    Let n be a positive integer. The purpose of this paper is to determine explicitly algebraic points of low degree over Q on the family curves of affine equation y3n=x4n-1. An algebraic point of degree at most 2 is called an algebraic point of low degree. The essential tools for this determination are the theorem of Chevalley-Weil, cyclotomic polynomials, rational morphisms between these curves and the special Picard curve of affine equation y3=x4-1

    CRIMINAL OFFENSES OF FELONY MURDER IN THE CRIMINAL LEGISLATION OF THE REPUBLIC OF SERBIA

    Criminal offences of murder are the most serious crimes against life and body, criminalized by Article 113 to 118 of the Criminal Code of the Republic of Serbia (murder, aggravated murder and privileged murder). The object of protection of these most serious crimes is the life and body of a person and the right to life as a basic human right. In these criminal acts of delicta communia, the causal nexus between the execution of the act and the resulting consequence must be clearly established, which implies that it was precisely because of the incriminated action that the consequence occurred, i.e. the death of another person. In the paper pointed out the actions of committing the criminal offences of murder, as well as the fact that the act of committing the criminal offences of murder can only be undertaken against another person, but not against oneself. In the paper, the author explained different understandings and concepts regarding the question of when the criminal protection of life and body of a person begins and lasts. In addition to the basic form of the criminal offense of murder, the paper also points to its milder or privileged forms, which contain a lower degree of severity and danger. The focus of the paper is on the distinction of crimes of aggravated murder according to the method of execution, the motives of the perpetrator, the circumstances of the execution and the consequences, and the property of the passive subject

    CONVICT LABOUR AS A FORM OF CORRECTIONAL AND RESOCIALISATION TREATMENT

    Convict labor is considered the primary and most effective form of correctional and resocialization treatment. The importance of convicts work as a form of treatment imposes the need for its further research in order to create optimal conditions for changing the behavior of convicts involved in the production of certain goods. In this paper, the authors will first focus on the stages in the historical development of convict labour. The second part of the paper presents the most important international documents related to the convict labour, with reference to different systems of convict work. In the third part, the authors analyze the normative solutions on convict labour in the Republic of Serbia, with reference to the situation in Serbian penitentiaries. Finally, the authors suggest how the application of this form of treatment may be improved in penitentiary institutions

    The environment, different family structure, social crises and other unfavorable economic circumstances significantly influence the life dynamics, behavior, stress and sources of frustration among persons with disabilities. Attempts to help them are often untimely, not systematic and not effective. The offered solutions for their sexual and reproductive health (SRH) are sporadic, without adequate state support or connection of the relevant line ministries, especially when it comes to the female population. The issue of cooperation between family, school and institutions is old, but with the change of living context, it acquires new meanings and definitions and requires a new approach, both in the study and in practical solution of the problem. The most important problems in the field of SRH are the predominantly conservative birth control, the risky sexual behavior of adolescents and young girls and women, as well as the insufficient level of commitment to the preservation of SRH of the entire population, especially vulnerable categories, such as the socially oppressed and marginalized categories. Therefore, in this area, it is necessary to pay special attention to particularly sensitive groups of the population, such as Roma girls and women, those with disabilities, with infection from the human immunodeficiency virus, but also those who live on the threshold of poverty, especially from rural areas

    E-GOVERNMENT ADOPTION DETERMINANTS: A THEORETICAL OVERVIEW SUPPORTED BY LITERATURE REVIEW EVIDENCE

    The process of technology acceptance in general, and e-Government adoption in particular, depends on various social, political, economic and cultural contextual circumstances that further shape the behavior and intention to use of users. To be able to identify what drives the intention to adopt and use e-Government, this paper first presents a theoretical overview of the ground theories and models found in academic literature. In the second part, through a literature review and qualitative analysis of 15 articles, the paper presents the practical application of theories and models in current research. The results show the rising influence of the socio-cognitive determinants in e-Government adoption. The methodological approach applied in the paper can serve as a direction on how to identify and cluster e- Government adoption determinants in a given context while relying on tested and well-examined theories and models. This approach could further support scholars and policymakers in developing approaches to identify drivers behind the behaviors of users and create a favorable environment for e- Government adoption

    THE CARTAGENA CONSENSUS: FROM FAILURE TO DIALOGUE FOR LATIN AMERICAN REGIONALISM

    This article aims to analyse the history of the meetings organised by the group of Latin American debtor countries, which, within the debt crisis of the 1980s, tried to develop common strategies to implement during the negotiations with their creditors within the Cartagena Consensus. The biggest debtors, Argentina, Mexico and Brazil, along with other states in the region that joined the initiative, started a series of meetings to politicise the issue of debt unpayability. The meetings of the so-called Consenso de Cartagena are often portrayed as a story of failure, as the case-by-case approach favoured by the US Treasury finally prevailed, separating the interests of the debtors and leading to differentiate negotiations. An attempt will be made to give a new reading of the Cartagena Consensus, re-evaluating its results on the basis of the objectives that the participants realistically thought they could achieve, and analysing the important legacy of institutional contacts and ideas that would soon lay the foundations for an important season of Latin American regionalism. The analysis of the most recent literature on Cartagena will be complemented by the results of a field research conducted in Argentina

    This paper illustrates optimal fiscal and monetary policies with state-contingent debt as in Lucas,Stokey (1983) and the issue of time inconsistency in the Ramsey problem, tax smoothing as in Barro (1979) and Tax smoothing and Ramsey time inconsistency and non-CRRA preferences and taxation in LQ economy. Results show how the government lowers the interest rate by raising consumption. In the case of fall of consumption (in case of shock), labor supply increases during this two-time period tax rate increases for six periods, government consumption and output increase for two periods. Results differ from the results for LQ economy. When a state variable is negative, optimal tax is positive (obviously state variable here can be interest rate), and when there is positive state variable optimal tax rate becomes negative In LQ economy interest rate and inflation rate respond differently to technology and government consumption shocks respectively

    EASY AND FAST ESTIMATION OF THERMAL STABILITY OF HTS MAGNETS UNDER SIMPLE SITUATION

    Since the advent of 2nd-generation high-temperature superconducting (HTS) tapes which show great features on critical temperature, critical current density, and critical magnetic field, many researchers have been trying to generate ultra-high magnetic fields using HTS coils. One more promising technology is a no-insulation (NI) winding technique. This technique drastically suppresses the possibility of thermal runaway and burning-out of HTS coils. The interest into compact nuclear fusion magnets wound with HTS conductors is increasing rapidly within these 5 years. The simulation of such magnets larger than MRI/NMR HTS magnets takes an unfeasiblylong time. Therefore, we present a simple expression of the coil temperature rise under a simple assumption derived from the simple coil model to investigate the stability of large-scale magnets. The advantages of the method are simplicity, versatility, and nearly no computation, enabling a reduction of time in first-cut design
