Research on the Application of the “Daily Penalty” System in Marine Environmental Protection Administrative Penalties: From the Perspective of Illegal Marine Pollution Discharge
The revision of the Marine Environment Protection Law in 2016 introduced the “daily penalty” system, providing a powerful legal weapon against illegal marine pollution discharge. However, the unique characteristics of the maritime law enforcement environment present numerous difficulties in its application: ambiguous criteria for determining “refusal to rectify,” difficulty in ascertaining the starting point for calculating the continuous violation period, and challenges in preserving evidence under special circumstances. This paper reviews the institutional evolution and normative structure of the “daily penalty” system, focuses on the characteristics of illegal marine pollution discharge, and explores the subjective and objective criteria for determining “refusal to rectify,” the rules for establishing the starting point of a continuous violation, and special evidence collection mechanisms under adverse weather conditions and risks of evidence destruction. Based on this analysis, it proposes institutional recommendations to improve the application of the “daily penalty” in marine environmental protection, aiming to promote its standardized operation in maritime law enforcement practice
Analysis of the Evolution of Landscape Pattern of Land Use:Taking Shibing Karst and Libo-Huanjiang Karst as an Example
This study takes the Shibing Karst and Libo-Huanjiang Karst as research objects, based on land use data from 2000 to 2020, combined with landscape pattern index, land use dynamic attitude, and transfer matrix method, to analyze the transformation characteristics and spatiotemporal evolution patterns of landscape patterns in these two karst regions. The results show that forest land and farmland are the dominant landscape types in the two study areas. Spatially, the high-value areas of aggregation and connectivity indices in the Shibing Karst are concentrated in the central region, while the high-value areas of diversity and shape complexity indices are located in the northern and southeastern regions. In the Libo-Huanjiang Karst, the high-value areas of aggregation and connectivity indices are distributed in the eastern region, and the low-value areas are located in the central region, which gradually shifted to the central region after 2010. The high-value areas of diversity indices are concentrated in the central, western, and northern regions. This study reveals the spatiotemporal evolution characteristics of landscape patterns in typical karst World Heritage sites in southern China from 2000 to 2020, providing a scientific basis for optimizing the landscape patterns of karst World Heritage
A Review of In-situ Pyrolysis Research on Tar-rich Coal and Oil Shale
As two important unconventional oil and gas resources, the in-situ pyrolysis technologies of tar-rich Coal and oil shale are key approaches to realize the clean and efficient utilization of resources, alleviate the contradiction between oil and gas supply and demand, and help achieve the “double carbon” goals. Both of them share the core characteristic of being rich in organic matter and convertible into oil and gas products through pyrolysis, yet they exhibit significant differences in resource endowments, pyrolysis characteristics and technological applications. This paper systematically combs the technical principles of in-situ pyrolysis for tar-rich Coal and oil shale, focuses on a comparative analysis of their similarities and differences in pyrolysis kinetics, process routes, key technologies and environmental impacts, and deeply analyzes the common bottlenecks and personalized challenges faced by the current in-situ pyrolysis technologies. It provides theoretical support and practical reference for the optimization and industrial promotion of in-situ pyrolysis technologies for tar-rich Coal and oil shale
Progress in Research on the Hydrodynamic Mechanism of Nearshore Plant Wave Dissipation
Coastal salt marsh plants protect shorelines from erosion and damage by dampening incoming waves. Scholars at home and abroad have studied the wave attenuation characteristics of ideal vegetation by using a series of mathematical models and physical model experiments with comparative research methods, taking into account relevant wave conditions, plant parameters, and other factors, which has important ecological and environmental value. Furthermore, the introduction of dimensionless parameters such as Ursell number, Reynolds number, and KC number in standard fluid conditions is significant for evaluating wave dissipation by different vegetation and explaining the hydrodynamic characteristics of plant-induced wave attenuation. However, the hydrodynamic conditions and vegetation considered in existing model studies still have certain limitations. Taking into account wave breaking, random wave conditions, and more refined flexible vegetation simulations will be the main focus of future research
Optimal Design of a Small Multi-Purpose Fixed-Wing Flying Platform Based on Arduino Open-Source Hardware
To address the limitations of traditional small fixed-wing unmanned aerial vehicles (UAVs), such as their fixed configuration, high structural integration, and difficulty in rapid reconfiguration based on mission requirements, this paper designs and implements a small intelligent multi-purpose fixed-wing flying platform based on Arduino open-source hardware. Centered on a high degree of structural modularity, the platform utilizes 3D printing rapid manufacturing technology and standardized mechanical and electrical interfaces to divide the airframe into multiple functional modules, enabling free combination and rapid assembly of different configurations. In terms of structural design, key load-bearing components and module interfaces were optimized to reduce overall weight while ensuring structural strength and stiffness, supporting flexible configurations such as V-tail, T-tail, and various wingspans and payload types. Regarding system implementation, an Arduino Nano serves as the core control unit, integrated with inertial measurement, barometric altitude, data storage, and LoRa wireless communication modules, constructing an open, low-cost flight control and data acquisition system. Through aerodynamic simulation analysis, 3D printing manufacturing, and ground testing validation, the results demonstrate that the platform possesses good structural stability, assembly efficiency, and configuration scalability, providing a reference for teaching experiments and multi-purpose validation

Soil Conservation Services and Its Enlightenment for Improving Ecosystems for Rocky Desertification Management: A Literature Review and Bibliometric Analysis
Soil conservation service (SC), as one of the most crucial ecosystem services (ES), plays a vital role in promoting the restoration of ecosystem structure. Severe soil erosion in karst areas has resulted in the ongoing degradation of soil conservation services. Understanding the current and evolution of research in this field is essential for establishing a theoretical foundation for the future management of rocky desertification in karst areas. Based on the Web of Science (WOS) and China Knowledge Network (CNKI) databases, 224 articles on SC were collected. This paper summarizes the research progress, results, and development trends from various aspects through systematic review and qualitative analysis of the literature. The findings are visually presented using spatial visualization and analysis tools such as SATI and Gephi. Key scientific issues and future development trends of existing SC are summarized with a view to improving SC in rocky desertification areas. It is of great significance to further improve the layout of ecological engineering construction and rocky desertification management in karst regions
