A Metadata schema framework for functional extension of metadata schema registry
The DCMI metadata schema registry has been developed as an authoritative source of DCMI metadata terms. The DCMI registry has an important role to enhance semantic interoperability of the metadata terms. From our experiences in the development of the DCMI registry, we have learned that the registry has large potential to serve as a center of various service functions related to metadata schemas such as metadata editors and search tools. This paper presents a framework of metadata schemas and discusses its application to schema registries for extending the registry functions. The metadata schema framework presented has a layered structure in order to explicitly separate semantic and syntactic features of metadata schemas. This paper presents a few functional extensions of the registry and discusses the extension based on the proposed schema framework
Metadata and Controlled Vocabularies in the Government of Canada: A Situational Analysis
This paper describes the Government of Canada's standards and recent activities to create and manage metadata and controlled vocabularies. The Government of Canada (GoC) has been working actively for several years to enhance access to its published information through the use of metadata. In recognition of the value of controlled vocabularies in managing electronic information, the GoC has adopted standards for metadata and controlled vocabularies. Various initiatives have been proceeding to create and adopt controlled vocabularies for use with Dublin Core and other metadata schemas. Work is proceeding simultaneously on several fronts: establishing governance and developing tools to create and adapt controlled vocabularies, extensibility and interoperability frameworks, development of metadata registries and
repositories, and creation and mapping of taxonomies. Canadian government departments and agencies have engaged in these metadata initiatives to support the fundamental priority of transforming services. The challenge is to allow the initiatives to mature and develop while ensuring they are co-ordinated
The Case for a Person/Agent Dublin Core Metadata Element Set
In this paper, the authors revive proposals for the development of a new 'set' of people-centric Dublin Core elements, based on the existing architecture and success of the Dublin Core Metadata Element Set. They argue that the original set was developed for resources, typically digital versions of 'document like objects' (DLOs) and that they included only those elements and terms that suited discovery of such objects

This paper looks at the challenges facing institutions managing everincreasing numbers of digital objects over the long term. It considers the current environments and challenges for managing preservation digital objects, the metadata used to manage them, and the business processes that support these activities, and documents the National Library of New Zealand's responses to these challenges. These responses include policies, schemas, systems, and procedures in both implementation and development
Maintaining a vocabulary: Practices, policies, and models around Dublin Core
The Dublin Core Metadata Initiative (DCMI) maintains a vocabulary of several dozen metadata terms, most notably the fifteen-element Dublin Core. Within DCMI, however, discussion has focused more on the practices, policies, and models around the Core. Its initial single-resource data model is evolving towards a fuller framework for evaluating the diversity of Dublin Core implementations. Terms (and their historical versions) are identified with URIs, documented onWeb pages and in formal schemas, indexed in registries, and cited in application profiles. With low-overhead maintenance processes, DCMI seeks to balance the growth of a central standard against recognition and re-use of other, complementary vocabularies
Evolving Metadata Needs for an Institutional Repository: MIT's DSpace
As the DSpace digital repository system develops, various metadata needs have emerged to accommodate the differing uses being made of the system. In the initial stages of the project a qualified form of the Dublin Core metadata set was developed for use within the system. Subsequently it became evident that metadata would also have to be imported from existing MARC sources for batch loads of scanned digital items. As the scope of DSpace content at MIT expanded to include the archiving of course web sites, the need for accommodating SCORM metadata became apparent. Interoperability requirements between like and unlike digital repositories has necessitated the creation of an OAI export format for metadata harvesters and a METS profile for exchange of metadata and disseminating information packages (DIPs) between DSpace federating institutions
University of Washington Early Buddhist Manuscripts Project in DSpace
Preliminary findings on the deployment of metadata for a project using DSpace at the University of Washington Libraries are presented. Problems encountered include mapping user-provided metadata for a domain-specific image collection to Dublin Core. Creating collectionspecific qualifiers and adding value prefixes were tested in the DSpace configuration. Data inconsistency caused some technical problems, as well as bringing to light other issues involved in deploying a system with user-supplied content
Metadata schema registries in the partially Semantic Web: the CORES experience
The CORES metadata schemas registry is designed to enable users to discover and navigate metadata element sets. The paper reflects on some of the experiences of implementing the registry, and examines some of the issues of promoting such services in the context of a "partially Semantic Web" where metadata applications are evolving and many have not yet adopted the RDF model
Building Quality Assurance into Metadata Creation: An Analysis based on the Learning Objects and e-Prints Communities of Practice
This paper challenges some of the assumptions underlying the metadata creation process in the context of two communities of practice, based around learning object repositories and open e-Print archives. The importance of quality assurance for metadata creation is discussed and evidence from the literature, from the practical experiences of repositories and archives, and from related research and practices within other communities is presented. Issues for debate and further investigation are identified, formulated as a series of key research questions. Although there is much work to be done in the area of quality assurance for metadata creation, this paper represents an important first step towards a fuller understanding of the subject
