Um vilancete recém-divulgado de Luís de Camões
A religious poem credited to Camões was recently revealed to the public: the villancico "Two Great Wonders / See if anybody has seen." This short devotional poem combines three Marian themes, popular in the literature and arts of the time: the Virgin Mary nursing the Infant Jesus, the pairing of milk and blood, and the lactation of the saints, which were transmitted in hymnals and liturgy, as well as in Bernardine and Augustinian hagiographies and iconography. These three motifs provided the poetic material with which Camões crafted this synthesis, which dialogues closely with another of his poems, “Elegy to the Passion of Christ Our Lord”, allowing us to better appreciate the poet as a composer of sacred hymns.Foi revelada ao público recentemente uma composição ao divino creditada a Camões, o vilancete “Duas grandes marauilhas / Vede se Vio Creatura”. Neste pequeno poema devocional confluem três temas mariânicos, populares nas letras e nas artes da época: o da Virgem lactante com o Menino, o do símile entre o leite e o sangue, e o da lactação dos santos, que foram transmitidos nos hinários e na liturgia, bem como nas hagiografias e nas iconografias bernardiana e agostiniana. Os três motivos forneceram a matéria poética com que foi elaborada esta síntese, que dialoga de perto com outro poema de Camões, a “Elegia à Paixam de Christo N. Senhor”, permitindo ampliar o perfil do poeta como compositor de hinos sacros.
 
O Potencial das Colaborações Público-Privadas na União Europeia: Práticas para a Reconstrução Pós-Guerra da Ucrânia
This study explores effective mechanisms for Ukraine’s post-war economic recovery through public-private partnerships (PPPs). In the context of global challenges and European integration, PPPs are viewed as a key tool to boost investment, innovation, and structural modernization. The research identifies the essence and structure of PPP investment potential in EU countries and ways to adapt their experience for Ukraine. Using systemic and comparative analysis, it shows that successful European PPPs combine financial flexibility, digital openness, institutional maturity, and innovation. In Ukraine, the number of PPP projects and innovation components nearly doubled in 2020-2025, reflecting growing institutional capacity. Practical recommendations include creating a PPP Digital Hub, an Innovation Partnership Fund, and a risk insurance system to enhance transparency, attract investors, and align with EU standards.Este estudo explora mecanismos eficazes para a recuperação económica pós-guerra da Ucrânia através de parcerias público–privadas (PPP). No contexto dos desafios globais e da integração europeia, as PPP são vistas como uma ferramenta essencial para impulsionar o investimento, a inovação e a modernização estrutural. A investigação identifica a essência e a estrutura do potencial de investimento em PPP nos países da UE e formas de adaptar essa experiência à realidade ucraniana. Utilizando uma análise sistémica e comparativa, demonstra que as PPP europeias bem-sucedidas combinam flexibilidade financeira, abertura digital, maturidade institucional e inovação. Na Ucrânia, o número de projetos PPP e de componentes de inovação quase duplicou entre 2020 e 2025, refletindo uma crescente capacidade institucional. As recomendações práticas incluem a criação de um Hub Digital de PPP, um Fundo de Parcerias para a Inovação e um sistema de seguro de risco para reforçar a transparência, atrair investidores e alinhar-se com os padrões da UE
Gestão de resíduos de construção e demolição pós-terramoto: um caso em 2023 de um terramoto na Turquia)
A magnitude 7.8 earthquake impacted southern and central Turkey and northern and western Syria on 6 February 2023. The epicentre was 37 km west–northwest of Gaziantep. This was followed by a 7.7 magnitude earthquake. This quake was located 95 km north-northeast of the previous one. There was extensive destruction and tens of thousands of deaths. Construction and demolition waste (CDW) management is an essential part of disaster recovery, considering the rising frequency of natural disasters throughout the world. To mitigate risks and lighten the load on natural resources during the rebuilding phase, proper waste management is crucial. Social, economic, and environmental gains are all possible with well-planned disaster waste management. This analysis focuses on the waste created by the Turkey Earthquake of 2023 by assessing the CDW management method, analysing its shortcomings, and offering suggestions for better disaster recovery in the future.Um terramoto de magnitude 7,8 afetou o sul e centro da Turquia, assim como o norte e oeste da Síria a 6 de fevereiro de 2023. O epicentro foi a 37 km a oeste-noroeste de Gaziantep. Este foi seguido por um terramoto de magnitude 7,7 localizado a 95 km a norte-nordeste do anterior. Verificou-se uma destruição extensa e dezenas de milhares de mortes. A gestão de resíduos de construção e demolição (RCD) é uma parte essencial para a recuperação de desastres, considerando a frequência crescente de catástrofes naturais em todo o mundo. A mitigação dos riscos e o alívio da carga sobre os recursos naturais durante a fase de reconstrução, é crucial para a gestão adequada dos resíduos. Benefícios sociais, económicos e ambientais são todos possíveis com uma gestão bem planeada de resíduos provenientes de desastres. Esta análise centra-se nos resíduos gerados pelo terramoto de 2023 na Turquia, avaliando o método de gestão de RCD, suas deficiências e oferecendo sugestões para uma melhor recuperação de desastres no futuro
Análise de estabilidade e determinação de faixas de risco e de proteção em arribas e taludes no arquipélago dos Açores
In the Azores archipelago, the instability of natural slopes and/or cliffs constitutes the greatest source of risk for people and property. As part of the MACASTAB Project, which involved a group of technicians from the archipelagos of the Azores, Madeira, Canary Islands, and Cape Verde, evaluation sheets were developed to analyse the slope stability of volcanic terrains. Stability matrices were developed to estimate the safety factor of slopes. The stability analysis was based on knowledge of the geometric, hydrological, and mechanical characteristics. An indirect estimation methodology for estimating the frictional component is presented. Since slope failure usually causes the crest to recede and material to be mobilised towards its base, risk and protection bands were defined for both the top and base of the cliffs/slopes. These bands are supported by statistical relationships between morphometric characteristics, recessions and propagations that have occurred in past episodes.No arquipélago dos Açores a instabilidade de taludes naturais e/ou arribas constitui a maior fonte de risco natural para pessoas e bens. No âmbito do Projeto MACASTAB, que envolveu um grupo de técnicos dos arquipélagos dos Açores, Madeira, Canárias e Cabo Verde, foram desenvolvidas fichas de avaliação de estabilidade de taludes terrosos de natureza vulcânica. Para suportar a análise de estabilidade foram criadas matrizes de estabilidade para estimação do fator de segurança, através do conhecimento das características geométricas, hidrológicas e mecânicas. Para a estimação da componente friccional apresenta-se uma metodologia de estimação por via indireta. Uma vez que a rotura de taludes promove normalmente o recuo da crista e a mobilização de material para a sua base, foram definidas faixas de risco e de proteção, tanto para o topo como para a base das arribas/taludes. As faixas são suportadas por relações estatísticas das características morfométricas, recuos e propagações ocorridos em episódios passados
O contributo da ação antrópica na exposição aos perigos naturais no arquipélago dos Açores
The complex geotectonic setting of the Azores archipelago means that the islands are highly exposed to various natural hazards (e.g. earthquakes, slope movements, volcanoes, overtopping waves, and coastal and river flooding), in addition to climatic factors. Moreover, the disjointed relationship between human activity in the territory and the functioning of the natural phenomena that occur in it leads to increased vulnerability, through the expansion of the population and activities into areas that have always been exposed to natural hazards (e.g. floodplains, proximity to slopes).This article illustrates some of the situations that the Regional Civil Engineering Laboratory of the Azores (LREC) has encountered over the years, in which man-made intervention was clearly evident in triggering situations that put people and property at risk. Of all the situations analysed, the most recurrent are undoubtedly those related to hydro-geomorphological instability processes.O enquadramento geotectónico complexo onde se insere o arquipélago dos Açores confere às ilhas uma elevada exposição a diversos perigos naturais (e.g. sismos, movimentos de vertente, vulcões, galgamentos e inundações costeiras e fluviais, etc.), a que se somam fatores de ordem climática. Por outro lado, a articulação desajustada entre a atividade humana no território e o funcionamento dos fenómenos naturais que nele se verificam conduzem ao incremento da vulnerabilidade, por via da expansão da população e das atividades para zonas que sempre estiveram expostas a perigos naturais (e.g. leitos de cheias, proximidade de taludes, etc.). Neste artigo, são ilustradas algumas das situações com que o Laboratório Regional de Engenharia Civil dos Açores (LREC) se deparou ao longo dos anos, nas quais foi bem patente a intervenção antrópica no desencadear de situações que colocaram em risco pessoas e bens. De todas as situações analisadas, as mais recorrentes são, sem dúvida, as relacionadas com os processos de instabilidade hidro-geomorfológica

Mycelium Law
This text imagines the law as a rhizome, and performs the law as rhizome by combining strands of thought that connect but also allow spaces of disconnection. The text draws parallels between the law on the one hand, and the mycelium network on the other, focussing on the multiplicity of extensions that open a space of innumerable encounters. The analysis revolves around the Australian case Munkara v Santos where the movements of aboriginal spirits on land and underwater are taken into consideration. Through a critique of the decision, I argue that law can and is potentially mycelial, both textually and materially. This, however, is not without its problems. The law often forgets the need to encounter others in their own language, and to place the wider mycelial interests in the core of its actions
Metodologia BIM e gémeos digitais em barragens de aterro: conceitos e revisão da literatura
The evolution of the Building Information Modelling (BIM) methodology and its extension to digital twins have been extensively explored by the AECO industry. They facilitate the optimization of workflows, improve communication, and enable the sharing and structuring of information, thereby supporting more informed decision-making. Despite their clear benefits, their application to embankment dams remains in its early stages. This study presents a comprehensive review in this context. Several BIM features are discussed, including 3D modelling, information requirements, data acquisition and organization, planning, quantity take-off, and cost management. The role of digital twins in structural monitoring is also examined, including the integration of IoT technologies and the development of predictive models. Information management is achieved through platforms, database integration, and the use of semantic interoperability, with their advantages also outlined. This analysis ends with the identification of challenges and knowledge gaps, providing valuable insights for future research.A evolução da metodologia Building Information Modelling (BIM) e a sua extensão aos gémeos digitais têm sido exploradas na indústria da Arquitetura, Engenharia, Construção e Operação (AECO) para otimizar fluxos de trabalho, melhorar a comunicação e partilhar/estruturar informação, apoiando tomadas de decisão mais informadas. Apesar dos benefícios evidentes, a sua aplicação às barragens de aterro é ainda incipiente. Este estudo apresenta uma revisão do estado da arte neste contexto. São discutidos diversos aspetos do BIM, como a modelação 3D, requisitos de informação, recolha e organização de dados, planeamento e gestão e otimização de custos. Aborda-se também o papel dos gémeos digitais na monitorização estrutural, a integração com IoT, o desenvolvimento de modelos preditivos e a gestão da informação através de plataformas, a integração de bases de dados e o recurso à interoperabilidade semântica. Esta análise termina com a identificação de desafios e lacunas de investigação, oferecendo pistas relevantes para futuros trabalhos de investigação e aplicação
Drones como ferramenta complementar na segurança de barragens de aterro
Embankment dams are vital structures for society; however, their operation may involve significant risks. Traditional monitoring methods are fundamental for dam safety, yet they may present operational limitations, such as blind spots, obsolete systems, and inoperative equipment. This work proposes a complementary methodology based on drones to support the early detection of anomalies in these structures. It provides technical guidelines for optimised flight planning and photogrammetric processing using open-source software (WebODM). It also introduces the GCP Finder tool for automating the georeferencing of control points. The case study of the Lapa Dam demonstrates the ability to detect anomalies with sub-centimetre resolution, enabling the quantification of deformations of 15–20 mm on the crest. The results confirm the potential of drones as an emerging tool for dam safety, offering comprehensive coverage at low cost.As barragens de aterro são estruturas vitais para a sociedade, porém a sua operação pode envolver riscos elevados. Os métodos tradicionais de monitorização são fundamentais na segurança de barragens, no entanto, podem apresentar limitações operacionais, como pontos cegos, sistemas obsoletos e inoperacionais. Este trabalho propõe uma metodologia complementar, baseada em drones, para apoio à deteção precoce de anomalias nestas estruturas. Apresenta diretrizes técnicas para planeamento de voo otimizado e processamento fotogramétrico com recurso a software de código aberto (WebODM). Apresenta ainda a ferramenta GCP Finder para automatização da georreferenciação de pontos de controlo. O caso de estudo apresentado, da Barragem da Lapa, demonstra a capacidade de deteção de anomalias com resolução sub-centimétrica, permitindo quantificar deformações de 15–20 mm no coroamento.
