    Push-button Populism: The Reform Party and the Real World of Teledemocracy

    Abstract: The past decade in Canadian politics has been marked by a growth in citizen dissatisfaction with traditional methods of political representation and the development of sophisticated communications technologies promising increased grass-roots participation in policymaking. In a series of recent teledemocratic exercises, the Reform Party of Canada has positioned itself at the centre of these trends. This paper examines the democratic quality of Reform's use of these technologies to date and suggests that a performative analysis of these events reveals their deeper ideological character. Finally, it is argued that a performative focus on their deliberative potential might help to inform a more robust democratic application of these technologies. Résumé: La dernière décennie de la politique canadienne a été marquée et d'un mécontentement croissant de la part des citoyens qui récusent les méthodes traditionelles de la représentation politique, et d'une croissance des techniques avancées de la communication qui promettent une participation populaire plus étendue dans la création des statuts. En prônant une série récente d'exercises "télédemocratiques", le Parti Réform du Canada s'est positionné au centre de ces tendances. Cet essai examine la qualité démocratique de l'usage du PRC de ces techniques jusqu'à présent, et suggère qu'une analyse performative de ces évènements révèle leur caractère idéologique plus profond. Finalement, nous proposons qu'un regard performatif sur leur potentielle délibérative pourrait contribuer à la création d'une application démocratique plus robuste de ces techniques

    A Comparison of Domestic and International Joint Ventures in Television Program and Feature Film Production

    Abstract: International co-production /co-venture is increasingly the mode of production used for television programs and feature films. Evidence suggests the principal benefit of this mode is that, through financial pooling, it permits the accumulation of substantial budgets. However, there are concerns that cultural specificity, the Canadian nature of the resulting program or film, is often compromised. Domestic co-production /co-venture may be an alternative mode that offers the advantages of the international joint venture mode without compromising the Canadian nature of the final cultural product. In this paper we examine this issue by comparing participant experiences with domestic joint ventures to those for international joint ventures. We find that most benefit and drawback items are rated similarly. Nevertheless, there is considerable evidence that for TV projects the performance of domestic joint ventures is rated better than that of international joint ventures. However, respondents also indicate that the domestic joint venture mode is not a viable alternative to the international joint venture mode for large budget projects. Résumé: Les co-productions / affaires en participation internationales sont de plus en plus les modes de production utilisés pour les émissions de télévision et les longs-métrages. Les circonstances suggèrent que le bénéfice principal de telles approches est que, grâce au partage des fonds, elles permettent l'accumulation d'un budget significatif. Certains craignent cependant qu'on compromet la spécificité culturelleparticulièrement la nature canadiennede programmes ou de films produits de cette manière. Les co-productions / affaires en participation domestiques peuvent présenter une alternative qui offre les avantages des collaborations internationales sans compromettre le caractère canadien du produit culturel final. Dans cet article, nous examinons cette question en comparant les expériences de co-productions domestiques avec celles de co-productions internationales. Nous découvrons que la plupart des avantages et des désavantages sont comparables. Néanmoins, il y a beaucoup d'indices que, dans le cas de projets télévisuels, les collaborations domestiques sont plus avantageuses que les internationales. Cependant, les personnes sondées indiquent que les co-productions domestiques ne sont pas préférables aux co-productions internationales dans le cas de projets à grand budget

    Violations: The Boys of St. Vincent

    Abstract: This paper analyzes The Boys of St. Vincent in the context of the conventions of the American made-for-television movie. It begins with a review of some of the critical literature, from both British and American sources, which has defined the genre. The author then offers a close analysis of The Boys of St. Vincent, and in the end assesses its social progressiveness using criteria developed by John Caughie and other British critics working for Screen in the 1980s. The author ultimately argues that The Boys of St. Vincent, because it significantly disrupts the conventions of the American telefeature, can be seen as politically progressive. These disruptions include a potent systemic critique of church and state, a critical and highly controversial examination of pedophilia, and a disruption of the visual conventions of the American form. Résumé: Cet article analyse The Boys of St. Vincent ("Les Garçons de Saint-Vincent") dans le contexte des conventions du téléfilm américain. Il commence par un examen d'une partie de la littérature critique de provenance anglaise et américaine qui a défini le genre. L'auteur offre ensuite une analyse détaillée des Boys of St. Vincent, et à la fin évalue la progressivité sociale du programme en recourant à des critères développés par John Caughie et d'autres critiques anglais écrivant pour la revue Screen au cours dans les années quatre-vingt. L'auteur soutient en fin de compte qu'on peut envisager The Boys of St. Vincent comme étant politiquement progressif, parce que l'émission renverse significativement les conventions du téléfilm américain. Ces enversements comprennent une puissante critique systémique de l'état et de l'église, un examen critique et très controversé de la pédophilie, et le bouleversement des conventions visuelles du format américain
