    Effects of the Washington Metro's Silver Line expansion into Fairfax County, Virginia

    Public transit is often proposed as a solution to traffic congestion, but existing evidence is divided on the efficacy of public transit investment in congestion mitigation. A rare transit expansion into an already-developed area, Washington, D.C. further extended its heavy rail access into suburban Fairfax County, Virginia when Metro&rsquo;s Silver Line opened in 2014 and 2022. Using a difference- in-differences regression, I estimate the effects of the Silver Line expansion on traffic on a highway parallel to the line. I find the Silver Line expansion is associated with traffic mitigation of 36,150 vehicles per day between 2015-2023 and 28,980 vehicles per day before the COVID-19 pandemic. This reduction is equivalent in magnitude to approximately one-third of all pre-treatment traffic. I also find traffic mitigation attributable to the Silver Line&rsquo;s pandemic expansion (15,540 vehicles per day), suggesting public transit is still effective at reducing traffic following pandemic isolation policies. In addition to the significant congestion mitigation potential from public transit found in this study, there are also collateral beneficial effects on the environment, equity, and energy usage from public transit. I find that investment in transit infrastructure can reduce traffic locally and could help the U.S. meet sustainability goals in the coming decades.</p
