvýšení připravenosti obyvatelstva na případné mimořádné události spojené s chemickým nebo biologickým ohrožením.The bachelor thesis focuses on the issue of chemical and biological weapons and the preparedness of the population for this type of threat. The thesis is divided into two parts - theoretical and practical. The theoretical part describes weapons of mass destruction, with an emphasis on chemical and biological weapons, their historical development, effects on the human body, and methods of dissemination. Furthermore, it discusses the topic of chemical and biological terrorism, risks to critical infrastructure, means of civil protection, and the legislative framework regulating this area. The practical part is focused on assessing the awareness and preparedness of residents in three selected regions - the South Moravian, Moravian-Silesian, and Olomouc regions. The research focuses on the level of knowledge of basic terms, understanding of the warning system, attitudes toward CBRN issues, and the willingness of citizens to further educate themselves. No full textBakalářská práce se zabývá problematikou ochrany měkkých cílů se zaměřením na vypracování bezpečnostního plánu pro zimní stadion v Břeclavi. Hlavním cílem je identifikace hrozeb, vyhodnocení rizik a návrh konkrétních bezpečnostních opatření s cílem zvýšit bezpečnost během hromadných sportovních a společenských akcí. Práce je rozdělena na teoretickou část, která se věnuje legislativnímu rámci, typologii měkkých cílů a přístupům k jejich zabezpečení, a na praktickou část, jež obsahuje analýzu konkrétního objektu, scénáře krizových situací a návrh uceleného bezpečnostního plánu. Výstupem je aplikovatelný model, který může sloužit i pro jiné obdobné objekty.The bachelor thesis deals with the issue of soft target protection with a focus on the development of a security plan for the ice rink in Breclav. The main objective is to identify threats, evaluate risks and propose specific security measures to increase security during mass sport and social events. The thesis is divided into a theoretical part, which deals with the legislative framework, typology of soft targets and approaches to their security, and a practical part, which includes an analysis of a specific facility, scenarios of crisis situations and the design of a comprehensive security plan.
