OS JOGOS DOS ESTADOS: RACIONALISMO vs CONSTRUTIVISMO
Full text linkThis article encompasses a theoretical reflection about the major theoretical debates that cross the field of International Relations, namely: Realism, Neorealism, Liberalism, Neoliberal Institutionalism, and Constructivism. There will be a discussion on the the rationality of the games that states play, opposing Constructivism to Game Theory, in order to investigate its main differences and/or methodological limitations. Despite the richness of the various theories that shape the field of International Relations, it is believed that the games States play are best explained through the use of hermeneutic analysis, aided by a Constructivist perspective, which seeks to interpret the action from “within”, focusing on the comprehension and the reasons for the actions of states, through which they define their identity and may or may not change their interests as a result of their interaction with the social world.O presente artigo engloba uma reflexão teórica sobre os grandes debates teóricos que atravessam o campo das Relações Internacionais, a saber: o realismo, o neorrealismo, o liberalismo, o institucionalismo neoliberal e o construtivismo. Abordar-se-á a racionalidade dos jogos dos Estados, opondo o construtivismo à Teoria dos Jogos, de forma a investigar as suas principais diferenças e/ou limitações metodológicas. Não obstante a riqueza das várias teorias que dão forma ao campo das Relações Internacionais, acredita-se que os jogos que os Estados jogam são melhor explicados através do recurso à análise hermenêutica, auxiliada por uma perspetiva construtivista que visa interpretar a ação a partir de “dentro”, privilegiando a compreensão e as razões da ação dos Estados, por meio das quais eles definem a sua identidade e podem ou não alterar os seus interesses como resultado da interação com o mundo social

Full text linkThroughout the history, many concerns about energy security in Brazil have caused some domestic companies to acquire large production efficiency and technological, organisational and corporate innovation, which resulted in high competitiveness of Brazil\u27s energy supply chain on an international scale. The aim of this paper is to analyse the occurrence of international business opportunities for Brazilian companies, from energy projects implemented by countries in South America and in the Caribbean region (Latin America). Also, to check if the Brazilian government, under President Luiz Inácio Lula da Silva andDilma Rousseff (2003-2014), has encouraged domestic companies to expand their business abroad on developments in the energy sector, either by domestic or external policies.Ao longo da história, a preocupação com a segurança energética no Brasil fez com que algumas empresas nacionais adquirissem grande eficiência produtiva e inovação tecnológica, organizacional e corporativa, as quais resultaram em elevada competitividade da cadeia produtiva energética brasileira em escala internacional. O objetivo do presente artigo é analisar a ocorrência de oportunidades de negócios internacionais para as empresas brasileiras, a partir de empreendimentos energéticos implementados por países da América do Sul e do Caribe (América Latina). Além disso, verificar se o governo brasileiro, durante a presidência de Luiz Inácio Lula da Silva e Dilma Rousseff (2003-2014), incentivou empresas nacionais a expandirem seus negócios no exterior em empreendimentos na área de energia, seja por meio de políticas doméstica ou externa

POR UMA GEOESTRATÉGIA DO TRIÂNGULO DO LÍTIO SUL-AMERICANO
Full text linkFrom the beginning of the 21st Century, the importance of lithium has been increasing due to its applicability in the industry of rechargeable batteries, such as electric and hybrid vehicles. Although the geographical distribution of lithium in the world covers all continents, its concentration in absolute terms is predominantly located in South America, but specifically in the Andean region of the continent, the so-called "lithium triangle", composed by Argentina, Bolivia and Chile. The hypothesis of the article is that there is an increase in international competition for lithium that reverberates directly in the South American region, and that the different lithium policies of South American states make it difficult to establish a common regionalgeo-strategy. The methodology is based on a realistic conception of international political economy, in which geo-politics focuses on how geography influences the strategy of states and international relations in an anarchic system, and geo-economics reveals that economic instruments can be used for geo-political purposes (BLACKWILL & HARRIS, 2016). The analysis is also based on a bibliographical review and a qualitative analysis of statistical data on the subject presented in studies and government documents.A partir do início do século XXI, a importância do lítio vem aumentando devido à sua aplicabilidade na indústria de baterias recarregáveis, como veículos elétricos e híbridos. Apesar da distribuição geográfica do lítio no mundo abarcar todos os continentes, sua concentração em termos absolutos é predominantemente localizada na América do Sul, mais especificamente na região andina do continente, o chamado “triângulo do lítio", composto por Argentina, Bolívia e Chile. A hipótese do artigo éde que há um aumento da competição internacional pelo lítio que reverbera diretamente na região sulamericana, e de que as diferentes políticas dos Estados da região em relação ao lítio dificultam o estabelecimento de uma geoestratégia regional comum. Parte-se de uma concepção realista da economia política internacional, na qual a geopolítica se debruça sobre como a geografia influencia a estratégia dos Estados e as relações internacionais em um sistema anárquico, e a geoeconomia revela que instrumentos econômicos podem ser utilizados com fins geopolíticos (BLACKWILL & HARRIS, 2016). AS CONSEQUÊNCIAS DO CRIME DE CORRUPÇÃO NOS ESTADOS MERCOSULINOS
Full text linkThis article covers the consequences of the crime of corruption in the Mercosur States and of legal means to prevent and to punish this crime. The need to define corruption comes from global social changes, so some international organisations have established legal instruments to combat and to prevent corrupt acts. Hence, this article discusses the consequences that these acts cause in society of Mercosur States and in the Bloc as a whole. The method used was the deductive, i.e. how the crimeof corruption, internationally defined and featured, was absorbed by Mercosur States, and the bibliographic method was used for data collection.Este artigo trata das consequências do crime de corrupção nos Estados do Mercosul e dos meios legais para prevenir e punir esse crime. A necessidade de defini-lo resulta das modificações sociais em nível global, por isso, algumas organizações internacionais criaram instrumentos jurídicos para combater e prevenir atos corruptos. Dessa forma, este artigo analisa as consequências que estes atos provocam na sociedade dos Estados mercosulinos e no bloco como um todo. O método utilizadofoi o dedutivo, ou seja, como o crime de corrupção, definido e caracterizado em nível internacional, foi absorvido pelos Estados mercosulinos, e o método bibliográfico foi utilizado para a coleta de dados

Full text linkThis article intends to show that if the State is in crisis and does not fulfill its role of protecting, promoting and defending the environment, the Private Sector is able to do it. To do this, Public-Private Partnerships were created, though in Brazil, in general, they exist only in theory, albeit the legal normative created. Yet, large companies already have their own environmental educational programs, which bring positive results to the local population and to the world as a whole.Este artigo busca mostrar que se o Estado está em crise e não cumpre seu papel na proteção, na promoção e na defesa do meio ambiente, a iniciativa privada pode fazê-lo. Para isso, foram criadas as Parcerias Público-Privadas que, no Brasil, quase não atingiram a prática, apesar da normativa legal criada. Entretanto, grandes empresas já possuem seus programas de educação ambiental, trazendo resultados benéficos à população local e ao mundo em geral
Dribles, Dança e Diplomacia: O pop sul-coreano e o basquete estadunidense como ferramentas diplomáticas para a Coreia do Norte
Full text linkThe article aims to present cultural diplomacy initiatives directed towards North Korea through two case studies: South Korea\u27s KPOP diplomacy and the United States\u27 basketball diplomacy. Despite these countries\u27 relations with North Korea being marked by conflicts, there is an attempt to approach them through cultural resources. The work argues that although political disagreements persist, cultural diplomacy proves capable of establishing links between countries and increasing dialogue among them.O artigo tem como objetivo central apresentar iniciativas de diplomacia cultural direcionadas para a Coreia do Norte através de dois estudos de caso: a diplomacia do KPOP, utilizada pela Coreia do Sul e a diplomacia do basquete dos Estados Unidos. Embora as relações entre esses países sejam marcadas por conflitos, existe uma tentativa de aproximação por meio dos recursos culturais. O trabalho defende que apesar das desavenças políticas permanecerem, a diplomacia cultural se mostra capaz de estabelecer vínculos entre os países e aumentar o diálogo entre eles.
