    Using critical realism and reflexivity to explain broadband non-adoption in rural Australia

    Australia is conducting a substantial nationwide provision of broadband. It is primarily a fixed line network but includes wireless and satellite networks in more remote areas. The rollout is under the control of the NBN Co, whose goal is ensuring access to fast broadband for all Australians. The NBN Co has recently recognized the importance of adoption by including premises activated as a KPI alongside service provision. Coverage and adoption reflect the two faces of the NBN rollout – as a technical program and as a social program. Adoption will be the ultimate measure of the success of the NBN as a social program. Ubiquitous Internet adoption across all sectors is necessary to maximize the promised benefits. The adoption of broadband is an important first step in achieving this. International experience suggests that broadband adoption is plateauing and this has prompted our proposal that there needs to be focus on non-adoption rather than adoption. We suggest that it is important to be able to explain the mechanisms by which individuals respond to the promise of the Internet. Only by so doing can we address issues. We contend that there needs to be more focus on those disenchanted or disinterested “non-users” who are never likely to adopt without specific targeted strategies. We argue for a critical realist perspective, more particularly reflexivity, to better represent the adoption context and to provide a grounding for explanations of the causes behind the decision not to adopt. We also propose possible common-sense strategies to reverse non-adoption

    Can Health 2.0 Address Critical Healthcare Challenges? Insights from the Case of How Online Social Networks Can Assist in Combatting the Obesity Epidemic

    One of the serious concerns in healthcare in this 21st century is obesity. While the causes of obesity are multifaceted, social networks have been identified as one of the most important dimensions of people's social environment that may influence the adoption of many behaviours, including health-promoting behaviours. In this article, we examine the possibility of harnessing the appeal of online social networks to address the obesity epidemic currently plaguing society. Specifically, a design science research methodology is adopted to design, implement and test the Health 2.0 application called “Calorie Cruncher”. The application is designed specifically to explore the influence of online social networks on individual’s health-related behaviour. In this regard, pilot data collected based on qualitative interviews indicate that online social networks may influence health-related behaviours in several ways. Firstly, they can influence people’s norms and value system that have an impact on their health-related behaviours. Secondly, social control and pressure of social connections may also shape health-related behaviours, and operate implicitly when people make food selection decisions. Thirdly, social relationships may provide emotional support. Our study has implications for research and practice. From a theoretical perspective, the article inductively identifies three factors that influence specific types of health outcomes in the context of obesity. From a practical perspective, the study underscores the benefits of adopting a design science methodology to design and implement a technology solution for a healthcare issue as well as the key role for online social media to assist with health and wellness management and maintenance

    Qualifications and ethics education: the views of ICT professionals

    Do information and communications technology (ICT) professionals who have ICT qualifications believe that the ethics education they received as part of their ICT degrees helped them recognise ethical problems in the workplace and address them? If they do, are they also influenced by their personal ethics? What else helps them recognise ethical problems in the workplace and address them? And what are their views in relation to the impact of ethics education on professionalism in the ICT workplace? A quantitative survey of 2,315 Australian ICT professionals revealed that participants who reported having various levels of qualifications found ethics education or training, to a small degree, helpful for recognising ethical problems and addressing them; although it is those with Non-ICT qualifications, not those with ICT degrees, who were influenced more by ethics education or training. This suggests that educators need to consider how to better prepare ICT graduates for the workplace challenges and the types of situations they subsequently experience. The survey also found that participants who reported having various levels of qualifications were not influenced by their personal ethics or indeed any other factor making ethics education or training important for developing professionalism. The quantitative survey was followed by qualitative interviews with 43 Australian ICT professionals in six Australian capital cities. These interviews provided further empirical evidence that ethics education is crucial for enabling ICT professionals to recognise ethical problems and resolve them and that educators need to consider how to better prepare ICT graduates for the types of moral dilemmas that they are likely going to face in the workforce

    Applying Turner’s Three-Process Theory of Power to the Study of Power Relations in a Troubled Information Systems Implementation

    This paper explores the nature and exercise of power in an interpretive case study of a troubled information systems (IS) implementation in a university in the Asia Pacific region using Turner’s Three-Process Theory of Power based on Social Identity Theory and Self-Categorisation Theory. The findings demonstrate the value of Turner’s theoretical lens as well as its insufficiency for explaining all power related activities. This research has led to the development of an extended Three-Process Theory of Power by adding the alternative components that emerged from the data in the case study in relation to the nature and exercises of power. Based on the findings, we further recommend specific guidelines for IS theoreticians and practitioners including advice to project managers on a range of key issues. Thus, this paper contributes theorising the sources of power and tactical applications of power in given situations, particularly in IS implementation projects

    Exploring mHealth Participation for Emergency Response Communities

    We explore the challenges of participation by members of emergency response communities who share a similar condition and treatment, and are called upon to participate in emergency events experienced by fellow members. Smartphones and location-based social networking technologies present an opportunity to re-engineer certain aspects of emergency medical response. Life-saving prescription medication extended in an emergency by one individual to another occurs on a micro level, anecdotally documented. We illustrate the issues and our approach through the example of an app to support patients prone to anaphylaxis and prescribed to carry epinephrine auto-injectors. We address unique participation challenges in an mHealth environment in which interventions are primarily short-term interactions which require clear and precise decision-making and constant tracking of potential participants in responding to an emergency medical event. The conflicting effects of diffused responsibility and shared identity are identified as key factors in modeling participation

    A Participatory Model for Multi-Document Health Information Summarisation

    Increasing availability and access to health information has been a paradigm shift in healthcare provision as it empowers both patients and practitioners alike. Besides awareness, significant time savings and process efficiencies can be achieved through effective summarisation of healthcare information. Relevance and accuracy are key concerns when generating summaries for such documents. Despite advances in automated summarisation approaches, the role of participation has not been explored. In this paper, we propose a new model for multi-document health information summarisation that takes into account the role of participation. The updated IS user participation theory was extended to explicate these roles. The proposed model integrates both extractive and abstractive summarisation processes with continuous participatory inputs to each phase. The model was implemented as a client-server application and evaluated by both domain experts and health information consumers. Results from the evaluation phase indicates the model is successful in generating relevant and accurate summaries for diverse audiences

    Topic-based Social Influence Measurement for Social Networks

    Social science studies have acknowledged that the social influence of individuals is not identical. Social networks structure and shared text can reveal immense information about users, their interests, and topic-based influence. Although some studies have considered measuring user influence, less has been on measuring and estimating topic-based user influence. In this paper, we propose an approach that incorporates network structure, user-generated content for topic-based influence measurement, and user’s interactions in the network. We perform experimental analysis on Twitter data and show that our proposed approach can effectively measure topic-based user influence

    Towards Next Generation Rubrics: An Automated Assignment Feedback System

    As the use of blended learning environments and digital technologies become integrated into the higher education sector, rich technologies such as analytics have shown promise in facilitating teaching and learning. One popular application of analytics is Automated Writing Evaluation (AWE) systems. Such systems can be used in a formative way; for example, by providing students with feedback on digitally submitted assignments. This paper presents work on the development of an AWE software tool for an Australian university using advanced text analytics techniques. The tool was designed to provide students with timely feedback on their initial assignment drafts, for revision and further improvement. Moreover, it could also assist academics in better understanding students’ assignment performance so as to inform future teaching activities. The paper provides details on the methodology used for development of the software, and presents the results obtained from the analysis of text-based assignments submitted in two subjects. The results are discussed, highlighting how the tool can provide practical value, followed by insights into existing challenges and possible future directions

    Trauma, Shared Recognition and Indigenous Resistance on Social media

    This paper investigates the ways in which Indigenous Australians respond individually, and collectively, to racial vilification by means of social media sites. Introducing the concept of “shared recognition” this paper describes the collective sense of anger and frustration experienced by Indigenous people when traumatic events in the public domain act as reminders of ongoing colonialism. Three examples are explored to demonstrate collective trauma as a result of racist and discriminatory acts that are made public, and the ways in which social media is utilised by Indigenous Australians to make sense of and cope with trauma. Firstly, the Four Corners program on ABC television entitled ‘Australia’s Shame’. Secondly, a cartoon produced by the editorial cartoonist for The Australian newspaper, Bill Leak depicting Indigenous fathers as neglectful. Finally, the social media movement, #IndigenousDads, that emerged in response to these events and demonstrates ongoing resistance to colonial narratives. Drawing on Sara Ahmed’s (2004) notion of “affective economies” this paper unpacks the politics of pain, shame and pride in the aftermath of both the Four Corners program and the Bill Leak cartoon
