Entrenando al espía: adecuación de funciones y tareas en la Prefectura Naval Argentina (1973-1975)
No full textThis article is intended to provide information on the adaptation process affecting the missions and functions of the Argentine Naval Prefecture in a context of intensified repressive policies implemented by the Argentine State in the first half of the 1970s. The time frame observed in this work constitutes a moment of profound tension between the State’s defense and security functions and its intervention and the internal social scenario. Hence, it reconstructs and analyzes the processes of conformation and adaptation of delegations and sections dedicated to intelligence functions in a period including the final moments of the dictatorship —the self-proclaimed “Argentine Revolution” (1966-1973)— and the third experience of Peronism in government until the military coup of 1976. To this end, it analyzes a series of communications, directives and instructions from the archives of the Information Service of the "North Atlantic Zone" Argentine Prefecture. This paper seeks, thus, to shed light on practical instances of the training of prefects in intelligence matters and report a series of bureaucratic procedures aimed at increasing the state presence for control and surveillance matters. The directives, orders and instructions analyzed here conform a universe of institutional resources meant to provide intelligence officers with tools, doctrinal elements and key knowledge. Furthermore, they reveal a process of communicational transmission, bringing theory and practice closer together. To this end, the bureaucratic genealogy of institutional efforts aimed at turning a security force dedicated to the custody of maritime and navigable borders into a tool for personal identification and population control will be reconstructed. The results are intended to illuminate the relations of functional dependence on the Argentine Navy and the participation of the maritime forces in the repression of civilians.El presente artículo procura aportar conocimientos sobre los procesos de adecuación de misiones y funciones de la Prefectura Naval Argentina en el contexto de intensificación de las políticas represivas desplegadas por el Estado argentino en la primera mitad de la década de 1970. El recorte temporal observado condensa un momento de profunda tensión entre las funciones de defensa y seguridad del Estado respecto de su intervención en el escenario social interno. De este modo, reconstruye y analiza procesos de conformación y adaptación de delegaciones y secciones con funciones de inteligencia en un período que comprende los momentos finales de la dictadura autodenominada Revolución Argentina (1966-1973) y la tercera experiencia del peronismo en el gobierno, hasta el golpe militar de 1976. Para esto, estudia una serie de comunicaciones, directivas e instrucciones obrante en el archivo del Servicio de Informaciones de la Prefectura Argentina "Zona Atlántico Norte". El escrito busca echar luz sobre instancias prácticas de formación de prefectos en labores de inteligencia y repondrá una serie de procedimientos burocráticos tendientes a acrecentar la presencia estatal, en este caso para el control y la vigilancia. La serie de directivas, órdenes e instrucciones aquí analizadas hacen a un universo de recursos institucionales tendientes a dotar de herramientas, elementos doctrinales y saberes a los oficiales. Permiten, a su vez, acceder a un proceso de transmisión comunicacional, de acercamiento de la teoría a la práctica. Para esto, se reconstruirá la genealogía burocrática de los esfuerzos institucionales orientados a convertir una fuerza de seguridad dedicada a la custodia de las fronteras marítimas y navegables en una herramienta para la identificación de personas y el control de la población. Estos resultados buscan iluminar las relaciones de dependencia funcional respecto de la Armada Argentina y la participación de las fuerzas de mar en la represión a civiles

«Car més val contendre ab la quartana que ab flaquea». Conflictividad marítima en tiempos de carestía en la Corona de Aragón a principios del siglo XV
Full text linkThroughout the Late Middle Ages, the cities of the Crown of Aragon obtained by the sovereign several resources to stock up on cereals and especially wheat. One of these was the royal grant generally known as Vi vel gratia, that allowed them to seize shipments of foreign victuals in cases of extreme need. That privilege, applied to maritime transport of grain, involved the authorization of practices previously considered as piratical, now protected by provisions of the King applied only in times of famine. Even so, such activities were the basis of conflicts, especially between the maritime cities of the Crown.
This article analyzes the use of this royal grant by the great coastal cities of the Crown of Aragon –notably Barcelona, Valencia and Mallorca– in order to ensure their own supply by sea, particularly during dearth. The strategy deployed to this effect is, in fact, a form of institutionalized violence, legally sustained thanks to the support of the Aragonese kings from the first third of the fourteenth century. As can be seen, the objective that legitimated this type of action carried out by the cities was, ultimately, the need to ensure the supply of consumer goods –and especially wheat– to the population. However, it is difficult to think that the adoption of this type of measures would respond exclusively to the solidarity of the agents of the local power. Rather, we are dealing with coercive formulas used by urban elites to safeguard their interests in a context of conflict, such as the Mediterranean world, during the two last centuries of the Middle Ages. Likewise, the use of these strategies by the urban powers, supported by the officers of the king, became a cause of conflicts between the authorities of Barcelona, Valencia and Mallorca.A lo largo de la Baja Edad Media, las ciudades de la Corona de Aragón obtuvieron de los soberanos varios recursos para abastecerse de cereales y, en especial, de trigo. Uno de ellos fue la concesión real generalmente conocida como Vi vel gratia, la cual les permitía apoderarse de los cargamentos de vituallas ajenas en casos de necesidad extrema. Dicho privilegio, aplicado al transporte marítimo de cereales, supuso la autorización de prácticas anteriormente consideradas como piráticas, ahora amparadas por disposiciones reales circunscritas a las épocas de carestía. Full text linkThis article delves into the inclusion of fencing instruction in the Argentine Army between 1897-1914, problematizing the circulation of different actors, specialized knowledge and practices between the army and various social spheres. The constitution processes included in the formative matrix envisioned by the Argentine Army for the training of fencing instructors will be equally reviewed so as to identify the potential purposes behind the inclusion of a fencing section. Likewise, the way in which these social actors performed their art in Buenos Aires\u27 elite circles —enabling them to establish strong social bonds along the way— will be explored. The benefits that this entailed included, among others, their participation in feasts hosted by national and international rulers and the forging of marital bonds. Hence, dueling between fencing instructors at that time as a display of aesthetical gentlemanliness may well be understood as a —at times, even artistic— performance enacted for the Argentine elite. That being said, fencing duels constituted, of course, a social space of its own to settle matters of honor, but one notable sign of the first decades of early 20th century Argentina was how these duels between military fencing instructors were seen from an artistic and sporting perspective. The present historical reconstruction will be based on the analysis of varied primary sources of the Argentine army, most remarkably regulations, reports, official bulletins, manuals and periodical publications, both civilian and military. In particular, the social dimension of military fencing instructors will be recreated from a series of issues of the Caras y Caretas magazine covering the period from 1898 to 1914.El presente artículo estudia la inscripción de la esgrima dentro del Ejército argentino en el periodo comprendido entre 1897-1914, problematizando la circulación de actores, saberes y prácticas entre la institución militar y diferentes esferas sociales. Se reconstruirán los procesos de constitución de la matriz formativa promovida desde el Ejército para instruir a los maestros de la especialidad, identificando la “tradición” formativa propuesta como así también lo propósitos que fue teniendo dentro de la institución la conformación de un cuerpo de la especialidad. Asimismo, estudiaremos cómo estos actores sociales desplegaron su arte en diferentes círculos de sociabilidad de la elite dirigencial porteña donde sus saberes corporales les posibilitó generar vínculos sociales profundos. Esto se graficara en la participación en banquetes con mandatarios nacionales e internacionales y en el establecimiento de relaciones matrimoniales. A partir de ello, podremos advertir que la práctica del duelo entre los maestros, donde se ponían en juego estéticamente un modo de entender a la masculinidad entre caballeros, ofició como un espectáculo por momentos artístico para la élite. Lo dicho no desatiende al hecho de que durante ese período también la práctica del duelo era un espacio social para saldar cuestiones de honor, pero lo que observamos en el período estudiado es que las contiendas esgrimísticas de los maestros del ejército estarán articuladas entre un fin artístico y deportivo. Este trabajo busca entrar en diálogo con aquellas producciones que pensaron el campo de la cultura física en la Argentina en las primeras décadas del siglo XX.
Realizaremos esta labor de reconstrucción histórica a partir del estudio de diferentes fuentes primarias del ejército argentino, entre las que se destacan reglamentos, informes, boletines oficiales, manuales. Como así también publicaciones periódicas tanto del ámbito militar como civil. Especialmente, las sociabilidades de los maestros de esgrima serán reconstruidas a partir de la revista Caras y Caretas, en una serie que abarca de 1898 a 1914
