A PERFORMANCE MEASUREMENT IN THE FRAMEWORK OF THE BALANCED SCORECARD: ITS IMPLEMENTATION AT THE PUBLIC SECTOR
This study aimed to reveal the essence of the uniqueness of the balanced scorecard practice in the public sector based on its dynamics and characteristics. This qualitative research utilized a case study model combining literacy, data processing, in-depth interviews, and the researchers’ involvement. Instead, this aspect is included as a strategic objective from the perspective of learning and growth. In addition, the sharpening of the Key Performance Indicators (KPI) is also carried out after the results of the KPI achievement are measured and evaluated. ANALYZING THE IMPACT OF QUALITY CONTROL CIRCLE AND SEVEN TOOLS METHODS ON ENHANCING PRODUCTIVITY
The primary objective of companies involved in the production process is profitability, achieved through optimizing labor, raw materials, and resources. This continual improvement results in a robust production system geared towards generating significant profits. A prevalent method for ongoing refinement is the application of Quality Control Circles (QCC). This research focuses on assessing productivity improvements in the K84 Line Steering Handle following the implementation of QCC methodologies. It aims to understand the factors affecting productivity and applies QCC techniques to enhance efficiency. The research reveals promising findings, indicating that QCC-driven enhancements have substantially reduced cycle times across workstations. This reduction directly contributes to increased production output for the K84 Line Steering Handle. The utilization of QCC methods has proven remarkably effective, elevating efficiency levels from 65% to an impressive 92% and concurrently reducing manpower requirements by 3. In summary, this research emphasizes the transformative impact of QCC practices on productivity, highlighting substantial gains in output efficiency and resource optimization for the K84 Line Steering Handle. The integration of QCC-driven improvements has proven instrumental in achieving these positive outcomes. Keywords: Quality Control Circle, Seven Tools and Productivit

OPEN INNOVATION MAPPING BASED ON PUBLISHER RESEARCH THROUGH BIBLIOMETRIC ANALYSIS
ABSTRACT Research on open innovation (OI) has increased in recent years, demonstrating its potential in various fields of knowledge. Its linkages with SMEs have attracted the attention of academics. This analysis was conducted from 2018 to 2022. This article aims to evaluate the intellectual structure of open innovation scientific studies, and their relation to various scientific fields, through bibliometric analysis using the Scopus database, publish or perish, the lens, and the VOSviewer software application. The methodology consists of a selective systematic and transparent process divided into four phases: (i) establishing search criteria for research fields, through literature review, (ii) database selection, (iii) application of inclusion and exclusion criteria to the selected documents and explanation of their uses software; and (iv) analysis of results through a scientific output performance approach and bibliometric mapping. The results show an increasing trend of open innovation publications quite a lot, especially in the United Kingdom and the United States, but only a few studies discussing open innovation in SMEs for researchers in Indonesia totaling 121 articles discussing marketing, economics, management and social sciences.
