    Evaluarea critică a sintezelor sistematice

    The volume of health care literature has increased dramatically over recent decades, and as a result of this, health professionals are no longer able to keep up with all publications on their area ofpractice. In addition to this large volume, clinicians often have to deal with contradictory research results. This has created difficulties in ensuring that clinical practice is based on reliable sources of research. Systematic reviews have emerged to fulfil this need by providing comprehensive and unbiased summaries of the research on a single topic. However, because the quality of published reviews vary considerably, it is necessary to appraise their quality, as is done for any research study before the results are implemented into clinical practice.     Patient rights in Romania, from reglementation to implementation

    The Law of the Patient Rights represents an international current issue; in this context, there is a close collaboration between policy-making organizations at European level which support the implementation of the coordinated strategies on patient rights area. Romania has harmonized its legislation to the European one, but many steps have to be passed for a complete implementation of these regulations. The efforts must be done jointly by the main actors involved, but a significant milestone is the external evaluation; the active participation of actors (including mass-media and patients associations) will contribute to a better implementation of the law.     Politica resurselor umane din sănătate în Republica Moldova

    The human resource development policy is a key tool to ensure a good performance of the health system, in order to meet the population health needs, and have a direct impact on the functional efficacy of the health system, on the quality of services and on the satisfaction level of the patients. In the Republic of Moldova the provision with medical personnel with university and undergraduate education is below the European average levels. Another human resources problem is the misdistribution of the medical staff across the country, with a concentration of specialists in Chişinau and lack of health personnel in the rural areas.     Analysis of international organisations contribution to devoloping The National Programme of Familial Planification 1990-2008

    Through the political changes in December 1989, women in Romania have regained the fundamental right to freely decide the number of wished children and themoment of their birth. The successful evolution of the family planning in Romania, i.e.the spectacular increase of the modern contraception use rate accompanied by thedecrease of the abortion rate and maternal mortality through abortion, were possibledue to certain factors: the political will, the partnership between public institutions,non-governmental organizations, local providers and international agencies andorganisations, the continuity of FP interventions and the international support overmore than 15 years.Keywords: family planning, reproductive health, international organizations.Through the political changes in December 1989, women in Romania have regained the fundamental right to freely decide the number of wished children and themoment of their birth.     Cercetare organizaţională - condiţie pentru un management performant, european în sănătate

    The present paper contains basic aspects concerning the perspective of research and development in health organizations under European demands of implementing new and modern management strategies. The necesity of a good management practice implies a scientific approach wich includes steps like: reconginion of problems, defining the organizational problems, establishing a research projects for «sensitive area», defining very clear the research program, collecting data, analysing data, design and implementation of a development program. Management is like medicine : we need to establish the diagnosis of the system, and than, we can make some interventions. Otherwise, any management solution without scentific validation are dangerouse, containing the risk of crisis.     Descentralizarea sistemului sanitar -la momentul accelerării procesului

    After several attempts of previous Romanian governments to change a health system that has long carried a strong centralization seal, the most used word of the current government in the last period is "decentralization" and it become one of the main policies that will be the basis of the current governance.The concerns on decentralization process in the Romanian health system are old, and the first health reform following the political changes of the 90s was initiated trying (more or less successful) to achieve the decentralization of the primary health care. După nenumărate încercări ale guvernelor anterioare de schimbare a unui sistem sanitar care a purtat mult timp pecetea unei puternice centralizări, cuvântul de ordine al actualului guvern în ultima perioadă este “descen-tralizare”, iar aceasta a devenit şi una dintre principalele politici care vor sta la baza guvernării în actualul mandat. În sistemul sanitar românesc preocupările privind des-centralizarea sunt vechi, iar prima reformă sanitară ce a urmat schimbărilor politice din anii ‘90 a demarat prin încercarea (mai mult sau mai puţin reuşită) de descen-tralizare a sectorului primar de îngrijiri de sănătate

    In the last time, we are talking more about the introduction in Romania of copayments mechanism for some medical services. Until July 1st 2009,  the Ministry of Health will elaborate the minimum services package and will define exactly what copayment means; the package will be implemented starting with September 1st and is preceded by an information campaign both among doctors and population. In the new strategy of the Ministry of Health, copayment is considered an optimal solution of the healthcare system reform, but also a way to legalize informal payments and to supplement the budget. Also, the Minister of Health believes that by introducing the copayments in hospitals the pressure on the medical units will decrease.În ultima perioadă se vorbeşte tot mai mult despre introducerea în România a coplăţii pentru unele servicii medicale. Până la 1 iulie 2009, Ministerul Sănătăţii va ela-\bora pachetul de servicii şi va defini exact ceea ce înseamnă coplată, urmând ca pachetul să fie implementat începând cu 1 septembrie şi fiind precedat de o campanie corectă de infor-mare atât în rândul medicilor, cât şi în rândul populaţiei. În noua strategie a Ministerului Sănătăţii, coplata este conside-rată o soluţie optimă în cadrul reformei sistemului sanitar, dar şi o soluţie pentru legalizarea plăţilor informale şi pentru suplimentarea bugetului. De asemenea, ministrul Sănătăţii consideră că prin introducerea coplăţii şi în spitale va scădea presiunea pe aceste unităţi medicale

    The dutch health system is based on the Bismark model of health insurance which has been adapted and adopted by the Romanian health system, too. Since more than ten years ago, the health insurance system in Romania is based on health insurance; the private health insurance is an alternative which was been taken into account inclusively by the current government; by  identifying and analyzing the best practices of the private health insurance systems in Europe, we can guide the development of private health insurance market in Romania.The dutch health system is one of the efficient European models in this area. The main way to improve health system efficiency remains competition between Dutch health insurance companies alongside of  the implementation of special payment systems based on performance, the monitoring systems for performance, the  local and national programmes on the  infrastructure and logistics development in health .Keywords: the Dutch health system,  health insurance, competition, private health insurance.Sistemul olandez de sănătate este bazat pe modelul Bismark al asigurărilor sociale de sănătate, un model care a fost adoptat şi adaptat şi de către sistemul sanitar românesc. De mai bine de un deceniu, sistemul asigurărilor de sănătate din România funcţionează în baza asigurărilor obligatorii de sănătate; asigurările private de sănătate reprezintă o alternativă ce a fost luată în calcul inclusiv de către actualul guvern, iar identificarea şi analiza celor mai bune practici europene în domeniul asigurărilor private de sănătate poate orienta dezvoltarea sistemului privat de pe piaţa asigurărilor de sănătate din România.Sistemul olandez de sănătate este unul dintre modelele europene eficiente pe acest segment.  Principala modalitate de îmbunătăţire a eficienţei sistemului de sănătate olandez rămâne competiţia dintre companiile de asigurări de sănătate, alături de implementarea sistemelor de plată bazate pe performanţă, a sistemelor de monitorizare a performanţei, a programelor locale şi naţionale de dezvoltare a infrastructurii şi logisticii din domeniul sanitar.Cuvinte cheie: sistem olandez de asigurări de sănătate, competiţie, asigurări private de sănătate
