    THE CHALLENGES IN HIGHER EDUCATION INSTITUTIONS IN INDONESIA: ARE WE ENTREPRENEURIAL UNIVERSITY YET?

    Today, the world has entered the industry revolution 4.0 era. It is inevitable that higher education institutions become the agents of change of civilizations that support the phenomenon. Some conceptions related to knowledge-based economy, entrepreneurial university or third-generation university, became the frame of thinking of experts who encourage university policies and strategies. This literature review is intended as an analysis on the current condition of higher education institutions in Indonesia, especially Universitas Indonesia and Universitas Gajah Mada, both of which are leading universities in Indonesia. As a state-owned university that is given an autonomy, the government restricts their subsidy, and this has put both state-owned universities (PTNBH) in a dilemma in an attempt to implement their Tri Dharma's activities, mainly because unclear policy to get the financial income from non-educational costs. This article will highlight some thoughts related to entrepreneurial universities, such as definitions, transformation models, and challenges to become entrepreneurial universities

    THE ROLE OF EFFICIENCY MEDIATION IN THE EFFECT OF BANKS SIZE ON BANK PROFITABILITY IN INDONESIA

    The purpose of this study was to analyze the mediating role of bank efficiency in the effect of bank size on bank profitability. The research sample is 25 banks that have a minimum core capital of Rp. 5,000,000,000,000 and publish financial statements in full during 2010-2017. The data analysis technique in this study is path analysis (path analysis) with the help of AMOS software (Analysis of Moment Structure). The results of the study found that; 1) bank size has a positive and significant effect on bank efficiency; 2) bank size has a positive and not significant effect on bank profitability; 3) bank efficiency has a positive and significant effect on bank profitability. 4) bank efficiency is able to mediate the effect of bank size on bank profitability

    Everyone has the right to a good and healthy environment as part of human rights. Hence, to actualize the right to a good and healthy environment, the community or everyone has the right to environmental information related to the role in environmental management. The research is a socio-juridical. The results show that the management of human environment in Manado is implemented through the establishment and implementation of local regulations. The issuance of local regulations related to environmental law enforcement are local regulations on Environmental Protection and Management; Domestic Wastewater Management; and Waste Management and Cleaning Service Fees. However, the three local regulations have not been implemented optimally. Even the local regulation on the Waste Management and Cleaning Service Fees provides regulations that are not in accordance with the needs of the community in waste management and not in accordance with the laws and regulations related to waste

    This article deals with the role of social capital in Manggarai on the basis of the following assumptions. First, the incapacity of the poor farmers to develop social capital themselves caused by external and internal constraints. Empowerment and policy approaches are primary in social capital formation. Second, combination of empowerment and policy approaches which seem to be relevant for problem solving. This article is based on field research where qualitative approach was used. Both farmers belonging to Ecopastoral and Non- Ecopastoral clusters have been developing social capitals for themselves used in their trajectories of conversion. The groups belonging to the clusters are important for further policy development through resource mobilization of social capitals own by government, civil society organization and market

    Entrepreneur is a stratetegical economic change agent for the Indonesian people in reducing poverty. By seeing that the majority of Indonesia's population is Muslim so it is very appropriate to implement an Islamic-based entrepreneurship system. Entrepreneur is a system in accordance with the teachings of Islam because it is highly recommended to seek riski or income. Islamic teachings view that work is a worship, so that entrepreneurs besides can lift income per capita, also can reduce poverty. In this library research emphasize the importance of entrepreneur applied in Islam because in view of Islam is aspect of life which is grouped into muamalah problem which closely related to relation between human with God which will be accounted later in akhirat. Business in the Qur'an is a human trade with God associated with spending his rescue to someone who can not afford. Successful behavior in Islam can not simply come, there are many values that need to be interpreted by Muslims as an entrepreneur. One of them, the orientation that becomes a good conception of self or others who become habit as way of life (way of life). Penelitian ini bertujuan untuk: 1) Menganalisis mekanisme Asuransi Usaha Tani Padi (AUTP)  di Kecamatan Paleteang, Kabupaten Pinrang, 2) Menganalisis Persepsi petani Terhadap Asuransi Usaha Tani Padi (AUTP) di Kecamatan Paleteang, Kabupaten Pinrang, 3) Menganalisis faktor-faktor yang berhubungan dengan persepsi petani Terhadap Asuransi Usaha Tani Padi (AUTP) di Kecamatan Paleteang, Kabupaten Pinrang. Penentuan Sampel dilakukan dengan mengambil sampel sebanyak 15% dari populasi berjumlah 165 orang, sehingga sampel dalam penelitian ini berjumlah 30 responden. Analisis data yang digunakan untuk menjawab tujuan pertama, kedua dan ketiga adalah analisis deskriptif, untuk menganalisis persepsi petani digunakan Skala Likert dengan kriteria untuk setiap tanggapan masing–masing kategori adalah 3 = sangat setuju, 2 = setuju, 1 = kurang setuju, dan untuk mengetahuitentang faktor-faktor yang berhubungan dengan persepsi petani terhadap AUTP dianalisis dengan menggunakan uji korelasi Rank Spearman. Hasil penelitian menunjukkan: 1) Mekanisme Pelaksanaan program AUTP di Kecamatan Paleteang telah berjalan baik, namun sosialisasi mengenai program kurang menyeluruh ke semua petani, 2) Persepsi petani terhadap AUTP dibagi atas 3 aspek yaitu persepsi petani terhadap organisasi pelaksanaan AUTP berada pada kategori setuju, persepsi terhadap pelaksanaan AUTP berada pada kategori setuju, dan persepsi petani terhadap monitoring, evaluasi, dan pelaporan AUTP berada pada ketogori  setuju, 3) Terdapat hubungan antara faktor – faktor yang mempengaruhi persepsi (umur, pendidikan, luas lahan, premi, dan pengetahuan) dengan persepsi petani terhadap AUTP. Kata Kunci: Persepsi, program asuransi usaha tani padi ABSTRACTAgricultural insurance is important because of the uncertainty that attacks almost all farmers in Indonesia so the potential for harvest failure is very high. This study aims to: 1) Analyze the mechanism of Rice Farm Business Insurance (AUTP) in Paleteang District, Pinrang Regency, 2) Analyze farmers' perceptions of Rice Farming Insurance Program (AUTP) in Paleteang District, Pinrang Regency, 3) Analyzing factors related to farmers' perceptions of Rice Farm Insurance Program (AUTP) in Paleteang District, Pinrang Regency. Determination of the sample is done by taking a sample of 15% of the population of 165 people, so that the sample in this study amounted to 30 respondents. Analysis of the data used to answer the first, second and third purpose is descriptive analysis, to analyze the perceptions of farmers using a Likert Scale with the criteria for each response each category is 3 = strongly agree, 2 = agree, 1 = disagree, and to know about factors related to farmers' perceptions of AUTP analyzed using Rank Spearman correlation test. The results showed: 1) The implementation mechanism of the AUTP program in Paleteang District had gone well, but the socialization of the program was not comprehensive to all farmers, 2) The farmers 'perception of AUTP was divided into 3 aspects, farmers' perceptions of the AUTP implementation organization in the agreed category, perceptions the implementation of AUTP is in the agreed category, and farmers' perceptions of monitoring, evaluation, and AUTP reporting are in a disagreeable category, 3) There is a relation between factors that influence perceptions (age, education, land area, premiums, and knowledge) with farmer's perception of AUTP. Keywords: perception, rice farming insurance progra

    The efficacy of multy-enzymes supplementation on low energy corn-soybean meal basal diet containing rice bran on growth performance of broilers

    High energy diet is related to high feed cost. Thus, it is essential to reduce energy diet but still support the good performance of birds. The utilization of low cost- feed ingredients combined with enzymes are the alternative way to do. The objective of this study was to investigate the effects of multy-enzyme supplementation on growth performance of broilers fed low energy basal diets containing rice bran. Experiment 1. The apparent metabolizable energy (AME) assay of yellow corn and rice bran. A total of 48 broilers were randomly distributed to 12 cages (4 birds/cage). A maize-soybean meal basal diet (mash form) was formulated and two assay diets were then developed by substituting rice bran (raw 250 g kg-1, w/w) and maize (500 g kg-1, w/w) of the basal diet. Total excreta collection method was used. The results showed that the AME value of rice bran was significantly lower (2032 kcal/kg DM) and 3112 Kcal/kg DM. Experiment II. The experiment was designed using a completely randomized design with four treatments and six replications. A total of 160 DOC (unsex) were randomly distributed to 16 pens (10 birds/pen). The experimental diets were iso-nitrogenous and iso-energetics. The results show that dietary treatments significantly affected (P0.05) FCR and mortality of broilers. Broilers fed P2, P3 and P4 diets had higher (P0.05). In conclusion, 1) the supplementation of enzymes in low energy diets containing rice bran improved BWG and FI but not FCR and mortality. 2) Birds fed rice bran-containing-diets supplemented with enzymes produced similar growth performance

    Cultivating Canavalia ensiformis: Is Institutional Function Still Needed?

    Several problems deal with Canavalia ensiformis cultivations. They are the low-price competitiveness, the absence of processing industries and appropriate agricultural technology controlled by the farmers, the absence of fostering of farmers, especially in terms of marketing and postharvest processing.Therefore, the study explore how the role and function of coordination in institutions is needed as a solution for developing Canavalia ensiformis cultivation? The research was conducted from March to August 2019, using the survey method. Data collection is done through an expert system / or practitioner approach. The data obtained were analyzed using the Interpretative Structural Modeling (ISM) method. The results show that the existing institutions have not understood their roles and functions in the development of Canavalia ensiformis cultivation. This is an indication of the weak coordination function. The weak function of coordination is a result of weak understanding of the visions, low institutional knowledge and conflict between institutions. The results of the ISM analysis show that there are two key strategic programs in developing the commodity of Canavalia ensiformis, namely human resource and marketing development. These two sub-elements are institutional indicators. Therefore strengthening institutional functions is still needed in the development of Canavalia ensiformis cultivation

    Accountability in Government Contracts: A Measure of Performance from the Commitment-Making Officials?

    Public-private partnership is an alternative defrayal which gives chances for private sectors to get engaged in financing the government’s good and service suppliers through business contract. As contracts commonly made, failure may happen while implementing the contract, known as a tort. Therefore, government contracts are conducted by Commitment-Making Officials (hereinafter, PPK), authorized to make and implement it. Thus, the accountability over the contract failure is inseparable with the authorized PPK. This study aimed to examine the accountability of PPK when failures happen in the implementation of government contract. This paper using legal research method along with statute and conceptual approaches, the finding showed that PPK were accountable both as officials and individual. As officials, their accountability is apparent when they did tort on the provision mentioned in a government contract they had signed and established. As individuals, their accountability is apparent on which they did maladministration

    The Overview of Innovations in the Legal Framework and Organization of Correctional Service

    The main institution in Kosovo that deals with the execution of criminal sanctions and it is Kosovo Correctional Service (KCS). Since its establishment, this institution has undergone numerous changes in the organizational field, as well as changes created by legal regulation. The recent trends occurring in correctional services in democratic societies have transformed these services in order to have a human approach and, in several cases constitute a decisive factor in the change in the behaviour of delinquents. Delinquents that have been convicted for serious crimes by criminal proceedings of final judgment, in order to rehabilitate through based programs on contents of rehabilitation, resettlement, and reintegration used a various method which will be treated in this paper. Considering legal changes which have occurred, these changes have affected executive bodies in charge of the execution of criminal sanctions. In this paper were applied several methods, such as individual case study, normative analysis, and qualitative methods. From the results of the treatment, we can see that through the legal changes made in this area of Correction have special importance. The correctional system as organized by the Correctional Service has advanced regarding the terms of legislation, influenced by the European system implemented in some countries in this field.Â
