    NEW OPTIMIZED LIQUID-LIQUID EXTRACTION METHOD FOR THE REMOVAL OF THALLIUM AS A MATRIX ELEMENT IN MINERALS

    When screening the content of trace elements in minerals or other inorganic compounds, the detection limit is raised and determination by spectroscopic techniques is often questionable or even impossible due to their interference with the matrix elements of the minerals. Thus, some valuable trace elements may remain undetected, which lowers the estimation for potential economic exploration of the geological deposit or site. Therefore, the main objective of this research was to find a suitable, cost-effective, reliable and rapid method for the selective and consecutive elimination of thallium and arsenic in the analysis of As-Tl minerals and to lower the detection limit for the determination of the trace elements present. The method was based on the separate optimization of the molarity of HCl and the volume of organic solvents including diisopropyl ether, diethyl ether, n-amyl acetate and isoamyl acetate. The optimized HCl concentration enabled the extraction of thallium (as chloride complex) and its migration into the organic top layer. The optimization of the method was performed withthallium(I) nitrate and then realgar (As4S4) was added to simulate the composition matrix for lorandite (TlAsS2), as the latter mineral is very rare and valuable to be used for screening. In addition, a multi-element standard solution (Ag, Al, Ba, Ca, Cd, Co, Cr, Cu, Fe, K, Li, Mg, Mo, Ni, Pb, Sr, Tl, V, Zn) was used to simulate the trace elements that may be present. Once all conditions were optimized, a two-step liquid-liquid extraction with n-amyl acetate (to eliminate Tl) and toluene with KI (to eliminate As) was performed for the dissolved lorandite. All elements were determined by inductively coupled plasma - atomic emission spectrometry and the results were correlated with those obtained by k0-instrumental neutron activation analysis from the same, previously powdered, lorandite specimen

    CONCEPTUAL VIEW AND LEGAL REGULATION OF PROJECT-ORIENTED PUBLIC ADMINISTRATION: THE RUSSIAN EXPERIENCE (2011-2020) AND FOREIGN PRACTICES

    This research paper examines the conceptual and legal aspects of project-oriented public administration, focusing on the Russian experience and comparing it with practices from the USA, UK, and Malaysia from 2011 to 2020. The study aims to identify specific features of project-oriented public administration, provide a comparative analysis of methodologies for managing national projects, and formulate recommendations for improving legal mechanisms based on national experiences from both developed and developing states. The research highlights the formation and implementation of public administration aimed at realizing national projects, emphasizing the establishment of public and legal foundations for their implementation. Using a comparative case study approach, the study employs document analysis, secondary sources, and expert interviews to examine the legal frameworks, organizational structures, implementation challenges, and performance metrics of project management in the selected countries. The findings reveal significant differences in the legal frameworks and implementation practices across the four countries, with Russia showing a fragmented legal framework primarily governed by federal laws and presidential decrees. In contrast, the UK and USA have more comprehensive legal frameworks with detailed regulations, and Malaysia’s framework focuses on government-led initiatives with clear procedural regulations. The paper concludes by proposing recommendations for improving the legal and institutional frameworks for project-oriented public administration in Russia, including systematizing and consolidating its legal framework, improving coordination among government levels, investing in capacity building, and enhancing engagement with the private sector and civil society

    The importance of autonomous weapon systems (AWS) is particularly apparent in contemporary conflicts, in which all parties are striving to expand the autonomy of these systems, particularly in offensive contexts. The traditional understanding is that the deployment of AWS poses significant threats to civilian life, as well as a range of delicate legal concerns. The narrow understanding is evident in the principal drawbacks of AWS in the absence of human supervision, which results in unpredictable and unreliable outputs, particularly during the targeting and engagement stages, leading to a clear breach of international humanitarian law (IHL). This creates a legal vacuum regarding the attribution of criminal responsibility. This research paper aims to characterise AWS and the implications of their potential deployment, with the primary goal of better identifying and understanding emerging legal concerns. Furthermore, the authors seek to offer a comprehensive understanding of the concept of autonomy, which is internationally accepted. Additionally, they explore the validity of the statement that AWS create an accountability gap relating to the International Criminal Court (ICC) Statute by analysing various types of AWS that are categorised in this study and deployed in modern wars. While the ICC Statute does not explicitly address all issues raised by using AWS, the study presents an interpretation that criminal responsibility could be assigned to all individuals involved in the use of AWS, especially in thorny situations. This study employs an analytical approach to examine and analyse traditional theories of criminology and the ICC Statute in relation to the ability to attribute individual criminal responsibility when AWS may be used. This study aims to provide a new perspective on criminal legal rules that are compatible with modern technology

    In today’s modern world, we have more than one global actor leading the economy and rapid technological development. The article focuses specifically on the right to sensitive data protection, or more broadly the right to privacy, in American and in EU legal system. This paper shows distinctions between the two and systematically demonstrates the protection of personal data in EU through years. Exploring these distinctions and different interpretations of the right to data protection is significant, because of the potential impacts on the consumer in particular, possibly resulting in being granted different rights when acquiring services in the EU or America. We will also analyse the fundamental legal acts, which are the cornerstones of data privacy. As its main focus, the article will also examine the provisions concerning sensitive personal data, in particular health data. Furthermore, the article will study some specific concerns in connection to the American smart phone, smartwatch and computer health apps that are not fully compliant with basic EU legal principles, human rights or the General Data Protection Regulation. While the technology is so advanced and users may access these apps from anywhere across the world, such apps, and their privacy policies or other typical contracts, should comply with the relevant legislation, valid in the state of user’s nationality or remaining. The paper examines and substantiates the latter through two recent cases. In one, data breaches were punished by imposing a relatively high fine, and in the other case example, no punitive action was yet taken. That being said, the article argues the insufficient data protection framework that does not necessarily provide a consumer with appropriate safeguards, which is especially relevant in cases of transmission of personal health data

    EXAMINING MEDIA FREEDOM IN ALBANIA: A CRITICAL REFLECTION

    This paper delves into the critical media freedom situation in Albania. Acknowledged now as the fourth pillar of democracy, media not only is crucial in informing the citizens but also acts as a watchdog by holding the authorities in power accountable and protecting democratic principles. Despite the several obstacles that media has faced in Albania dating back to the Ottoman era and exacerbated by the communist regime that lasted for almost half a century, the Albanian media started to flourish during the transition era, nevertheless facing persistent challenges when it came to media freedom. Through qualitative and quantitative data, this paper examines the contemporary state of media in Albania by emphasizing its effect on the country’s democracy. While a robust legal and institutional framework for media freedom exists, its implementation in the case of Albania remains deficient, and that has resulted in numerous violations throughout the years. The widespread cases of self-censorship among journalists coupled with the political and economic interest of media owners, have further exacerbated the issue. The attempts made by the Albanian government to control media outlets with new laws and institutions have been scrutinized by international bodies as well. Overall, the aim of this research is not only to merely analyze the state of media freedom in Albania but also to bring more attention to this urgent situation which is threatening democratic principles in the country.  &nbsp

    DIGITAL VIOLENCE: PERCEPTION OF ELEMENTARY SCHOOL STUDENTS WITH AND WITHOUT DISABILITIES FROM THE TERRITORY OF AP VOJVODINA

    The goal of this research is to deepen the knowledge about the phenomenon of digital violence against children with and without developmental disabilities and to raise environmental awareness of the presence of digital violence in the population of children and youth with and without developmental disabilities in order to guide society in the direction of the possibility of protection from it. In the research participated 5227 elementary school age students with and without disabilities.The data was collected in elementary schools and schools for students with developmental disabilities in the territory of AP Vojvodina within the project of the Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities "Violence on the Internet: How to prevent and fight against violence on the Internet?". The results of the research showed that digital violence among children and young people with and without disabilities in the territory of AP Vojvodina is represented in a significant percentage.  Research data shows that the largest number of children and young people access the Internet through their mobile phones, which supports the fact that the risk of children and young people experiencing this type of violence is significant.  Likewise, the data analysis showed that the largest percentage of children and young people believe that they, their parents and teachers are responsible for protecting children and young people from digital violence.  From this arises a clear need for the education of children and young people, better communication between schools and teachers, students and parents and clearer procedures related to the prevention and protection of children and young people from violence on the Internet or procedures when violence occurs, all for the purpose of preventing  numerous negative outcomes that digital violence can lead to
