Metadata Development for Digital Libraries and Museums – Taiwan's Experience
In the digital library/museum environment, metadata plays a crucial role, and the development of metadata is not an easy task. Its formulation has to begin with analysing the attributes of collections, and understanding the user information needs and information seeking behaviours. The issue of interoperability needs to be considered in terms of both semantic as well as syntax. A Metadata Application Profile for the German Virtual Library
A number of German virtual subject libraries cooperate to establish "The German Virtual Library." To enable cross-searching and crossbrowsing over their distributed resources, they decided to develop a metadata application profile, based on the DCMES. The answers to a questionnaire were evaluated to figure out which elements were supported by the individual partners. This paper describes the approach taken as well as the discussion on the use of certain elements and introduces the draft of the application profile
Metadata in the UK
The UK Government’s Modernising Government programme, begun in 1999, called for the delivery of high quality public services, to be made available seven days a week, 365 days a year. This led to the development of a central portal from which citizens could gain ready access to services and information from many sources. To achieve this, a programme to develop and implement a standard metadata system was undertaken. The policy is to use simple Dublin Core until an enhanced version, with additional elements, is developed and tested. A system of vocabulary control for the Subject element is being developed. Such a standard is also being considered by other national governments with similar demands
Priority Control Mechanism managed by Metadata
The priority control for specified communication was difficult because the design concept of the Internet was best effort, but QoS technology such as Diffserv has realized the priority control. In this paper, we propose a new priority control mechanism. that the policy of the behavior of the packets is described using metadata. The metadata is structured data about data and is able to describe policy. We use the emergency communications as an implementation of the proposed mechanism. In an emergency, the Internet is important as a communication infrastructure for getting information about victim and disaster areas. Metadata is able to describe that this information is emergency. Diffserv is able to transport information managed by a priority control mechanism. This mechanism is going to be included in ITU-T F.706 recommendation
Educational Information in the Web: Discussing the Metadata Requirements for a Web Service Guiding Citizens' Education
The paper discusses the metadata needs of a national web-based Opintoluotsi ("Study adviser", "Study pilot") service, which is being developed by the Finnish Ministry of Education. This service aims
to provide information about education and training for citizens. The service is discussed here from the viewpoint of metadata and its role in information seeking especially in the World Wide Web. The results of a study made in the first phase of the Opintoluotsi project about educational institutions’ web sites and their use of metadata show that metadata is used rarely. From this point of view, it is important to inform the educational institutions about the importance of metadata for information retrieval and visibility in the Internet
Adopting DC Metadata for Union Serial System of KERIS: It's Design and Implementation
This paper describes an overview of design and implementation of Union Serial System using Dublin Core (DC) Metadata. The project of developing Union Serial System was for making a better research information service environment leaded by Korea & Education Research Information Services (KERIS). In this project, we define the qualifiers and additional data elements for locally specific application based on DC Metadata. All the records in the Union Serial System were originated from university library as MARC, which was converted into DC Metadata. In this paper, we will include the process of designing Union Serial System, data model with Metadata element set, qualifiers, mapping MARC into DC Metadata, system architecture, and tribulations in this project
What Terms Does Your Metadata Use? Application Profiles as Machine-Understandable Narratives
The SCHEMAS Registry aims at providing a selected and annotated overview of metadata vocabularies and their use in application environments. Based on harvested metadata in RDF (Resource Description Framework), the registry allows users to explore links between "namespace schemas", which declare standard definitions of metadata terms, and "application profiles" – RDF statements about the use or adaptation of namespace terms for particular domains, services, or projects. Where instance metadata does not follow standard namespaces or explicit data models, this style allows implementors to assert an explicit mapping to
standard terms. Registering profiles can help harmonize metadata usage in particular domains and, in the longer term, could provide a machineprocessable basis for automating crosswalks and conversions
Metadata for Evidence Based Medicine resources
A new metadata element set based on Dublin Core Metadata Element Set (DC) and Admin-Core: Administrative Container Core (A-Core) was proposed for Evidence Based Medicine (EBM) sources after reviewing metadata elements and contents of current EBM sources and medical metadata for Internet resources. The metadata schema was designed to provide a common format for existing primary and secondary studies; further for Internet resources as prospective sources. An enhanced DC.Description element can store structured abstracts of primary studies in primary and secondary studies of clinical research; A-Core elements are used for indexers or creators of metadata for primary studies. Two encoding schemes were suggested as EBM qualifiers for the DC.Subject element to distinguish important factors of EBM practices: the degree of evidence and focuses of clinical perspectives such as therapy, diagnosis, prognosis, and etiology. An additional feature of this metadata schema is in distinction of a variety of "types" (e.g., study type, resource type, format, genre
