    This article presents the results of a systematic review initiated to identify and summarise the best available evidence relating to the measurement of vital signs in hospital patients.Vital signs traditionally consist of blood pressure, temperature, pulse rate and respiratory rate, and are an important component of monitoring the patient’s progress during hospitalisation. This review considered all studies which included neonatal, paediatric or adult hospital patients, and that related to the objectives of this review. The outcome measures of interest were those related to accuracy, the required frequency or the need for vital signs. The review considered any study addressing some aspect of vital signs measurement to ensure all issues of importance were identified. While a variety of measures may be useful additions to the traditional four vital sign parameters, only pulse oximetry and smoking status have been shown to change patient care and outcomes. There are suggestions that vital sign monitoring has become a routine procedure, but little useful information was identified in regard to the optimal frequency of vital sign measurement. It was noted that many of the important issues related to vital sign measurement have not been investigated through research. While there has been considerable research undertaken on many specific aspects of vital sign measurement, there is an urgent need for further research into the more general issues such as what parameters should be measured, the optimal frequency of measurements and the role of new technology in patient monitoring.Keywords: vital signs, respiratory rates, pulse rate, blood pressure, temperature, systematic reviewContent available only in Romanian

    Health planning policies should be based on scientific and valid evidence related to existing and  foreseen resources. The hospital healthcare system is a huge source of resources but also represents the sector of healthcare system with the highest level of expenditure all over the world. Medical emergencies is a priority for the provision of health care for each country; ensuring equitable access to services and especially the emergency services should be permanently included on the agenda of the ministry concerned. The scarcity of financial resources in the health sector leads to an acute need to develop strategies based on prioritization of the needs of the population, and this prioritization must be obligatory supported by solid, valid and timely evidence. Mapping the hospital units can provide a better understanding of the provision of hospital services and of the use of health services provided in emergency hospitals.Keywords: hospital availability, graphical analysis, emergency hospital services utilization.Politicile de planificare sanitară ar trebui să fie bazate pe evidenţe ştiinţifice valide privind resursele existente şi cele preconizate pentru îndeplinirea obiectivelor acestor politici. Peste tot în lume, sistemul spitalicesc reprezintă o importantă sursă de resurse, dar reprezintă, totodată, şi sectorul de asistenţă medicală cu cel mai înalt nivel de cheltuieli din sistemul sanitar. Urgenţele medicale sunt o  prioritate pentru domeniul furnizării de servicii medicale; asigurarea accesului echitabil la servicii medicale, în special la serviciile de urgenţă, ar trebui să fie permanent incluse pe ordinea de zi a ministerului de resort. Limitarea resurselor financiare din sectorul sănătăţii conduce la o nevoie acută de a dezvolta strategii, pe baza prioritizării nevoilor populaţiei, iar această prioritizare trebuie să fie obligatoriu susţinută de dovezi solide, valabile şi oportune în timp.     Asigurările publice obligatorii reprezintă componenta importantă a sistemelor europene de asigurări de sănătate, ceea ce face ca piaţa asigurărilor voluntare de sănătate să fie puternic influenţată de regulile şi reglementările aplicabile părţii obligatorii a sistemului.     Abstract: The modern world faces numerous threats, many of them born even by the technological development: pollution, reducing of energy sources, the new diseases caused by synthetic food or new types of medicines, etc. Therefore it is necessary to build a culture of risk starting from a conscience process able to generate a sense of risk and appropriate institutional and individual behaviors. The communication, especially the institutional communication, is an important factor in risk culture creation process; within it, an essential role corresponds to the public relations, through the strategies and techniques for risk communication. To cope successfully with a crisis, the organization through public relations department, must implement certain crisis communication strategies. This study concerns 3 situations: two of them are about ignoring the basic strategies of crisis communication, and one is an example of successful management of a crisis .Keywords: crisis, risk, crisis communication strategies, medical system, the mediaLumea modernă se confruntă cu numeroase ameninţări, multe născute chiar de către dezvoltarea tehnologică: poluarea, reducerea surselor de energie, apariţia de noi boli cauzate de alimentele sintetice sau noile tipuri de medicamente etc. De aceea este necesară construirea unei culturi a riscului, pornind de la un proces de reflexivitate, capabil să genereze o conştiinţă a riscurilor şi comportamente instituţionale şi individuale adecvate. Un factor important în procesul creării culturii riscului este comunicarea, în special comunicarea instituţională; în cadrul acesteia, un rol esenţial revine relaţiilor publice, prin strategiile şi tehnicile de comunicare de risc. Pentru a face faţă cu succes unei crize, organizaţia, prin departamentul de relaţii publice, trebuie să aplice anumite strategii de comunicare de criză.     The accessibility of health services in rural areas represents a high priority for the Romanian Ministry of Public Health; in this context, the improvement of the access of rural population to primary care services (provided as much as possible in a continuously manner) and to emergency and pharmaceutical services, is considered a strategic objective in the health reform medium term plan of the Ministry of Public Health. Obesity in young people is associated with complications involving many of the body’s systems and these have been comprehensively reviewed.      The specific reviews and official statistic data show several regional differences in the status of children with social difficulties and one of the objectives of our study is to determine these territorial particularities of child care in Salaj, Brasov, Suceava, Sibiu, Cluj, Bistrita-Nasaud and Maramures counties in the year 2000.
