This article argue that the border area in african countries is weak caused by a legacy of colonial who divide an area of the state with the scattered ethnic groups, obscures the reality economic reasons related to natural resources which its existence cross-border countries, and the lack of a political commitment to strengthen national boundaries. Penyebab Kegagalan Negosiasi Pertanian, Jasa, dan Non-Agriculture Market Access (NAMA) dalam Doha Round Tahun 2001-2006
ABSTRACTDoha Round is a new round of negotiation in World Trade Organization that held on November 9-14th 2001, at Doha, Qatar. There are 21 subjects of negotiation. The deadline for reaching agreement in all subjects was in 2005 and extended in 2006. Even it was extended, the agreement still could not be reached. One reason of it was unreachable agreements in agriculture, services, and non-agriculture market access (NAMA). This article will try to examine the reason for unreachable agreements in agriculture, services, and non-agriculture market access (NAMA) based on negotiation and rational choice theory. The unreachable agreements in agriculture, services, and non-agriculture market access (NAMA) is result of unreachable concession because of cost that will be received by developed and developing countries based on issue-linkages between agriculture, services, and non-agriculture market access (NAMA). Therefore this article will explain correlation between issue-linkages and unreachable agreement in agriculture, services, and non-agriculture market access (NAMA).Keywords: Doha Round, agreement, negotiation, non-agriculture market access (NAMA), cost, benefit, issue-linkages

Dari Yoshida Doctrine ke Fukuda Doctrine: Politik Luar Negeri Jepang di Asia Tenggara Pasca-Perang Dunia II
ABSTRACTJapan’s foreign policy in Southeast Asia in the postwar era was based on Yoshida Doctrine. After her lost in World War II, Prime Minister Yoshida Shigeru declared that economic development will be Japan’s priority. At that time, Japan’s interest on Southeast Asia especially was related to raw materials as one of the tools to build her economy. However, the use of this economic diplomacy created several anti-Japanese movements in some Southeast Asia Countries. In 1977, Prime Minister Fukuda Takeo came to the 10th ASEAN Anniversary and declared that Japan has no intention to be the next hegemonic power in the region. Thus he formed a new framework for Japan’s foreign policy which based on “heart to heart understanding” and added cultural approach into it.Keywords: economic diplomacy, cultural approach
ANALISIS AKAR KONFLIK SAMPIT MELALUI TEORI DEPRIVASI
One of the most vulnerable issues to be the trigger for conflict is the issue of identity. The sense of identity can quickly turn into a response to threats. The response to these threats will often end up in conflict. Ethnicity is one of the dimension of identity. Ethnic conflicts often show that ethnicity is the cause of the outbreak of conflict but the root causes of ethnic conflict can not be seen from a single factor because ethnic conflict is a fairly complex conflict. Sampit conflict is one of the conflicts involving ethnicity occurring in Indonesia but this conflict certainly can not be viewed solely as a conflict between ethnic Dayaks and Madurese, using the approach of Theory of Deprivation by Robert Ted Gurr, the various allegations of the outbreak of ethnic conflict in Sampit actually led at one conclusion that there has been a deprivation within society that causes the community to feel frustrated and ultimately to act aggression. To find out and analyze the deprivation condition that occurred in Sampit first we must know and understand about the situation and conditions in Sampit before the conflict broke out in 2001. The exposure will be focused on the social, political, economic and cultural conditions of the people of Central Kalimantan, especially between the two conflicting ethnic groups that are ethnic Dayaks and Madurese. Testing the Degree of Market Integration and Price Transmission in Major Onion Markets of Pakistan
ABSTRACTThe present study seeks to explore degree of market integration and price transmission in major onion markets of Pakistan using Co-integration technique and Error Correction Mechanism (ECM). Average monthly wholesale prices (January 2000-December 2009) of four onion markets Lahore, Hyderabad, Peshawar, and Quetta were used for analysis. The findings of the study revealed that selected four major onion markets were integrated with each other. The results of Error Correction Mechanism for pair of onion markets showed that 5 to 28.5 percent of the disequilibrium was removed each time period i.e. one month. This implies that following one standard error shock to the selected markets which cause disequilibrium, economic agents take 3 to 4 months to adjust the disequilibrium and move back to long run equilibrium. These findings were supported with the results of Granger causality analysis which confirmed the presence of co-integrating relationship among the variables. The high degree of market integration observed in this case is consistent with the view that onion markets in Pakistan are linked with each other for price transmission and related physical arbitrage. Keywords: Error Correction Mechanism, onion markets, physical arbitrage, price transmission and Granger causalit
Aliansi Etnis Kurdi di Perbatasan Selama Krisis Politik Suriah Tahun 2011-2016
Ethnic Kurds live in the border area of several countries. They formed ethnic alliances based on ethnic kin. In 2011, when the political crisis occurred in Syria, Syrian Kurds became one of the opposition group, which opposed the government. John W. Crow and R. Noel stated that authoritarian governments generally respond to insecurity by implementing aggressive or militaristic approach. In this case, the Syrian Government uses violence and militaristic actions to suppress the power of opposition groups. Based on Tikhomirov, the response could increase the tendency for separatist groups - territorial and ethnic nationalism. The political crisis also weakens the power and capability of the government, along with the increasing pressure from opposition groups and mass mobilization. This is an opportunity for the Kurdish secessionist movement in Syria. As Peter Ferdinand stated that when strife increases and causes insecurity within the country, the nationalism that can survive is ethnic nationalism. The author also used Suhrke and Noble who stated that the support provided by blood brothers has a significant impact on ethnic groups who facing conflict, both with the state or other ethnic groups. Government and NGOs Collaboration in Disaster Governance: The Indonesian Experience
ABSTRACTAs the main leader in disaster governance, governments are believed to have bigger role than the others. However, it is hard for governments to solve the disaster problems by themselves. Governments need to be supported by non-governmental organizations (NGOs) because NGOs have abilities which governments don’t have. Both of them must make mutual cooperation in disaster governance. But, the Indonesian experience shows that government and NGOs are, in some cases, involved in unnecessary conflict. Government views that the NGOs, mainly international NGOs, are just talking rather than acting and potential to destroy local knowledge. On the other hand, NGOs feel that the government could not respond the disaster quickly and want to restrict their freedom. Therefore, to give the best service for disaster victims, government and NGOs should make norms for collaboration and coordination among them, hold regular training of disaster risk reduction for government officials, and improve capacity building support needed by NGOs.Key Words: government, NGOs, disaster governance, disaster risk reduction
