    Invited Paper: The Meaning of LOM and LOM Authoring Tool on HRD

    Activity for standardization about educational information is prosperous internationally. The LOM standard is meta-data about learning objects. Learning objects are every types of teaching materials, learning materials, lecturers and organizations etc. LOM is important not only to spread E-learning, also to realize the effectiveness of information technology for education, training and learning. Primarily we looked back on the scope and the purpose of the LOM standard. Then we described the meaning of LOM clearly on HRD from two sides; contents oriented study and design support. Finally we introduced the LOM authoring tool that we had developed. This tool can support to describe contents of learning objects by LOM with vocabulary related to HRD needs. These LOM are a basic technology in order to provide appropriate learning objects which meet with needs for various participants on HRD

    Personalizing Information Spaces: A Metadata Based Approach

    The amount and variety of information available today in digital form continue to increase at a rapid rate. To keep pace with these trends, knowledge workers must be empowered with enhanced information management capabilities in order to continue to work effectively. Enabling knowledge workers to personalize the information items with which they work is an important capability, one that can facilitate the ability to perform complex tasks. This paper examines a metadata based approach to supporting the personalization process for knowledge workers, especially those that must interact with diverse and distributed information objects. An architecture for supporting the personalization process is described along with a prototype personalization environment that is based upon it. Two of the primary characteristics of the approach are that it is metadata based and decentralized. The advantages of the approach are discussed, along with an examination of the challenges that it presents for ongoing and future research

    The Dublin Core and Metadata for Educational Resources

    This paper focuses on metadata standards for networked information discovery and retrieval of educational resources. Such standards, if they achieve a high degree of interoperability, will support both extant and emergent e-learning architectures. This paper takes an historical perspective on the formative work of the Dublin Core Metadata Initiative Education Working Group and explores issues remaining for future resolution. The paper also examines the relationship between Dublin Core Metadata Initiative and the IEEE Learning Technologies Standards Committee Learning Object Metadata Working Group

    A metadata framework to support scholarly communication

    In this paper, we consider the design of a new metadata format to advance scholarly communication over the Internet. This format is designed to be used within the Open Archives Initiative. It is based on work by the Dublin Core Metadata Initiative and others. We present a requirements analysis and then propose a conceptual framework for the metadata. We examine metadata quality control and assess the role of the Resource Description Framework

    The National Institute of Environmental Health Sciences (NIEHS) has formed a team to design and implement a Dublin Core-based metadata schema to enhance the public's ability to retrieve pertinent public health information on the organization's Web site. The team decided to use the DC schema because it is a de facto standard and because of its flexibility. With a little customization the team has created an NIEHS-DC metadata schema. Using this schema, Web page content creators can produce metadata that is then stored in XML files

    A Metadata Kernel for Electronic Permanence

    This paper presents a streamlined metadata record format designed to support the permanence of network discoverable objects. It starts with the Dublin Core consensus and distills out a subset of four semantic buckets – a metadata kernel – that balances the needs for adequate identification of persistent objects and for low cost metadata generation. To minimize the burden of creating, understanding, and manipulating data in those buckets, a very simple record format has been designed, called an Electronic Resource Citation (ERC). The basic ERC can be parsed by two lines of Perl code. Beyond permanence support, the ERC design suggests quite a new path for the ongoing development of simple metadata; readers familiar with the current evolutionary challenges may find the ERC to be simpler, and yet more complete, compact, extensible, and international than the Dublin Core

    Invited Abstract: Use of Dublin Core in a Portal Environment

    The Government of Canada is bringing together related information and services across organizational boundaries into groupings or clusters that make sense to clients. The strategy begins with an Electronic Cluster Blueprint- a starting set of subject clusters, each representing a complete set of information andservices on a particular subject. The information and services referenced atthe 35 cluster sites provide thousands of links to federal departments andagencies, provinces and a multitude of private and not-forprofitorganizations. The actual content resides at organizational web sites, withcluster sites providing a subject-oriented approach for clients to find information regardless of host organization. Each cluster site is a portalwhich provides context information derived from metadata. The metadata helpsclients find information they are looking for (resource discovery), and metadata helps cluster managers administer and maintain content at the portal (manage information). Some clusters provide substantial context through a rich metadata set; other clusters provide a minimum set of metadata and encourage the client to go directly to the information source. Some metadata elements are cluster specific such as geographic coverage or industrial sector. Cluster managers require a flexible and dynamic metadata set. However, organizational web sites are the content providers and the authoritative source of content and the primary source of metadata. Therefore they must follow a common metadata standard and content rules. A central metadata repository is envisioned. All content providers will contribute metadata through a common process which will be used by the various clusters. The presentation will describe the role metadata plays in the portalenvironment and how Dublin Core meets these metadata needs

    A Framework for the Multi-modal Description of Learning Objects

    World-wide large repositories of learning material are created with the dual goals of global access for the learner and of re-use of material by the teacher. Content description standards have been defined which make it possible to locate appropriate material. This paper looks into complementing these standards by extending the possibilities of describing the actual content of the learning material and by extending the use of these descriptions beyond the normal search-and-retrieve tasks. A framework for the multi-modal description of learning material is suggested. The framework aims at providing multiple content description mechanisms and suggests the design of an information system to perform this content description. The content description mechanisms are text-based, that is keywords, freeform text, FSCL description, and audio-based. The system design addresses issues like ownership, public and private access rights for description and the subsequent retrieval
